13 in this COMPLAINT ( which will be in several parts) I will address various matters
14 albeit not stated in any order of importance, while some must be considered also as to my past
15 complaints provided to IBAC.

17 I used to be a registered insurance agent and soon after I was shown to be the insurance agent
18 with the highest number of policies sale I quit. This, because I discovered that the company was
19 in my view inappropriately acting against one of my insured clients, and I was not going to put
20 my credibility for grabs. My assurances, based upon the companies information, did not accept
21 for me to betray the client where the company decided to change the premium rate to a particular
22 insured client, even so the insured client had not done anything to justify this.

24 That is what I consider to be an issue of integrity.

26 The Premier Daniel Andrews fall involving 2 persons of his security detail must be questioned in
27 regard of “Paramedics arrived at 7.01am after Mr Andrews' security detail lifted him off the
28 grass and took him inside the house.”. After all they allegedly carried him into the house and
29 by doing so could have caused additional harm/injuries. Surely, the security detail should be
30 training in first aid and not to remove a person which may have injuries that could be aggravated
31 by moving the injured person from a location using likely the very steps that allegedly were wet
32 and could have resulted in another fall causing more harm to Premier Daniel Andres and even
33 kill him in the process. It is therefore essential that a proper IBAC investigation is conducted as
34 to the real circumstances the injuries were sustained, why the security detail allegedly was not
35 present before Premier Daniel Andrews even was to go to the vehicle with his briefcase and
36 overnight bag.
37 One has to then investigate what is the protocol for security as to attend to Premier Daniel
38 Andrews BEFORE he actually makes a move to travel from any place! After all, if security were
39 to be there BEFORE Premier Daniel Andrews were to make any attempts to leave then where
40 were the security staff then? And where were they the previous day? After all, if a security staff
41 is required then surely this would be 24/7 and not just for a trip itself?

6 And this is why this and other issues make it all so questionable, as set out below!

11 It is therefore not out of the ordinary for a person to claim to have fallen.

13 Neither would rumours which have not shown to be factually proven going to change a claim. It
14 is however when a person makes some claim about circumstances one may then become
15 suspicious as to if this is the real version of events. In my view Daniel Andrews appears to be a
16 lair, such as concealing relevant details when claiming so many “cases” and so many “covid
17 deaths” when the “cases” are not at all reliable due to a unreliable and unsuitable PCR test and
18 the “covid deaths” neither are reliable without having even established by the Koch postulate
19 that the alleged SARS-Co-V-2 virus actually exist. Also concealing that despite the hype about
20 how many “covid deaths” the overall total deaths were actually lower than that of the previous 5
21 years average. And also I view his nonsense about a 2013 car crash in which he claimed not to
22 have seen the cyclist until he hit the windscreen while at the same time claiming the cyclist” was
23 at a “speed”, etc. When a person is exposing to be a lair then it is reasonable to question other
24 statements in particular where they also may be suspicious of fabrication in some form or
25 another.

27 With Premier Daniel Andrews alleged fall while on holidays and reading what allegedly
28 happened having fallen involving a 2 step stairs and other details I quite frankly became
29 suspicious that this was nothing more but some insurance fraud case. While it may be argued that
30 if he didn’t make any claim against the property owner (itself suspicious in my view) and merely
31 was off works for about 3 months how can this be insurance fraud? Well, someone had to pay
32 the medical bills and I understand that Medicare for one would have been involved.

4 These are the wooden steps Daniel Andrews slipped on and broke his back so badly he
5 couldn't work for months.
6 The Victorian premier suffered serious spinal injuries, six broken ribs, and collapsed
7 lungs in the March 2021 fall and his wife feared he would die.
8 Mr Andrews was rushed to hospital from the holiday home in Sorrento, on Victoria's
9 Mornington Peninsula, and needed three months off work to recover.

11 The three-bedroom weatherboard shack by the beach he and his family stayed at has two
12 steps at the front to a porch that is about 40cm off the ground.

