1. PURPOSE

This waste management plan has been developed to provide a guidance for HAVATEK (hereafter shall be
referred as CONTRACTOR) Project management and staffs. The purpose of this Program is assure that all
waste generated at the project is properly managed and disposed of.

This includes;
a) Identification of the source of all waste streams and assignment of a responsible person to manage this
waste stream.
b) An ongoing evaluation of all waste streams to determine their proper characterization as: hazardous
waste, non-hazardous waste, universal waste, medical waste, recyclable waste or special waste.
c) Co-ordinate the requirements of the various “sections” of the plan so that requirements common to one
or more, such as training, storage & waste disposal effectively.
d) Define all roles and responsibilities
e) Identify methods of waste collection, waste transfer and waste disposal
f) Define the plans for recording, monitoring and reporting of waste stream.

2. SCOPE

This waste management plan shall be applied on CONTRACTOR’s responsible areas in First 250MM SCFD
Train of km 500 Gas Treatment Plant Project. All departments and personel of CONTRACTOR and
Subcontractors must comply with all requirements of this waste management plan. This plan has immediate
effect until the end of the project, but remains subject to revision or modification by HSSE Manager. Site
conditions and actual subcontractor situations to be evaluated after site mobilization.

4. PROGRAM ADMINISTRATION

Project Coordinator, Project Manager, site supervision, all chiefs of departments, responsible persons of
facilities and areas, HSSE department and their staffs are fully responsible to comply with and apply the
requirements of the waste management plan.

4.1 ROLES AND RESPONSIBILITIES

4.1.1 Project Director (PD)

The Project Coordinator is fully responsible overall waste management system. The PC is to provide resources
(personel, materials and budget) to establish, implement, develope, manage and monitor the waste management
system. Environmental issues throughout the duration of the contract will be controlled by the Project Manager.

4.1.2 Site Manager (SM)

SM works under the direction of the Project Director. SM provides direct operational oversight of work
performed and is responsible for ensuring full compliance with specifications and other contract documents,
including the requirements of waste management.

The SM’s duties include:

1. Working with the HDP (HSSE Department representative) to identify site-specific waste mitigation
needs and project wide waste issues to limit impacts and help confirm waste management compliance.
2. Reporting to PD any waste management compliance issues.
3. Overseeing work performed by direct-hire personnel.
4. Preparation of daily reports and giving direction to subcontractors regarding their activities and
performance, including waste management compliance.
5. Preparation of Non-Conformance Reports for departments. Units and subcontractors & sources when
situations of waste management non-compliance occur (copied to the HDP ).
6. Tracking and helping to identify any hazardous waste issues on the work site.

4.1.3 Project HSSE Manager

The Project HSSE Manager is responsible for the detailed application and implementation of the WMP and for
its updating if necessary. In addition to duties defined in the HSSE Plan and EMP, the HSSE Manager has the
following specific role and responsibilities:
 Monitor the implementation of WMP by following up regular inspections and audits
 He will advise Project Director whenever this WMP fails to achieve its goal and objectives.
Project HSSE Manager will be supported by Environmental /HSE Engineers and supervisors.

4.1.4 HSE Supervisor

The Site HSE supervisor reports to the Project HSSE Manager and will coordinate all health, safety and
environmental activities. He is responsible of all the activities of site HSE Personnel. Site HSE Supervisor will
have the following responsibilities:

 Will ensure that all staff, including subcontractors, and all activities comply with this WMP,
 Review the site specific procedures written by HSSE Manager
 Will keep the HSSE Manager fully informed on any site waste issues.
 Will ensure that waste records are returned to HSSE office for review.
 Collaborate with Site HSSE Manager in order to obtain and manage the waste disposal contracts
 Support the Site Personnel to implement the WMP and waste management procedures
 Ensure that all waste is labelled, segregated and transferred correctly.
 Ensure the implementation of Waste Monitoring and Document Control System.
 Carry out or supervise all waste monitoring on the Project ensuring that all records are fully completed
and stored correctly.
 Ensure and control all the activities related to waste disposal
 Identify opportunities to maximize re-use, reclamation and
 Collaborate in the implementation of the waste monitoring and audit program recycling to minimize
waste.

