WHEREAS, since our country, Ethiopia,

ሀገራችን ኢትዮጵያ ፌደራላዊና ዲሞክራሲያዊ
subscribes to the system of the federal and democratic

WHEREAS, at the time when each and every

ለዚሁ ያመች ዘንድም የመንግስታት ግንኙነት WHEREAS, it is to facilitate this, necessary

፶፭/፩/ መሠረት የሚከተለው ታውጇል፡፡ Constitution of the Federal Democratic Republic of
Ethiopia, it is hereby proclaimed as follows:;

PART ONE
ጠቅላላ ድንጋጌዎች
GENERAL PROVISIONS
፩∙አጭር ርዕስ 1. Short Title
ይህ አዋጅ “በኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ This Proclamation may be cited as “The System
ሪፐብሊክ የመንግሥታት ግንኙነት ሥርዓት of Inter-Governmental Relations in the Federal
መወሰኛ አዋጅ ቁጥር ፩ሺ፪፻፴፩/፪ሺ፲፫” ተብሎ Democratic Republic of Ethiopia’s
ሊጠቀስ ይችላል፡፡ Determination Proclamation No. 1231/ 2021”.
፪.ትርጓሜ
2. Definitions
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ
Unless the context requires otherwise, in this
በስተቀር በዚህ አዋጅ ውስጥ፡-
Proclamation:
፩/ “ክልል” ማለት በኢትዮጵያ ፌደራላዊ 1/ “Region” shall mean any Region specified
ዲሞክራሲያዊ ሪፐብሊክ ህገ-መንግስት እውቅና under Art. 47 of the Constitution and

፪/ “መንግስት ወይም መንግስታት” ማለት እንደ 2/ “State” or “States” shall, as appropriate,

መንግስታትን ይገልጻል፡፡ states.
፫/ “የመንግስታት ግንኙነት ሥርዓት ” ማለት 3/ “Inter-Governmental Relations” shall

ይህንን አዋጅ በመከተል እንዳስፈላጊነቱ mean any form of mutual interaction
የፌደራልና የክልል መንግስታት በመካከላቸው፣ exercised vertically or horizontally
እንዲሁም የክልል መንግሥታት በጋራ ወይም between the Federal and Regional states
በጣምራ በተሰጣቸው ስልጣንና or between and among the Regional
በሚያገናኙዋቸው ጉዳዮች ላይ የሚመሰርቱት States themselves, as deemed necessary,
የተዋረድ ወይም የጎንዮሽ ግንኙነት ሲሆን in pursuance of this proclamation.
ግንኙነቶቹ የሚመሩበትን መርሆዎች፣
አሰራሮችና አደረጃጀቶችን የሚያካትት ነው፡፡
4/ ‟Relations Forum” shall mean the
፬/ “የግንኙነት መድረክ” ማለት እንደአግባብነቱ National Legislative Bodies Relations’
ሀገር-አቀፉ የህግ አዉጪ አካላት ግንኙነት Forum, the National Executives’
መድረክ፣ አገር-አቀፉ የህግ አስፈፃሚዎች Relations’ Forum, the National Judicial
ግንኙነት መድረክ፣ አገር-አቀፉ የዳኝነት አካላት Bodies Relations’ Forum, the National
ግንኙነት መድረክ፣ ሀገር-አቀፉ የአስፈፃሚዎች Sectoral Executive Relations’ Forums,
ዘርፋዊ ግንኙነት መድረኮች፣ የፌዴሬሽን ምክር the House of Federation and the
ቤትና የክልሎች ግንኙነት መድረክ ወይም Regional States Relations’ Forum or the
Regional States Relations’ Forum,
የክልል መንግስታት ግንኙነት መድረክ ነው፡፡
whichever may be appropriate.
፲፪ሺ፱፻፲፯
፭/ “ ሀገር-አቀፍ የአስፈፃሚዎች ዘርፋዊ የግንኙነት 5/“National Executives Sectoral

መድረኮች” የሚለው ሐረግ የዋና ኦዲተር Relations’ Forums” shall, in addition to
መስሪያ ቤቶችን ጨምሮ ማናቸውም የፌደራልና the Office of the Auditor General, include
አቻ ክልላዊ የዘርፍ አስፈፃሚ መስሪያ ቤቶች፣ any forum established by any of the

enforcement and such other institutions as

are entrusted with carrying out similar
በጋራና በሚያገናኟቸው ጉዳዮች ላይ ለመምከር
functions within the regional government
በዚህ አዋጅ መሰረት የተቋቋመን መድረክ setup in an effort to conduct mutual
የሚያጠቃልል ነው፡፡ consultations on those outstanding issues
interconnecting them pursuant to this
Proclamation.
፮/ “የማዕቀፍ ሥልጣን ” ማለት በአንዳንድ የሥልጣን 6/ “Framework Powers” shall mean a system