20 Mr Andrews was not impressed with the steps finally being revealed and lashed out at the
21 media at a press conference on Sunday morning.
22 'Can anyone tell me what the point of the story is? Anyone? Are you going to interview the
23 stairs?' he said.
24 'People can go as low as they want. I'm not going there with them.'
25 Mr Andrews last year explained his foot slipped off the wet first step and he 'got
26 airborne' with the porch hitting him 'square across my shoulder blades' leaving him
27 in agony, unable to breathe or cry out.
28 After his wife Catherine heard him groaning she thought it could have been his last
29 moments.
30 'It was awful because you were going blue and I thought you're going to die here in
31 Sorrento in this holiday house,' she said in an interview after he recovered.
32 'And you were looking at me and you felt the same.'

5 Following his injury the Premier went almost unsighted for three months while he
6 recovered, except for a few pictures posted to social media like this one
7 Known as 'The Beach House', the property has three bedrooms and has a swimming pool,
8 spa and private gardens with the asking price of $1,000-$1,443 per night depending on the
9 season.
10 The premier and his wife booked the house for a weeklong holiday over the Labor Day
11 weekend with their children Noah, Grace, and Joseph.
12 Despite Mr Andrews' serious injuries, none of his family raised safety concerns with the
13 owners or sued them for damages, the Herald Sun reported.
14 All they did was ask for a refund for not using the whole week, which was rejected but a
15 credit for another three-night stay at The Beach House was offered.
16 The credit only applied to the specific house, not any of the others its owners possessed.
17 'Why would you go back to the house where you had that memory?' a source mystified at
18 the refund policy said.
19 Mr Andrews' office said the premier didn't plan to stay at the property again.

2 under the influence of alcohol.
3 Mr Andrews denied this saying he spent the previous day at the family with the beach.
4 However, a source told the Herald Sun the premier actually fell the night before and
5 had been at a 'drinks gathering', which Mr Andrews has previously denied.
6 'I'd not seen anyone, it had not been a late night, in the sense that I think you are inferring.
7 It was just one of those things. You can be incredibly unlucky,' he said.

15 Victoria said that from the Triple-0 call they assessed the case 'did not require an
16 immediate lights and sirens (life-threatening emergency response).
17 The statement, that wrongly said the accident happened on a Tuesday rather than on
18 Monday, was put out after Liberal MP Louise Staley issued a long list of questions about
19 the accident and what the premier was doing leading up to it.
20 'Victorians need honesty and transparency from Daniel Andrews about the
21 circumstances of his injury,' Ms Staley said.
22 'Everyone is entitled to privacy about their health, but these questions are not about the
23 nature of his injuries, only how he got those injuries.
24 'If there is no cover up then there is no reason not to provide answers to these simple
25 questions.'
26 In releasing the statement from Ambulance Victoria, the then-acting premier James
27 Merlino said he was treating Ms Staley's questions 'with the contempt that it deserves'.
28 'This is how the Liberal Party treat people. No decency. No respect. They should be
29 ashamed of themselves,' he said.
30 'You can't put to bed conspiracy nutters and if the Liberal Party want to act disgracefully,
31 that is a matter for them.'
32 Citing his need for privacy, Mr Andrews almost disappeared for three months after the
33 accident, with only a couple of photos popping up on social media.

5 Ambulance Victoria put out this statement, which gives the wrong day, following
6 questions being asked about the accident
7 He only spoke at length about the accident when he finally returned to work.
8 'I've got a briefcase in one hand, I've got an overnight bag in the other and I walked
9 out the front door,' he said at the time.
10 'The door slams behind me, I take two steps on the porch… and as I put my left foot on
11 the step it just slid straight off it. It's like it is in slow motion. I thought 'I am in trouble
12 here'.
13 'I got airborne, bang, and then the leading edge of the porch hit me square across my
14 shoulder blades. I could hear it, and it was not a pleasant sound.
15 'I couldn't breathe in or out. I couldn't scream, I couldn't call out for Cath.'
16 Paramedics arrived at 7.01am after Mr Andrews' security detail lifted him off the grass
17 and took him inside the house.
18 The premier was still in agony so they cut him out of his favourite golf shirt and put a
19 morphine drip in his arm to dull the pain.
20 He was rushed to hospital and spent more than 100 days largely hidden from the world,
21 and was still recovering long after he returned to work.