The responsibility for waste management will be upon each individual onsite, however, dedicated
housekeeping resource will be appointed to ensure proper application of the Plan.

4.1.5 Waste Management Subcontractor

Waste Management Subcontractor must comply with minimum following requirements:

1. All waste management shall be performed in accordance with suncontract’s terms, Iraqi/Kurdish
legislationand Project contract requirements
2. All received wastes are contained and documented correctly
3. Vehicles used to transport wastes are roadworthy and meet contract minimum vehicle standards
4. All wastes are transferred to approved treatment or disposal sites, records are kept of all transfers
5. Daily-weekly and monthly reports (which applicable) are submitted to CONTRACTOR Project

5. WASTE DESCRIPTIONS & SOURCES

Wastes are decribed as below;

5.1 Hazardous wastes:

Description of hazardous wastes given below. Some hazardous wastes are thinner, oil basedpaints,
chemicals as defined below, batteries, toxic waste water etc.

5.1.1 Explosive: substances and preparations which may explode under the effect of flame or
which are more sensitive to shocks or friction than dinitrobenzene.
5.1.2 Oxidizing: substances and preparations which exhibit highly exothermic reactions when in
contact with other substances, particularly flammable substances.
5.1.3 Highly flammable liquid substances and preparations having a flash point below 21°C
(including extremely flammable liquids), or substances and preparations which may
become hot and finally catch fire in contact with air at ambient temperature without any
application of energy, or solid substances and preparations which may readily catch fire
after brief contact with a source of ignition and which continue to burn or to be consumed
after removal of the source of ignition, or gaseous substances and preparations which are
flammable in air at normal pressure, or substances and preparations which, in contact with
water or damp air, evolve highly flammable gases in dangerous quantities.
5.1.4 Flammable liquid substances and preparations having a flash point equal to or greater
than 21°C and less than or equal to 55°C.
5.1.5 Irritant: non-corrosive substances and preparations which, through immediate, prolonged
or repeated contact with the skin or mucous membrane, can cause inflammation.
5.1.6 Harmful substances and preparations which, if they are inhaled or ingested or if they
penetrate the skin, may involve limited health risks.
5.1.7 Toxic substances and preparations (including very toxic substances and preparations)
which, if they are inhaled or ingested or if they penetrate the skin, may involve serious,
acute or chronic health risks and even death.
5.1.8 Carcinogenic substances and preparations which, if they are inhaled or ingested or if
they penetrate the skin, may induce cancer or increase its incidence.

5.1.9 Corrosive substances and preparations which may destroy living tissue on contacts.
5.1.10 Infectious substances containing viable micro-organisms or their toxins which are known
or reliably believed to cause disease in man or other living organisms.
5.1.11 Teratogenic substances and preparations which, if they are inhaled or ingested or if they
penetrate the skin, may induce non-hereditary congenital malformations or increase their
incidence.
5.1.12 Mutagenic substances and preparations which, if they are inhaled or ingested or if they
penetrate the skin, may induce hereditary genetic defects or increase their incidence.
5.1.13 Substances and preparations which release toxic or very toxic gases in contact with
water, air or an acid.
5.1.14 Substances and preparations capable by any means, after disposal, of yielding another
substance, e.g. a leachate, which possesses any of the characteristics listed above.
5.1.15 Ecotoxic substances and preparations which present or may present immediate or
delayed risks for one or more sectors of the environment.

5.2 Special Waste

Special wastes are potentially dangerous industrial wastes that are not categorized and regulated as hazardous
waste. Categories of special waste:
a) Cement kiln dust
b) Crude oil, natural gas and geothermal exploration and production wastes
c) Phosphate mining and processing waste
d) Fossil fuel combustion waste.

