INTRODUCTION This project Health, Safety & Environmental plan has been prepared to describe how Al Habbai Contracting L.LC comprising of the Civil works Contractor and tends to manage, control and co-ordinate the works in order to protect and improve the health, safety and the welfare of all personnel engaged within the ‘Al Habbai Contracting L.LC, project sites and others who may be affected by their operations. For this Health and Safety Plan to be effective, it is essential that the management and supervisory staff of Al Habbai Contracting L.L.C and subcontractors are familiar with this plan and its appropriate implementation. The Al Habbai Contracting L.L.C, Area Construction Managers, Project Mangers, Project Engineers, Safety Managers and long term subcontractors, will be provide with a copy of this Health and Safety Plan. Other site staff requiring copies are to liaise with the Al Habbai Contracting L.L.C safety department. Any person found to disregard the requirements of this project Health, Safety & Environment plan will be subject to disciplinary action which may in their dismissal from the Al Habbai Contracting L.L.C projects. Stfety Manager/ Ste Safety Otticer G1 Site Safety officer will functionally report to his respective Project Manager and administratively will report to Safety Manager. 2 Regularly inspect the site to ensure that only safe and clean areas of work are maintained and all safety requirements are implemented. Main Cont. = AL H SAI CONTRACTING LLC AM, ae 3. he Shall identify all unsafe practices and unsafe work conditions for taking corrective measures. 4 On identifying any unsafe practice or situation which can lead to accident, he will first approach to the concerned foreman to get It corrected. If there Is a dispute or taking corrective measures is beyond the limitation of the foreman, safety officer will contact his. superior (Engineer/Superintendent) thereby his reach will be up to the level of ‘Project Manager’. Prepare daily safety inspection report and send a copy to Project Manager/ Safety Manager. 5. Safety Manager will train all the Safety Officers in preparing reports, identifying Hazards, and investigation of all accidents. 6 Any “imminent danger” will be immediately brought to the individual concern and it should be reported to the ‘Project Manager’ in case of the work required to be ceased. 7 He shall report all the accidents, near miss incidents, dangerous occurrences immediately to the Project Manager/Safety Manager by phone and later by written preliminary report. 8 He shall make sure all the safety barriers/hand rails are in place. He shall co- ordinate for removal and replacement of the same with various agencies during construction works. 9. He shall inspect and make sure that the appropriate type fire extinguishers/equipment/ are in place in working order. ©-10 He shall be the coordinator to assist the “Project Manager” and the construction team in handling ‘emergency’ situation. c-L1_ He shall conduct safety toolbox talks on a weekly basis to all the first line supervisors and will assist them in condueting tool box talks to all the workers. ©-12 In liaise with ‘Administration’ he will give safely induction to allow the new employees before they are placed on the job. Security Arrangement AL HABBAI CONTRACTING L.L.C. will ensure all measures taken to prevent unauthorized access to work premises. Fencing and 24 hours security patrols will be provided. Adequate provisions ‘are made to prevent children entering the site:- d-1. Security personnel will be provided. d-2. Security personnel are trained in their duties. 4-3 Providing information on the action to taken in the event of site emergencies. d-4 Ensuring communication to communicate emergencies. d-5 Raise the alarm as necessary. d-6 Must receive fire safety training and practical training on the use of fire extinguishers. DISCIPLINARY POLICY e-1 Any employee of the Al Habbai Contracting who deliberately violates a safety rule may be fired immediately. ©2 As a minimum, any employee who violates @ safety rule will be consoled on that safety rule. €3_Inaddition, he or she will have to submit a letter to either within 24 hrs, explaining the safe / correct way to perform the task. F- CONTROL OF CONTRACTOR'S PLAN ‘They have a number of important duties, including: 1-1 Planning, managing and monitoring the construction phase. 12. Ensuring there are adequate welfare facilities for the site. 3. Drawing up and implementing site rules, +4 Drawing up and implementing the construction phase plan, £5 Providing suitable site induction and ensuring that the workers are suitably trained. 16 Ensuring the site is suitably fenced and secured against unauthorized entry. 7 Ensuring cooperation and coordination between those working on the site so as to prevent danger. 1-8 Ensuring there are suitable arrangements for effective consultation with the workforce. 