9 blasted those spreading rumours about the crippling spinal injury he suffered earlier this

23 “It’s great to be back after a lengthy absence, one that was required in terms of a very
24 serious injury,” he said.

27 “My spine is basically healed,” he said. “The ribs are not healed, they take another three

30 said the government had been “upfront and clear”.

1 “I’d not seen anyone, it had not been a late night,” he said. “It was nothing more or less

3 “People have more information, I dare say, on this particular incident than any similar
4 incident in Victorian history, I reckon.”
5 He said no amount of communication regarding his injuries could have put a stop to the
6 “vile” rumours.
7 “I don’t know that you can put an end to some of these vile stories. People who make up
8 their own facts, you’re best not really to get into an argument with them. It’s very difficult
9 to win those arguments,” he said.
10 “People know me, they know my work, they know my background. They know that I love
11 my family and I love my state. Never get into an argument with a fool. That never
12 works. And don’t get into a debate with people who make up their own facts – that
13 doesn’t work either.
14 “I think some of the communications we had yesterday, together with statements from
15 Victoria Police, statements from Ambulance Victoria, and, you know, my character, who I
16 am, what I’m about, what I’ve demonstrated to the people of this great state, the values I

19 incident in order to help quash rumours about the nature of the fall.

23 incident.
24 “Make no mistake, we have been upfront and clear. This stuff is just vile. As for those who
25 tried to politically weaponise it, they’re irrelevant to the work I do, and I won’t waste my
26 time or my breath on them,” he said.
27 “I don’t spend much time thinking about those people. As I said to you, they’re not
28 relevant to the work I do. And the people of Victoria would not want me to be spending
29 any more time – in fact, really any time at all – thinking about those people.

44 getting well, we should have been doing a Hollywood production every week or every
45 couple of weeks. Then you all would have been asking us, ‘Well, if he’s well enough to do
46 videos like that, why isn’t he back?’
47 “I accept there’s always an element of you can’t win with these things … I’ve told you
48 what’s happened. I hope that’s good enough.”

50 home on the Monday night in early March, but he decided to stay an extra night.

1 He had planned to travel back to Mulgrave to change into work clothes and then
2 head to Healesville for an Indigenous affairs announcement at 9am.
3 Doctors provide detail on injuries
4 The Premier’s doctors have disclosed the extent of his injury suffered in March, including
5 the fact physicians thought in the days after the fall that he would need about three months
6 to recover.
7 Mr Andrews’ office declared publicly that he would return to work in half that time.
8 The Premier and his medical team made the comments in an interview with the Herald
9 Sun.
10 Mr Andrews lay on the ground outside the Sorrento home for about five minutes
11 before his wife Cath found him, as the Premier was unable to make loud noises to get
12 her attention due to the nature of the injuries. Ms Andrews said she feared he would
13 die.
14 He was taken to Peninsula private hospital but later in the morning it became clear his
15 injuries were more serious and doctors determined he needed to be transferred to The
16 Alfred’s trauma centre.
17 He reportedly requested a road ambulance rather than a helicopter to avoid the
18 appearance that he was treated differently to other patients. But this decision meant he
19 could not continue his anaesthetic treatment, and roadworks on the Monash freeway meant
20 it was a long and painful trip.
21 By the time the Premier arrived, The Alfred’s head of trauma Professor Mark Fitzgerald
22 said there were concerns about the state of his lungs and lack of oxygen. Another doctor
23 said Mr Andrews’ T7 vertebrae had been “pancaked”.
24 “He was in a bit of trouble,” Professor Fitzgerald said.
25 “By the time he got here he was in respiratory failure. It was more than just a simple
26 injury.”
27 Doctors made the decision not to intubate Mr Andrews, which would have triggered
28 surgery, but he spent two days on a breathing machine.

