1.0. INTRODUCTION

This Waste Management Procedure is developed for adequate response to potential


environmental impacts during “Rovshan Oguz Group” LLC operations on territory of Azerbaijan
Republic. In drawing up this procedure, the environmental policy of «ROVSHAN OGUZ GROUP” LLC
in conjunction with the Client environmental polices remain the guiding principles.

In compliance with the Azerbaijan Republic ”Protection of the Environment” legislation:

‘’…enterprises, institutes, organizations and citizens are to imply effective measures as to


neutralization, recycle, utilization, storage, or burial of industrial and domestic wastes, and to
observe acting environmental, sanitary-hygienic and anti-epidemic norms and rules ‘’.

Accordingly, the procedure is designed to achieve and maintain a high standard of environmental
sanitation, protection of life as well as conservation of the environment.

‘’ROVSHAN OGUZ GROUP” LLC is committed to the following core principles of waste
management :

 Prevention
 Reduction
 Re-use, recover
 Recycle
 Remove
 Disposal

To achieve this «ROVSHAN OGUZ GROUP” LLC will stress the following:

 Workforce training on the principles and expectations of waste management onsite, the
correct handling of waste and personal protection, and the implications of poor waste
management and disciplinary action,
 Stringent Housekeeping
 Prompt waste recording, segregation, storage, collection and disposal,
 Preventative maintenance of all equipment and facilities,
 Worksite efficiency and optimum material use,
 Risk Analysis of the environmental implications of all works activities,

 Other goods or products, which result from the process of manufacturing or consumption,
as well as goods (products) having lost its consumption (characteristics) properties.

The purpose of this Waste Management Procedure is to provide a practical guide to the
identification all the waste that may be generated during «ROVSHAN OGUZ GROUP” LLC
operations on sites and detail strategies for their best re-use or management.

Before dealing with waste management «ROVSHAN OGUZ GROUP” LLC will stress to their
workers, during induction and further training, the two important questions:

A) Do we need to create the waste in the first place?


B) What steps can we take to reduce the amount of waste we produce?

1.2. Application & Scope of Procedure

The Waste Management Procedure is designed to cover all areas of «ROVSHAN OGUZ GROUP” LLC
operations. Accordingly, the procedure is applicable to and shall cover areas as listed below:

 Work Sites,
 Temporary Offices,
 Lay down Areas,
 Other Temporary Facilities,
 Fuel Storage Areas,
 Chemical storage Areas

The scope of this procedure covers the minimisation of wastes, the proper segregation, storage,
collection and disposal of all wastes generated on site.

1.3. Responsibilities

1.3.1 Chief Executive Officer (CEO)

The «ROVSHAN OGUZ GROUP” LLC CEO is ultimately responsible for the implementation of this
plan and in ensuring that «ROVSHAN OGUZ GROUP” LLC’s staff adhere to these requirements. He
must allocate the necessary resources and allowances to ensure the fulfilment of the objectives
under this plan and enable sufficient monitoring and controlling to detect and manage
environmental matters promptly and effectively.

1.3.2. HSE Manager

The HSE Manager is responsible to the CEO for the monitoring and follow up of all actions related
to the management of waste and environmental issues as detailed under this plan.

He also has the responsibility for the implementation of procedures under the Waste Management
Procedure and for all training, monitoring, recording and reporting requirements.

1.4. Procedural Assessment Review and Amendments

The Waste Management Procedure is a live document and as such will be subject to regular
assessment reviews and amendments as required. The performance of the system will be subject
to monitoring and internal/external audits as discussed in Section 6.

2.0. WASTE MANAGEMENT STRATEGIES

Through monitoring of wastes produced, and environmental training, «ROVSHAN OGUZ GROUP”
LLC will strive to educate the workforce on the basic principles of Prevention, Reduction, Re-use,
Recovery and Recycling to reduce the production of waste. However it is inevitable that waste will
be produced and require proper handling.

There are several steps that can be employed on waste before proper treatment is administered.
These steps reduce the complexity and handling difficulties of waste prior to the application of the
appropriate treatment strategy.

