1. PURPOSE
To establish procedures for the reduction, re-use and treatment of waste from company operations and
activities, the re-cycling of scrap materials and the limitation of material reporting to disposal facilites.

2. SCOPE
This procedure is applicable to work sites where employee of PT Sankyu Indonesia International worked.

3. TERMS AND DEFINITIONS


 Dry wastes- inert wastes, usually in a large amount and are uncontaminated by other wastes and non-
recyclable. These include packaging materials, office waste, plastic construction debris, ruber, pepers,
glasses, woods, foams, HDPE, cloothes, cardboards, air filters, hoses, cotton slings.
 Wet wastes – organic, domestic wastes generated from kitchens and messes, townsite residences and
centralized lunch areas, or non-recyclable wastes from food or drinks. These include pack meals, rice,
vegetables, side dish, bread, carcasses.
 Recyclable materials – recyclable and usually inert wastes. These include metal and derivatives, steel
sling, including hoist rope, freon gas tubes, cables, plastic bottles, glass bottles, drink cans.
 Hazardous wastes – wastes that contain hazardous and toxic materials whose concontrations may harm
humans and environment. These include : used oil, used toner, expired chemicials, clinical wastes, used
accu, paints. Detailed guide on treatment of these wastes in available in document number NNT_ENV-
046-M002.
 Waste Segregation – in an effort to segregate wastes according to their types. Segregation is
performend by waste producer and is carried out by providing landfils taht are relevant with the types of
wastes. If necessary the wastes may be segregated based on the similarity of wastes with respect to
requirements for each waste.

5. DUTES AND RESPONSIBILITES


 Area Managers and Sub-contractors – for waste segregation process, provision of their own waste
collection and disposal systems in accordance with these procedures, including provision of landfills,
transh bin signs/labels, and transportation of wates to designated locations as per standards.
 Environmental Dept – for supervision of correct waste treatment. Performing random monitoring on
segregation nd transportation of wastes to landfill areas. Supervising waste and landfil operators in
performing daily work. With regard to B3 waste landfill area of Benete, responsible for regulating these
facilities according to existing regulations and standards. Periodically managing movement of wates to
legal waste treatment companies including preparing documents and delivery personnel.
 Supply Chain Asset Management (SCAM) – for monitoring disposal of salvageble material and for liasion
with Community Devlopment Departement to ensure that scrap material from the company is passed on
to community projects or recycles. Responsible for operation of Landfill lay down 6 for scrap metal.
 Landfill Operators – for operating, controling the landfills and screening all wastes entering landfils area
and for the operation and control of the landfill area.
 Manager Townsite – for the coordination of wates produced by contractors and the provision of bins for
wet and dry wastes in the Townsite area.
 Mine Operations – for the operation of the dry waste landfills and concentrator landfill for wet wates.

6. PROCEDURES
6.1 Waste Disposal and Accumulation Areas
6.1.1 Each area should identify their solid waste whether the waste is categorized as hazardous
waste or non hazardous wastes, refer to Hazardous Wate Management Procedure (NNT-ENV-
046-M002) and Attachment A in Solid Waste Management Procedure (NNT-ENV-064-M001).
6.1.2 Segregation is carried out by every waste procedur, in accordance with the types of wates. To
facilitate segregation, bins should be provided in a sufficient number a long with clear codes.
6.1.3 PT Newmont has constructed a landfill at the Concentrator area for the disposal of solid, non-
hazardous municipal waste in accordance with Nevada Administrative Code (NAC Sections
444.570 though 444.7499, November 1994).
6.1.4 Dry (inert) material will be disposed of in a managed disposal cell in the Tongoloka Waste
Dump in accordance with the Project’s approved Environmental Management Plan. Acceptable
materials are listed in the Attachment A attached guidelines for solid waste disposal.
6.1.5 In a limited quantity and due to difficult access to Tongoloka disposal cell, segregated dry
wastes in the form of rubber, woods, plastic, cardboards may be temporarily dumped at the
landfill area, Concentrator. Upon bulk accumulation and transported to Tongoloka by the
landfill operator.
6.1.6 All B3 wastes shall be accumulated in work area inbins consistent with standards. Workplaces
that produce most B3 wastes are include HEWS, MEWS, Metalurgical Lab, Pebble Crusher, IT,
Klinik, and F-S workshop.
6.1.7 The wastes shall be transferred to the Hazardous wastes storage facility at benete for storage
to be sent to legal B3 weste treatment facilities. The procedures for B3 waste treatment are
available in NNT-ENV-046-M002.

6.2 Waste Sergregation – Area Teams


6.2.1 area Managers and Sub-contractors are responsible for the segregation of their own solid
waste material at the point of waste generation. All non-hazardous wastes will be separated
into wet wates, dry wates and recyclable materials (wood and metal), according to the
attached guidelines.
6.2.2 Skips for bulk dry wastes and recyclable materials will be provided by each responsible area to
facilitate waste segregation. “Garbage trucks” for dry and wet waste will be supplied and
serviced by the garbage contractor (PBU). Area Managers should contact the Manager
Townsite to arrange for this service. Whwrw appropriate, Area Managers should designate
centralized lunch areas, to enable wet waste segregation.
6.2.3 The Environmental Departement will monitor waste segregation at the point of generation.

