1. PURPOSE
The purpose of this Traffic Management Plan is to manage and control the movement of vehicles /
trucks, equipment and marine vessels during the implementation of works taking into consideration
the impact to the environment, health and safety and to the adjacent communities.
The objective of this document is to reduce, and ultimately eliminate, the number of traffic incident
and to reduce the impact on the environment and ensure compliance with applicable legal and project
specific requirements.

2. SCOPE
This plan applies to the owned or hired vehicles, barges, vessels and boats and equipment of the
various Parties driving at site areas, visitors etc. during the implementation of work on shore and
offshore during day and night. The Contractor is fully responsible to comply with the contents and
requirements of this TMP. In accordance with the Contract, the consequences of any failure to
comply, any deviation or noncompliance will be at the sole risk and responsibility of the Contractor
without any entitlement to an Extension of Time or Cost as a result thereof.

3. DEFINITIONS
• Employer: The Red Sea Real Estate Company I (TRSDC)
• Contractor: Saudi Archirodon Ltd. (ARCO)
• Boat: Also referred to as speedboat: a small, self-propelled, marine vessel typically used to transport
small pieces of equipment, people, or for other light duties, such as supporting diving work,
monitoring, silt screen deployment, etc.
• Buoy: a marine structure at sea, visible by the floating part, anchored. The buoy can be installed as
navigation aid or can be used to house equipment.
• Bulky or Heavy Load: Soil and Rock Spoil, Pipes for Piling, Structural Steel Components, Pre-cast
items, etc.
• Crane Barge: A typically unmanned marine vessel without own engines, which is used to excavate
at seafloor level, place materials, lift materials or equipment.
• Deck Barge: An unmanned marine vessel without own engines, which is used to store material on
deck, such as rock fill material in bulk or machinery.
• Driver: is the operator of motor vehicle. The driver sits behind the controls of the vehicle and by
virtue of skill and training, transports cargo and / or people between the two points.
• Hazardous Load: Lubrication Oil, Hydraulic System Oil, Cement, Batteries, etc.
• Heavy Goods Vehicles: Normally seating a driver plus 1 or 2 passengers plus an area/ trailer.
• IMO: International Maritime Organization, a UN Organization with seat in London, which regulates
marine activities in international waters as well as coastal (territorial waters).
• Journey: Travelling from one place to another using vehicle.
• Light Vehicles: Car, pick-up, 4-wheel drive vehicle, weighing less than 2.5 tones, normally seating
a driver plus 1 to 4 passengers.
• Master: Also referred to as captain or skipper. The person in charge of a marine vessel.
• Mobile Plant-Construction Vehicles: All Excavators, Mobile Cranes, Dump Trucks, Loaders,
Drills, Tractors and any equipment used directly in construction activities.
• MVA: Motor Vehicle Accidents.
• Offshore Traffic Control: The traffic offshore is regulated by international rules known as IMO
Regulations. Each vessel has a GPS map with offshore traffic routes, project anchoring locations, etc.
and a VHF Radio. The VHF Channel 71 is used for communication between vessels. The emergency
channel is Channel 16.

• Road: A belt of land or surface of an artificial structure equipped or adopted and used for transport
vehicle traffic.
• Special Vehicles: Vehicles used for special purposes, normally forklift trucks, cranes and man
lift vehicles.
• Superintendent: A person in charge of several marine vessels working in concert with each
other, also referred to as ‘marine spread’.
• Traffic Controller (Flag Man): Trained person will be assigned at specific places has authority
of managing traffic, Allow/reject entry of Cars /vehicles to the area as per rules and instruction
agreed.
• Tugboat: A larger, self-propelled vessel, vessel used to tow barges.
• Vehicle: For the purpose of this plan, a vehicle is defined as an automobile (car / sport or utility
vehicle / pickup truck), a truck, a tractor trailer, or a combination of the above.

5. RESPONSIBILITIES
5.1. Project Director
The Project Director has the overall responsibility for the implementation of this Plan throughout all
project activities by allocating adequate resources and facilities to facilitate the effective
implementation of this plan and ensure this plan is effectively communicated to all relevant
Employees.