2.1 Waste Inventory

A waste inventory format shall be used to keep record of all types of waste and their quantities.
According to the type of works going on all kinds of waste will be detailed weekly .This record shall
be used to monitor the waste management effectiveness. A monthly waste inventory shall also be
submitted to «ROVSHAN OGUZ GROUP” LLC management and the Client (Section 6.3).

Also a waste inventory form shall be kept by the Environmental subcontractor (Waste) who shall
record all types and quantity of waste received, quantity removed, composted or recycled on a
weekly basis.

2.2 Waste Segregation

A waste segregation exercise involving sorting and separation of waste on the basis of
characteristics shall be carried out. Where possible waste materials shall be segregated at source
by:

 The provision of appropriate labels.


 Proper labelling of bins, with clear indication, in English and Azeri, of the waste type to be
deposited in them (“Used engine oil”, -“İşlənmiş yağlar”, “Paint Waste”-“Boya tullantıları”,
“Glass”-“Şüşə”, “Plastics”-“Plastik Tullantılar”, “Domestic waste”-“Məişət Tullantıları”,
“Medical waste”-“Tibbi Tullantılar”).
 Proper placement of the various bins in offices, construction site, mess centres, clinics, etc.
 Placing of sufficient bins of each type, in good condition, at each waste collection point,
depending on the variety and quantity of the wastes envisaged from each location
 Proper storage of the segregates, i.e. the containers will be appropriate in terms of volume,
composition, shape and opening for the material being stored.
 Effective and timely delivery of the segregated bins to the waste disposal area(s).

2.3. Waste collection Points

WCP are areas designated for the collection and temporary storage of solid hazardous and
non- hazardous waste. Wheelie bin and skips located at the WPC will be colour coded and labelled
in accordance with the type of waste to assist in the segregation at the source point.

The following colour-coding practice shall be used to ensure correct segregation:

BROWN - Wood Waste

YELLOW Clinical Waste -

Location of WCPs will depend on the operational requirements, and can be changed with the

authorization of the Environmental Advisor. Location of the WPCs will be shown on the map,

which will be updated regularly by the Waste Management Coordinator to reflect any changes in

WPCs location. The map shall be displayed in the HSE office area and at the site, as appropriate.

Wastes at the WPCs must be stored in a manner to prevent:

a. Accidental spillage or leakage


b. Contamination of soils and groundwater
c. Corrosion or wear of containers
d. Loss of integrity from accidental collisions or weathering
e. Theft by people
f. Nuisance- odor, littering, wind blown loss and scavenging by animals.

Unknown liquid waste will be kept in designed part of Chemical Storage area until content of the

waste is identified through chemical analyses.

2.4. Waste Storage.

Throughout the period Projects, the following storage conditions and restrictions shall apply and
be followed:

 All waste generated on the «ROVSHAN OGUZ GROUP” LLC site will be removed promptly to a
waste depot.
 The waste depot shall be kept tidy, free of vermin, and continuously sanitized with
appropriate environmentally acceptable disinfectants.

Note: Waste collection is contracted out to AA Services who are approved by AIOC .
 Properly labelled collection skips shall be located, in sufficient numbers, in all waste producing
areas.
 No waste collection bins shall be left to overflow.
 All main waste storage receptacles shall be replaced promptly in the event of damage or
excessive weathering.

 Waste will be stored in such a manner as to prevent:


o Accidental spillage or leakage
o Contamination of soils or groundwater
o Corrosion or wear of containers
o Theft by people

2.5. Waste Handling

Any Employee who handles any type of waste, appropriate Personal Protective Equipment (PPE)
must be used and this will vary from type to type e.g. as dictated in Material Safety Data Sheets for
any hazardous material

Hazardous Waste shall be assessed, monitored and handled under the direct supervision of the
«ROVSHAN OGUZ GROUP” LLC HSE Manager.

2.6. Waste Transfer

The transportation of waste must be done in such a way, which will exclude the possibility of spill,
any accident, damage for the environment and health.

The waste can be transported only by vehicle with special equipment according to current
regulation.

A waste tracking mechanism shall be developed and put in place to monitor waste from the point
of generation to final disposal. All wastes transferred must be signed for and consignment/
transfer notes must accompany the waste to its point of final destination. This system shall be
subject to weekly checks to ensure that all waste generated for a given day are effectively
collected and treated.
2.7. Waste Disposal

Wastes targeted for disposal are sent to the CWAA which is managed by AA Services. It is the
commitment by «ROVSHAN OGUZ GROUP” LLC to visit all facilities identified as disposal sites and
conduct inspections to verify that all necessary permits and approvals are in place and that the
principals and commitments of the Waste Management Procedure are met by the contractor.