6.3 Waste Segregation – Landsfill Area


6.3.1 The Landfill Operator will screen all wastes entering the landfill and reject haulers where the
wastes is either incorrectly segregated or contains suspect materials (special wastes or
hazardous or toxic wastes). The hauler, generation area, date and reason for rejection will be
recorded in the landfill Operations Log.
6.3.2 The Environmental Departement on a monthly basis will review this so taht re-occuring
incidents can be taken up with the respective Area Managers.
6.3.3 In the case of rejection, the hauler will be required to return to their area to re-sort the waste
prior to seeking re-admittance to the landfill. A boom gate and a security guard have been
installed at the landfill entrance to assist with regulating access to the Landfill.

6.4 Transport of Materials


6.4.1 Transport of wastes must obtain a gate pass and comply with procedurs number NNT-ENV-346-
G010 concerning Gate Pass for Garbage Trucks.
6.4.2 Transport of bulk dry waste and recyclable materials to the Landfill will be the responsibility of
Area Managers where they have the appropriate equipment, otherwise Mobile Equipment will
provide haulage. However, Mobile Equipment will not haul waste that has not been correctly
segregated as this will be rejected at the Landfill. Area Managers will be responsible for having
their own internal wastes collection systems that feed into or compliment the bulk waste
disponsal mechanisms.
6.4.3 The garbage contractor (currently PBU) will service areas for the collection and disposal of dry
and wet waste. Area Managers should coordinate this thought the Manager Townsite.
6.4.4 Subcontractors will be responsible for their own waste collection and disposal system in
accordance with these procedures.
6.4.5 Dry wastes will be transported from the Landfill Dry waste Transfer Station to the Tongoloka
Dry Waste Disposal Cell on at Least a weekly basis by Mobile Equipment. Specific bulky dry
(inert) wastes, such as tires, may be taken directly to the Tongoloka Disposal Cell with prior
notification to Mine Operations.

6.5 Landfill Operation


Mobile Equipment will continue to operate the landfill in accordance with the Engineering Design
and Operations Plan, Incorporating the additional items introduced though these procedures. The
general hours for receiving waste are from 07.00 to 16.00 every day. Environmental and Mobile
Equipment Operators will review Landfill Operation on a monthly basis. Mobile Equipment wil record
daily operation at Landfill in the Logbook (Containing date, type of waste, weight/volume, originator).

6.6 Recycling Operation


6.6.1 the Supply Chain Assets Managements (SCAM) Group will manage the Project’s recycling
operation of scraps metal and monitor the disposal. The SCAM Group will consult with
Community Development and offer scrap material deemed to have no values to the company,
to community projects or to recyclers or recycling contractors. Used plastic bottles and drink
cans will be managed by the community Devlopment Departement to be Provided to the
community in their work programs.

6.6.2 Area Managers will responsible for transporting point to Benete Laydown 6 as accumulation
point for external disposal. Plastic bottles and drink cans will be transported by subcontractors
manaing wastes.

6.7 Dry (Inert) Waste Cell Operations-Tongoloka waste Dump


operation of the Dry Waste Disposal Cell Will be managed by mine Operations. Mine Operations will
establish new disposal cells as the waste Dump develops. The cell will consist of a bermed area taht
fully contains the dry waste. Drainage will be controlled so that the disposal cell only receives
incident rain. The dry waste will be track rolled and covered with at least 300mm of waste rock on a
weekly basis. Additional cover material will be used where bulky items are disposed of.

6.8 Hazardous Waste Facility Operation


The management of the Hazardous Waste Storage Facility at Benete will continue under current
operating procedures as required under Government Regulation No. 18,1999, subsequent
Amandements No 85/199 and Decree No.Kep-01,02, 05/BAPEDAL/09/1995. The hazardous waste
Storage facility receives waste from 07.00 to 16.00, Monday to Fridayt. There are stringent regulatory
requirements for the handling, storage and disposal of hazardous and toxic wastes. These are dealt
with separately under the Hazardous Waste Management Procedures.

7. FREQUENCY
This Procedure will be reviewed or evaluated annually and revised if deemed necessary.

ATTACHMENT A
SOLID WASTE DISPOSAL GUIDELINES
DRY WASTE
Dry (Inert) waste can contain any of the following:
 Construction and demmolition rubble such as stees, wood, wire and concrete.
 Uncontaminated packaging materials such as paper, cardboard and plastics.
 Empty containers, such as cardboard boxes, bottles and drums that containe a non-hazardous material and
are flattened prior to disposal. Empty is defined as containing less than 1% of the origiinal volume.
These materials must be collectively segregated for disposal in the Concentrator Landfill Dry Waste Transfer
Station and ultimately the Dry Waste Disposal Cell in the Tongoloka waste Dump (see Attachment B)
Recyclable materials, currently mental, plastic bottles, drink cans, should be seperated from dry waste at the
point of generation. Segregated recyclable materials should be taken to the Landfill Recycling Area. Scrapped
metal can be disposed of either to Landfill Recycling Area or directly to Benete Laydown 6.

