Introduction
Recognizing that the management of nuclear energy facilities over their lifecycles is challenging
and complex, and that it requires both technical and managerial knowledge specific to the nuclear
sector, the International Atomic Energy Agency (IAEA) has developed the Nuclear Energy
Management (NEM) School programme, which focuses on managerial and technical
competencies that are required to support national nuclear energy strategies and implementation.
The NEM School is a two-week learning event that provides a broad international perspective
coupled with the IAEA’s specific knowledge on areas relevant to the entire nuclear energy
lifecycle, e.g. nuclear licensing and regulation, nuclear energy policy, safety culture, nuclear fuel
cycle, and nuclear safety, security and safeguards.
The NEM School envisages a format that can be implemented regionally in cooperation with a
local university or nuclear organization acting as the host organization.
The style of the School will be a series of presentations followed by practical sessions and case
studies. Group projects will be developed by participants working in small groups and presented
as a part of the final evaluation process.

As a pre-requisite for the school, every nominee is asked to enrol and complete a pre-training
course and pass the test on the IAEA’s Cyber Learning Platform for Nuclear Education and
Training (CLP4NET) in order to be considered for the final selection.
The second South Africa –IAEA NEM School is organized in South Africa by the IAEA in
cooperation with South African Nuclear Energy Corporation (NECSA)

Objectives
The purpose of the event is to provide training on topical subjects related to nuclear energy to
support the development of leaders of nuclear energy programmes.
In particular, the objectives are:
• To provide an international educational experience and an opportunity for worldwide
networking to future leaders and managers of nuclear energy;
• To raise awareness of participants about recent developments in nuclear energy;
• To broaden participants’ understanding of key issues and challenges associated with
peaceful uses of nuclear energy; and
• To introduce participants to the leadership and managerial competencies needed to
successfully implement national nuclear energy programmes.
Target Audience
African Member States who are recognised ‘Newcomers’ to nuclear power or with existing
nuclear power plan (NPP) as described below:
• Existing nuclear power plants: relaunching or expanding their nuclear power programme
• First NPP under construction (Phase 3a)
• First NPP contract under negotiation or signed (Phase 3b)
• Ready to take decision or already decided and preparing infrastructure (Phase 2)
• Active preparation with no final decision (Phase 1a)
• Considering a nuclear power programme (Phase 1b)

The School is intended for professionals working in the nuclear sector who show managerial
potential and aptitude for future leadership positions.
Technical sessions, panel discussions, case studies, group project work and technical visits will
be organized during which participants are expected to actively contribute by sharing information
on their experience and national practices in the area of managing and maintaining national
nuclear programmes.
Applicants should have an appropriate background with an adequate understanding of nuclear
fundamentals and managerial experience of working in the government or the nuclear sector.

Expected Outputs
The NEM School will cover a broad range of subjects through presentations, panel discussions,
case studies and technical visits, including the following topical areas:
• The IAEA and its services to its Member States
• Nuclear applications
• Introduction to nuclear power and current nuclear power technologies
• Energy planning and nuclear power economics
• Human resource development and nuclear knowledge management
• Management and leadership in a nuclear organization
• Stakeholder involvement and public communication
• Nuclear law
• Nuclear safety
• Nuclear security
• Nuclear safeguards
• Radioactive waste management

Participation and Registration


All persons wishing to participate in the school have to be nominated by an invited IAEA Member
State.
In order to be nominated by an IAEA Member State, participants are requested to send the
Participation Form (Form A) to their competent national authority (e.g. Ministry of Foreign
Affairs, Permanent Mission to the IAEA or National Atomic Energy Authority) for onward
transmission to the IAEA by 18 March 2022.
Nominated applicants who satisfy the above listed requirements will be required to enrol and
complete a pre-training course and pass the test on the IAEA’s Cyber Learning Platform for
Nuclear Education and Training (CLP4NET) in order to be considered for the final selection.
Passing the course and the test on the CLP4NET is a necessary pre-requisite but not in itself a
guarantee that an applicant will be finally selected to attend the school.
Selected participants will be informed in due course on the procedures to be followed with regard
to administrative and financial matters.
Expenditures and Grants
No registration fee is charged to participants.
The IAEA is generally not in a position to bear the travel and other costs of participants in the
event. The IAEA has, however, limited funds at its disposal to help meet the cost of attendance of
certain participants. Upon specific request, such assistance may be offered to normally one
participant per country, provided that, in the IAEA’s view, the participant will make an important
contribution to the event.
The application for financial support should be made using the Grant Application Form
(Form C), which has to be stamped, signed and submitted by the competent national authority to
the IAEA together with the Participation Form (Form A) by 18 March 2022.

Venue
The South Africa–IAEA Nuclear Energy Management School will take place from 20 June to 1
July, in Pretoria.
Visas
Participants who require a visa for South Africa should submit the necessary application as soon
as possible to the nearest diplomatic or consular representative of South Africa.