5.2. Construction Manager


The Construction Manager is responsible for the organization and coordination of the entire work
detailed in this procedure.
The Project Manager and Construction Manager shall put in place suitable arrangements to ensure
that risk is minimized to both pedestrians and vehicles by ensuring that:
• Pedestrians and vehicles are segregated as far as it is reasonably practicable.
• Heavy and private vehicles are segregated as far as it is reasonably practicable.
• Vehicle routes are planned to avoid collision and congestion.
• Barriers are provided where needed for setting of boundaries on both sides of the streets.
• As far as possible, reversing of vehicles will be avoided.
• Traffic road signs and safety signage are in installed as per route plan.
• Adequate parking and off-loading/storage areas were provided.
• Materials coming in and out the project site, does not damage the surrounding environment.
• Construction plant and equipment brought into the project site are fit for purpose and in good
operating condition.
• Offshore safe navigation channels are identified, and these are communicated to the Vessel Masters.
• Navigational aids are installed, where necessary.
• Project anchoring and mooring locations are identified.

5.3. HSE Manager


The HSE Manager has been designated as the Responsible Person on this Project with respect to
monitoring the day-to-day management of Health, Safety, participating in the follow-up and close-
out of corrective actions that arise from operational activities, meetings, incidents, emergency
exercises, inspections or audits that take place within his area of responsibility.
He and his team, as applicable, have the following responsibilities:
• To maintain regular and effective liaison with all levels of management in the Project, the Employer
and Employer’s Assistants and the local authorities.
• To establish and implement environmental measures for soil contamination prevention and control
or air emissions.
• To ensure that this procedure is implemented.
• To report and investigate traffic incidents and layout corrective actions to prevent recurrence.
• To develop Project’s HSE Training Plan and ensure that all personnel attend the site HSE induction
program and all other specific training modules.
• To perform regular inspections on Archirodon workforce and Archirodon subcontractors and report
non-compliance to the Project Director.
• To ensure that a system to record, assess and monitor potentially hazardous substances brought to
site is in place.
• To assist and advice all the members of the Project management team to work safely.

• To review Risk Assessments (RA) and Job Safety Analysis (JSA) and otherwise assist the
construction section and others as necessary to develop and maintain safe working procedures for the
effective control of site and associated office activities.
• Providing technical advice and support to Contractor’s operations, including design, procurement,
human resources and administration, Project management and execution, etc. at Project level.
• Provide guidance, induction and training to all site staff with respect to Project HSE related aspects.
• Assisting personnel to identify problems and potential or actual non-conformances and to assist in
proposing corrective and preventive actions.

5.4. Transportation Foreman


The Transportation Foreman will be appointed by the Project Director, he shall have an experience
in managing onshore transportation.
It is the responsibility of the Transportation Foreman to enforce the Traffic Management Plan, rules
and arrangements to control transportation on the project including those of subcontractors.
The Transportation Foreman is responsible to:
• Implement transportation protocol and policies of KSA Traffic rules and TRSDC, implement this
procedure and develop additional procedures in necessary, vehicular incident investigation,
assessment of reports, and submission of recommendation to Admin Manager for appropriate action.
• Act as the single point of contact for all transportation related matters for the project.
• Coordinate with the Contractor Administration Department in acquiring of vehicle registration,
insurance, driving license.
• Ensure that drivers / operators carry out the required vehicle inspections and report all defects.
• Plan journey for daylight hours if possible; if the vehicle must be driven at night, consider road and
weather conditions and length of trip before the vehicle leaves for that journey.
• Ensure awareness of the intended route and security issues and the identification of any security threat
and hazards.
• Ensure that vehicles are in good condition by keeping a record for preventive maintenance.
• Shall be fully aware of all routes, hazards, security threat and condition that are likely to be
encountered on journeys.
• Check hours and timing to ensure drivers do not work beyond the authorized driving hours
• Ensure that the driver has undertaken their daily checks and reported any defects.

5.5. Marine Logistics Manager / Marine Superintendent


A Marine Logistics Manager / Marine Superintendent is an experienced and competent person that
will manage the movement the Contractor’s Marine vessels in accordance to TRSDC requirements.
The Marine Superintendent has the following responsibility:
• Directs vessel masters within the spread using VHF Radio.
• Ensures that his crew is educated with the HSE rules and fully comply with them.
• Conducts pre-task meetings and toolboxes in order to ensure that marine foremen and their assistants
are well informed and capable for their tasks.
• Ensures proper utilization of equipment and manpower.
• Monitors works and ensures that they are executed in a safe manner and as per site requirements.
• Monitors personnel performance (i.e. evaluation, training, etc.).
• Ensures that equipment have proper housekeeping, are tide and clean. Proper maintenance to be in
place as per company policy and to inform workshop foreman for any damages and or foreseen
problems.
• Positioning of various marine equipment.