34 “When a senior trauma doctor takes Cath aside, shows her a monitor with all the scans on
35 it, and explains to her that ‘it’s 1mm and it’s a life-changing event, you should go and
36 buy a Tatts lotto ticket’, that’s enough to give you some perspective,” Mr Andrews

38 He left the ICU on March 13 and began doing up to 3½ hours of therapy each day, getting
39 out of bed alone, putting his brace on, walking about 50 metres and traversing up stairs.

41 physiotherapists, occupational therapists and nurses including nurse Julie Preston.

44 the Premier’s condition were sparse at the time of the fall.

1 In my view if there is a security detail (staff) assigned to Premier Daniel Andrews, then I view
2 they would be at the very least be present long before Premier Daniel Andrews were to
3 contemplate to leave. As such, why were they not present when Premier Daniel Andrews
4 claimed to have slipped, so they immediately could have rendered first aid and not have
5 allegedly Mrs Catherine Andrews to about 5 minutes later discover her husband to be
6 somewhere down injured.
7 Did the police have any body-camera’s activated that recorded the precise location where they
8 found Premier Daniel Andrews? Did they make any photos for record keeping as to the precise
9 location and also the steps possibly being wet? Did any investigation record the true condition of
10 the steps (his foot slipped off the wet first step), if they were wet or not, then were the planks
11 slippery on their own or were they rough, etc?
12 Why this the security detail carry Premier Daniel Andrews (unable to breathe or cry out) in the
13 house rather than to await a proper assessment by the paramedics also considering “Mr
14 Andrews was hooked up to a breathing machine for two days after experiencing
15 respiratory failure due to his broken ribs and vertebrae.”? Did the security detail cause
16 further injuries by moving Premier Daniel Andrews?
17 Then consider this “Mr Andrews told journalists he was on a family weekend and that the
18 Sorrento property was rented from a person he did not know.” Where somehow Premier
19 Daniel Andrews and his family seemed to go to stay for nights as a property without having

21 disappearance of PM Herald Holt some decades ago one would expect that a security detail
22 would certainly check the safety of a property so that in the event something ontowards was
23 planned it could be prevented.
24 Premier Daniel Andrews seemed to claim he “and I walked out the front door” “I take two
25 steps on the porch” and “has two steps” and “his foot slipped off the wet first step” “and
26 then the leading edge of the porch hit me”.
27 So now “the porch hit me” “him 'square across my shoulder blades' leaving him in agony,
28 unable to breathe or cry out.” and not that he fell on the porch. I know of no incident where a
29 porch would hit a person unless it is a falling porch. Obviously the security detail would have
30 made sure to record the precise location where they located Premier Daniel Andrews upon their
31 arrival and if he was lying partly on the porch and the 2 steps or away from it before it.
32 It should be noted: “Paramedics arrived at 7.01am after Mr Andrews' security detail lifted
33 him off the grass and took him inside the house.” Which then means that while Premier
34 Daniel’s claim was that the porch hit “him 'square across my shoulder blades' leaving him in
35 agony, unable to breathe or cry out.” somehow while not able to breathe he still managed to
36 get away from this attacking porch and move onto the grass. After all there appears to be a
37 concrete path in front of the steps and so he somehow moved away from that also. And despite
38 of his injuries was able to do so within a few minutes? Why didn’t the security detail just leave
39 him outside on the grass and perhaps cover his body that is if it was cold weather? This also
40 considering; “Mr Andrews was hooked up to a breathing machine for two days after
41 experiencing respiratory failure due to his broken ribs and vertebrae.”.
42 We have “unable to breathe” and “Mr Andrews lay on the ground outside the Sorrento
43 home for about five minutes before his wife Cath found him, as the Premier was unable to
44 make loud noises to get her attention due to the nature of the injuries.” Is this meaning that
45 Premier Daniel Andrews was not breathing for some 5 minutes and still survived this? Or is it
46 that as with the porch hitting him claim the 5 minutes not breathing were deceptive claims?
47 The following is also important:
48 Mr Andrews said he had initially planned to return from Sorrento to his Mulgrave
49 home on the Monday night in early March, but he decided to stay an extra night.
50 He had planned to travel back to Mulgrave to change into work clothes and then
51 head to Healesville for an Indigenous affairs announcement at 9am.

