INTRODUCTION (abstract of doctoral dissertation)

Relevance and necessity of the dissertation topic.In the world, special


importance is attached to the development of the professional level of teachers
based on Internet technologies, the socio-economic efficiency of distance
education is highly appreciated. Advanced pedagogical approaches to online
learning, multifaceted, multidirectional and emotional and communicative
factors in the presentation of scientific and methodological information are
widely used by educational organizations specializing in the training of teaching
staff.
In the world, in the context of global and large-scale informatization,
scientific research is being carried out to expand the capabilities of teachers to
use Internet technologies, integrate innovative educational technologies and
information technologies, and clarify the composition of competencies specific
to distance education. environment in improving the professionalism of teachers.
These studies serve to bridge the gap between the development of the system of
retraining and advanced training of teachers in the system of post-secondary
education, professional training of teachers and new requirements for the
development of science, technology, economy and society.
As a result of systematic work to improve the quality and efficiency of the
education system in our country, the formation of modern knowledge and skills
among young people, ensuring the continuity and inseparability of education,
the necessary conditions are created for the effective functioning of teaching
staff. In measures to introduce a system of continuous professional development
in the field of public education, it is determined 1“studying the needs of public
education workers in advanced training, along with traditional advanced
training, the introduction of combined, combined with the work process,
distance and other types of vocational education.” This makes the actual
problem of clarifying the essence of the technological competence of teachers in
the field of Internet technologies, creating educational and methodological
complexes and network educational resources, summing up positive results,
training specialists in effective and acceptable actions in solving problem
situations.

implement the tasks,set by the Decree of the Cabinet of Ministers of January 17,
2022 No. 25 “On Approval of the Regulations on the Procedure for Organizing a
System of Continuous Professional Development of Public Education Workers”
and other regulatory legal acts relating to the organization and development of
pedagogical activities.
Compliance of the study with the priorities of the development of
science and technology of the republic. This research work was carried out in
accordance with the priority direction of the republican development of science
and technology I. "Formation of a system of innovative ideas and methods for
their implementation in the socio-legal, economic, cultural, spiritual and
educational development of the republic." information society and democratic
state”.
The level of knowledge of the problem. Fundamental research to improve
the professional training of qualified personnel in our country in various aspects,
the theoretical foundations of organizing an e-learning environment and the use
of information technology, as well as preparing future engineers for professional
activities based on mathematics and natural sciences. This is reflected in the

Scientific concepts reflecting the specifics of distance learning have had a
great influence on our research and its methodological foundations. First of all,
they constitute the main content of the dissertations of the following authors:

Makhmutova, E.B. Novikov, I.A. Protasova, N.I. Gorodskaya, T.B. Ivanova,
T.V. Gromova, N.Yu. Subbotin, K.Sh.I.Allen, A.Amadco, J.Seaman, H.Kappel,
B.Lehmann, J.Loeper, B.Holmberg, M.Dougiamas and P.Taylor.
From the point of view of the psychological and pedagogical use of
Internet technologies, the studies of the following scientists are of particular
interest to us: scientists from the Commonwealth of Independent States (CIS):
A.A. Akhayan, N.V. Borisova, L.I. Doliner, A.P. Ershova, V.V. Kraves, N.P.
Lapshina, M.V. Makhmutova, V. Mogilev, A.P. Monakhova, S.Yu. V. Shlikov.
In the works of the authors mentioned above, the concept of professional
competence of a teacher in the field of Internet technologies is practically not
considered, since this is a new direction. The studies of these researchers-
scientists are devoted to the general concepts of information and communication
competence. In addition, when analyzing their research work, we did not find
any studies devoted to the problem of the formation of a teacher's professional
competence in the field of Internet technologies in the context of distance
education in the teacher training system.
At the same time, between the speed of development of information and
innovative technologies and the level of creative use of educational and
scientific achievements; between the psychological and pedagogical training of