• Guides and assists technically the seamen to perform the usual marine activities, such as towing,
mooring, anchoring, bunkering etc. Coordinates with auxiliary equipment for the execution of the
tasks.
• Ensures all the supporting systems of the barge (electrical, radio communication, laundry water, WC
etc.) are in good working condition and assigns the respective technician to the task.

5.6. Vessel Masters


Vessel Masters, Barge Masters, Captains or Skipper are experienced Seamen in charge of a marine
vessel. Responsibilities of vessel masters are substantial and include those related to safe traffic.
These particular responsibilities are:
• Follow IMO regulations with regards to marine traffic.
• Communicate with other vessels in the area and with the marine foreman / superintendent to
coordinate traffic, this is in particular so during simultaneous operations.
• Follow instructions from the respective marine foremen / superintendent in charge.
• Follow Project requirements with regards to traffic routes, anchoring and mooring requirements.

5.7. Drivers
• Shall receive HSE induction/orientation on their responsibilities.
• Drivers shall hold a valid SAG driving license at all times before operating any motor vehicle.
• Conduct daily vehicle pre-start inspection and preventive maintenance check / and post trip vehicle
inspections.
• Wear seatbelts throughout the journey and ensure that passengers wear the seatbelts.
• Follow the KSA Driving Policy.
• Receive a defensive driving training.
• Notify the Transport Foreman if he is unfit to drive.
• Instruct the passengers on the safety and emergency requirements.
• Follow traffic signs and speed limits both on site and off site.
• Ensure that loads are properly secured before departure.
• Ensure that regular preventive maintenance is conducted on the vehicle.
• Comply with the speed limit which is 40/30/20 KPH on project site unless otherwise directed
• Responsible for transporting materials properly and ensuring that a load does not exceed the
manufactures design load capacity. All loads must be properly secured and tied off. Materials shall
not extend over the sides of the truck.
• Shall not transport unauthorized persons in Project or Subcontractor vehicles. The transport
supervisor is responsible/authorizes to transport the people to the job site.
• Shall not transport any person if there is no seat specifically fitted for that sole purpose. (no standing
is allowed)
• Comply with the TRSDC Driving Policy and 7 Golden Rules for Safe Drive and reports to Transport
Foreman the non-compliance.
• Drivers are not allowed to use mobile phones while the vehicle is in motion. The driver must find a
safe and legal place to stop and take or make calls with the engine switch off. This includes the use
of hands-free units.

5.8. Flagmen (Traffic Controller)


• Flagmen are located at traffic critical locations, such as junctions, T-junctions, or where vehicles
regularly reverse, to coordinate traffic.
• Flagmen will wear high visible clothing and use coloured flags or coloured light rods at night to
communicate with vehicle drivers and equipment operators.

• Flagmen will observe the traffic flow and identify when dangerous situations will occur, if traffic
continues without interference.
• Flagmen will indicate with raising a green flag to driver when it is safe to drive and with raising a
red flag, when to stop.
• Flagmen will pay particular attention to vehicles reversing and to pedestrians.

5.9. Passengers
• Do not distract the Driver’s attention by talking with him, except if necessary to bring driver’s
attention in the case of exceeding speed limits or other road related dangers.
• Travel only in the vehicle’s provided seats (standing will not be allowed).
• Not smoke on board of the vehicle.
• Wear seat belts and other PPE as required (when out of the vehicle).
• Reinforce good driving behaviors.
• Not interfere or distract the attention of the driver.
• Know and obey emergency procedures.
• Advise the driver of safety concerns and unsafe behavior.
• Follow the designated route as planned by the travel coordinator. In case, route must be changed
Transportation Foreman shall be informed.

5.10. Staff Driving Company Vehicle


All staff driving company vehicles shall:
• Adhere to KSA traffic rules and regulations, TRSDC & ARCHIRODON requirements and safe
driving instructions.
• Report near misses and incidents including minor collision to Transportation Foreman /
Administration.
• Ensure that he is authorized by the company to drive company vehicles.

6. PROJECT PREVENTABILITY / NON-PREVENTABILITY GUIDELINES


All Motor Vehicle Accidents (MVAs) should be considered preventable if any of the following basic
safe driving and parking habits were not followed:
• Complying with existing Saudi Arabia Government traffic laws, signals and signs, and complying
with TRSDC driving rules.
• Conceding the right of way.
• Driving defensively, anticipating hazardous situations, and taking appropriate action to prevent an
accident.
• Concentrating on the driving job.
• Being courteous to others.
• Having control of the vehicle at all times.
• Parking properly in designated parking areas where they exist; when parking areas are not designated,
parking where other vehicles are not likely to strike the parked vehicle.
• MVA is considered preventable if the requirements of this Traffic Management Plan are followed.