፯/ “ሴክሬታሪያት” ማለት በኢትዮጵያ ፌደራላዊ
7/ “Secretariat” is a body entrusted with the
ዲሞክራሲያዊ ሪፐብሊክ የመንግሥታት undertaking of the administrative and
technical functions with a view to
ግንኙነትን የሚመለከቱ ተግባራትን
coordinating and accelerating the tasks
ለማስተባበርና ለማሳለጥ አስተዳደራዊና ቴክኒካዊ concerning inter-governmental relations in
ጉዳዮችን እንዲያከናውን ኃላፊነት የተሰጠው the Federal Democratic Republic of
Ethiopia.
አካል ነው፡፡
፰/ ማንኛውም በወንድ ፆታ የተገለፀው የሴትንም ፆታ 8/ Any expression in the masculine gender

ይጨምራል፡፡ includes the feminine.
፫.የተፈጻሚነት ወሰን
3. Scope of Application
፩/ ይህ አዋጅ በፌደራልና በክልል መንግሥታት፣ 1/ This proclamation shall be applicable to the

Inter-Governmental relations between the Federal
በዚህ አዋጅ መሰረት የፌደራልና የክልል
State and Regional States as well as among the

3/ Consultation and negotiation;
፬/ ሀገራዊ ራዕዮችንና እሴቶችን ማጎልበት፣ 4/ Collaboration common understanding
፭/ ግልፅነትና ተጠያቂነት፤ 5/ Transparency and accountability;
፮/ አሳታፊነትና ውጤታማነት፤ 6/ Participation and effectiveness

7/ Fostering or developing the national visions

PART THREE
ክፍል ሶስት
ESTABLISHMENT OF INTER-
ስለመንግስታት ግንኙነቶች ሥርዓት አመሰራረት፣ GOVERNMENTAL RELATIONS THEIR
ተቋማዊ አደረጃጀትና ተግባር INSTITUTIONAL SETUP AND FUNCTIONS
5. Establishment
፭. ስለምስረታ The system of regular Inter-Governmental
በኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ Relations in the Federal Democratic Republic of

፬/ ሀገር-አቀፉ የአስፈፃሚዎች ዘርፋዊ ግንኙነት 4/ The National Sectoral Executives Relations’
Forum;
መድረክ፣
፭/ የፌደሬሽን ምክር ቤትና የክልሎች ግንኙነት 5/ The House of Federation and Regional States
መድረክና፣ Relations’ Forum; and;

7. Membership Composition of the Forum
፩/ ሀገር-አቀፉ የህግ አዉጪዎች የግንኙነት መድረክ 1. The National Legislatives Relations’ Forum
የሚከተሉት አባላት ይኖሩታል፡- shall have the following members:
ሀ) የሕዝብ ተወካዮች ምክር ቤት አፈ-ጉባኤ፣ A/ Speaker of the House of People’s
ለ) የፌደሬሽን ምክር ቤት አፈ-ጉባኤ፣ Representatives;

B/ Speaker of the House of Federation;

2. The forum may extend invitations to the

፰. የመድረኩ ተግባርና ኃላፊነት 8. Duties and Responsibilities of the Forum
ሀገር-አቀፉ የህግ አዉጪዎች ግንኙነት መድረክ The National Legislatives Relations’ Forum shall,
በዚህ አዋጅ መሰረት የሚከተሉት ዝርዝር ተግባርና pursuant to this Proclamation, have the following
ኃላፊነቶች ይኖሩታል፡- specific Duties and Responsibilities:
፩/ በሕገ-መንግስቱ ለፌደራልና ክልል መንግስታት 1/ Cause the enactment of laws which are
በጋራ የተሰጡ ሥልጣንና ኃላፊነቶችን ተፈፃሚ harmonized and complementing with one
another with a view to enabling one to

execute the Powers and Functions vested in

፪/ በሕገ-መንግስቱ በተናጠል ህግ የማውጣት 2/ Carry out consultations and assist a given level

፱. የመድረኩ አባላት ተዋጽኦ 9. Membership Composition of the Forum

፩/ ሀገር-አቀፉ የህግ አስፈፃሚዎች የግንኙነት 1. The National Executives Relations’ Forum shall

ሀ)የኢ.ፌ.ዲ.ሪ ጠቅላይ ሚኒስትር፣ A) The Prime Minister of the Federal

Democratic Republic of Ethiopia;