1-9: Ensuring the right health and safety information is provided to the right people at the right time. CONTRACTOR'S DUTIES Contractors may be appointed by the Principal Contractor (in the case of notifiable projects), or by the Client (where projects are not notifiable). They must:- 9-1 Be competent to carry out the works they are doing plan 2. Manage and monitor their own work to ensure health and safety G3. Provide suitable information and training for their workers 9-4 Co-operate with other contractors and the principal contractor so as to coordinate their work activities. Where work is not notifiable (so there is no principal contractor), then contractors must: * Inform the Client of their duties under CDM + Plan, manage and monitor the construction work to ensure that itis carried out without risks to health and safety * Provide information, training and a suitable site induction for their workforce * Ensure the site is suitably fenced and secured against unauthorized entry + Ensure there are adequate welfare facilties for those who work on the site + Check their own competence * Cooperate with others and coordinate their work to ensure the health and safety of all those who may be affected by the work * Report obvious health and safety risks to their supervisors/ managers, or by some other agreed process. The contractor will ake necessary messures to ensure that protective clothing and other personal protective equipment are effectively worn. © HEAD PROTECTION a) Employees workingin areas where there is possible danger of head from impact or from falling objects, or from electrical shock and burns, shall be protected by protective helmets. This includes all the construction site. HEARING PROTECTION a) Where everitis not feasible to reduse the noise levels or duration of exposures, ear proction devices shall be provided and used. b) _ Ear proction devises inserted in the ear or earmuff shall conform to international standards. EYE AND FACE PROTECTION a) Employiees shall be provided with eye and face protection equipment when machines or operations present potential eye or face injury from physical chemical or radiation agents. b) Face and eye protection equipment will be clean and in good repair. © HAND PROTECTION Main Cont \L HABBAI CONTRACTING LLC A, a) » =O Every contractor /employer shall provide adequate and suitable hand protection for any person handing rough, abrasive, sharp or excessively coarse meterial such as reinforsement rods, pre-cast concrete etc.... There are three major forms of heat illness: heat cramps heat exhaustion and heat stroke with heat stroke being a life threatening condition. Heat Cramps Heat cramps are muscle spasms which usually affect the arms, legs or stomach. Frequently they don’t occur until sometime later after work at night or when relaxing. Reduces the sate working load (SWL) considerably. CRANE 1 2 10- Overhead cranes are generally used for indoors hoisting activities. They are often installed ‘or specitic repetitive tasks. The capacity of these cranes is wide ranging. Safe operation of overhead cranes requires operators to have the knowledge and competence to employ safe rigging practices. The rigger must rig the load to ensure its stability when lifted. All overhead traveling cranes or its runway which has been significantly modified, or after the expiry of the test certificate must be tested by third party before being put into service. All crane motions must be tested under loads of 100% and 125% of the rated capacity {or each hoist on the orane and the crane must be able to safely handle a load equal to 125% of the rated capacity. Alllimit-switches, brakes and other protective devices must be tested when the crane is carrying 100% of the rated capacity. Structural deflections must be measured with loads of 100% and 125% of the rated capacity and must not exceed the allowable deflections specified by the applicable design standard. Electrical conductors for the bridge and trolley must be located or guarded to prevent contact by workers. A bridge, gantry or overhead traveling crane operated by a pendant or remote control must have markings on the crane structure or building, visible to the operator, clearly indicating the direction of hook, bridge and trolley motions compatible with those marked on the controls. Hand tools, general Incidents at the job site involving hand tools are usually the result of misuse. Hand tools are precision tools capable of performing many jobs when used properly. Prevention of incidents involving hand tools on the job site becomes a matter of good instruction, adequate training and proper use. Hand tool safety requires that the tools be of good quality and adequate for the job. All tools shall be kept in good repair and maintained by qualified personnel. Racks, shelves or tool boxes shall be provided for storing tools which are not in use. When personnel use hand tools while they are working on ladders, scaffolds, platforms or work stands they shall use carrying bags for tools, which are not in use. Workers shall not drop tools, ‘Supervisors shall frequently inspect all hand tools used in the operation under their supervision. Defective tools shall be immediately removed from service. Some common tool defects are: Handles When handles of hammers, axes, picks or sledges become cracked, split, broken or splintered, they shall be immediately replaced. Tool handles shall be well fitted and securely fastened by wedges or other acceptable means. Wedges always used in pairs, shall be driven into the handle when repairing a sledgehammer or maulto prevent the head from accidently flying off ifthe handle shrinks. Tangs Files wood chisels and other tools with tangs shall be fitted and used with suitable handles covering the end of the tang. Ends of the handles shall not be used