ARTICLE IV
FINES AND FEES/FINANCES

Section 1: The ESSU-FSCO, Inc. funds shall be classified into two funds: Trust Funds and
Special Funds. “Trust Funds” shall consist of the Federated Supreme Student Council (FSSC)
membership fee amounting to PhP paid upon enrollment every semester which shall be
collected by the cashier of all campuses with the official receipt of ESSU and directly deposited
in any organized bank (DBP, PNB, Metrobank, etc.) as the Council’s fund. “Special Funds” are
funds that come from donations, sponsorship, fund-raising project, or any amount derived from
legitimate sources.

Section 2: All receipts of money from all sources shall be evidenced by an acknowledgment
receipt. A monthly report on receipts and/or collections made shall be provided by the Treasurer
duly signed by the President and noted by the organization adviser(s).

Section 3: Withdrawal of the fund may be done by following the process prescribed by the
University.

Section 4: The organization shall likewise engage in any lawful activities that may help raise
funds to defray the necessary expenses of the organization and/or finance any lawful activities
that foster the general welfare of the students.

Section 5: The organization shall enjoy the freedom to determine its priorities in the
disbursement of its fund, provided that shall be actually, directly, and exclusively used to
support and/or finance the programs, projects, activities, and Maintenance and Other Operating
Expenses (MOOE) of the organization and must provide approved Activity/Training Design and
Endorsement Resolution from the body.

Section 6: A fine of One Hundred Pesos (Php 100.00) will be collected from FSCO, Inc. officers
who will fail to attend regular and special meetings and any approved organizational activities
without any valid reason (e.g., health issues, academic-related activities, death of a family
member, disaster and accidents) and shall present a documentation (ex: excuse letter, medical
certificate, etc…) to the secretary may it be through email, printed or handwritten.

Section 7: At the end of every activity, the involving ESSU-FSCO, Inc. officers shall liquidate
and audit the expenses in accordance with the proper accounting and auditing procedures of the
University before another disbursement or bank withdrawal shall be authorized.

Section 8: A financial report shall be provided by the Treasurer during regular or special
meetings called upon by the President or proposed through the President by one-third (1/3)
members of the council with appropriate notice by the Secretary.