Regional States;
ሐ) የአዲስ አበባ ከተማና የድሬዳዋ አስተዳደሮች C) Mayors of the Addis Ababa City and the

D) The Minister of the Finance;
መ) የገንዘብ ሚኒስቴር፣
E) The Minister of Peace;

2/ The forum may extend invitations to the heads of

other Federal and Regional institutions whom it

መድረክ በዚህ አዋጅ መሰረት የሚከተሉት shall, in pursuance of this proclamation, have the

1/ Having become the Highest organ in charge of

and fair socio-economic development issues

having cross-national implications and

thereby generate recommendations
ይመክራል፣በሚያጋጥሙ ችግሮች ዙሪያ
instrumental to deal with such difficulties as

፬/ በሕገ-መንግስቱ ለፌደራል መንግስቱና 4/ Formulate a joint implementation strategy with

a view to facilitating the materialization of the

13. Membership Composition of the Forum
፲፫. የመድረኩ አባላት ተዋጽኦ
1/ The National Sectoral Executive Relations’
፩/ ሀገር-አቀፉ የህግ አስፈፃሚዎች ዘርፋዊ Forum shall have the following members:
የግንኙነት መድረክ የሚከተሉት አባላት

ይኖሩታል፡- a. Heads of each and every Federal Sectoral
ሀ) የየዘርፉ የፌደራል መንግስት መስሪያ ቤቶች Executive Offices;
የበላይ ኃላፊዎች፤ b. Heads of the Nine Regional States’ as well

ለ) በኢፌዲሪ ህገመንግስት መሰረት እውቅና as the Addis Ababa City and the Dire Dawa
ያገኙ ክልሎች እንዲሁም የአዲስ አበባ Administration Sectoral Offices.
ከተማና የድሬዳዋ ከተማ አስተዳደሮች
የየዘርፉ መስሪያ ቤቶች ኃላፊዎች፡፡
Representatives of other bodies or Institutions
whom it considers necessary so that they would

14. Duties and Responsibilities of the Forum
፲፬. የመድረኩ ተግባርና ኃላፊነት The forum shall, pursuant to this Proclamation,

2/ Deliberate on the preparation and
በሚመለከቱ የፌደራል መንግስት ዘርፍ ተኮር
implementation of the sector-driven policies,
ፖሊሲዎች፣ ስትራቴጂዎችና ዕቅዶች ዝግጅትና strategies and plans of the Federal
፲፪ሺ፱፻፳፯
አፈፃፀም ላይ ይመክራል፣ ክልሎች Government pertaining to the powers, interests

የሚሰጧቸውን ሀሳቦችና አስተያየቶች and wishes of the Regional States as well as
ያዳምጣል፣ listen to the views and opinions which the

Regional States forward thereto;
3/ Create the system in which the long, medium

and short-term plans and programs prepared as

regards the execution of the collective and

4/ Carry out discussions on the quality of service

collective mechanisms thereof;

5/ Deliberate on the preparation, implementation,
፭/ በክልል ደረጃ በሚተገበሩ ዘርፍ-ተኮር ሀገራዊ follow-up and evaluation of the sector-driven
ዕቅዶችና ፕሮግራሞች ዝግጅት፣ አፈጻፀም፣ nation-wide plans and programs to be
ክትትልና ግምገማ ላይ ይመክራል፣ executed at the regional level;

6/ Collectively devise and hold consultations on

ሁለትና ከዚያ በላይ የሆኑ ዘርፋዊ የአስፈፃሚ Two or more Sectoral Executive Bodies
Relations’ Forums shall, should they find

፲፮. የመድረኩ አባላት ተዋጽኦ 16. Membership Composition of the Forum

፩/ የፌደሬሽን ምክር ቤትና የክልሎች ግንኙነት 1/The House of Federation and the Regional States
መድረክ የሚከተሉት አባላት ይኖሩታል፡- Relations’ Forum shall have the following
members:
ሀ/ የፌደሬሽን ምክር ቤት አፈ-ጉባኤ፣ A) Speaker of the House of Federation;

B) Speakers of the Regional States;
ለ/ የየክልሉ ምክር ቤት አፈ-ጉባዬዎች፣
ሐ/ የየክልሉ ርዕሳነ-መስተዳድሮች፣ C) Heads of Governments of the Regional
States;
መ/የአዲስ አበባ ከተማና የድሬዳዋ አስተዳደሮች D) Mayors of Addis Abeba and DireDawa
ከንቲባዎች፣ Regional States;
ሠ/ የገንዘብ ሚኒስቴር E) The Minister of Finance;
ረ/ የሰላም ሚኒስትር፤ F) Minister of Peace;
ሰ/ የገቢዎች ሚኒስቴር G) Minster of Customs.

