“Man and Technology: Governance and Innovation for a system’s
Reformation”

Anarchy and turmoil need balance and security to maintain peace. Government
tasks include leadership, law and order, public services, national security, economic
security, and economic aid. The government ensures peace and balance through
legislation, taxation, etc. As time passes, people's needs, desires, and demands
change. People want an inventive, comprehensive, and time-conscious method. The
government must supply what is anticipated and required. Here comes ICT or E-
governance. E-governance simplifies, speeds up, and reduces costs for both
customers and leaders. ICT in governance is necessary for a good government.
Corruption, overwork, and dysfunctional administrative processes may be fixed using
ICT in underdeveloped countries. Because of ICT's speed and accuracy, the
governance process may be tailored to changing demands (Devi et al., 2021). E-
governance improves a nation and society.
The Bureau of Internal Revenue is one of the government agencies in the
Philippines performing various transactions in a day causing inevitable delays. To
address such issues, the government with the help of innovative technology created
websites and a computer system to make lines and processing and payments easier
and much faster.
The Electronic Bureau of Internal Revenue Forms (eBIRForms) was created to
provide filers with a simpler and more convenient option for submitting tax returns. in
addition Taxpayer Identification Number (TIN) Issuance, Payment of Registration
Fee, and Certificate of Registration Generation are just a few of the many services
that can be found in the eRegistration System (eReg), an online program. ePay,
eFPS, eAFS, and many more eServices are provided for the convenience of
residents and workers on the BIR website. Finance Secretary Carlos Dominguez
said the BIR's digital transformation effort will be "fully functional and irreversible" to
improve services and collection efficiency. Last year's revenue collections were
lower because of the pandemic-induced economic slowdown, but the BIR surpassed
its revised collection target by utilizing technology improvements to collect taxes
online, according to Dominguez. Electronic channels handled 85% or PHP1.66
trillion of the BIR's total collections in 2020, up 44% from 2015 (Gov.ph 2021). In
addition to that, BIR also created the following electorinic systems; (1) The Electronic
One-Time Transaction (eONETT) System which refers to a web-based platform for
managing BIR’s ONETT which will enable the taxpayers to file ONETT online,
anytime, and anywhere; (2) The Electronic Tax Software Provider Certification
(eTSPCert) System is a web based system that provides facility for Tax Software
Providers (TSPs) for the application and processing of certification of tax solution for
the electronic tax return filing and/or payment. To ensure that the software being
used by these TSPs is compliant with BIR data structure requirements; (3) The
Online Registration and Update System (ORUS) is a web-based system that
provides an end-to-end process for registration of taxpayers and updating of their
registration information; and (4) lectronic Tax Clearance for Bidding Purposes and
Tax Compliance Verification Certificate (eTCBP-TCVC) is an online system where
the taxpayer-applicant can submit applications for Tax Clearance for Bidding
Purposes/Tax Compliance Verification Certificate thru electronic mail.
In view of the foregoing, I believe that the Bureau has done a commendable job
in performing its functions in accordance with the National Internal Revenue Code of
1997 and other relevant laws taking into consideration the core values, as set forth
therein; god-fearing, innovativeness, transparency, accountability, integrity and
patriotism. The Bureau, by adapting ICTs or E-governance which not only expedites
transactions but also minimizes the use of paper and storage spaces while data
retention and security are maximized, shows that it is not only innovative, but it also
cares for the environment which is one of its duties being a steward of God’s
creation. Furthermore, It should be noted that despite the pandemic (which resulted
in low accumulation of income tax), the collection of said taxes (which are deemed to
be the lifeblood of a country) is still made not only possible but also effective. These
changes have benefited not only the people but the overall economy and state of the
country. This upheld the Bureau’s integrity, accountability, and patriotism. Lastly, we
all know how taxes produce projects, infrastructures, and programs feasible and
attainable. If the system is not as quick and accurate as what the electronic system
of the BIR provides, the overall status of our country would be in grave jeopardy,
allowing more corruption and schemes to not only linger but also thrive. Man and
innovation working together create a world of bliss, transparency, and overall
convenience. It is worth saluting for.
