2.0 RATIONALE
The war on drugs is a global campaign that calls for all governments and all sectors
to work together in cutting the supply and demand for illegal drugs. In the Philippines, the
pursuit of achieving a drug free community entails a whole-of-a-nation approach, pursuant
to Executive Order No. 51, Series of 2017 signed by PRESIDENT RODRIGO ROA
DUTERTE, an lnter-Agency Committee on Anti-lllegal Drug (ICAD) Task Force to
support, facilitate and sustain this campaign.
Researches globally have found that drug taking is powerfully connected to bush
fire arson. Annually, firefighters across the world attend to significant number of fires
where people have been drinking or taking drugs, and most individual arrested for arson
and referred for psychiatric evaluation have a history of substance use disorder.
Through the years, with the Bureau of Fire Protection as a focal agency for fire
prevention and suppression, there has been an established strand of causes linked to the

occurrence of destructive fires, including to name a few electrical overloading,
unattended cooking, indiscriminate cigarette smoking, and those that were perpetrated
by a person under the influence of illegal drugs; hence, the agency's approach on
campaigning for fire safety and awareness, basically tapping into the consciousness of
the public as individuals who might have the tendency to simply overlook the application
of fire safety in their homes and other places where fire-related activities take place while
keeping at bay other underlying factors that may lead to untoward incidents, such as the
use of illegal substances that cause menta! disjunction and/or hallucination.

2.O OBJECTIVES
2.2 To establish a more solid linkage with the public by harmonizing its OLP
strategies in the campaign against the use of illegal drugs; and
2.3 To intensify public awareness on the effects of drug abuse and how it may
result to fire incidents through the distribution of IEC materials during OLP-
related activities.
3.0 POL|CIES
3.1 Prior to its implementation, the BFP National Headquarters shall collect and
consolidate creative inputs from the regional offices pertaining to the
creation of standard campaign materials to be used for publication and
dissemination;
3.3 The standard information campaign material shall be used during every
conduct of community-based and online OLP activities by all fire stations
nationwide while allowing at least ten (10) minutes of their lecture or air time
to be utilized in delivering basic illegal drugs information campaign;
3.4 Monthly after-activity reports relative to the conduct of said activities shall
be prepared by every fire station, using a standard template; and
3.5 Every BFP Regional Office through its respective Health Service shall
coordinate with the PDEA Regional Office for the appropriate training of
BFP personnel who will serve as speaker for the anti-illegal drugs campaign
to ensure their competence on the subject matter.
4.0 RESPONSIBILITIES

4.2 Directorate for Fire Safety and Enforcement shall ensure that illegal
substance-related fire safety campaign activities are incorporated in the
implementation of the OLP program;
4.4 Public lnformation Service shall facilitate in the creation of design of the
standard advocacy campaign materials for publication and dissemination
through social media platform and mainstream social media;
4.5 BFP Regional Offices shall include in their plans and programs the training
for community relations officers on this particular purpose. lt shall maintain
trained pool of speaker who shall serve as speaker for the information drive.
It shall also consolidate reports related to anti-illegal campaign prior to
submission to the BFP National Headquarters thru the Directorate of
lntelligence and lnvestigation, Attn.: Chiel lntelligence and Detection
Division every Sth day of the succeeding month using electronic means; and
4.6 City/Municipal Fire Director shall ensure that their OPLAN Ligtas na
Pamayanan activities are infused with anti-illegal drug information
campaigns.
Fund necessary for the effective implementation of the said activity shall be
included in the Annual Procurement Plan (APP) of the respective offices.