15 provided them to him on numerous occasions. As such he seems to me to imply even if
16 unintentionally that he is a fool.

19 He was taken to Peninsula private hospital but later in the morning it became clear his
20 injuries were more serious and doctors determined he needed to be transferred to The
21 Alfred’s trauma centre.

23 He reportedly requested a road ambulance rather than a helicopter to avoid the
24 appearance that he was treated differently to other patients.

26 “By the time he got here he was in respiratory failure. It was more than just a simple
27 injury.”
28 Doctors made the decision not to intubate Mr Andrews, which would have triggered
29 surgery, but he spent two days on a breathing machine.

31 Now, if the medical team held it appropriate to use a ‘helicopter’ then why on earth not do so
32 and instead endanger one selves and may aggravate injuries?

34 While I have not read other reporting it seems to me there are far too many questions that needed
35 to be properly investigated. After all the failure to sue the property owner may indicate that
36 rumours that Premier Daniel Andrews was bashed up because he got caught out with a minor
37 may indirectly be evidence, even if direct evidence may not be forthcoming.

39 Here we have a person who claims to have been hit by a porch, even so the porch didn’t move
40 for so far I am aware of, claims to be on his way to work when he was on his way to go home,

5 That obviously, at least in my consideration may mean that Premier Daniel Andrews may simply
6 have returned home being injured and then decided that he would lay down in the grass and
7 claim that he had slipped from the step. Having a person injured as Premier Daniel Andrews
8 reportedly had been then I view it would have taken a considerable time to move from the
9 porch/steps and of the path in front of it to get down onto the grass which unlikely would have
10 been in a reported 5 minutes where he couldn’t “breathe” either. The issue is not that he was not
11 injured but that what is claimed as to the circumstances somehow doesn’t seem to me to be
12 factual. Again any police body camera recording may also assist in that regard.

15 him off the grass and took him inside the house.”. Considering the width of the steps than 2
16 persons to carry an injured Premier Daniel Andrews who deemed to have “Mr Andrews was
17 hooked up to a breathing machine for two days after experiencing respiratory failure due
18 to his broken ribs and vertebrae.” nevertheless somehow carried him into the house. Did
19 anyone ask how on earth they managed this considering the narrow steps and avoiding additional
20 injuries to Premier Daniel Andrews? Surely common sense alone ought to have indicated that so
21 to say trying o wrestle an injured person back up the narrow stairs and into the house when an
22 ambulance already is under way doesn’t make any sense whatsoever.

24 In my view Premier Daniel Andrews is ma lair and so on about a daily basis when it came to
25 claiming “cases” and “covid deaths”, etc, concealing the truth and this to me must be taken

32 perhaps sue at some time for injuries and damages against the State.

34 I used to cross-examine medical doctors, social workers, court councillors and others and very
35 often was able to expose their evidence was not to the true FACTs but assumed or merely put
36 together to pretend some set of circumstances that really never existed as such.

38 It is not for me to determine if Premier Daniel Andrews did or didn’t fabricate some version of
39 events and this to make fraudulent claims, as that I view is for IBAC to determine but I am of a
40 personal view that Premier Daniel Andrews may not be telling the true FACTS of it all.

42 As I am a taxpayer I have obviously a direct interest in the matter that if Premier Daniel
43 Andrews was injured not on his way to work but in private circumstances then his payments
44 received while absent from work may not have any legal basis. If he was to sue the State for
45 injuries then again as a taxpayer I have rightful concerns.