for pounding or tapping. Mushroom Heads Cold chisels, punches, hammers, drift pins and other similar tools have a tendency to mushroom from repeated poundings. They shall be dressed down as soon as they begin to crack and cur When tool heads mushroom the material is highly crystallized and with each blow of the hammer fragments are likely to break off. Repair and Storage All hand tools shall be regularly inspected before and after use and before storage. If wear or damage is observed the tool should be withdrawn from use for repair or disposal. Where work takes place on or near electrical operations, only properly insulated and non-conductive tools should be sed. A competent electrician should check insulation at regular intervals. INDIVIDUAL HAND TOOLS PRECAUTIONS Screwdrivers itis essential that a screwdriver has the correct size of tip to fit the slot of the screw. If the screwdriver fits the screw correctly the screw will be drawn into the correct position without unnecessary force being applied. Over-tightened of screws can lead to possible hand injury if the screwdriver slips. ‘Screwdriver shanks are not designed to withstand the twisting strain applied by a pair of pliers or more grips in order to obtain additional leverage. On no account should ‘screwdriver handles be subjected to blow from a hammer or similar instrument. ‘Screwdriver should never be carried in the pockets of coverall or other clothing. A screwdriver can produce a serious wound. Hammer It is essential that the right kind of hammer be selected for the job. Hammer handles should be made from smooth timber or be made of an integral head and shatt of steel. Hammerheads should be secured to wooden handles with proper wedges Chisels . Cutting edges should be kept sharp at all times and the original shape and angle should be maintained. Re-sharpened cold chisels should be suitably hardened and tempered to maintain them in a safe working condition. The chisel heads will mushroom in use. AS soon as mushrooming is observed the head should be reground with a slight taper around the edge to prevent chipping and reduce the tendency to re-mushrooming. Eye protection should be worn at all times when a cold chisel is used. ‘On jobs where it is necessary to use a sledgehammer for striking the chisel, the chisel should be held by a second person using a pair of tongs. Picks and shovels . Picks and shovels shall be maintained in a serviceable condition at all times. Shovel blades should not be allowed to become blunt, turned split, or jagged. Pick head points should be kept sharp and heat treated so that the metal wears down in use and does not splinter or chip off. Shafts of picks and shovels should be kept free cracks and splinters. Spanners and wrenches Only spanners and adjustable wrenches of the right size should be used. When possible use box-end rather than adjustable wrenches. The jaws should first be checked for any sign of opening out or splitting. Spanner and wrench lengths are graded to provide sufficient leverage on the nuts for which they are designed. Improvised extension to these toolsis an unsafe practice and may cause the bolt tread to strip or cause shearing cr the bolt. On no account should ordinary wrenches be struck b a hammer when tightening nuts. For this type of work of this nature a property designed slugging wrench should be used. Pipe wrenches must be large enough for the jaw teeth must be kept clean and sharp land the knurl, pin and spring should be kept free from damage. Pipe wrenches should never be struck with a hammer nor should they be used as hammer. Pliers . Pliers should only be used when there are no other tools for the job. They are meant only for gtipping around objects and should not used as wrench. Care should be taken when cutting soft metal with pliers to ensure the scrap portion does not fly off and cause injury. If wire cut under tension then ong handied pliers should be used. Where pliers are used for electrical work they must be fitted with insulated handle. All pliers should be kept free from dirt and grit and the movable parts should be lightly lubricated Jacks 15.3. Jacks should be marked with rated capacity and must be heavy enough and strong ‘enough to raise and maintain the load. They should be placed on a firm and solid support and the load should be positioned on the centre line of the jack. ‘Once a load has been raised it must be shored or blocked. The jack should never be relied upon to hold the raised load in position by itself. Extreme care should be taken when working under or near a raised load. PNEUMATI General ‘An air compressor shall always be under the supervision of a competent person. It should always be sited in such place so as to have adequate ventilation. Compressors shall not be permitted to operate in confined space without the provision of adequate ‘exhaust ventilation. All compressor air hoses shall be of the correct size to fit the tool being used. Any joint in the hoses shall be made with a proper coupler and secured by safety wire. The hose length shall be kept as short as possible and placed so as not to be subjected to damage. Pneumatic tools require clean air to operate efficiently. In every line feeding a power tools, there shall be an adequate filter and lubricator. During operation all air tools should held firmly to prevent them spinning and jumping.