5.3 Non-Hazardous Waste

Generally, if something doesn't have the characteristics of a hazardous waste, regulating bodies consider it
nonhazardous. if waste is not flammable, reactive, poisonous or corrosive, and if the list of hazardous materials
doesn't include it, we can treat it as nonhazardous. These wastes are papers, wooden materials, plastic
packaging, food scraps and etc.

5.4 Infectious Medical Waste

Waste generated by health care activities includes a broad range of materials, from used needles and syringes to
soiled dressings, body parts, diagnostic samples, blood, chemicals, pharmaceuticals, medical devices and
radioactive materials.

Medical wastes potentially expose health care workers, waste handlers, patients and the community at large to
infection, toxic effects and injuries, and risks polluting the environment. It is essential that all medical waste
materials are segregated at the point of generation, appropriately treated and disposed of safely.

5.5 Waste Sources

The possible waste generation sources are as below;

 Maintenance and work shops

6. WASTE MANAGEMENT PRINCIPALS

All wastes will be separated according to classifications. All wastes will be stored, treated and disposed in a
specific area which is designated by COMPANY. No wastes will be transferred for disposal at the
dumpsites/landfills off-site.
Recycled materials will be stored on-site until waste management company to receive them.
All kind of wastes shall be transferred and dumped only onto waste storage area that specified by COMPANY.
Residual/ Combustible wastes will be treated in accordance with the requirements of the COMPANY.
All hazardous wastes shall be collected, transported and disposed according to regulations of local government
and/or municipality.

7. WASTE COLLECTION, TRANSFER, SEGREGATION AND STORAGE

7.1 Waste Collection and Transfer

CONTRACTOR Site Management will provide various types of containers and receptacles (total unit
containers; netted skips, bins, drums etc) for the collection, transport and storage of waste. Containers shall
be of suitable design to prevent leaks (e.g. from failure through corrosion), weathering and scavenging, and
to facilitate safe transport. CONTRACTOR may use a subcontractor for waste management according to
contract requirements and Iraqi legislation. Plastic bags shall be used for segregated wastes to assist waste
handlers in identifying ‘contaminated’ segregated waste quickly and without risk of injury.

All collection containers will be labelled with the


 Site location name,
 waste type and
 approved mode of treatment or disposal.

All various wastes shall be generated on Project site and these wastes shall be taken by the employees to the
waste storage areas. This is why different waste storage areas shall be designated and identified with signs
for different types of wastes to prevent mixing all wastes.

Waste containers will be collected and transported by CONTRACTOR or a designated Waste subcontractor
in a manner which minimizes environmental, fire and explosion hazard and worker exposure (See
Attacment A for Labeling). If an accident occurs, the Waste Subcontractor designated for transport will
promptly clean up all spillage material and waste lost from any vehicle travelling to the disposal site.
Transporter of hazardous waste will take every precaution so that the spill does not occur and report any
spill as soon as possible. Hazardous waste incidents will be reported to COMPANY by CONTRACTOR as
any other HSE Incidents. Only competent individuals are allowed to clean up hazardous waste.

When waste is being transferred by subcontractor, they have to fill “Waste Transfer Form -WTF-” and it
should be accompanied always to ensure safe disposal. The Waste Transfer Form should contain full
description of waste, the quantity, process that produced it, how it is contained, and any particular
precautions to be taken when handling it. If the waste has a MSDS this will be attached to the WTF and will
accompany the consignment. (See Attachement B for WTF).

7.2 Waste Storage Area and Waste Handling

Waste storage area should be designed to handle all waste types as Hazardous wastes, non-
hazardous wastes, infected medical waste and special waste. All wastes must be stored in approved
containers to prevent;

 Accidental spillage or leakage;


 Contamination of soils and groundwater;
 Corrosion or wear of containers;
 Loss of integrity from accidental collisions or weathering;
 Theft by people
 Scavenging by animals.

