What is It

Complementary and Alternative Healthcare Modalities is the term used for


medical practices that are not part of standard medical care or conventional medicine.
Standard medical care is medicine that is practiced by health professionals who hold an
M.D. or D.O. (doctor of osteopathy) degree. It is also practiced by other health
professionals. Complementary medicine is different from alternative medicine. Whereas
complementary medicine is used together with conventional medicine, alternative
medicine is used in place of conventional medicine. An example of a complementary
therapy is using acupuncture in addition to usual care to help lessen a patient's
discomfort following surgery. An example of an alternative therapy is using a special diet
to treat cancer instead of undergoing surgery, radiation, or chemotherapy that has been
recommended by a physician.

There are four major domains of complementary and alternative medicine: biology-
based practices, energy medicine, manipulative and body-based practices, and mind-body
medicine (Donatelle, 2006). Examples of biology-based practices are taking herbal
medicine and availing of special diets and vitamins. Energy medicine uses magnetic fields
or biofields in belief that energy fields may enter various points in the body. Manipulative
and body-based practices are bodily-kinesthetic in nature and are concerned with
movement therapy. Mind-body medicine uses mental exercises in belief that the brain is
central to the health of an individual.

In our country, Republic Act No. 8423 or the “Traditional and Alternative
Medicine Act of 1997” provisioned the creation of the Philippine Institute of Traditional
and Alternative Healthcare (PITAHC), which works closely with the Department of Health.
The PITAHC is also the law-making body with regards to the effective use of traditional
and alternative medicine. The objectives of this Act are as follows:

(a) To encourage scientific research on and develop traditional and alternative


health care systems that have direct impact on public health care;

(b) To promote and advocate the use of traditional, alternative, preventive and
curative health care modalities that have been proven safe, effective, cost effective and
consistent with government standards on medical practice;

(c) To develop and coordinate skills training courses for various forms of traditional
and alternative health care modalities;

(d) To formulate standards, guidelines and codes of ethical practice appropriate for
the practice of traditional and alternative health care as well as in the manufacture,
quality control and marketing of different traditional and alternative health care materials,
natural and organic products, for approval and adoption by the appropriate government
agencies;

(e) To formulate policies for the protection of indigenous and natural health
resources and technology from unwarranted exploitation, for approval and adoption by
the appropriate government agencies;

(f) To formulate policies to strengthen the role of traditional and alternative health
care delivery system; and

(g) To promote traditional and alternative health care in international and national
conventions, seminars and meetings in coordination with the Department of Tourism,
Duty Free Philippines, Incorporated, Philippine Convention and Visitors Corporation and
other tourism-related agencies as well as non-government organizations and local
government units.

Here are examples of the PITAHC-approved alternative modalities.

Naturopathy

“Naturopathic medicine views diseases as a manifestation of an alteration in the


processes by which the body naturally heals itself” (Donatelle, 2006). Naturopathy offers
a wide range of natural practices including herbal medicine, acupuncture, acupressure,
nutrition therapy, and ventosa cupping massage therapy.

Herbal medicine

Herbal medicines or medicinal plants can be defined as the plants that possess
therapeutic properties or exert beneficial pharmacological effects on the human or animal
body.

have medicinal value.

Examples of Alternative Medicine

1. Acupuncture
It is a form of alternative medicine and a
key component of traditional Chinese
medicine (TCM) in which thin needles are
inserted into the body to affect energy flow. It
is believed to treat musculoskeletal
dysfunctions.

2. Ventosa cupping massage therapy


This is a form of alternative medicine in which
a local suction is created on the skin with the
application of heated cups. It is believed to relieve
muscle and joint pains.Reflexology, also known as
zone therapy, is an alternative medical practice
involving the application of pressure to specific
points on the feet and hands.

3. Acupressure
Acupressure is an ancient healing art using the
same points as acupuncture but with finger
pressure instead of needles.

5. Nutrition Therapy

It is the application of nutrition science


in the promotion of health, peak performance
and individual care. It is a dietary approach to
treating medical conditions. It is typically
administered by a registered dietician.