6.1. Golden Rules for Safe Driving


All drivers and passengers must apply the 7 Golden Rules specified below as the top priority for their
journeys and shall ensure that their journey companions abide by these rules.

1. Conduct Pre-Trip Vehicle Check


The driver must conduct pre-trip vehicle check with an appropriate checklist and ensure every item
on the list is verified before departure.
2. Do not drive unless all passengers are wearing seatbelts
Driver and passenger must wear seatbelts at all times while in the cars. It is the driver responsibility
to ensure and confirm all his passengers wear seatbelt before he starts driving.
3. Do not drive exceeding the posted speed limit and drive in a safe manner.
Driver must comply with the speed limit stipulated by TRSDC. Drivers must reduce speed taking
into consideration of such conditions as pedestrian lanes, curves, limited visibility due to corners,
buildings and inclement weather condition. Passenger’s responsibility to remind the driver to drive
safely and to report unsafe manner of the driver.
4. Never use mobile telephones while driving.
Driver must not use a mobile phone while driving. Mobile phones also include hands-free phone or
two-way communication radios. Drivers shall bring the car to a complete and safe stop before
initiating or answering a call.
5. Do not drive if unwell or lack rest.
Drivers shall inform their Supervisor if they are not feeling well or feel tired. Do not drive when
feeling tired or dozy. If a driver feels tired and feels his conditions may affect his driving, he shall
decline to drive.
6. Do not drive at night except as authorized.
Drivers are not permitted to drive at night or at dawn or dusk without the authorization by the Project
Management. Unless otherwise authorized, trip shall be planned and ensure that lightings of the
vehicle are working.
7. Warn drivers of safety concerns and unsafe behaviour
It is the responsibility of the passenger to warn drivers of their concern regarding situations or
behaviour affecting driving safety. Passenger shall remain alert at all times to conditions inside and
outside of the vehicle and shall warn drivers accordingly. Such situations shall include problems
related to the behaviour or condition of the driver and of the vehicle as well as road conditions,
potential obstacles, actions of other vehicles on the road and other hazards.

7. PROCEDURE ONSHORE
7.1. General requirements
• Drivers shall bring in their possession their valid SAG license at all time.
• Vehicle registration, insurance copy, emergency contact numbers shall always be available on the
vehicle.
• Heavy vehicles, construction equipment, and other mobile construction equipment shall undergo and
pass Third Party Equipment inspection.
• Light and heavy vehicles, construction equipment shall be in good condition and should undergo
periodic preventive maintenance.
• Dust control by means of water suppression shall be implemented at least twice a day to minimize
the generation of dust due to vehicle movement.
• The route map of delivery trucks that will transport the aggregates and armour rocks will be
established taking into consideration the obstructions (bridges and overhead cables), weight
restrictions, sensitive locations and speed restricted areas.
• For safety reasons the coastal road will only be used by light vehicles and not for the transport of
materials and equipment.

• Near misses and vehicular incident shall be reported immediately.


• Vehicles shall be equipped with standard emergency devices (e.g. fire extinguisher, early warning
device and tools necessary for changing tires).

7.2. Mapping of transport routes to site


A survey was conducted to establish the data for transportation route of personnel and materials
within the project boundaries and from the quarry areas. Offshore transport routes are contained in
Appendix B.

7.3. Journey Management


The Contractor Journey Management system is a process that incorporates the conducting of a risk
assessment to identify major hazards and ensure that the journey and the risk are assessed, verified
and an action plan is implemented and monitored to address these hazards.
To aid this process driving tasks are classified as Routine or Non-Routine.

7.4. Routine driving task


“Routine Driving Tasks” are defined as routine and repetitive driving tasks associated with minimal
travelling distance, familiar terrain and low residual risk. This routine driving tasks are those within
site, and between Umluj town and site, some 70km in distance.
It is the responsibility of the HSE Manager to identify the routine driving tasks and record them. This
should be a team-based activity recorded for information and use of all site management.
Information and instructions about routine driving ways shall be delivered to workforce through
paper sheets and dedicated Tool-Box Talk.