Waste containers should be recognized according to contents and different wastes should not be
mixed and waste containers should be in good condition. This is why the following precautions
shall be taken;

 Old and wrong labeles shall be replaced with right and new ones.
 Containers shall be labeled in accordance with to waste type
 All labels shall be checked periodically and updated
 Containers are in good condition and are not leaking;
 Containers are appropriate and sufficient to the waste they contain;
 appropriately sealed (e.g. with a lid or bung)
 Containers are not emitting any harmful gases or generating heat.

7.3 Non-hazardous Waste Storage

Non-hazardous wastes shall be stored in non-hazardous waste storage area. The wastes may be as
below and these wastes are recyclable materials;
 Ferrous metals (cans and scrap)
 Non-ferrous metals (aluminum, cables etc)
 Plastic bales
 Wood
Unrecyclable materials may be stored in a different zone in non-hazardous waste storage area and
they may be incinerated. Non-hazardous wastes shall be reported monthly with “Monthly Waste
Report Form” (See Attachment C for MWRF)

7.4 Hazardous Waste Storage

All hazardous waste shall be stored in hazardous waste storage area. Some of hazardous waste may
be incinerated. Hazardous wastes shall be reported with “Monthly Waste Report Form” (see
attachment C for MWRF).

7.4.1 Hazardous Solids

All hazardous solid wastes shall be stored in hazardous waste area in an appropriate containers.
These materials may be as below;

 Lead acid batteries


 Batteries
 Toner, PC etc.

The large vehicle batteries will be stored in suitable containers to prevent the leaking of acids. The
small batteries, toner, pc and etc will be stored in containers. These wastes will be stored while
alternative options for recycling are considered.
7.4.2 Hazardous Liquids

The following liquids will be stored at the Hazardous Waste Storage Area;

 Waste oils and lubricants


 Various types of chemical wastes as film developer replenisher
 Cleaning chemicals
 Fuels

All preventive measures shall be taken to prevent contamination of chemicals with soil and
groundwater, this is why the sealed bulk containers and piping system shall be used to prevent
chemical leaks into soil and groundwater

Some hazardous liquid wastes shall be transfered and bulked in the sealed containers which are
located in the Hazardous Waste Area. Other hazardous liquid chemical wastes shall be bulked in
sealed containers. This hazardous liquid waste in sealed containers shall be transported and
disposed in accordance with regulations of local government and/or municipality and also
COMPANY requirements. The requirements of waste management procedure prepared by
COMPANY for hazardous liquid chemical will applied for bulk, transportation and disposal of the
liquid hazardous wastes. Any chemical will not be released to the environment (ground surface,
under ground, groundwater, river etc) out of control and information of local authority and
COMPANY
Contaminated Soils and Sludge

All contaminated soils and other solids shall be stored in designated skips in the hazardous waste
storage area. Sludges and tank bottoms contaminated with hydrocarbons will also be stored in
dedicated lined storage pits in the Hazardous WSA. The pits will be engineered to prevent further
soil and groundwater contamination from release of fluids.

8. WASTE TREATMENT AND DISPOSAL

Waste treatment and disposal shall exuceted according to contract requirements and Iraqi/Kurdish
laws and legislation. CONTRACTOR shall transfer all wastes out of the Project area until a specific
waste storage area to be designated by COMPANY

8.1 Non-Hazardous Waste Disposal

CONTRACTOR shall transfer all wastes to the waste storage area according to the waste
management plan and waste classification. Non hazardous wastes shall be disposed in accordance
with COMPANY requirements.

8.2 Hazardous Waste Disposal

Most of hazardous wastes should be disposed in incinerator. Hazardous waste shall be disposed in
accordance with COMPANY requirements and local law and requlations. Some hazardous wastes
include:

 Contaminated PPE and oily rags;


 Small quantities of oily sludge;
 Oil filters / process filters;
 Paints
 Some of medical wastes

8.3 Medical/Clinical Waste

Medical waste shall be contained separately from other waste at the point of origin.
All biohazardous waste must be placed in a red bag labeled with the words "Biohazardous Waste"
or with the international biohazard symbol and the word "BIOHAZARD". This red bag must be
placed in a rigid and leak-resistant container with a tight-fitting lid for storage, handling or
transport. This secondary container must be labeled with the words "Biohazardous Waste" or with
the international biohazard symbol and the word "BIOHAZARD" on the lid and on the sides in
order to be visible from any lateral direction.
All sharps waste must be placed into a sharps container that is rigid, puncture-resistant, leak-
resistant when sealed, and difficult to reopen once sealed. The sharps contained must be labeled
with the words "SHARPS WASTE" or with the international biohazard symbol and the word
"BIOHAZARD." Sharps containers may be placed in red biohazard bags or in rigid containers with
biohazard bags.