The following sections identify the waste types generated as a result of «ROVSHAN OGUZ GROUP”
LLC ’s activities and describe the process of waste segregation, storage and disposal (identifying the
disposal site currently used).

3.0. WASTE DEFINITIONS & MANAGEMENT PROCEDURES

Different types of waste materials shall be handled using different management options that are
acceptable, adequate and effective. In choosing the option of managing a particular type of waste,
a method that addresses the peculiarity of the local environment is considered.

In compliance with local legislation, all wastes of industrial consumption are classified under their
toxicity property into the toxic class (hazard) and non-toxic.

Classes of toxicity (hazard):

I – Extremely dangerous wastes

II – Highly dangerous wastes

III – Moderately dangerous wastes

IV - Low-hazardous wastes

3.1. Industrial Waste

The various types of industrial wastes produced by «ROVSHAN OGUZ GROUP” LLC Operations
which include the following:

3.1.1. Oily Waste (IV class of toxicity)

This includes all fluids used for reducing friction in internal combustion engines, vehicles, rotating
machinery, pumps etc.

All of these oils and oil-soaked rags (III class of toxicity) shall be collected in properly marked
drums and transported to the approved object of regeneration.

3.1.1.1. Contingency Plan

Any major fuel storage shall be confined within a bundwall. In the event of any spillage, the
fuel or oil shall be contained within the bunded area and subsequently absorbed, using
oleiphilic absorbents, which are further sequestered into an oil waste drum. The collected
oil/fuel will then be taken to an appropriate local oil disposal facility.

If the spillage is on land the affected soil shall be sacrified, excavated and disposed for
neutralization of as above.

3.1.2. Paint Waste ( II class of toxicity)

This covers all types of industrial coatings and surface protective materials which
include oil based and water based paints, spent thinners, wood preservatives, their
containers and paint removers. Waste paints shall be collected in sealable drums for
further removal. Empty cans shall be crushed prior to disposal, after allowing the

paint residue to dry. The crushed cans will be stored with the Scrap Metals before disposal.
(See 3.1.3 Scrap Metals).
Note: Paint /coatings shall not be drained onto the ground or buried.

3.1.3 Scrap Metals ( IV class of toxicity)

Scrap metal will be placed in metal skips.

Note: If metal containers have been in contact with any organic liquids or toxic chemicals or paints,
such containers will be crushed to prevent re-use by local people for storage of goods or water,
and recycled.

3.1.4 Wood Waste/Pallets/Packaging Materials (Non toxic waste)

This category includes wood, plywood and wood shavings, cartons, planks, thick cardboard,
damaged cable drums, wooden crates, pallets

Disposal of these materials will be similar to the procedures for vegetation waste.

3.1.5 Glass (Non toxic waste)

This includes broken bottles, glass fiber and accidental breakage of glass materials.

These materials will be collected in an allocated and identified container which will be recovered
and transported to Balakhany Waste Polygon

Fluorescent lighting lamps ( I class of toxicity) should be removal to a special facility.

3.1.6 Plastics ( IV class of toxicity)

This type of non-biodregradable waste including polythene bags, plastic scraps, bottles, etc. is one
of the wastes that really can be minimised by challenging its use in the procurement stage.

The waste material will be collected in a container (painted BROWN) and will be transported from
the BDOZ Yard site and «ROVSHAN OGUZ GROUP” LLC offices to the Balakhany Waste Poligon

3.1.7 Grit Blasting Waste (Non toxically waste)

This is waste generated during pressurised grit blasting work on pipes and steel plates, etc. The
spent grit will be effectively collected as grit particles recycled usining the Garnetrecycling plant
and the residual dust will be collected by AA Servoices and disposed of at an AIOC approved
location.

The Garnet used by «ROVSHAN OGUZ GROUP” LLC is Environmentally friendly and the dust is
disposed of as a General Waste.

3.1.8 Batteries ( II class of toxicity)

Used batteries are to be removed by subcontractor to their own waste storage area and properly
disposed of.