7.5. Non-Routine Driving Task


“Non-Routine Driving Tasks” are defined as driving tasks associated with an elevated risk through
extended travel distances, unfamiliar environment and unfavorable road/weather conditions.
All trips that are not classified as “routine driving tasks” will fall under this classification and will
follow the planning procedure described in section below.
The Contractor and its Subcontractor will utilize the paper format Journey Management Plan – JMP
(refer to Appendix C) for proper journey assessment.

7.6. Planning for Non-Routine Driving Task


ALL non- routine journeys shall be managed in compliance with the following principles:
• Managers/Line Supervisors shall challenge the need of the trip, seek alternatives means such as video
conferencing etc. to minimize road exposure.
• Supervisors/Transport Foreman shall challenge the timings, can loads/journeys be combined to
maximize vehicle use and to minimize exposure.
• Drivers shall participate to assessment to identify and assess potential hazards and any special
equipment required i.e. desert safety box.
• Plan of the journey:
o Timing – complies with night driving restrictions and allowable driving hours.
o Identify routine communications (who contacts who, when).

o Identify the authorization procedure for the journey to commence – all journeys must be
authorized.
o Identify loading procedure and supervision requirements.
o Identify pre-departure checks – vehicle and load checks, documentation carried, special
equipment per above.
o Identify any special speed limits requirements.
o Inspect road conditions, as far as this is possible.

7.7. Journey Authorization


All journeys to/or within Project areas are subject to journey management conditions and, if Non-
Routine journeys, to relative authorization from the Contractor Project Management.

7.8. Drivers Working Hours


• No drivers shall work any more than a 12-hour shift in total.
• There should be no more than eight hours driving within the 12-hour shift.
• Drivers are required to stop and rest for 15 minutes after each period of driving for 2.5 hours.
• When off-duty, drivers must take a minimum of twelve hours uninterrupted rest between shifts. This
includes drivers changing from day shift to night shift, or vice versa.
• Off-duty rest shall not be taken in the cab of a vehicle unless the vehicle is so equipped i.e. sleeper
birth.
• Taking rest under or behind any part of the vehicle is not permitted.

7.9. Pedestrians and Vehicles


• A separate Entry & Exit gateway for vehicle and pedestrian shall be provided where it is required.
• Stop signs or warning devices will be provided at the site exits to make sure drivers can see the
pedestrians before driving out onto public roads and project site roadway
• Crossing points and cross roadways shall be provided with sign and light / reflective during night
time
• A designated parking area shall be identified and used. The location of parking area is subject for
TRSDC Approval.
• Turning areas will be provided to avoid the need to reverse.
• Speed limits will be enforced as necessary. These limits will be agreed with TRSDC before
implementation.
• Personnel at site shall wear high visibility vest
• At the site offices, walkway for personnel shall be isolated by providing barriers or cones

7.10. Hazardous, Oversize and irregular Loads


• Drivers will be briefed about the safety precautions required to transport any Hazardous load.
Hazardous loads shall be carried in accordance with the guidance from the Transportation Foreman
and in compliance with any local regulations. Any necessary signs etc. are to be in accordance with
relevant statutory requirements. The appropriate documents shall be available in the vehicle’s cab,
including a current copy of the manufacturers MSDS. Loads on vehicles shall be adequately secured
and the vehicle shall not be overloaded at any time.
• All vehicles carrying flammable loads i.e. refuelling vehicles should have bonding / earthling cables
for use during road tanker to plant refuelling and filling operation.
• When there is need for transport of oversize and or irregular loads, Transportation Foreman will give
guidance and specific instructions. Signalmen and or escort vehicles will be used whenever there is
need for partial or full possession of the opposite direction lane.
• Dedicated service vehicle/transportation shall be assigned intended for hauling of materials.

• Materials shall be loaded and secured to prevent from sliding, shifting or falling. Inspection shall be
carried out prior to moving the vehicle to ensure that the load is properly secured.
• Load securing equipment (e.g. ropes, chains, chocks, straps, wire) shall be visually inspected before
use to ensure that it is free of defects and in good operating condition.

7.11. Reversing Vehicles


Heavy vehicles and equipment moving in reverse shall be guided by a competent signal man. Reverse
parking. For light vehicles at offices (with sign posted) including emergency vehicle /fire truck will
be implemented.