teachers, their general and professional culture, as well as their lack of
professional competence and the high demands of society; there are such
disproportions as the need for continuous training of teachers, their adaptation to
the changing conditions of educational development, as well as the inability of
teachers to solve this problem within the framework of traditional forms of
continuous teacher education.
The connection of the dissertation research with the research plans of
the university in which the dissertation was completed.The dissertation
research was carried out as part of the practical project "Modern Strategies for
the Development of Lifelong Education" (2021-2025) of the research plan of
Samarkand State University No.SPed-01.
Purpose of the studyis to develop theoretical and methodological
foundations for the formation of technological competence of school teachers in
the context of organizing distance learning for school teachers.
Research objectives:
to determine the psychological and pedagogical foundations of distance
learning for teachers in the advanced education system;
determination of the essence of the technological competence of teachers in
the field of Internet technologies;
an overview of the pedagogical conditions for the formation of
technological competence of teachers in the field of Internet technologies in
distance learning in the system of advanced education;
to study the current state of the problem of forming the technological
competence of teachers in the context of distance learning in the context of
Internet technologies in the system of advanced education;
develop an experimental testing methodology for the formation of
technological competence of teachers in the context of distance learning using
Internet technologies in the system of advanced education and determine the
ways of its effective implementation.
Object of studywas determined the process of improving the technological
training of teachers in the system of advanced training of the object of study, as
well as the regional center for retraining and advanced training of public
education workers in the Tashkent region, the regional center for retraining and
advanced training of public education workers in the city of Navoi. region, and
the regional center of public education of the Jizzakh region were identified in
pilot work, in which 452 students of the regional center for training and
advanced training took part.
Subject of studyis formation of technological competence of teachers in
the context of distance learning technologies of the education systemconsists of
content, form, methods and means.
Research methods.General theoretical - the study of literary sources on the
issues under study, including historiography, the legal framework and Internet
materials; analysis and study of the entire spectrum of software and
methodological complexes for the implementation of distance learning.

Empirical-pedagogical modeling; diagnostics, including questioning,
questioning, interviews, observation; pedagogical experience; analysis of the
results of creative activity and final works of students.
Scientific novelty of the researchconsists of the following:
the essence of the technological competence of teachers in Internet
technologies is revealed on the basis of the introduction of technological and
content conditions for the use of distance learning (development of international
cooperation, improvement of infrastructure, socio-psychological conditions,
increase in pedagogical requirements) according to the methodological and
didactic features of teaching general education subjects for advanced training;
the composition of the components of the technological competence of the
teacher is determined on the basis of a reflexive determination of the content of
the technological level of the teacher according to the reverse algorithm for
creating electronic resources in the field of information technology;
requirements for the educational content of advanced training courses for
teachers are determined on the basis of developing a structure for improving
technological competence according to taxonomic relationships of diagnostic
and differentiated educational goals;
the educational and methodological support of distance learning for
teachers was improved on the basis of the formation of a modular program "Use
of Internet technologies in the professional activities of a teacher" with the
possibility of presenting educational materials in an interactive, multimedia form
compatible with audiovisual perception systems at taxonomic levels.
Practical results of the studyare as follows:
developed a didactic model for the development of technological
competence of teachers in the field of Internet technologies;
teachersindependentan electronic manual for the development of
technological competencies was created;
practical aspects of pedagogical conditions have been developed for
effective professional development of teachers in the field of Internet
technologies using distance learning in the education system;
the essence of the concept of developing the competence of teachers in the
field of Internet technologies is determined;
The site "aktmahorat.uz" has been created, which develops the
technological competence of teachers in the field of Internet technologies.
Reliability of the results of the study.Preliminary theoretical conditions
of the research and theoretical knowledge of the author are provided on the basis
of the implementation of a comprehensive research methodology that
corresponds to various sources of information and its logical and scientific
apparatus. The uniqueness of the empirical material made it possible to conduct
a comparative analysis of the data obtained as a result of its repeated testing.
The reliability of the research results is also confirmed by the practical
application of the obtained materials and technologies in the teacher training
system, the validity of the experimental and test methodology used, and the use

