tained an isolationist policy of keeping its };iBf.ds off the war in Europe. It
was only on April 6, 1917 that the ·u.S. decid�d to enter the war in order to
tip the balance of its friends and allies to'11tii�� advantage. In this cartoon,
drawn by Fernando Amorsolo,' it shows Uiicl�: Sam taking Little Juan by the
hand. Published on April 14, eight days after the U.S. joined the war. 'Where is
Uncle Sam taking Little Juan? \¥hy is tµe US, which is an occupier taking the
occupie d in a war to liberate other countries? Why shouldn't the Philippines be
liberated first'? Notice the faces of Uncle Sam and Little Juan. Notice also that
Little Juari was holding a pole �ith a flag that appears to have been blackened.
The reason is that the American colonial government enacted the Flag Law
in 1907, forbidding the display of flags meant to symbolize an independent
Philippines. Such law meant a penalty of death and the deprivation of the
petition for the writ of habeas corpus.