መድረክ በዚህ አዋጅ መሰረት የሚከተሉት Relations’ Forum shall, pursuant to this

ስለክልል መንግሥታት የግንኙነት መድረክ
FORUM
፲፰. የመድረኩ አባላት ተዋጽኦ 18. Membership Composition of the Forum
፩/ የክልል መንግሥታት የጋራ ግንኙነት መድረክ 1/ The Regional States Joint Relations’ Forum
shall have the following members:
የሚከተሉት አባላት ይኖሩታል፦
A/ Speakers of the Regional States;
ሀ/ የየክልሉ ምክር ቤት አፈ-ጉባዬዎች፣
ለ/ የሁሉም ክልሎች ርዕሳነ-መስተዳድሮች፣ B/ Heads of Governments of all the Regional
States;
ሐ/የአዲስ አበባ ከተማና የድሬዳዋ
C/ Mayors and House of Speakers of the Addis
አስተዳደሮች አፈ-ጉባዔዎች እና
Ababa City and Dire Dawa Administrations.
ከንቲባዎች፡፡

፲፱. የመድረኩ ተግባርና ኃላፊነት 19. Duties and Responsibilities of the Forum
የክልል መንግሥታት የጋራ ግንኙነት መድረክ The Regional States Joint Relations’ Forum shall,

PROCEDURE PERTAINING TO INTER-

GOVERNMENTAL RELATIONS
፳፩. የግንኙነት ትስስር 21. Relational Dynamics
Inter-governmental structures and functions shall

ከሴክሬታሪያቱ በሚቀርብለት ሪፖርት ላይ Secretariat shall, by having followed up the

መድረክ በበኩሉ ከሀገር-አቀፉ የአስፈፃሚዎች Forum, on its part, shall , where it has found

ይፈራረማሉ፣ ስምምነቶቹንም ለየምክር thereof, not to mention that they shall also

3/ The Sectoral Executives Relations’ Forums
አፈፃፀማቸውን በተመለከተ ለሀገር-አቀፉ
shall, in respect of their performance, submit

፩/ በመንግሥታት ግንኙነት መድረኮች ውይይት
1/ The topical issues to be tabled for discussion

by the forums of inter-governmental relations
የመድረኩ አባላት ስምምነት ላይ
shall be those which have been the subject of

part of the pertinent bodies in advance.

2/ Both the Federal and Regional bodies shall,

፳፬. ስለ ስብሰባ አመራር 24. Presiding Over Meetings
፩/ የትኛውም የመንግስታት ግንኙነት መድረክ 1. All meetings of any forum of inter-

ስብሰባውን በስድስት ወር አንድ ጊዜ 1/ The forum of inter-governmental relations

shall hold its ordinary meetings once in 6

26. Establishment and Accountability of the

፩/ በሀገር-አቀፍ ደረጃ የመንግስታት ግንኙነትን
1/ There is hereby established a body to be known

፪/ የሴክሬታሪያቱ ተጠሪነት ለሀገር-አቀፉ የሕግ 2/ The Secretariat shall be accountable to the

፫/ የፌደራልና የክልል መንግሥታት በጋራ 3/ The Federal State and the Regional States shall,

፬/ ሴክሬታሪያቱ ለስራው አስፈላጊ ባለሙያዎችና 4/ The Secretariat shall have its own experts and
other employees essential for the duty thereof.
ሌሎች ሰራተኞች ይኖሩታል፡፡
፭/ ለሴክሬታሪያቱ ስራ ማስኬጃ የሚያስፈልገዉን 4/ The Federal State and the Regional States shall

