SYNTHESIS

In this chapter, it will present the actual data and information of the exact location, size and shape of
project site. The existing structures and landmarks within 1-2 km. radius from the site be discussed also.
The suitability of the proposed site will also be presented in this chapter.

DESIGN SYNTHESIS

Congestion or prison overcrowding is not just a national issue but a worldwide issue as well.
Prisons, in most parts of the world are overcrowded where the prison cells accommodate more than its
ideal capacity. This seeming condition does not contribute to the effective rehabilitation of convicted
persons. In this case, for each individual mind may lead to harmful behaviors and can lead to different
health conditions because of the large congestion of prisons in the Philippines.

Prison congestion is becoming major problem in the Philippines, number of offenders increases
every year. And unfortunately, the prison facilities can’t accommodate the total number of offenders.

The proposed redevelopment of New Bilibid Prison is the solution to achieve the problem in
congestion. This not only focus in congestion but it is also to rehabilitate and reform the primary users.
Through BILIB IT, this redevelopment will be the new perspective of NBP in promoting standard safety,
security, ease of supervision and circulation. It will also give the inmates in becoming a better person,
having a new hope, new life while inside the prison. BILIB IT will promote quality rehabilitation and
reformation, by providing normative (less- institutional, more residential like) and spatially stimulating living
environment for prisoners.

The beneficiaries of this project are the Person Deprived of Liberty (PDL) in the New Bilibid Prison
located in Muntinlupa City. The main concept of this project is to have a prison facilities that will truly help
the users to become a new individual while inside the facility.

This project is an architectural development which provide new start to reintegrates former
offenders into the society, resurrecting their dreams, empowering and helping them live- out the future that
belong to them.
MANNER OF FINANCING

The Redevelopment of New Bilibid Prison shall have a sound plan of financing which gives
assurance of sufficient funds to enable it to carry out its defined purpose and provide appropriate services
for PDLs. A new prison facilities shall have reasonable assurance of sufficient funds to carry it through
the first year of operation. Funds shall be provided for employee benefits required by law. The Center
shall submit their annual financial report.
