CHAPTER IV

PRESENTATION, ANALYSES AND


INTERPRETATION OF DATA

This chapter presents the gathered data in tabular presentation, analysis and

interpretation of findings based on the results of the statistical treatment applied. The data are

organized in sequential order based on the statement of problem.

The purpose of this study is to establish a quality and effective, reformation and

rehabilitation with the help of the redeveloping the New Bilibid Prison. The solution for the four

main questions are:

(1) The redevelopment of New Bilibid Prisons will affect the PDLs in a good way,

through redevelopment it will give a new hope, a new perspective of NBP not only

to the PDLs but also to the community.

According to the survey data gathered, there were a larger percentage that can affect

the PDLs and the community in a good way through redevelopment of New Bilibid Prison.

Base on the survey gathered it was desirable to have a new construction of NBP through

redevelopment.

In Revised IRR of Republic Act No. 10575 otherwise known as “The Bureau of

Corrections Act of 2013” the purpose of this act is to prescribe and apply the necessary rules

and regulations for the strengthening of the correctional services. It is the policy of the State to

promote the general welfare and safeguard the basic rights of every prisoner incarcerated in our

national penitentiary by promoting and ensuring their reformation and social reintegration,

creating an environment conducive to rehabilitation and compliant with the United Nations

Standard Minimum Rules for Treatment of Prisoners (UNSMRTP). It also recognizes the

responsibility of the State to strengthen government capability aimed towards the

institutionalization of highly efficient and competent correctional services.

The State shall provide for the modernization, professionalization and restructuring of

the Bureau of Corrections by upgrading its facilities, increasing the number of its personnel,

upgrading the level of qualifications of their personnel and standardizing their base pay,

retirement and other benefits, making it at par with that of the Bureau of Jail Management and

Penology (BJMP), and maximization of land use development for the agency’s sustainability.

(2) It is important to implement because it will give chance to the Bureau of

Corrections to provide a quality and high security standards prison facilities.

Based on The Revised IRR of Republic Act No. 10575 provided by the Bureau of

Corrections, the researcher’s reference in the designing a high security standard prison

facilities:

i. Main Perimeter fence is 6” CHB, minimum height from the finish grade line to the top

shall not be less than 4.00 meters and 1.00 meter shall be added for barbed / concertina

wire provision. Provide 1.00 meter barbed / concertina wire provision at 0.10 meter

horizontal spacing on top.

ii. Secondary fence is welded wire / steel matting, minimum height from the finish grade

line to the top is 2.50 meter and 0.60 meter shall be added for barbed/ concertina wire

provision. Provide 0.60 meter barbed/ concertina at 0.10 meter horizontal spacing on

top.

iii. Minimum distance of the nearest inmate dormitory or building wall to the secondary

perimeter fence is 10 meters. The minimum distance from secondary to main perimeter

fence is 4 meters.

iv. An electronic device, e. g. motion sensor, alarm, surveillance camera and cell phone

jammers must be installed at the perimeter fence to alert all guards at post towers to

thwart escape attempt.

v. Based on the survey conducted by the researcher there were a larger percentage of

need to have a high security standard in the NBP.

(3) The project will affect the PDLs by reforming and rehabilitating them, the project

will enhance their skills and talents through programs offered by the project.

Rehabilitation and reformation programs offered by the Bureau of Corrections it that will surely

help the PDLs.

The level of satisfaction of PDLs from the rehabilitation and reformation offered by the

Bureau of correction according to the fifty- five (55) PDLs respondents. There were a higher

percentage of satisfaction based on the survey gathered.

According to the four hundred thirty two (432) general respondents, there were a large

percentage that proper rehabilitation and reformation may help the PDLs to become a better

person.

(4) The advantages of the project are: new perspective of New Bilibid Prisons; create

standard prison facilities to avoid congestion; and to establish a new NBP with

excellent and effective redevelopment prison facilities

There were a large percentage that the implementation of the redevelopment of New Bilibid

Prison will contribute a positive outcome based on the survey gathered.

Through redevelopment of the New Bilibid Prison, the congestion will be lessen. According

to The Revised IRR of Republic Act No. 10575 otherwise known as “The Bureau of

Corrections Act of 2013” the PDLs dormitory should use the following parameters/ building

specifications:

i. Cell Capacity

Ideal habitable Floor area per inmate = 4.7 square meters

Maximum number of inmates per cell = 10

Maximum number of bunks beds = 5 units two level

Wash area (for utensils, hand washing) = 1 unit

Water closet (toilet bowl) = 1 unit

Bath area = 1 unit

ii. Floor Area to ceiling height

Ground Floor = 3.0m (minimum)

Succeeding Floors = 2.70m (minimum)

Main Cell Door = 1.0m x 2.10m (Sliding Type)

Ideal cell area = 6.0m x 8.0m = 48 sq. m

iii. Cell Grill and Window Grills

Materials:

Vertical Grills = 25 mm Dia. Plain bars @ 0.10m (4”) on centers

Frame = 2” x ¼” Thick Flat bar

Horizontal Support = 2” x ¼” Thick Flat bar at 0.60m on centers, maximum spacing

iv. Wall

Wall = 6” Thick CHB with Plaster Finish at both sides

Firewall (limited lot area) = 6” thick reinforced

v. Toilet

Partition:

Height = 1.20m for male

Materials = 4 inches thick with tile finish at inner sides

vi. Doors

Width = 0.60m

Height = 2.10m

Materials = any durable materials

vii. Ventilation and Lighting

The Architect/Engineer shall also consider that the windows are large enough to enable

the PDLs to read or work by natural light. It shall be constructed to allow the entrance of fresh

air whether or not there is artificial ventilation. Artificial light shall be sufficient for the detainees

to read or work without injury to eye sight. The requirement for ventilation must be fulfilled and

he can use the following parameters.

Enclosed cells or spaces shall be provided with natural light by means of exterior

openings with an area equal to one tenth (1/10) of total floor area (TFA) of cell or spaces.

Minimum artificial lighting per inmate is five watts (5W) CFL/LED.

For two (2) storey up to four (4) storey dormitory building, there is a risk for inmate

accidents as the building is elevated. The corridor must be enclosed with a 4” x 4” steel matting

framed by ¼” x 1” x 1” angle bars. If the building is very long, there must be a stairwell 20m

apart and the end stairs should lead to the roof. These stairs should be provided with caged

steel ladders in case of emergency (fire, earthquake etc.).

According to CSI Eusebio B. Del Rosario, Jr., Assistant Chief of Public Information

Office from Bureau of Corrections in regards on how will the prison cells should be, “ang ideal

prison cell dapat ay 1:1, hindi lang para maiwasan ang congestion sa loob pati na rin

hindi magkahawaan ng mga sakit ang bawat PDL” (“the ideal prison should be 1:1 ratio, not

just only to avoid prison congestion but to avoid infectious disease”).

The Public Information Office of the BuCor is well- knowledgeable in terms of prison

facilities in the NBP because they are the people who gives information to the public.