Biohazardous waste, which is recognizable human anatomical parts or comprised of human surgery
specimens or tissues which have been fixed in formaldehyde or other fixatives, must be placed in a
secondary container labeled with the words "PATHOLOGY WASTE" or "PATH."
Pharmaceutical waste that is either prescription drug may be considered biohazardous waste by
definition and must be placed in a container labeled with the words "INCINERATION ONLY."
Any area designated for the accumulation and storage of medical waste containers must be secured
to prevent entry by unauthorized persons. The exterior door, gate, or lid must be marked with a
warning sign in both English, Kurdish and Arabic and any other appropriate languages for the
other nations. The wording shall read "Caution-Biohazardous Waste Storage Area—Unauthorized
Persons Keep Out," and in other languages.

8.4 Sewage

Untreated waste water and sewage will not be discharged and released to environment. All collected
waste water and sewage shall be transfered by CONTRACTOR to waste treatment plant designated
by COMPANY. All other wastes shall be transfered to out of the Project area by a suitable local
subcontractor which comply with Iraqi/Kurdish legislation, local laws and regulations.

9. PPE and VACCINATION FOR WASTE HANDLERS

9.1 PPE
All waste handlers must wear protective equipments to protect themselves against bloodbourne
pathogens, accidental contacts with toxic, irritant, corrosive, carcinogenic and other harmful
substances. Some PPE types are as below:

9.1.1 Protective Gloves

Purpose:
To protect cleaners and other staff who are working as waste handler. Gloves should be
made of materials that are resistant to puncture from contaminated sharps and that are
designed to enable staff to safely and effectively perform their duties.

Basic performance specifications:


1. Durable, reusable design that is able to withstand periodic disinfection.
2. Available in sizes appropriate for all cleaning staff and waste handlers.
3. Prevent contact with bloodborne pathogens and other harmfull and risky substances.
4. Made from puncture-resistant materials to protect against needlesticks and cuts from
other sharps.
9.1.2 Protective Eyewear

Purpose:
Waste handlers should be provided with protective eyewear to protect them from falling
debris, potential bloodborne pathogens and heat.

Basic performance specifications:


1. Provide adequate protection against the particular hazards for which they are designed.
2. Reasonably comfortable when worn under the designated conditions.
3. Fit snugly and not unduly interfere with the movements of the wearer.
4. Durable.
5. Capable of being disinfected.
6. Able to be worn without disturbing the adjustment of any existing prescriptive eyewear.

9.1.3 Protective Respirators

Purpose:
Protective repsirators should be used only when the handling wastes generate dust, fumes,
mist and smoke. Paper or cloth surgical masks do not protect from hazards of infectious
medical waste and other harmful substances and should not be substituted for an air-
purifying respirator (with cartridges).

Respiratory protection is only needed for personnel who exposure harmfull dust, mist,
fumes and smoke. Personnel should be properly fitted for an air-purifying respirator, and
replacement cartridges must be made available approximately every six months depending
on frequency of use.
A protective air-purifying respirator consists of two main parts—a face mask (half-mask)
and two cartridges.

Basic performance specifications for the face mask (half-mask):


1. Provides protection against dust, fiber, fumes, mist, soot, and smoke.
2. Is reasonably comfortable when worn under the designated conditions.
3. Fits snugly and does not unduly interfere with the movements of the wearer.
4. Is made of material that is capable of being disinfected regularly.
5. Has a strap that is either elastic or adjustable.
6. Is made of silicone or thermal plastic polymer.
7. Is available in a minimum of three sizes: small, medium, and large. Size dimensions will
vary by manufacturer and should be requested prior to ordering.

