The MAKATI Way (Information System in the Organization)

Makati City is one of the premier cities in the Philippines. They would like to realize their vision through Information Communication
Technology (ICT) implementation.

Makati has a total land area of 27.36 sq.meters and is 4.3% of the total land area of Metro Manila. It has been founded 339 years
ago. In January 2, 1995, the municipality turned into a premier city through RA 7834. Due to its economic influence in our nation, the
city has 3.7 million estimated day time population and around 800000 population at night; this is in the year 2008. It is expected to
rise because of its vision of integrating ICT. To date, it is the headquarters of more than 40% of the top 1000 Corporations. There are
approximately 56000 business establishments per activity, more than 450 banks, more than 5 five star hotels, more than 3200
restaurants, 54 embassies and 34 consulates

What is its vision?

Makati shall lead the Philippines into the 21st century - particularly its global and national enterprises - with the creation of a new,
responsible and sustainable economy by empowering its citizens to be productive and God-loving.

What is its Mission?

“The Makati City Government will be the model for world-class local governance: providing for the well-being of its citizenry through
delivery of the highest level of basic, social, and economic services with breakthrough technologies, sustainable financing, and
competent, responsible, and professional civil servants.”

With this vision-mission, ICT can help achieve significant improvement in the efficiency and effectiveness of local administration
and enhance people’s access to government and its services. Its focus is: “putting citizens online, not in-line.” The LGU of Makati
would like to convert its prospective into TECHNO CITY. With this there are many Information systems acquired and implemented by
the city. The city formed a strategic plan to implement information systems.

 Makati ISSP (Information Systems Strategic Plan). This plan seeks to direct the implementation and application of ICT to various
operating and administrative components of the Local Government outlining the full automation of all major operations and
processes outlines the full automation of all major operations and processes of the City Government.
 The plan seeks to achieve the following:
o Establish the framework and foundation for coordinated development of information systems, including data
architecture
o Identify, prioritize and define and interrelationships of major information system groupings and their respective
application systems
o Determine the detailed specifications of all required hardware and software and the phasing of their acquisition
o Lay out the backbone of an IT network that will link offices with each other and with external entities
o Recommend specific structural support to the City Government of Makati so that subsequent systems development
and implementation efforts can be properly managed

 There are 30 or more Information systems developed and implemented in the city.
 Makati ISSP has identified the major information systems. There are 10 major systems that includes the following:
o Financial Management Systems
o Revenue Generating Systems
o Planning and Development Information Systems
o Administrative Support Information
o Building Permit and Inspection System
o Public Safety and Law Enforcement Information Systems
o Legislative Information Systems
o Barangay Operations and Monitoring System
o Public Information Systems
o Executive Information Systems

Information Technology and Information Systems implementation

 DATA CENTER. This serves as the central hub for the connections of the New City Hall, Police Department, barangays,
health centers, schools and other offices located outside the Makati City Hall
 LOCAL AREA NETWORK. The city system connects all departments and offices with unlimited Internet access and E-mail
facility.
 www.makati.gov.ph. The website contains general information about the City, current news, a photo gallery, a public
board, and e-mail facility. The Public Board allows citizens to air their concerns on local government issues, and post
comments or suggestions on the delivery of basic services. It Offers online services such as downloadable application forms
for: Business Permit, Individual Mayor’s Permit, Locational Clearance, and Online application of Senior Citizen’s privilege
cards.
 COMPUTERIZED TAX PAYMENTS. The barangay residents and business owners can pay their taxes electronically through
the Makati Wide Area Network. Transactions that usually take 30 to 60 minutes could be completed in just 2-5 minutes. It
is now implemented in more than 15 barangays.
 E-COURTS. This will be installed in one of the Family Courts of the Makati Regional Trial Court. The program will feature the
following: Computer-aided transcription, Electronic Family Court with separate Child Witness Room, Trial court website,
and Electronic linkage to the Supreme Court.
 BOMS (Barangay Operations and monitoring system). A comprehensive computerized system of information and
transactions for more systematic and efficient monitoring of barangay operations. The features of the system includes:
o Information. Barangay Profile, Residents’ Profile and Registered Voters
o Data Security. Centralized Database, Back-up System and Multi-level Security
o Operation. Personnel Management, Resolution and Ordinance Monitoring, Issuance of Barangay Clearances/
Certificates, Payroll, Barangay Development Plan, Accomplishment Report, Justice and Administrative Cases
Monitoring and Accounting
 GIS (Geographical Information Systems). It Provides vital information for: real property appraisal and tax monitoring,
business tax, zoning and urban development, peace and order, emergency response, and maintenance of utilities (power,
water and telecommunications)
 City Command, Control and Communication Center (C3) Components:
o Command and Control Center Structure o Geographical Information System
o Central Call Management Call Taker System o Resource Management Information System (RMIS)
o Integrated C3 Information System (IC3IS) Call o Video Wall Display System
o Taking and Crime Reporting Module o Video Communication Network
o Command & Control Center Structure o Local Area Network (LAN)
o Computer Aided Dispatch System (CADS) o Broadband Wireless Connection
o C3 Video Surveillance System
 BARANGAY COMPUTER CENTERS. There is free basic computer training (2 hours daily from Monday to Friday), free use of
computer (during off-training hours). The beneficiaries are students, out-of-school youth, senior citizens, housewives,
employees, etc.
 COMPUTER LITERACY PROGRAM. There is computer literacy program for city officials and employees, pre-school level,
elementary and high school levels. There is application of ICT in the schools, with robotics class.

Efficient ICT Development.

With its ICT Implementation, the city got the 2002 Philippine E-Government Award given by the Philippine Internet
Commerce Society (PICS) in recognition to the City’s Excellence in Governance with the use of Information Technology.

• ICT Ready Buildings. It allows the locator to plug in and immediately start operations has double-fed electricity that ensure
continuous operations, with most of them having their own additional back-up power Broadband is also available
throughout the Central Business District

• ICT Parks and Buildings. The city boasts of having the number of IT buildings vis-à-vis the other cities in the NCR. There are
34 PEZA-proclaimed IT buildings located in Makati out of 103 buildings in Metro Manila. The city is also the BPO destination
where 247 companies – call centers, contact centers, BPOs were based.

• ICT Program Achievements. There is continuing increase in tax revenues, there is reduction in the transaction or processing
time, more transparent, accountable and responsive local governance. Also, there is enhanced decision-making through
the information-based systems and it gradually bridged the “digital divide” and an increased citizens’ access to Makati’s
programs and projects

• Makati-wide area network. There is a vision that all sectors of the society shall be connected.

With Makati, ICT is a technology tool that should be infused into practically all of mankind’s varied activities. The local government
of Makati would like to be: Leading the City Towards a Knowledge-Based Economy.
