BRIEFER: Virtual Media Presser: BOC Davao Accomplishments from January to July 2022

Revenue Collection:
After finishing the first two quarters and a month for the year 2022, the Bureau of Customs
Comparative Collection
(BOC), Port of Davao, continuously exceeded its monthly revenue targets for seven
consecutive months. Based on revenue collection reports, the Port of Davao, including
its sub-port in Dadiangas, Parang, and Mati, was able to collect 25.71 billion pesos which
also exceeded its cumulative target of 22.93 billion pesos by 2.78 billion pesos for the
said period. This is also higher by 0.11 percent compared to the 2021 revenue collection
performance (same period) of 22.20 billion pesos.

Border Protection Following its commendable revenue collection performance from January to July 2022,
the Bureau of Customs-Port of Davao has also engaged in several border protection
activities.
• Installation of Body-Worn Cameras

The Bureau of Customs – Port of Davao has implemented the use of body-worn
cameras (BWCs) and alternative recording devices in its operations according to
Customs Memorandum Order (CMO) 33- 2021. Under said memorandum order,
the use of BWCs shall be mandatory for official customs activities including but
not limited to controlled delivery operations, guarding duties at customs import
exit gates, boarding formalities, disposition of goods under customs custody,
intrusive and non-intrusive examination of shipments, fuel marking and field
testing.

• Installation of Trade Detection System

The Bureau of Customs (BOC), through the Enforcement Security Service (ESS),
acquired two units of Trace Detection Systems (TDS) on April 22, 2022. The
deployment of the said machines in Davao Region will further intensify its security
measures against the entry of contrabands. The BOC-Port of Davao will be
deploying the TDS at its Airport Operations Unit at Davao International Airport
(DIA). The said Port is also currently facilitating the deployment of another unit at
General Santos International Airport under the Sub-port of Dadiangas.
• Maritime Surveillance Inspection

Joint surveillance inspections led by BOC Davao patrolled the maritime areas of
Davao City Gulf to Mati, Davao Oriental and Davao Gulf to Saranggani Strait
together with the Philippine Coast Guard (PCG)-Task Force Aduana and the
Philippine Drug Enforcement Agency (PDEA) Regional Office XI-Seaport
Interdiction Unit.

• From January to July 2022, the Port apprehended an overall estimated value of
Php 75 Million. This was made possible through the deployment of advanced
technology and efficient intelligence measures initiated to fight unlawful
importations to protect the local market, secure government resources, and
protect revenues.
Among the apprehended goods were fake cigarettes and agricultural products.

Summary of • A total of P6,095,000 worth of commodities were condemned since January 2022
Condemned Forfeited up to the present. The highest of which came from “Used Quilt Blankets” with the
Goods estimated value of P3,500,000.

Trade Facilitation
• Customer Care Center (CCC)

The Customer Care Center (CCC) is a one-stop-shop for all types of Customs
transactions featuring services such as centralized document receiving and
releasing, gate pass issuances, filing of goods declaration and other Customs
services. From January to July 2022, the Port of Davao processed a total of
20,804 goods declaration.

• Implementation of the New Cares Portal System

The new portal aims to provide more seamless and efficient processing of tickets while
maintaining the key features of the old system to ensure familiarity and ease of use for
its users. With the utilization of new servers, the systems will avoid system latency and
provide faster processing times for ticket transfers and query responses.

• BOC Davao partners with ECCP for the potential trade between Davao Region
and European Countries

Through the continuous partnership between BOC Davao and the European
Chamber of Commerce of the Philippines (ECCP), Davao Region will soon enjoy
the products from the European countries and vice versa, contributing to the
economic development of the said Region. Hence, this Port conducted
coordination meetings with the Belgium, Hungary and Finland Ambassadors to
the Philippines where they discussed matters on the potential trade between
Davao and European Countries.

• Performance Governance System

The Performance Governance System (PGS) is a comprehensive and


collaborative framework for developing, implementing, monitoring, and
maintaining reform roadmaps. The Port of Davao has always stood at the front
in initiating reforms to improve services to our clients with the hope of attaining
the standards not just for this Collection District but in the entire country.
The said Port has complied with the necessary requirements and activities and
is now on the Institutionalization Stage of the PGS.

• Conduct of the Time Release Study

the Port of Davao participated in the 2022 Time Release Study conducted by the
Planning and Policy Research Division (PPRD) and to adhere to the ARTA Law
and showcase this Port’s efficiency in delivering quality services to its clienteles.

• Installation of X-ray Machine at General Santos City International Airport

The newly renovated international airport at General Santos City now caters to
international flights and would serve also as a gateway for retuning Overseas
Filipino Workers. The x-ray machines can scan larger and heavier cargoes up to
200 kilos in weight. It will also boost a 6-color imaging feature that will aide our
Customs x-ray operators in fully identifying the contents of baggage.

The Port of Davao continues to strengthen its x-ray scanning capabilities to


expedite the clearance process of sea and air freight cargoes by planning and
initiating requests which resulted in the procurement of more x-ray machines.
Currently, the Office has now twelve (12) x-ray machines positioned as follows:

Love Scam Advisory As the Yuletide Season is fast approaching, we would like to remind the public to be
vigilant against online scammers. We have been receiving a lot of inquiries via email
and through our Facebook page regarding packages that were supposedly held at
Customs but open checking such packages does not exist.

