1. INTRODUCTION
This document supports the ROO Driving Safety Practice ROO-ALL-HSE-PRO-0004.

In Vehicle Monitoring System (IVMS)


Company – owned and contractually required vehicles, shall
be fitted with IVMS. Before operating a vehicle fitted with
IVMS, ensure it is functioning correctly.

Company-owned and contractually required vehicles, shall be fitted with IVMS conformant to
ROO requirements (cranes, self-propelled mobile plant and agricultural type tractors are
exempt). IVMS data shall be used to provide feedback to drivers and to identify driver
performance improvement opportunities.

In-vehicle monitoring systems (IVMS) are electronic devices fitted to vehicles which provide
continuous measurement of driving behaviour and vehicle use. IVMS units are proven
worldwide to improve driver safety by providing an objective valuable insight into driving habits
through data such as date, time, speed, acceleration, deceleration, and safety belt use. The
driver behaviour data recorded by the IVMS unit installed in the vehicle is reported
electronically to a server database.

The database measures the driving performance data against pre-determined parameters
which identifies driving behaviour. The data is then analysed and any gaps or shortfalls in
skills or unsafe behaviours highlighted. This provides employers with the tools to develop
focussed training to close these gaps and to change unsafe driving behaviour, thus improving
skills and techniques, benefiting the company through minimizing the risk of accidents and
reduced wear and tear on vehicles.

Legal and General


The following practices are in addition to and not in place of relevant Iraqi Law, personnel shall
at all times comply with Iraqi Law.

If any recommendation of this practice conflicts with applicable legal and regulatory
requirements, it is necessary to meet the applicable legal and regulatory requirements. If
following a recommendation in this practice creates a higher obligation, beyond any applicable
legal or regulatory requirements, this should be done as long as compliance with those
requirements is achieved.

Stop Work Authority


To prevent the continuation of potentially unsafe driving at the earliest possible stage, this
Driving Safety Practice makes it very clear that, all persons including Drivers, Passengers and
Observers are responsible for stopping unsafe work or practices (Stop Work Authority). This
includes any driver, vehicle or load considered to be unsafe or not conforming to the ROO
Driving Safety Practice.

The ROO Driving Safety Passport authorises the driver to operate a vehicle (or

2. IMPLEMENTATION
System Requirements
Vehicles shall be fitted with In Vehicle Monitoring Systems conformant to ROO requirements,
be fully operational with the ability to identify a driver and monitor, record and report their
driving behaviours including but not limited to:
• Vehicle speed – The capability to monitor instances where the vehicle has exceeded the
posted or pre-set maximum allowable speed limit and visually or audibly warn the driver;
• Seatbelts – The capability to monitor if the driver (and where possible the front seat
passenger) are wearing their seatbelts and provide visual or audible warnings when
seatbelts are not worn:
• Harsh acceleration or deceleration – The capability to monitor when adjustable pre-set
limits are exceeded;
• Kilometres driven – The total distance driven by each driver; and
• Driving hours – The total driving hours of each driver.

2.1.1 Data Management and Reporting

IVMS shall have the capability to provide a Monthly Report detailing drivers’ behaviour,
enabling good behaviour to be acknowledged and also to identify areas of improvement.
Where the monitor identifies events or poor driving behaviours, corrective actions shall be
taken to improve driving behaviours.

Contractors shall complete the Contractor IVMS Monthly Data Report (Appendix A) and
provide this electronically to the ROO HSE Land Transport Authority no later than the 4th day
of the following month.

Continuous Improvement
In Vehicle Monitoring Systems are industry recognised driver behavioural tools. The
implementation of an In Vehicle Monitoring System within an organisation should be publicised
throughout as a positive step change in how driving safety is managed. The benefits of
developing driving skills to keep drivers and passengers safe should be the focus, to prevent
the system being viewed as a punishment tool.

The installation of an IVMS alone will not improve a driver’s driving safety performance, only
when the data provided by the IVMS is properly analysed, can it provide an insight into a
driver’s abilities and highlight any gaps or poor behaviour. Appropriate training shall be
developed to address any gaps in skills or to address poor behaviour, including where
necessary counselling and training. It is equally important to ensure that safe driving behaviour
is also recognised to maintain a fair and balanced approach.

3. Responsibilities

Drivers shall:
• Check that the IVMS is working properly before operating a vehicle.
• Only operate a vehicle with their personally assigned log-in code/vehicle access device,
as appropriate. Not change, lend or borrow another drivers assigned log-in code/vehicle
access device except in a life threatening emergency.

Supervisors shall:
• Only allocate vehicles that have an operational IVMS fitted and ensure that vehicles with
non-operational IVMS are taken out of service and sent for repair.
• Ensure the driver has received training on the operation of the system

Persons responsible for the management of IVMS shall:


• Ensure that data from the IVMS is properly analysed and the results are communicated
to drivers and management on a regular basis.
• Ensure the IVMS is correctly programmed to ensure all local speedlimits and approved
routes are accurately recorded (Geofenced) on the system.
• Ensure where personal vehicles are regularly used on company business, IVMS shall be
installed.
