Social Development Management – Nacala Corridor
Project
Target Audience: All Vale employees (direct or Keywords: rivers, wastewater systems and oil water
indirectly contracted) affected by the Nacala Corridor separators, sewage treatment, drinking water, wells,
project. control, sea, mangroves, concrete-mixer washers

1. OBJECTIVE
This procedure establishes guidelines, criteria and parameters to monitor and control the quality of water resources
used by the Nacala Corridor Project. All surface waters, groundwater, water from equipment and structures of
environmental control (used and reused), such as: wastewater treatment stations, water and oil separators and
washers (concrete-mixer, machinery and equipment).

2. APPLICATION
This procedure applies to all implementation activities developed in Nacala Corridor Project (by Vale, contractors
and subcontractors) which are related to water purchase, accommodation, storage, transference, handling,
distribution, transportation, treatment, use or disposal (considering water various forms) and that may directly
impact any water resources, human life, environmental control equipment and environmental control structures.

4. STORAGE AND DATA PROCESSING


The collected data must be stored in appropriate data base allowing simple storage, extraction, analysis and
manipulation of data (according to the guidelines and standards of water quality, trend and statistical analysis) for
further reporting. It is also recommended that Vale develops a central database where all information regarding the
area of influence of the project can be stored and linked to a tracking system (GIS), allowing easy identification,
search and retrieval.
It is recommended to be developed formats for reporting, to fulfill the legal requirements established by
environmental institutions. These reports shall provide diversion or compliance with environmental requirements
stipulated or summary reports with data interpretation.
The monitoring program shall be reassessed every three years to determine its effectiveness (focused on
appropriate information and unnecessarily or excessive costs) and its satisfactory nature considering Vale and
environmental institution necessities. If impacts were not detected during this period (by comparing the samples
collected downstream and upstream the target area), it is recommended that Vale and the most relevant authorities
enter into an agreement to reduce the intensity of the program or even terminate it.

5. GUIDELINES FOR MANAGEMENT OF WATER FOR HUMAN CONSUMPTION


 Drinking water is any kind of mineral water and/or water used for human hygiene in the Nacala Corridor
Project.
 It must be sampled monthly in all places where bottled water and water used for human hygiene purposes
are distributed, such as: offices, accommodation sites, housing, shipyards, work fronts and other possible
locations.
 Sampling and analysis methodology must follow strict standards set by internationally recognized
institutions and laboratories must be accredited and/or certificated for such a purpose.
 Whenever structures are installed to support the implementation of the Nacala Corridor Project, the
monitoring of drinking water shall be implemented in their activities.

6. GUIDELINES FOR SURFACE WATER MANAGEMENT


 Rivers, streams and springs (temporary or perennial) are considered surface water.
 Surface water sampling must occur every six months at the end of the rainy season and at the end of the
dry season.
 For surface water sampling, it is recommended (whenever possible) a distance of 100 meters downstream
and to 100 meters upstream from areas of direct influence on intersection with the Nacala Corridor Project.
 The rivers intercepted by the Project Corridor Nacala in Mozambique (where monitoring actions must be
kept constantly) are listed below:

 The methodology to be used for sampling and analysis must follow strict standards set by internationally
recognized entities and the laboratories must be accredited and/or certified for such purpose.
 Whenever supporting structures are installed in Nacala Corridor Project, the need of surface water
monitoring shall be assessed considering the structure surroundings.
 The parameters and frequency of surface water sampling are shown in the table below:

7. GUIDELINES FOR MANAGING USABLE GROUNDWATER


 Usable groundwater occupies the empty spaces of a geological formation, and is accessed through wells
and/or tubes inserted deep into the ground. They are used in Nacala Corridor Project implementation
activities.
 Sampling of groundwater should occur quarterly.
 The sampling and analysis methodology must follow strict standards set by internationally recognized
entities and laboratories which are accredited and/or certificated for such purpose.
 Whenever new structures (that use groundwater) are installed to support the implementation of the Nacala
Corridor Project, a monitoring system of groundwater shall be implemented.
 For this sampling the following parameters must be analyzed:

8. GUIDELINES FOR OIL/WATER SEPARATORS MANAGEMENT


 Oil and water separators, called SAO, are environmental control equipments that remove any type of oil
from wastewater derived from human activities in which oil is manipulated, used or collected.
 The oil/water separators systems shall treat their effluents in accordance with their specific characteristics
and ensure that its deposition is framed within the requirements of Mozambican law.
 In places where machines, equipment and vehicles are washed using chemicals, detergents and
degreasers, specific wastewater treatment systems shall be implemented.
 The oil/water separation system must be sampled upstream and downstream of effluents.
 The sampling and analysis methodology shall follow strict standards set by internationally recognized
entities and the laboratories must be accredited and/or certificated for such purpose.
 Whenever new structures (that use oil/water separators) are installed to support the implementation of the
Nacala Corridor Project, a monitoring system of oil/water separation shall be implemented.
 The physical and chemical parameters to be analyzed, and their frequency, to assess the efficiency of
water and oil separators are found in the following table:

9. GUIDELINES FOR WATER TREATMENT STATIONS MANAGEMENT


 Wastewater treatment stations (ETAR) are environmental control equipment that receive and treat the
wastewater produced by human activities and that, if released freely into the nature, can bring risks and
direct impacts to the environment.
 The wastewater treatment plants must treat their effluents in accordance with their specific characteristics
and ensure that, in cases of effluents discharge, which follows the requirements of Mozambican law.
 In places where machines, equipment and vehicles are washed using chemicals, detergents, shampoos
and degreasers or receiving concrete (with or without additives), specific wastewater treatment systems
shall be implemented.
 The oil/water separation system must be sampled in the insertion and removal of effluents (after the
treatment).
 The wastewater treatment system shall treat their effluents in accordance with their specific characteristics
and ensure that its deposition is framed within the requirements of Mozambican law.
 The sampling and analysis methodology shall follow strict standards set by internationally recognized
entities and the laboratories must be accredited and/or certificated for such purpose.
 Whenever new structures (that use wastewater treatment stations) are installed to support the
implementation of the Nacala Corridor Project, a monitoring system shall be implemented.
 The sampling frequency and analysis parameters for wastewater treatment stations are described in the
table below:

10. GUIDELINES FOR SEAWATER RESOURCES MANAGEMENT

 Marine water resources are related to all seawater directly influenced by the implementation activities
developed in Nacala-a-Velha.
 The sampling grid of marine waters shall consist of a cross with a east / west line (with measurement
points that are extended from the desalination discharge point as far as the deepest navigation area in the
channel) and a north / south line (containing 8 measurement points centered in the ore loading pier zone
and extended 1 km to each side). In addition, the area located in the north of Ponta Numuaxi and another
in furthest northern of the bay shall also be measured.
 The measuring methodology is applied via vertical profiles at different depths throughout the water column
up to 1 meter away from the seabed.

 The sampling and analysis methodology shall follow strict standards set by internationally recognized
entities and the laboratories must be accredited and/or certificated for such purpose.
 Whenever new supporting structures are installed in the Port changing the project initial characteristics, the
described methodology shall be adapted (when considered necessary).
 The quality of marine waters surrounding Vale Port in Nacala-a-Velha shall be monitored according to
frequency and parameters described in the table below:

11. GUIDELINES FOR CONSERVATION, PRESERVATION AND MITIGATION OF ENVIRONMENTAL


IMPACTS ON WATER RESOURCES
 The acquisition of mineral water for human consumption shall always be done through reliable supplier and
should find a bottler established and known in the region.
 All construction activities that occur on riversides, streams or near ponds and springs shall adopt
constructive approach to ensure protection of resources in order to avoid contamination and to prevent the
carrying of sediment into the water.
 All construction activities that occur near wells and piezometers shall provide appropriate signaling to
ensure no accidents can result in losses, supplying interruption and resource contamination.
 All oil/water separation systems shall submit the project as it was sized and structured. The company in
charge shall ensure and prove that its scalability and efficiency was appropriate to the volume of activities.
 All wastewater stations shall present a project defining dimensional and structural techniques and usability,
controlling and maintenance procedures shall be reified. The company in charge shall ensure and prove
that its designs efficiency levels are adequate to the volume of their activities.
 All construction activities that occur in areas of influence of seawater shall adopt environmental control
measures to minimize potential impacts to marine waters. The company in charge shall ensure that their
control measures are adequate and scaled to the volume of their activities.
 All construction activities occurring in or near mangrove areas shall adopt the same environmental control
measures in order to prevent the carrying of sediment into the mangrove areas.