47 It seems to me that Premier Daniel Andrews was not leaving for work but rather leaving to go
48 home, that is a difference regardless if he intended later to do some work. After all he could have
49 decided not to attend even without any accident/injuries and as such the issue is that he simply
50 wanted to go home, hence the overnight bag he also carried.

2 his role in the Melbourne hotel quarantine debacle. He has posted a photo of himself
3 allegedly getting examined at Melbourne’s Alfred Hospital. The problem is that the photo
4 does not align with even the official story about his injuries and is a Photoshop job to boot.
5 A Twitter poster named James Anderson said he ran a metadata check and a healthy,
6 almost radiant-looking Andrews head had clearly been lifted from somewhere else and
7 placed on the body. “This is what happens when the king of spin is away, the work
8 experience kid is put in charge of Photoshop, FAIL! Rule 1: Remove metadata from
9 image…” Anderson said.
10 According to The Age newspaper, Andrews was taken to the specialist trauma centre at the
11 Alfred on March 9th after being transported from the Peninsula Private Hospital near
12 Frankston on the Mornington Peninsula. But Andrews’ Twitter “recovery photo” about
13 four days later shows him unmarked and wearing some sort of brace while a nurse attends.
14 Another poster called “Trump Won” said a contact in the nursing community said
15 Andrews had face injuries as well: “Yes, that’s what I heard from an ICU nurse…said his
16 face was battered and bruised.” Others were convinced that Andrews, known as a big
17 drinker, was drunk and fell. That’s quite possible too, given that Andrews is under all sorts
18 of pressures, almost all entirely self-generated.
19 The Twitter comments were prompted by City Lawyers, a Melbourne-based account
20 connected to the local legal fraternity, which questioned whether Dan’s “accident” was in
21 fact a bashing. “The bashing location can remain undisclosed but the basher was an ex
22 ALP Minister. Can we see the medical reports in a state where we can’t even see the
23 budget papers?…Now WHO would want to bash Dan ? And why? Draw your own
24 conclusions,” City Lawyers posted. Cairns News can only speculate who that ex-minister
25 that might be and City Lawyers were not prepared to put out a name for obvious reasons.
26 For a premier to fake a photo is a big scandal in itself. You might call it criminal deception
27 and yet another stain on Victoria’s Labor government. And don’t hold your breath waiting
28 for it to be investigated, given the compliant Melbourne media club that willingly played
29 Andrews’ economy-wrecking lockdown game for months.

5 detail and/or any police and any blood testing to check for any alcohol level. After all, if

7 for this kind of argument) then he may not even have remembered any possible bashing inflicted
8 upon him. Did he stagger home and fell on the grass and his wife found him there? After all any
9 security detail ought to have been aware that Premier Daniel Andrews brief case with perhaps
10 confidential material may be lying about in the garden, besides his overnight bag, and so they
11 may have reported where they located the briefcase, that is if they didn’t somehow find it at all
12 as perhaps the briefcase and overnight bag may have carried themselves into the motor vehicle!

14 That is why it is so essential that the precise details are known as to what the security detail had
15 reported. I do not think they would have been blatantly ignorant to let a briefcase lying about in
16 the garden and if it was in the vehicle already then how does this fit in the version claimed by
17 Premier Daniel Andrews that he slipped while holding the briefcase and overnight bag?

19 I once was cross-examining a witness who had in his affidavit stated that he demonstrated
20 equipment and it was in good working order and he left it at the property of the purchaser. He
21 repeated the same in the witness box. I asked him if it was correct that to be able to demonstrate
22 the equipment he used a special connector and when he left he took this connector with him. He
23 confirmed he did. So, while the equipment was working when he displayed it nevertheless
24 because he took the connector afterwards with him the equipment therefore no longer could
25 work and never did without having the connector. And that is what cross-examination is about to
26 “surgically taking apart a witness evidence” and show how by concealing relevant details the
27 witness is perverting the course of justice.
