Development Management – Nacala Corridor Project

Target Audience: All Vale employees (direct or indirectly Keywords: supply, fuel, vehicles, stationary engines

1. OBJECTIVE
Establish criteria and actions to implement the task of fueling vehicles, machinery and equipments with combustion
engines, stationary and mobile, in order to avoid/minimize environmental impacts and occupational hazards, given
the requirements for legal/regulatory.

2. APLICATION
All activities in Vale, including for contractors and subcontractor engaged with the activities of the Nacala Corridor
Project.

4. DEFINITIONS
 Supply - supply, provision or provisions of the act to provide the necessary or useful, for example, fuel. Act
or intention of performing a transfer of liquid from one container to another by changing the location to
storage;
 Environmental disaster - any occurrence that may lead to danger or risk to the environment;
 Abnormality – occurrence of an act or activity that is not provided within an operating procedure;
 Storage - is the act or effect of store, save, add something somewhere so that you can redeem it, consult
it, use it or consume it later;
 Containment tray - equipment used to contain spills or leaks in unexpected supply activities and/or
maintenance of machinery and equipment;
 Fuel - any substance that reacts with oxygen (or other oxidant) releasing energy, usually forcefully, in the
form of heat, flames and gases. Assumes the release of energy that it contains in the form of potential
energy to a usable form;
 Container or container - is a device used to carry cargo. This is a metal, plastic or wood, usually of large
or medium size, for the packaging and transportation of cargo.
 Spill - act or effect of spillage;
 Static electricity - is one that is at rest, formed by opposing electrical charges that remain separated by
insulating materials. Such charges can reside on non-conducting bodies, producing the accumulation of
charges. These charges result from the transfer of electrons from different substances by friction and
movement. When occurs the separation of such substances, there is the formation of a potential difference
due to a substance to be charged electrons, and the other, in turn, below the same component. Thus,
masses with opposite charges attract, and being this high potential difference, electrons can jump from this
region which are in excess, to the region where they are missing, thus creating sparks, depending on the
conditions that cause fires;
 PPI - Personal protective equipment, such as gas masks, gloves, eye protection and others that may be
necessary for the safe conduct of an activity;
 Emergency Card - known for MSDS (material safety data sheet) and MSDS (safety data sheet information
of chemicals) is a form containing data on the properties of a substance. An important component of the

environment and safety which is intended to provide the workers and personal emergency procedures for
manipulation of substances in a secure manner, and includes information such as physical data (melting
point, boiling point, etc.) toxicity, health effects, effects on the environment, first aid, reactivity storage,
disposal, protective equipment, handling and disposal.
 Ground strip - is the electrical conductor (wire) whose function is to connect to the earth - that is, the
Electric Earth – used to remove the static charge of electricity that a material or equipment;
 Inspect - effect of act or conduct inspection. Determine compliance according to some defined operating
procedure for the activity;
 Emergency kit - a set of materials and equipment to support the contention of an environmental accident;
 PRO – Operational procedure;
 Correction - the act or effect to fix, adjust or resolve the problem/abnormality;
 Signaling - the act or effect of signaling. Use of signs and plaques for information transmission distance or
prevention of passersby and drivers of vehicles;
 Leakage - the act or effect of leaking, flush with a liquid

6. LIST OF EQUIPMENT SAFETY AND ENVIRONMENTAL PROTECTION REQUIRED FOR


ACTIVITY
 Individual protective equipment (PVC gloves, rubber boots, reflective vest, uniform (pants and shirt),
chemical goggles, helmets, half-face mask, PVC apron, protective earplug;
 Four fire extinguishers dry chemical type;
 Four road signs "DANGER" and "No Smoking";
 Signs for transportation fuel;
 Emergency sheet product to be transported;
 Minimum of four colored cones for isolation of the area;
 Absorbent powder or sawdust to absorb any leakage;
 Blankets or cloth pads to absorb any leakage;
 Shovels and spades for the removal of contaminated soil in accidents;
 Drum for storage of contaminated waste;
 Containment tray.

7. MEASURES OF CONTAINMENT
In case of accidents, leading to fuel spillage during refueling in the field, one should follow the following steps to
contain:
 Establish containment barriers using burlap, sawdust and absorbent pad;
 Open channels and ditches with shovels and hoes when it is necessary to isolate the area;
 Do not use water in any event not to increase the volume of effluent.

8. CONTAMINATED WASTE REMOVAL


After completion of the containment measures, should follow the removal of contaminated effluent:
 Put sawdust on the effluents that are accumulated on the soil for absorption;
 In case of large volumes of effluent to provide a suction pump;
 Check if the compartment that generated the leak (tank, drum or container) still has fuel leak and can
provide the transportation.

9. COLLECTION, STORAGE AND USE OF HAZARDOUS WASTE


After doing the steps to remove contaminated effluent must undertake the collection, storage and disposal of
hazardous waste:
 Recolher, com auxílio de pás anti-chama e enxadas, todo o material contaminado utilizado na contenção
(estopas, espumas absorventes e pó de serragem);
 Recolher, com auxílio de pás anti-chama e enxadas, todo o material resultante da absorção dos efluentes
líquidos (pó de serragem);
 Acondicionar todos os resíduos contaminados e identificá-los de acordo com o Procedimento Operacional
para a Gestão de Resíduos (PRO 13-PR-9000-N-001);
 Destinar todos os resíduos contaminados e identificá-los de acordo com o Procedimento Operacional para
a Gestão de Resíduos (PRO 13-PR-9000-N-001).
 Collect, with the aid of anti-called shovels and hoes, all contaminated materials used in containment (rags,
absorbent foams, and sawdust);
 Collect, with the aid of anti-called shovels and hoes, all material resulting from the absorption of liquid
waste (sawdust);
 All contaminated waste packaged and identified in accordance with the Operating Procedure for Waste
Management;
 Allocate all contaminated waste and identify them in accordance with the Operating Procedure for Waste
Management.

10. TANK TRUCK INSPECTION AND/OR DRUMS AND CONTAINERS


 Make sure the truck (tank, drum or container) in a compartment that can generate fuel leak;
 Make sure the tank truck is properly closed and no fuel leaks;
 Inspect the hose used to fill the fuel and the points of connection/connections, and check if they are not
leaking fuel;
 If the truck has several drums, verify that no drum is with traces of fuel leakage.
