EXECUTIVE ORDER NO. 010 - 2022

AN ORDER RECONSTITUTING THE COMPOSITION OF THE MUNICIPAL TASK

FORCE “BANTAY KARNE“ OF MUNICIPALITY OF POLOMOLOK

WHEREAS, Chapter III, Article A, Section 3A.08 to 3A.10 of General Ordinance No. 6, series
of 2008, otherwise known as “Public Marker and Slaughterhouse Code of Polomolok, South
Cotabato” declares the creation of a Task Force “ Bantay Karne”(TFBK), under the office of the
Municipal Mayor of the Municipality of Polomolok; to intensify campaign programs in the
production of a wholesome, quality meat and meat products in the municipality.

WHEREAS, various action plans to address the prevalence of “Hot Meat” and illegal
slaughtering in the locality and controls the flow movements of livestock and poultry and its
meat products from disease endemic areas to free zone in the country.

NOW THEREFORE, I, Bernie D. Palencia, Municipal Mayor of the Municipality of Polomolok,

Province of South Cotabato by virtue of the powers vested upon me by law, do herby order that:

Section 1. Title

This executive order shall be known as an order reconstituting the composition of the
Municipal Task Force “Bantay Karne” of the Municipality of Polomolok.

Section 3. Duties And Functions

1. Formulate policies, guidelines, rules and regulations for adaption of the local Sanggunian,
concerning post-production flow of livestock, poultry, exotic animals for food and meat
or meat products within the territorial jurisdiction of the municipality, in close
coordination and cooperation with the National Meat Inspection Service (NMIS-XII);

2. Conduct regular monitoring and inspection of post-production flow of livestock, poultry,

meat or meat products either locally produced or imported within its territorial
jurisdiction including surveillance in the market and distribution channels ensuring the
soundness and fitness of meat and meat products for human consumption;

3. Enforce policies on animal diseases and undertake emergency control measures to

reputable diseases endemic areas in support to Livestock Priority Diseases Eradication
Program of the country and its commitment to international animal health program;

4. Monitor, conduct field inspection, and require those involve in the slaughterhouse
operations and other meat establishments to submit periodic and special report to the
NMIS-XII; and

5. Carry out seizure, recall, confiscate, condemn or dispose by destruction, or dispose any
carcass, part of carcasses, meat or meat products of food animal that has been prepared,
sold, transported, or otherwise distributed or offered for sale or received for distribution,
in-commerce, found to be filthy, contaminated, adulterated or misbranded during
inspection or laboratory analysis.

Section 4. Repealing Clause.

All Executive Orders or issuances inconsistent with the provisions of this Executive
Order are hereby repealed, superseded or modified.

Section 5. Effectivity

This Executive Order shall take effect immediately.