Did you know that the government also plays an important role in consumer protection?
How do you think the government protects you as a consumer? Did you know that as a
consumer, you have rights mandated by law? These rights are privileges that an individual
is guaranteed of products and services availed.

Republic Act 7394, otherwise known as the Consumer Act of the Philippines is a law that
helps protect the interests of the consumers, promotes their general welfare and
establishes standards of conduct for business and industry.

What are the objectives of RA 7394?


a. protect consumers against hazards to health and safety;
b. protect consumers against deceptive, unfair and unconscionable sales acts
and practices;
c. provide information and education to facilitate sound choice and proper
exercise of rights by the consumer;
d. provide adequate rights and means of redress; and
e. involve consumer representatives in the formulation of social and economic
policies.

CONSUMER RIGHTS

1. The Right to Basic Needs. The right that guarantees survival, adequate food,
clothing, shelter, health care, education and sanitation. The availability of basic and prime
commodities to consumers at affordable prices and of good quality is ensured.

2. The Right to Safety. The right to be protected against the marketing of goods or the
provision of services that are hazardous to health and life. To ensure this is achieved,
manufacturers of consumer products are to (1) undertake extensive safety and
performance testing before selling their products in the market, and (2) label their
products with the proper information, its use and how to operate it, if the need arises, and
also precautions or warning signs.

3. The Right to Information. The right to be protected against fraudulent/dishonest


or misleading advertising/labelling/promotion and the right to be given the facts and
information needed to make an informed choice. Complete information about the product
to be purchased, including its use, ingredients/chemical contents, precautions, if any,
limitations and expiry date should be indicated.

4. The Right to Choose. The right to choose products at competitive prices with an
assurance of satisfactory quality. A wide array of goods and services with diverse brands,
sizes, shapes and colors with differences in the price, quality and use are offered in the
market.

5. The Right to Representation. The right to express consumer interests in the making
and execution of government policies. Here, legislators propose laws that would ensure
that consumers have the chance to live a better life by getting the best value for their hard-
earned peso.

6. The Right to Redress. The right to be compensated for misrepresentation, shoddy


goods or unsatisfactory services. Manufacturers/store owners would replace defective
goods pursuant to the provision provided in the DTI’s Implementing Rules and Regulations
of Republic Act 7394.

7. The Right to Consumer Education. The right to acquire the knowledge and skills
necessary to be an informed consumer.

• Consumer education is being integrated in the school curriculum from elementary


to secondary levels as mandated by R.A. 7394 also known as the Consumer Act of the
Philippines.

8. The Right to a Healthy Environment. The right to live and work in an environment
which is neither threatening nor dangerous, and which permits a life of dignity and well-
being. Here, the government (1) exerts an iron hand regarding the alarming increase in
the degradation of the environment, especially forests, dying wildlife, depleted landfill
space and environmental contamination to prevent further damage; and (2) constantly
monitors our seas, coral reefs, forest, and waste disposal practices of factories to check if
there is a violation of the laws on environmental protection.

You have to remember that these privileges are best enjoyed when you do your
responsibilities. According to the Department of Trade and Industry (DTI), here are your
responsibilities as consumer:

CONSUMER RESPONSIBILITIES

1. Critical Awareness. The responsibility to be more alert and questioning about the
use and the price and quality of goods and services we use.

2. Action. The responsibility to assert ourselves and act to ensure that we get a fair
deal. Remember that as long as we remain passive consumers, we will continue to be
exploited.

3. Social Concern. The responsibility to be aware of the impact of our consumption


on other citizens, especially the poor, exploited, disadvantaged or powerless groups,
whether in the local, national or international community.

4. Environmental Awareness. The responsibility to understand the environmental
consequences of our consumption. We should recognize our individual and social
responsibility to conserve natural resources and protect the earth for future generations.

strength and influence to promote and protect our interests.

A wrong will remain wrong unless you make ways to correct it. But in doing so, learn how
to communicate politely and effectively be it in personal or in writing. This will be taught
