1. INTRODUCTION
This document supports the ROO Driving Safety Practice ROO-ALL-HSE-PRO-0004.
Vehicle Specifications
Only operate vehicles which are fit for purpose and conform
to ROO Vehicle Standards
It sets forth the Vehicle Standards and Specifications applicable to, but not limited to cars,
buses, vans, trucks, heavy goods vehicles, tankers and all other vehicles, including personal
vehicles, used for Rumaila business.
If any recommendation of this practice conflicts with applicable legal and regulatory
requirements, it is necessary to meet the applicable legal and regulatory requirements. If
following a recommendation in this practice creates a higher obligation, beyond any applicable
legal or regulatory requirements, this should be done as long as compliance with those
requirements is achieved.

2. VEHICLE SPECIFICATIONS
The ROO Driving Safety Practice requires that vehicles meet the below specifications and be
equipped with the required safety features. The practice further requires that vehicles shall be
fit-for-purpose based on an assessment of usage and be maintained in safe working order in
line with manufacturers’ specifications and local legal requirements.

3. VEHICLE SPECIFIC STANDARDS
The below specific standards are applicable in addition to the standards above.
• Vehicles shall be fitted with run flat tyres with a minimum tread depth of no less than 3
mm across the width of the tread and around the entire circumference;
• SUV’s and pick ups shall have a cargo net securely fitted in the cargo compartment of the
vehicle with adequate capacity to restrain the cargo or luggage. Buses shall have a secure
luggage compartment fitted in the vehicle capable of adequately securing and restraining
luggage or equipment;
• All equipment shall be secured using the cargo net however, where equipment and
weapons need to remain in the passenger compartment, these shall be adequately
secured to minimise movement; and
• Seat belt cutters shall be mounted in easily accessible locations to ensure they remain in
place following a vehicle collision or roll over.
Where two standards exist within this document the requirement specific to vehicles fitted with ballistic
equipment shall prevail.

• Have a brake interlock on a PTO (Power Take Off), if fitted;
• Only have diesel fuelled Auxiliary discharge pumps, where fitted;
• Be fitted with a top manhole access;
• be fitted with internal surge or baffle plates;
• Be fitted with a pressure relief valve or vent;
• be fitted with a ladder for top of tank access, a handrail and adequate fall protection
harness securing points;

• Have industry recognised material delivery system, (hoses, valves, meters) fitted with an
automatic cut off and be free from cuts, tears or malformations; and
• Be equipped with an adequate earth lead and clamp.
In addition to the requirements for Tankers or Tank Trailers, a hazardous materials tanker
shall have the following where applicable;
• Shall have a front mounted exhaust or spark arrestor fitted, if transporting flammable
gases or liquids; and
• Shall be fitted with a master isolation switch which clearly identifies the on and off position.
• An Unbraked Trailer as the name suggests does not have its own braking system and
relies upon the tow vehicle to stop or slow down. Due to this there is a limitation of 750
kgs of maximum authorised mass (MAM), meaning total weight of the trailer and load
must not exceed 750 kgs.
• A braked trailer has a braking system sometimes referred to as ‘overrun brakes. These
brakes are automatically applied when the tow vehicle’s brakes are used to slow down or
stop. These trailers have a maximum authorised mass (MAM) of 3,500 kgs.
Secondly, the manufacturer of the tow vehicle will have provided limitations on the Towing
Capacity for unbraked and braked trailers, which may be less than the actual trailer
manufacturer’s MAM. For example a small car would have lower limitations than a large
pickup. If this is the case then the lower figure must not be exceeded.

Thirdly, the overall dimensions of the load or equipment to be transported. Consideration shall
be given to the width, length and height of the load or equipment to ensure the trailer remains
stable and can be safely operated.
All cargo or equipment transported by a light vehicle trailer shall be adequately secured and
loaded in a manner which gives consideration to stability and centre of gravity.

Agricultural Trailers
Agricultural trailers are primarily designed to be towed by agricultural or in some cases off-
road equipment for use on unpaved roads. Whilst they can be used on paved roads, their
design limits them to being operated at low speed only. The maximum speed that agricultural
trailers can be operated on a paved road is 20 Km/h.
The MAM (Maximum Authorised Mass) Agricultural Trailers is calculated taking into
consideration the following:
• Unbraked Agricultural Trailers, as the name suggests do not have their own braking
system and rely upon the tow vehicle to stop or slow down. The MAM, meaning total
weight of the trailer and load is defined by the tow vehicle manufacturer’s specifications
for unbraked trailers (even when this is less than the rated design weight of the trailer).
• Agricultural Trailers fitted with a dependent braking system (similar to a heavy vehicle)
require the tow vehicle to have a suitable trailer supply braking system to operate. The
MAM, is defined by the tow vehicle manufacturer’s specifications for braked trailers with
dependent braking systems (even when this is less than the rated design weight of the
trailer).
If the tow vehicle does not have a suitable trailer supply braking system, then the trailer shall
be considered unbraked and the MAM shall be limited to the tow vehicle manufacturer’s
specifications for unbraked trailers.
Consideration shall be given to the width, length and height of the load or equipment which
shall be loaded in a manner which gives consideration to stability, centre of gravity and safe
operation. Where the loaded trailer obscures the direct view of the driver of the tow vehicle,
then additional or enlarged mirrors shall be fitted to the tow vehicle to allow the driver an
unrestricted view.

• Have a manufacturer’s plate fixed to the trailer body, stating the Maximum Authorised
Mass;
• Be fitted with securely mounted safety chains of not less than 13mm link thickness
suitable to restrain the loaded mass of the trailer should it become disconnected from the
tow vehicle (chains should be minimum Grade 30 and clearly marked); and
• Have signs fitted to the rear in Arabic, warning of a slow moving vehicle.

4. Responsibilities
Drivers shall:
• Complete a Daily Pre-Task Inspection and report any defects or unsafe conditions to their
supervisor.
Supervisors shall:
• Ensure vehicles being brought into service conform to ROO Standards as defined in this
document.
• Allocate vehicles that are fit-for-purpose, in safe working order, and have an operational
IVMS fitted.
• Check that vehicle defects are being reported and that repairs are made before a vehicle
is put back into use.
• Check that vehicles are being routinely inspected and maintained.

Appendix A – Transportation of Hazardous Materials
Contractors transporting hazardous materials shall as a minimum:
• Ensure there is adequate Personal Protective Equipment for the driver (and driver’s helper
where applicable) carried in the vehicle, suitable for the class and type of hazardous
material being transported;
• Ensure the driver is competent in the transportation of hazardous materials and has
received training applicable to the material being carried;
• Provide an Emergency Contact Number which may be contacted to inform of incidents
and/or obtain relevant information pertaining to actions in the event of a loss of
containment; and
• Ensure a Transport Emergency Card applicable to the hazardous material being
transported (an example TrEM Card is shown below) is carried in the truck and available
for inspection should it be required.