7.12. Minimizing Vehicles Movements


To control the number of vehicles that moves in the project area, below instructions will be
implemented:
• Only vehicles approved by TRSDC and with Project Entry Pass sticker will be allowed to enter the
project area. Vehicles without entry pass sticker shall be parked outside the site. A designated parking
area for this purpose will be provided.
• Staff vehicles will be parked at the site parking area only. Only operational vehicles will be permitted
to roam around the workplace to deliver materials and to transport personnel.
• Vehicles can load and unload passengers only on the designated loading and unloading points (to be
identified).
• Barricades and signs shall be installed where entry of vehicles is prohibited
• Vehicle shall only travel on designated roads.

7.13. Vehicle Regulation


• Transportation Foreman shall ensure that drivers are advised of, become familiar with, and abide by
the KSA traffic regulations, applicable to the site and surrounding area.
• The number of passengers of the vehicle may not exceed the seating capacity of the vehicle. Vehicle
may not be refuelled on site except via an approved site supply or refuelling vehicle. All vehicles
shall be parked correctly and/or in a designated parking area.
• Parked vehicles shall not obstruct other vehicles, roadways, access ways or fire hydrants.

7.14. Vehicle Condition


The driver is responsible for inspecting a vehicle before operating it to determine if the following are
present and in a satisfactory condition. The Form “Daily Checklist - All Vehicles” in Appendix D
should be completed before that start of journey.
Below are the general conditions that will be consider in checking the vehicle/equipment.
• The vehicle number and license plate (front and back) must be in place.
• All heavy equipment / trucks must be fitted with reverse alarm, and revolving amber light; equipment
to be in good working order.
• A reflective early warning device should be with the vehicle. Windows and windshield must be clean
and free of cracks or any other damage.
• The glass must be in good condition. The windows must open and close properly.
• All lights (high and low beam headlights, taillights, dash lights, stop lights, turn signals, and the rear
license plate light) must be in working order.
• When fog lights and clearance lights have been installed, they must be in good working order.
• All brakes (foot and hand brakes) must be in good working order. Check the foot and hand brake
mechanism for correct operation.

• State of the tyres will be assessed and replaced if considered non road-worthy, specifically in regard
to baldness.
• The automatic transmission must be in good operating condition and should shift into the parking
position correctly.
• Springs and shock absorbers must be in good condition with no alignment or control problems.
• There should be no excessive movement of the steering wheel, and no signs of damage.
• Make sure the wheels are not blocked or out of alignment, and wheel lug nuts are in place and secure
on the rim.
• If the vehicle is fitted with a trailer, the coupling must be intact and working correctly.
• The trailer should have a safety coupling chain, rear brake lights, turn signals, taillights and rear
license plate lights.
• Make sure that the inside and outside rear-view mirrors are clear, adjusted, secured and undamaged.
• Check that the wind shield wiper blades are in good condition and operate properly. Inspect the rear
window wiper if fitted.
• The windshield washer should work properly, and there should be water in the washer container.
• The speedometer should be in good working order.
• Test the exhaust system by starting the engine of the vehicle, listening for sounds, and spotting any
leaks associated with it.
• The tail pipe emissions should be released from a point where they do not directly come into contact
with the driver of the vehicle or its occupants, thereby causing any adverse health effects to any of
them.
• A properly inflated spare tire with a jack and tire wrench must be provided.
• The tire wrench should be the correct size to fit the wheel nuts of the vehicle.
• Check the following fluids for leak and proper levels, especially in hot weather:
✓ Radiator coolant
✓ Oil
✓ Brake fluid
✓ Transmission oil
✓ Distilled water for the battery.
• Company vehicles should be cleaned at least once per week.
• The driver should check the radiator coolant level, only when the engine is cool. Fluid should be
added to the level mark on the overflow expansion tank only.
• The vehicles horn must be operational. Each driver must conduct a vehicle inspection whenever
taking charge of a vehicle.
• Loose materials are to be kept out of the driving compartment. Do not place materials (hard hats,
boxes etc.) on rear window shelf.

7.15. Routine maintenance and inspection


Regular routine maintenance of Contractor vehicles will be accordance with the vehicle
manufacture’s recommended schedule. All equipment/vehicles shall be maintained in good
mechanical/roadworthy condition and all safety features shall function as designed.
All vehicles shall receive at least monthly maintenance by a qualified mechanic or at a qualified
workshop or agent with records reserved for inspection; records of such maintenance shall be
maintained. Inspected/serviced equipment/vehicles will be affixed with a color inspection sticker in
an appropriate visible place.
All vehicles will be maintained to minimize excessive exhaust emissions. Exhaust emissions must be
clean with no visible black smoke. All internal combustion engines will be suitably serviced and
maintained to reduce pollutant emissions to an acceptable level.