27. Duties and Responsibilities of the Secretariat
ሴክሬታሪያቱ በዚህ አዋጅ መሰረት የሚከተሉት The Secretariat shall, pursuant to this
ተግባርና ሃላፊነቶች ይኖሩታል- Proclamation, have the following specific duties
and responsibilities:
፩/ መንግሥታቱ በጋራ የነደፏቸውን
1/ Follow up the implementation of the programs
ፕሮግራሞች፣ ዕቅዶችና የደረሱባቸዉን
and plans which the governments have jointly
ስምምነቶች አፈፃፀም ይከታተላል፤
formulated along with the agreements reached;
የመንግሥታት ግንኙነትን የሚመለከቱ
ተግባራትን የማስተባበርና የማሳለጥ እንዲሁም
ሙያዊና ቴክኒካዊ ስራዎችን ያከናውናል፤
2/ Study the significance which the interactions
፪/ ግንኙነቶቹ ለሥርዓቱ መጎልበት፣ ለህብረቱ
would entail in view of entrenching of the
መጠናከርና ለህዝቦች ወዳጃዊ ትስስር
system, strengthening of the union and friendly

ግንኙነት መድረክ ያቀርባል፡፡
፬/ አለመግባባቶችንና ግጭቶችን ሊፈጥሩ የሚችሉ 4/ Having early neutralized those issues capable of
ጉዳዮችን አስቀድሞ በመለየት የመድረኩ likely creating misunderstandings and conflicts,
የትኩረት አጀንዳዎች እንዲሆኑ ያደርጋል፤ cause same to become the priority agenda of
the forum;
፭/ በመንግሥታቱ መካከል የመረጃ ልውውጡ
5/ Work for the information exchange to be
ሳይቋረጥ እንዲሳለጥ ይሰራል፤
accelerated as between and among the
governments without any disruption;
፮/ በተመሳሳይ ጉዳዮች የሌሎች ፌደሬሽኖች 6/ Systematically collect the experiences of other

instrumental to consolidate the relations and

፳፰. ስለ ሌሎች ፅህፈት ቤቶች መቋቋም 28. Establishment of Other Offices
በዚህ አዋጅ መሰረት የተቋቋሙትን የቀጥታም There may, as deemed necessary, be set up various
offices that are entrusted with coordinating inter-

The Offices of the Regional States’ and Sectoral
በዚህ አዋጅ መሰረት የተቋቋሙ የክልልና የዘርፍ
Forums established pursuant to this
መድረኮች ጽህፈት ቤቶች የሚከተሉት ዝርዝር
proclamation shall have the following specific
ተግባርና ኃላፊነቶች ይኖሯቸዋል፡-
Duties and Responsibilities:
፩/ የመንግሥታት ግንኙነት ሥርዓቱን አጠቃላይ 1/ Oversee the general wellbeing and
ጤናማነትና ውጤታማነት ይከታተላሉ፤ effectiveness of the system of inter-
governmental relations;
፪/ በመንግሥታቱ ግንኙነቶች ዙሪያ የጥናትና 2/ Conduct the study and research activities in
ምርምር ስራዎችን ያካሂዳሉ፣ connection with the inter-governmental
relations;
፫/ ግንኙነቶችን የሚመለከቱ የአፈፃፀም 3/ Prepare the implementation reports
ሪፖርቶችን እያዘጋጁ ለጋራ መድረኮች concerning such relations and submit same
to the joint forums;
ያቀርባሉ፣
4/ Render support services pertaining to the
፬/ ግንኙነቶችን የሚመለከቱ የድጋፍ
relations;
አገልግሎቶችን ይሰጣሉ፣
5/ Provide up-to-date information and
፭/ የግንኙነቶቹን አካሄድና ውጤታማነት
explanatory statements to the mass media
በተመለከተ ለመገናኛ ብዙሀንና ለተለያዩ
and to the various sections of the society in
የህብረተሰብ ክፍሎች ወቅታዊ መረጃዎችንና
connection with the functioning and
ማብራሪያዎችን ይሰጣሉ፣ effectiveness of the relations;
፮/ የመድረኮቹን ስብሰባዎች ያመቻቻሉ፤ 6/ Facilitate meetings of the forums;
፯/ የመንግሥታት ግንኙነትን የሚያጠናክሩ 7/ Carry out such other related duties as might
strengthen inter-governmental relations.
ሌሎች ተዛማጅ ተግባራትን ያከናዉናሉ፡፡
፲፪ሺ፱፻፴፰
፴. ስለ ሌሎች ኮሚቴዎች 30. Other Committees

፩/ የመንግሥታት ግንኙነት መድረኮች 1/ The Forums of Inter-Governmental Relations
ስራዎቻቸዉን ለማሳለጥ የሚያግዙ ልዩ ልዩ may, as deemed necessary, establish a range

of various committees that would assist the

ልዩ ልዩ ድንጋጌዎች MISCELLANEOUS PROVISIONS
፴፩. ተፈጻሚነት ስለማይኖራቸው ህጎች 31. Inapplicable Laws

No law, Regulation, Directive or Customary
ይህንን አዋጅ የሚቃረን ማናቸውም ህግ፣ ደንብ፣
practice in contravention of this Proclamation

may be applicable to matters provided therein.

