INTRODUCTION

Universal Health Care (UHC) is the “provision to every Filipino of the


highest possible quality of health care that is accessible, efficient,
equitably distributed, adequately funded, fairly financed, and
appropriately used by an informed and empowered public. It as the
availability and accessibility of health services and necessities for all
Filipinos. It is a government mandate aiming to ensure that every Filipino
shall receive affordable and quality health benefits. Universal health care
must be high quality to improve patients’ health outcomes. All people
and communities can use the promotive, preventive, curative,
rehabilitative and palliative health services they need, of sufficient
quality to be effective, while also ensuring that the use of these services
does not expose the user to financial hardship. Greater use of health care
facilities due to lower costs and shorter distances to travel will only lead
to better health outcomes if quality of care is guaranteed. Therefore, we
must make high-quality healthcare services affordable and accessible in
order to effectively implement universal health coverage. Poor-quality
care affects the poor and vulnerable disproportionately. While investing
in higher quality health systems costs more upfront, costs are lowered
over the long-term through more efficient workflow; fewer medical errors
and preventable complications; elimination of ineffective treatments and
procedures; fewer duplicated services; and less waste overall. Quality
health services make health systems resilient. They are prepared for
anything, can maintain core functions amongst changing situations, and
are informed by lessons learned, constantly adapting and improving.
Secondly, quality health services make health systems trustworthy and
transparent. Poor- quality care, even when taken to the far reaches of the
world, erodes trust, puts patients at risk, and is completely
unsustainable. High-quality care builds trust in the health system,
nourishes a culture of respect towards individuals, improves patient
safety and produces better patient outcomes. Improving quality requires
a holistic approach. Countries that want to improve quality of care need
to consider interventions across different domains (leadership,
information, patient and population engagement, regulation and
standards, organizational capacity, models of care) across different
levels of the health care system.

OBJECTIVES

1. Provide nursing care based on comprehensive


healthcare that involves multi-professional
cooperation, integration of processes and
continuity of care.
2. To train the nurses with the human and
technical skill to identify, assess and act within
health needs of healthy people, their families
and community.
3. Establish effective communication with patients,
families, colleagues and social groups and
promote health education.
4. Work in professional terms and in collaboration
with staff professional, healthcare organizations
that are structured as basic or multi-disciplinary
units.
5. To implement unique healthcare number to
every person and be connected electronically
as part of universal health care delivery network
for continuity of care.
6. To deliver provision of care to the masses with
emphasis on underprivileged population

Indeed, their activity would not be successful without your presence.
In behalf of the seminar holders and facilitators, I would like to thank
you all for taking part in our seminar entitled “ The In’s an Out’s of
Universal Health Care and Service Delivery Network (What we
currently know)”.
The seminar was formally started upon the welcoming message from
our training chairman Mr. Kristhan Antimano and later on followed
by the discussion of the seminar topic by our guest speaker Ms. Maita
Mortega.
Universal Health Care is the provision to every Filipinos of the
highest possible quality of Health Care that is accessible, efficient,

In the following section the most significant comments made by the


participation and the results extracted from 20 multiple choice
questions are presented. The evaluation criteria are built on a 1 to 5
scale. 1 standing for the minimum satisfaction and 5 for the maximum.

The overall score given to the training based on the question 20


“overall impression” is 98%. 100% of the participants responded with
the rank 4or 5 indicating the participants are highly satisfied with the
seminar.

I. Seminar objectives and content

The program content have been evaluated positively; the overall


average for the 6 questions covering the aspect is 93%.
The seminar objective and content were sent through visual
presentation during the event date.
During workshop the facilitators have constantly referred to that
visual to link content with objectives.
