BUREAU OF JAIL MANAGEMENT AND PENOLOGY

(BJMP)

Introduction:
Bureau of Jail Management and Penology (BJMP) exercises supervision
and control over all city and municipal jails including their establishment and
maintenance in every district city and municipal for secure, clean adequately
equipped and sanitary jail for the custody and safe keeping of city and municipal.

Legal Basis;
Republic act no 6975 ( December 13, 1990) established the Bureau of Jail
Management and Penology under a reorganized Department of the Interior and
Local Government.

 BJMP in Bold letters- symbolize the strong identity of the Bureau.


 Round Borders- Stands for holism.
 Five pillars- represents the coordination among the pillar of the criminal
justice system.
 Scale- represents the scale of justice.
 Philippine Map- Depicts the correction is a national concern.
 18 Laurel leaves- stands for the 17 regions and including the training
institute.
 Jail Officer- signifies proffesionalism and adaptness.
 Person of Deprived of Liberty- transforming from black to white depicts that
inmate development process.
 Heavy and Thick bars- speaks custody, tightened security and control of
colors.
Mission
To enhance public safety by ensuring humane safekeeping and
development of Persons Deprived of Liberty (PDC) in all district, city and
municipal jails for the reintegration to society.

VISION
By 2040, a world class agency highly capable of providing humanic
safekeeping and development opportunities for Person Deorived of Liberty
(PDC).

OBJECTIVES
1. To provide guidelines in the conduct interfaith/ religious activities inside BJMP
controlled Jails.
2. To promote a standard geared towards the formation of values among inmates
aimed to bring positive transformation of the individual.
3. To provide an environment of cooperation, coordination and harmonious
relationship between and/or among personel, participants and service
procedures involved in religious activities.
4. To provide a mechanism in setting differences or grievances in relation to
religious activities inside BJMP jails.

GOALS

Several key Goals:
1. Safe and secure treatment - BJMP aims to ensure the safety and security of
inmates within their custody.
2. Humane Treatment - BJMP strive to provide humane treatment to inmates,
respecting their rights and dignity.
3. Rehabilitation and Reformation - BJMP seeks to rehabiliate inmates and help
them reintegrate into society once they are released.
4. Collaboration and Partnerships - BJMP collaborates with other governments
agencies, non government organization, and stakeholders to improve its
services and achieve its goal effectively.
5. Proffesionalism and continuos improvement - BJMP is commited for
maintaining a level of proffesionalism among its personnel.

FUNCTION OF BJMP: DUTIES AND RESPONSIBILITIES


In line with its mission, the Jail Bureau endeavors to perform the following
functions:
• Formulate policies and guidelines in the administration of all district, city, and
municipal jails
nationwide;
• Implement strong security measures for the control of PDL;
• Provide for the basic needs of PDL;
• Conduct activities for the development of PDL;
• Improve jail facilities; and,
• Promote the general welfare and development of personnel.
MANDATES
BJMP is mandated to direct supervise and control the administration and
operation of all district, City and municipal jails nationwide with pronged task of
safekeeping and development of PDL.

CONCLUSION
 Bureau of Jail Management and Penology, as one of the fire pillars of the
Criminal Justice System was created to address growing concern of Jail
management and penology problem.
 To summarize it all, the BJMP’s mission, vision, goals, functions, mandates,
and philosophy are significant as they guide the agency in providing humane
custody, rehabilitations and reintegration services to PDLs, upholding human
rights, promoting professionalism, fostering partnership and contributing to
justice and the rule of law.