WET WASTE
Wet waste generally consists of putrescible organic waste, which is predominantly made up of vegetative
waste and domestic waste from kitchens/meses, residences and centralized lunch areas.
Wet waste must be collectively segregated and deposited in the class II Landfill. Note taht no liquid wastes
other than non-hazardous household liquids can be deposited in the class II Landfill (materials must pass what
is called the paint filter test).

OTHER WASTES
Dead Animals
Dead animals are to be promptly burried to a depth of at least 0.5 m in the Tongoloka Waste Dump, or at an
alternate location with the approval of the Environmental Departement.

Waste Tires
Waste tires should be reutilized where possible:
 By local communites (contact Community Development).
 As construction materials in designed structures such as safety berms, retaining walls and other erosion
control structures.

Where alternative uses cant’t be identified, waste tires should be disposed of in bulk at the Tongoloka waste
Dump in either the dry waste disposal cell or at an alternate location with the approval of mine Operations.
Tires should be individually laid flat and not dumped in mass (this prevents the formation of voids in the waste
Dump).

Oily Rags
Used oily rags should be deposited in a closed container labeled Oily Rags. Oily rags must be wrong out prior to
disposal at land fill.

Oil Filters
Used oil filters should be drained for at lest 24 hours, crushed and then placed in a container labeled Used oil
Filters. Containers of used oil filters Should be sent to the hazardous waste storage facilily in Benete pending a
procedure to manage them.

Oil/Fuel Spill Absorbents (Floor Dry, Prosorb, Peat Moss, Booms, etc)
Containers of these materials should be sent to the hazardous waste storage facility in Benete. Items such as
absorbent pads or booms must first be put through a wringer prior to disposal. The Environmental
Departement provides this service at thee hazardous waste Storage Facility. Note: Do Not mix soil and
absorbents contaminated with petroleum products as they require separate disposal.

Petroleum (Oil/Fuel) Contaminated Soil


Small quantites of this materials are received at the Benete bio-remediation facility. Materials sent to this
facility should be placed in a closed container. Contact the operator at the Hazardous Waste Storage facility for
assistance Monday through Friday, 07.00-16.00. for largee quantities (>5m 3), contact the Environmental
Departement tp arrange for soil remedation at an alternate site.

Waste Paint, Solvents and paint Debris


Oil and Solvent-based paints and solvents used for thinning and cleaning should be treated as hazardous
waste. They typically contain ignitable, listed solvents, or lead. Disposal procedures are listed in the hazardous
and toxic material Management Procedures.

Dry paint debris, including brushes, empty cans, pans, spray can and rags, should be placed in container
marked Paint Related Debris (cans Should be crushed). Separate containers should be used for different paint
product where possible. The container should be taken to the hazardous waste storage facility one full. A
decision on the disposal mechanism is dependent upon chemicial analysis (TCLP test). Most manufacturers
have this information and this should be requested when purchasing and a copy forwared to the
Environmental Departement. The Environmental Departement will remove representative samples for analysis
where the TCLP result are unknown or different paints are mixed. If the material is characterized as no-
hazardous it will br placed in Landfill, or otherwise, will be shipped to a permited Treatment, storage and
Disposal facility. Chemicial testing and hazardous waste disposal are expensive items and proper planning of
waste streams prior to purchase will help reduce project cots and labor.

Non-Hazardous Bulk waste Liquids


Landfill can not accept liquid waste. Liquids need to be blended with soil or otherwise solidified, stabilized or
dried to pass a paint filter test prior ro disposal. Contact the Environmental Departement for further advice.

Waste Grease
Accumulate material in a closed 200 L drum labeled Waste Grease. Drums of grease should be taken to the
Hazarous waste storage facility where they will be Transferred to PPLI. An exchange drum program will be
operate at the Hazardous waste Storage facility.

Lead-Acid Batteries (Vehicle Batteries)


Spent lead-acid batteeries are categorized as hazardous waste. All workshops should store spent batteries and
transfer them to Hazardous waste storage facility. In this facility, battery will be drained, and acid liquid will be
collected in the drum. Both battery and acid liquid will be disposed to PPLI.

Sewerage Treatment Plant Sludge


This material should be passed though a Filter Press and may then be deposited on a Topsoil Stockpile with the
prior approval of the Environmental Departement. This material will be blended into the stockpile and used for
reclamation activities. During storage, this material should be kept in a closed container.

Sandblast Sand
This material must pass a TCLP test prior to disposal in a landfill. This material should be collected in a 200 L
Drum labeled Sandblast sand. Contact the Environmental Departement to arrange for a TCLP test to be
conducted on a representative sample. Garnet sand and steel grit are recommenended for use in sand blasting
activites. Slag derived products should not be used. Chemicial testing and hazardous waste dispoal are
expensive items and proper planing of waste streams prior to purchase will help reduce project costs and
labor.