of a set of research methods suitable for the topic.
Scientific and practical significance of research. The scientific
significance of the results of the study is explained by the fact that pedagogical
prerequisites for distance learning for the formation of technological
competence in the field of Internet technologies have been identified in the
system of professional development for teachers; the organizational and
pedagogical structure of the process has been developed, aimed at the formation
of technological competence; developed an author's course aimed at the
formation of technological competence.
The practical significance of the study was in the formation and practical
testing of the pedagogical conditions for the effective formation of the
technological competence of teachers in the field of Internet technologies. Basic
materials, ideas, situations, formed pedagogical conditions can be used not only
in universities, but also in higher and secondary specialized vocational schools
in the system of professional training and advanced training of teachers. The
existing system creates the possibility of exchanging electronic distance learning
courses at the regional and national levels and helps educational institutions to
quickly implement innovative developments. In addition, it is necessary to
quickly monitor and analyze the dynamics of teacher training for the
methodological services of the education department,
Implementation of the research results.According to the results of
research on improving the technological competence of teachers in the process
of distance learning:
The essence of the technological competence of teachers of Internet
technologies is revealed on the basis of the introduction of technological and
content conditions for the use of distance learning (development of international
cooperation, improvement of infrastructure, socio-psychological conditions,
increase in pedagogical requirements) in relation to the methodological and
didactic features of teaching general education subjects in the system of
advanced training. The results were used in the implementation of the practical
project OT-Atex-2018-519 "Creating software for web applications of virtual
resources based on computer simulation models", held at the Tashkent State
Pedagogical University. 07-961 of 04/07/2022 / No. 04).
The composition of the components of the technological competence of the
teacher is determined on the basis of a reflexive determination of the content of
the technological level of the teacher according to the reverse algorithm for
creating electronic resources in the field of information technology, the
implementation of the tasks set within the framework of the practical project
"Development of pedagogical activity in educational institutions based on
cooperative pedagogy" No. PZ-2017927124 of the Tashkent State Pedagogical
University. (Reference No. 02-07-962/04 dated April 7, 2022, Tashkent State
Pedagogical University named after Nizomi). Based on the results of this
project, ways were identified for the effective use of Internet technologies in the
context of distance learning in the system of advanced education;

the requirements for the content of advanced training courses for teachers
are determined on the basis of developing a structure for improving
technological competence in accordance with the taxonomic relationships of
diagnostic and differentiated educational goals, approved by the Ministry of
Higher and Secondary Specialized Education of the Republic of Uzbekistan, the
Uzbek Research Institute of Pedagogy, the Karakalpak branch of I- XT-0-19929
– “Education in the Karakalpak language 8-9 taught schools creation and
implementation in the educational process (mathematics, informatics)”.

The educational and methodological support for advanced training of
teachers in a remote form has been improved on the basis of the formation of a
modular program “Use of Internet technologies in the professional activities of a
teacher”, corresponding to taxonomic levels, with the possibility of presenting
educational materials in an interactive, multimedia form, corresponding to
audiovisual perception systems, and approved by the Ministry higher and
secondary specialized education of the Republic of Uzbekistan, Program of the

Approval of the results of the study.The research results were discussed
at 2 international and 4 republican scientific and practical conferences.
Publication of research results.In total, 12 scientific and methodological
works were published on the topic of the dissertation, including 6 articles in
scientific journals recommended for publication of the main scientific results of
doctoral dissertations of the Higher Attestation Commission of the Republic of
Uzbekistan, 2 in foreign journals and 4 in republican journals.
The structure and scope of the dissertation.The dissertation consists of
an introduction, three chapters, a conclusion, a list of references and appendices.
The volume of the dissertation is 149 pages.