All records will be sent to TRSDC as compliance evidence of required maintenance.

7.16. Driving conditions


• Driving in fog, dust or reduced visibility
When fog or reduced visibility is encountered during a journey, speed should be reduced to allow a
safe breaking distance to be maintained. Light should also be switched on, especially front and rear
high intensity lights. Do not use the full beam, as the light will be reflected from the fog droplets
resulting in further diminished visibility.
• Driving in rain
If rain is encountered, then speed should be reduced. Stopping distances are significantly increased
by wet surfaces and therefore the distance between vehicles must be increased. Lights should be
switched on and overtaking should be avoided. General rule is to maintain a 2 second gap between
each vehicle, but this should be doubled in wet weather
• Sand on the road
Drivers may encounter a buildup of windblown sand on some roads and they must be alert to these
conditions. Speed must be reduced to prevent potential loss of control and to give more time to take
safe evasive action.

7.17. Speed Limits


Drivers shall follow the speed limits signs and maintain the speed. Drivers shall obey all traffic signs
at junctions marked by “STOP” sign, the vehicle must be brought to a complete stop regardless of
the presence or absence of traffic. The maximum speed will be 60 km/h at Main off road and to be
reduced gradually to reach 40 km/h and then 20 km/h at working areas.

7.18. Noise related requirements


• Operators shall be instructed to use horns or other signaling devices that produce a sound sufficiently
loud to serve only as a danger warning, and not for any other purpose.
• Regular maintenance should be conducted to ensure that all plant and equipment employed on the
project complies with the relevant noise limits that apply to that equipment. Particular attention
should be given to the exhaust systems on engines.
• Equipment’s shall be turned off when not in use.

7.19. Air Emissions related requirements


• Employees responsible for Contractor cars, vans and trucks shall similarly ensure that they are
serviced at the intervals specified for their vehicle. If any emissions of dark smoke occur (except
during start up) then this machinery should be stopped immediately and rectified before it can be
used again.
• Undertake regular maintenance of construction equipment and comply at a minimum with
manufacturer specifications on equipment maintenance and servicing.
• No vehicles or plant should be left idling unnecessarily.
• Visual monitoring shall be conducted on a daily basis at start up and during operation by operators
to identify actual or potential exhaust system deficiencies. If deficiencies are observed the operator
shall notify the workshop manager immediately.
• Employees responsible for equipment or vehicles shall ensure that they operate it at optimum rated
loads.

• All construction equipment will be Original Equipment Manufacturer (OEM) compliant in


accordance with Manufacturers specifications.
• Large earthmoving equipment’s will comply with Standards on Emissions from Mobile Sources
Saudi Arabia 2012.
• All marine vessels to be MARPOL compliant for air emissions and utilize low sulphur fuels, in
compliance with IMO-MARPOL regulations due to enter into force on1 January 2020, or will operate
with an exhaust gas cleaning system that reduces sulphur oxides to the equivalent emission levels.

7.20. Spill related requirements


• Operators shall visually inspect their equipment on a daily basis for any leakages in hoses or
connections as well as shutoff devices.
• Any spillages shall be collected and disposed according to applicable waste disposal procedure.
• Pollutant spill response kit shall be stored and available in the Lubrication vehicle.
• All vehicles and equipment shall be kept in efficient working order and good maintenance conditions.
• Re-fuelling and servicing of vehicles and equipment (oil changes), to the extent practicable, shall be
restricted to the designated refueling or service areas. In the case this is not possible then:
o Select a location that is safe in terms of position (not on-site traffic routes)
o Refuelling shall not take place within 30 m of any hot work activity
o Fuel tanker and receiving vehicle shall not be parked on less than 100 m from the shoreline
o Place retention tanks or drip trays below the terminals and on-line connections (e.g. drum taps,
fuel hoses etc.) to collect drips and leaks.
o Coupling shall be appropriate, shut off valves easily accessible.
o Properly connect delivery pipes. Ensure the integrity of all terminal and in-line connections;
• Plants/equipment shall not be operated beyond the design values;
• No refueling or vehicle maintenance should take place within 100 m of the coast.
• A refueling method statement shall be developed for land-based operation vehicles.
• SDS for all chemicals that may be used will be available within the vehicle / vessel.
• Any chemical that may be used will be bunded appropriately and stored in secondary containment
• Contractor to ensure all construction equipment is Original Equipment Manufacturer (OEM)
compliant in accordance with Manufacturers specifications.