3.2 Domestic Waste (Non toxic waste)

This consists of materials such as garbage, litter, grass, paperwaste and spoiled or leftover
foodstuffs. This waste shall be collected in designated closed containers, properly labelled. This will
be collected and disposed of daily to prevent attraction of predators and scavengers. All
components of this domestic waste shall be sorted at source and the non-biodegradable items
shall be separated.

The waste subcontractor will be encouraged to utilise a disposal site where the composting of
mixed domestic waste can be proved feasible.

3.2.1 Waste Water

This category is the liquid sanitary wastes from the «ROVSHAN OGUZ GROUP” LLC offices after it
has been fouled by a variety of uses. It originates from discharges from washbasins, showers,
toilets, etc.

Domestic and faecal waste water will be directed to the BDOZ Sewage system.

The raw sewage is treated at the Primorsk facility

3.3 Other Wastes

3.3.1 Used Solvents ( III class of toxicity)

Solvent waste volumes will be minimised, as far as possible by use on the next work site Solvents
will not be drained onto the ground or buried. Some solvents will be reclaimed for reuse . Disposal
of solvent wastes will entail loading into a reactor and dissolving.

3.3.2. Drums/Barrels/Containers (Non toxic waste)

3.4 Summary of Waste Generated and Disposal

temporarily stored and the final disposal destination as discussed in Sections 3.1 to 3.4 above.

4.0. WASTE MANAGEMENT FACILITIES

The provision of adequate waste management facilities are essential to the projects «ROVSHAN
OGUZ GROUP” LLC are part of. Accordingly, all the wastes generated, ranging from the most inert
to the most toxic, shall be collected and managed in accordance with this Procedure.

5.0. ENVIRONMENTAL TRAINING

Environmental concerns, including Waste Management, will be a part of the induction training,
which every employee will undergo. At the end of this training each employee will sign the record
sheet as an undertaking to comply with the environmental polices and procedures with the
understanding that non-compliance will lead to dismissal.

The Waste Management component of the worker training programme will include:

 Classification of waste types as defined in this plan ;


 Importance of waste management, «ROVSHAN OGUZ GROUP” LLC corporate
commitments and individual responsibilities ;
 Principles of waste prevention, reduction, re-use, recovery, recycling, removal and
disposal ;
 Waste handling, risks, personal protection and segregation ;
 Waste handling, storage and transfer documentation ;
 Implications (environmental and personal) of non-compliance with waste management
procedures (including disciplinary action).

6.0 Monitoring, Reporting and Review of Waste Management Procedures

6.1 Audit and review

The Waste Management Procedure is a live document as discussed in Section 1.4. The
effectiveness of management initiatives to control wastes generated onsite will be subject to
internal and external audits and review as discussed in the following subsections.

The audits form an independent appraisal activity established within the organisation to examine
and evaluate the «ROVSHAN OGUZ GROUP” LLC’s activities by assessing the adequacy and
effectiveness of existing management controls. The objective of the audit programme is to assist
«ROVSHAN OGUZ GROUP” LLC management in the effective discharge of their responsibilities for
waste management. To this end, the audits are designed to provide management with analyses,
appraisals, recommendations, and regular information concerning activities reviewed to promote
effective control at a reasonable cost.

6.1.1 Internal Audit Programme

Internal audits will be conducted by to determine the effectiveness of the Waste Management
system and identify non-compliances or areas requiring improvement. These will be listed in an
action tracking system detailing the required action, responsibility for actioning the item and a
date for completion to enable and illustrate close-out of all outstanding items. All changes will be
reviewed at the subsequent internal audit.

6.2 Records and Reporting

CEO maintains overall responsibility for reporting the following to the Client.

6.2.1 Training records

Details of all training conducted onsite and offsite will be recorded by the HSE Department

6.2.2. Contractor inspection and audit results

All observed non-compliances reported and corrective actions recorded on the contractor action
tracking system will be reported to the client. All reports on inspection and audit results and the
close out of corrective actions will also be reported.

6.2.3. Waste Records

All records of all waste management activities and related monitoring/auditing activities will be
available to AIOC and the client, including:

 Waste type(s) collected including description of waste covering chemical/physical


properties and relative proportions as appropriate;
