CHAPTER 1

INTRODUCTION

Background of the Study

The study is all about the Lived Experiences of Tangubanons on the

Implementation of Republic Act No. 10054 a Phenomenological Study. Extensive body

of the literature reveals that proper use of helmets is an effective way to reduce the

severity of injuries and fatalities among motorcyclists. However, many motorcyclists do

not use safety helmet properly. Riders who do not wear helmets are at significantly

increased risk of severe head trauma, coma, and death. Helmets protect riders from

injuries including: Traumatic brain injury. Studies have shown that wearing a helmet

reduces your risk of a serious brain injury and death because during a fall or collision,

most of the impact energy is absorbed by the helmet, rather than your head and brain. But

just as important as wearing a helmet is wearing the right helmet.

Republic Act 10054 also known as the Motorcycle Helmet Act of 2009. Bong

Revilla authored RA 10054 “An Act Mandating all motorcycle riders to wear standard

protective motorcycle helmets while driving and providing penalties therefor.” This law

obliges all motorcycle riders, including back riders, to wear standard protective helmets.

Many studies have shown that the proper use of safety helmets is an effective way

to reduce the severity of injuries and fatalities among motorcyclists during collisions. In

most countries, the safety helmet laws require motorcyclists to use a helmet at all times

while riding a motorcycle. Currently, motorcyclists who are guilty of disobeying the
helmet law are subject to monetary fines and in some cases to imprisonment. If these

offenders accumulate convictions, their motorcycles are seized and their licenses are

suspended for a period of time. Concurrently, public media such as radio and television

inform motorcyclists about the safety features of the helmets and also recommend their

use.

In Tangub City, after the impleme

ntation of no helmet no ride policy; many motorcyclists don’t follow the law and as the

result, the motorcyclist have to pay the penalty for violating the law. The purpose of this

study is to determine the live experiences of Tangubanons on the implementation of

Republic Act No. 10054.

Statement of the Problem


Writing a good problem statement serves both the researcher and the readers. For

the researcher, the problem statement helps you visualize the scope of your project and

outline it accordingly. Also, it allows you to map out specific aims and objectives for

your study.

Motorcycle crashes are the cause of severe morbidity and mortality especially

because of head injuries. It seems that wearing a helmet has an effective role in protection

against head injuries. Nevertheless, motorcyclists usually have no tendency to wear a


helmet when driving in cities and have several reasons for this behavior. This study

aimed to evaluate the use and reasons for not using a proper helmet by motorcyclists and

get their live experiences on the implementation of Republic act No. 10054.

Significance of the Study

In this study, the motor cycle riders and the passengers will be benefited as they

will gain more knowledge and learnings in the said law. After this study, the motorcyclist

and passengers will be more knowledgeable on what is really the purpose of

Implementing the Republic act No. 10054 and for that they will realize how important

wearing proper helmet is and following the law is in their daily lives.

Scope and Limitations

The scope is always decided in the preliminary stages of a study. A well-defined

research or study scope that is not too broad enables researchers to give clarity to the

outcomes that are to be investigated. It clarifies why specific data points have been

collected whilst others have been excluded.

This study will focus on determining the numbers of motorcycle rider and

passengers and the number of violations during implementation and during the stage of

R.A. No. 10054. This study will only focus in Tangub City.

Research Design
A well-planned research design helps ensure that your methods match your

research aims, that you collect high-quality data, and that you use the right kind of

analysis to answer your questions, utilizing credible sources. This allows you to draw

valid, trustworthy conclusions.

The study aims to determine the lived experiences of Tangubanons on the

implementation of Republic Act No. 10054. This paper is a phenomenological study

which is a qualitative research approach that seeks to understand and describe the

universal essence of a phenomenon. The approach investigates the everyday

experiences of human beings while suspending the researchers' preconceived

assumptions about the phenomenon.

Research Setting

Research setting is the physical, social, or experimental context within which

research is conducted. In a research paper, describing this setting accurately is crucial

since the results and their interpretation may depend heavily on it.

This study took place within Tangub City, Misamis Occidental. Tangub,

officially known as the City of Tangub, is a 4th class component city in the province of

Misamis Occidental, Philippines. According to the 2020 census, it has a population of

68,389 people. Tangub City is also where the Panguil Bay Bridge is situated. The study

were conducted within Tangub City proper and highways wherein motorcyclist and

passenger is located and can be interviewed.

Research Respondents

A research subject is an individual that participates in research. Information (or

'data') is collected from or about the individual to help answer the question under study.
Sometimes research subjects are referred to as human subjects, research participants

or study volunteers. Individuals participate in research studies for a variety of reasons.

Healthy volunteers participate to help others and contribute to the acquisition of

knowledge. Volunteers with an illness or disease may also participate to help others, but

also to obtain access to the newest treatments.

For the data to be collected, the researchers choose to have 60 respondents for

the survey questionnaires and interviews. We interviewed 30 females and 30 male

motorcyclist. We get the respondents information including their job, status, and age.