Basic performance specifications for the cartridges:

1. Is able to achieve P100 standard or European Committee for Standardization


certification. P100 cartridges will protect against any particulates, including oil-based
materials.
2. Contains a granular or porous material—such as carbon or coconut—which removes
specific air particulates.
3. Is available in bayonet, push-in mounted cartridge, or canister form; is able to remove
99,9% of dusts and non-oil-based mists.
4. Enables easy breathing during use.

Maintenance guidance:
1. The cartridges should be replaceable and that adequate quantities of spare cartridges are
purchased and provided to waste handlers
2. Filter cartridges should be replaced approximately every six months (depending on
frequency of use) or when breathing becomes difficult; this signifies that the cartridges are
full and need to be replaced.
3. Handlers should be trained on the cleaning and maintenance of protective respirators.
4. Each waste handler should have his or her own dust mask; if shared it should be cleaned
and disinfected after each use.
5. Ensure the mask fits correctly and all parts are in good working order.
6. A mask must be inspected for damage before use and whenever it is cleaned. Defective
respirators must be discarded or repaired
7. Waste handlers must store their protective respirators in a place free from dust, sunlight,
extreme temperatures, and moisture so that the face mask is not damaged.

9.1.4 Protective Footwear

Purpose:
Waste handlers should be provided with protective footwear to protect from falling debris,
potential bloodborne pathogens contained in medical waste, and
occupational heat exposure.

Basic performance specifications:


1. Made from cut-resistant materials.
2. Slip-resistant sole.
3. Puncture-resistant sole.
4. Protective against minimal impact.

9.1.5 Hardhat

Purpose
Each affected employee is to wear protective hardhat when working in areas where there is
a potential for injury to the head from falling objects

Hardhats which comply with EN 397 standard (or equivalent) should be provided to waste
handlers.
9.2 VACCINATION

Waste handlers should be vaccinated with the vacinations of hepatitis A, hepatitis B and when
required, tetanus.

10. WASTE MANAGEMENT MONITORING

Waste generated in all project activities, waste types, waste quantity shall be obtained dailybases and
these informations shall be reported to Project HSE manager in each month. All informationabout
waste management shall be monitored with the monthly waste monitoring form (See attached D) With
this monitoring system, all waste generation sources shall be monitored, all waste types and waste
quantities shall be obtained. A database shall be provided with these informations to develop actions,
plans, procedures, trainings and etc; These actions shall provide new datas to minimise waste
generation, increasing recycling and reusing of wastes.

HSSE DEPARTMENT REPRESENTATIVE will regularly monitor waste storage, segregation, transfer
and disposal facilities. He will also ensure a high standard of house keeping and good material storage.
Work areas shall be inspected by HSSE Department representativeon an informal ongoing basis to
verify compliance of WMP. Any non-compliance shall be rectified immediately. An investigation may
be instituted, depending on the nature and/or frequency of occurrence of the non compliance.
In addition, daily inspections will be conducted by HSE officer. Any concerns identified will be
immediately brought to the attention of the relevant Site management for appropriate action. HSSE
DEPARTMENT REPRESENTATIVE have the authority to suspend operations, if inadequate actions
have been taken.
A weekly Site tour will be conducted by a team comprising Site Manager/ Construction Chiefs and
individual Construction Site Supervisors, and HSSE DEPARTMENT REPRESENTATIVE as
appropriate. Inspections shall be supported by checklists and inspection report forms.

11. WASTE MANAGEMENT TRAINING

All personel shall receive training on waste management. General information shall be given to the
employees in induction training. Detailed trainings and informations shall be provided to the employees
with Powerpoint presentations, toolbox topics and audits.

Waste handlers shall be trained specially on hazards of waste handling, transfer, storage, disposal,
labels-signs. Additionally waste handlers shall be trained on health risks of waste handling, preventive
measures and PPE to be used.