What is a scam?

A scheme used to deceive someone out of something, especially money. It involves


unscrupulous individuals luring victims with a supposed unclaimed package at the
Bureau of Customs.

How to spot a scam?

1. Scammers use dummies or fake accounts in social media, emails, text messages or
phone calls to lure victims.

2. The scammer will then pretend that he/she sent a gift or package containing money
and/or luxury goods to the victim.

3. The victim will then receive a message, call, or email from an individual pretending as
a customs employee and asking for clearance fee payments for the release of the
package.

4. Bogus receipts, tracking numbers of packages, and other documents are also sent to
the victims to make the transaction seem legitimate.

5. The scams can also be sophisticated at times, involving a fake tracking website of the
said courier/freight forwarder where victims would be asked to check the status of the
supposed parcel.

6. Scammers do not usually provide the address of their office.

7. The scammer and the individual pretending to be a customs representative will


convince the victim to pay the clearance fee and deposit it to any personal bank
account, GCash or any money remittance center.

8. No package will arrive.

How to avoid being scammed?

1. Never provide any personal information to anyone you just virtually met in social
media or dating apps.

2. Never make a payment to someone you don’t know personally especially through the
following mode of payments: Personal bank account, GCash and any money remittance
centers.

3. Validate bogus receipts, tracking numbers of packages, and other documents with
the BOC or nominated courier. https://parceltracking.customs.gov.ph/kiosk.ph
4. Verify if the named courier is in the list of DTI’s Accredited Courier/Seafreight
Forwarders. https://www.dti.gov.ph/konsyumer/accredited-seafreight-forwarders/

Reminder:

The BOC solely assess duties and taxes on parcels, and such can only be paid and
collected through Accredited Agent Banks (AAB), Postal Money Order (Postal Office) or
directly to a BOC Cashier upon pick up or prior to delivery of the parcel.

If in case a stranger texted or chatted you of an unclaimed package held by BOC, or


there is money in the package, you can double check the existence of the package by
reaching the BOC Helpdesk at (02) 705-6000 or by sending us a message at our
Facebook page Bureau of Customs.

Victims of online scams are also advised to report the incidents to the cybercrime
divisions of the Philippine National Police or Department of Justice – Office of the
Cybercrime.

Port Initiatives and Continuous Coordination with Partner Agencies and Ambassadors
Social Responsibilities
• The Port of Davao continues to strengthen its ties with its partner agencies by
participating and conducting quarterly meetings. Among the agencies are as follows:

i) Philippine Drug Enforcement Agency (PDEA XI);


ii) National Intelligence Coordinating Agency (NICA XI);
iii) Philippine Coast Guard - Coastguard District of Southeastern Mindanao;
iv) Food and Drug Administration;
v) Philippine National Police (PNP XI);
vi) Bureau of Fisheries and Aquatic Resources XI;
vii) 11TH Special Action Force (SAF) Batallion;

• The Port also coordinated with different Ambassadors and Consul Generals to
the Philippines to discuss about the Port’s trade activities in its areas of responsibility,
border security accomplishments, its top import and export commodities, and
discussed the potential of the Davao Region as a logistics hub in Mindanao for the
ASEAN. Among the ambassadors and consul generals are as follows:

ISO Certification • The Bureau of Customs (BOC) Port of Davao was awarded ISO 9001:2015
Quality Management System (QMS) Certification by TUV SUD on March 21,
2022, at the OCOM Conference Room, South Harbor, Manila. The Port of Davao
underwent the second and final stage of the External Quality Audit on December
14-16, 2021, where the said Port was recommended for the issuance of ISO
9001:2015 Certification, making it the first major port in Visayas and Mindanao
to be ISO certified.

• A total of 17 customs processes were submitted for ISO certification which


include Assessment, Operations, Administrative, Customer Care Center
Services, Passenger Service, and Airport Cargo Operations. The Port also
enrolled its support units such as its Management Information and Technology
Group (MISTG), Enforcement Security Service (ESS), X-ray Inspection Project
(XIP), and the Customs Intelligence and Investigation Service (CIIS).

• Sub-Port of Dadiangas under Collection District XII is now also set to be ISO
Certified and expected to achieve its certification in September 2022.

2022 Plans Personnel and Stakeholders' Knowledge Capacity Building


• For the year 2022, the Port of Davao through the Interim Training and
Development Division (ITDD) plans to focus on enhancing the knowledge capacity
of its personnel in various fields.

• Further, it will also conduct trainings and workshops for its stakeholders on
matters regarding Customs procedures and processes. Among the trainings are as
follows:

The Port of Davao also aims to enroll the remaining processes in year 2022. It will be

CBW - Application as CBW operator, Renewal of license to operate CBW, Liquidation of


raw materials

Export - Issuance of Certificate of Origin (CO)

Law Division - Issuance of WSD, Issuance of DOA

DIA - Issuance and Processing of the Owner's Pre-Departure Clearance Form;


Processing of the Special Permit to load; Processing of Clearance of In Bonded
Baggage; and Procedure in Case of Apprehension/Seizure