ሥልጣን አለው፡፡
፪/ ይህንን አዋጅና በአዋጁ መሰረት የሚወጡትን 2/ The other inter-governmental relations’
ዝርዝር መመሪያዎችን በአዋጁ የተቋቋሙትና forums established by the Proclamation and

concerned with the subject may issue the

specific Directives that would assist the full

፴፬. አዋጁ የሚፀናበት ጊዜ 34. Effective Date

ይህ አዋጅ በፌደራል ነጋሪት ጋዜጣ ታትሞ This Proclamation shall come into force as of the

A PROCLAMATION ISSUED TO DETERMINE THE

WHEREAS, since our country, Ethiopia,

፪/ እኩልነትና የእርስበርስ መከባበር፤ 2/ Equality and mutual respect;

፮/ አሳታፊነትና ውጤታማነት፤ 6/ Participation and effectiveness

፮. የመንግስታት ግንኙነት አደረጃጀት 6. Institutional Arrangement of the System

፩/ ሀገር-አቀፉ የሕግ አውጭዎች ግንኙነት 1/ The National Legislatives’ Relations Forum;

ንዑስ ክፍል አንድ SUB-PART ONE

ሀ) የሕዝብ ተወካዮች ምክር ቤት አፈ-ጉባኤ፣ A/ Speaker of the House of People’s

ለ) የፌደሬሽን ምክር ቤት አፈ-ጉባኤ፣ Representatives;

፪/ መድረኩ አስፈላጊ ናቸው ብሎ ያመነባቸው

የፌደራልም ሆነ የክልል ምክር ቤቶች ቋሚ chair-persons of the Standing committees

እንዲሳተፉ ሊጋብዝ ይችላል፡፡ so that they would participate in its

ሥልጣን እንደተጠበቀ ሆኖ በየደረጃው የሚገኙ of government in the achievement of a

፱. የመድረኩ አባላት ተዋጽኦ 9. Membership Composition of the Forum

መድረክ የሚከተሉት አባላት ይኖሩታል፡- have the following members:

ሀ)የኢ.ፌ.ዲ.ሪ ጠቅላይ ሚኒስትር፣ A) The Prime Minister of the Federal

ለ) የሁሉም ክልሎች ርእሳነ-መስተዳድሮች፣ B) Heads of Governments of the Nine

E) The Minister of Peace;

ረ) የብሔራዊ ፕላንና ልማት ኮሚሽን፣ F) The National Planning Commission;

ሰ) የጠቅላይ ዓቃቤ ህግ፣ G) Attorney General.

2/ The forum may extend invitations to the heads of

፪/ በሀገር-አቀፍ ፖሊሲዎች፣ ስትራቴጂዎች፣ 2/ Conduct discussions and consultative

ፕሮግራሞችና ዕቅዶች ላይ ውይይቶችን deliberations on the nation-wide policies,

፬/ በሕገ-መንግስቱ ለፌደራል መንግስቱና 4/ Formulate a joint implementation strategy with

፯/ ሀገር-አቀፍ አገልግሎት በሚሰጡ ተቋማት 7/ Carry out consultations on the performance

እንዲሁም ክልሎች በውክልና across the nation as well as discuss and

፱/ ስርዓተ-ፆታ በሁሉም የመንግስታት ግንኙነቶች 9/ Follow up gender mainstraiming in all inter-

፲፩.የመድረኩ አባላት ተዋጽኦ 11. Membership Composition of the Forum

የፍርድ ቤቶች ጣምራነትና የዉክልና ጉዳይ consultative bodies previously established in

አግባቦች ላይ ይመክራል፣ የጋራ ስልቶችን efficient, accessible and capable of meeting

ሀ) የየዘርፉ የፌደራል መንግስት መስሪያ ቤቶች Executive Offices;

የበላይ ኃላፊዎች፤ b. Heads of the Nine Regional States’ as well

አፈፃፀም ላይ ይመክራል፣ ክልሎች Government pertaining to the powers, interests