7.21. Dust related requirements


• Fine water spraying should be done in high traffic areas and should be conducted at a frequency to
keep the surfaces moist.
• Trucks should be sheeted on-site during the transportation of friable construction materials, spoil and
potentially wind-blown material. Outside transport contractors should be required to comply with the
applicable regulations governing open-bodied trucks hauling sand, gravel or soil between on-site and
off-site areas. Loads should be fully covered.
• Should problem areas arise which result in excessive dust generation on site, individual workers
should be required to notify their supervisor to facilitate the appropriate response.
• Suitable haul roads shall be constructed for use within the site if practical. These roads shall be
suitable compacted to provide adequate support for the project mobile equipment. Road base rock or
gravel may be used where necessary.
• Transportation vehicles shall keep to designated roads only and they shall avoid sudden braking and
maneuvers.
• The set speed limit shall be followed.

7.22. Training and Communication


Prior to working at site, Contractor, Subcontractor and Vendor employees that will drive vehicle
(light & heavy) shall attend

• HSE Orientation
• Defensive driving orientation
The Traffic Management Plan will be communicated to the Contractor employees that drive a vehicle
through in-house training and site briefings. The Record shall be maintained in a separate file in the
HSE Department office.

7.23. Incident Reporting/Investigation


A system for reporting and investigating vehicle incidents shall be in place. The system shall ensure
that:
• Drivers of the vehicles shall immediately report vehicle incidents, spills whether it occur on-site or
off-site. This notification shall be made by the timeliest and appropriate means (e.g. cell phone,
telephone, messenger, etc.). TRSDC shall be notified immediately.
• Drivers shall not leave the incident site unless there is emergency need. Drivers shall take necessary
precautions at the scene to prevent additional incident.
• In case the incident occurred off-site, the driver should coordinate with local traffic police and report
company representative, ensure that police report was obtained.
The process of the emergency procedure related to land and marine transportation will be detailed in
a separate document “Emergency Response Plan” that will be submitted to TRSDC for approval.

7.24. Traffic Flow Plan


Traffic Flow Plan for onshore is included in Appendix A. It will be updated according to site changes
and needs.
The temporary access route is detailed in Appendix B.
It shall be updated also when construction activity requires more vehicle movement to and from
construction site such as construction materials delivery, equipment movement and transportation of
personnel to and from various contractors from camp to worksite during peak time.

7.25. Traffic Controller


Trained flag men will be assigned for traffic control as required. All will be under direct supervision
of Site Supervisor & HSE. They will have the full authority to allow/reject the entry of the vehicle
accordingly. They will all be in continuous communication using whistle / flag / mobile for traffic
control as required. They will be provided with the approved vehicle list of all contractors.

7.26. Coast Guard Clearance


All personnel, equipment operators, vehicles drivers, etc. must be declared to the Coast Guard prior
to arriving to site. A list (in Arabic) containing the name, designation, iqama number of each of the
personnel must be prepared ahead and submitted to TRSDC to forward it to the Coast Guard.

7.27. Disciplinary action


Each employee who reports to the site for work shall be given a safety orientation. The site safety
program will be explained, and safety responsibilities clearly identified. Discipline measures shall be
administered in a fair and non-discriminatory manner. Disciplinary actions, including instruction for
improvement to an individual, shall be documented in that Individual’s personnel file. Violation of a
project safety rule shall be promptly corrected. TRSDC driving violation policy requirements will

apply. If necessary, retraining shall be accomplished. A written warning shall be documented by the
Administration with copies issued to
• The individual
• HSE Office
• Site Manager
This written warning applies to Sub-subcontractor personnel also safety violation by an individual
will be cause, that individual to be written warning and Re-induction and necessary training shall be
conducted before re-engage work. Third safety violation committed by the same individual will result
in this individual being terminated for cause and not eligible for rehire on the project. Third Traffic
violation will be suspended driving at site premises. Persons unintentionally violating safety rules,
thereby being responsible by their actions for accidents causing serious near misses, personal injury,
death, or damage to property, may be suspended from employment pending the outcome of a full
investigation of the incident. The results of the investigation will be a factor in determining whether
the individuals involved will be terminated for cause, disciplined otherwise, or returned to regular
work status.

8. MARINE TRANSPORTATION
The routes that will be followed by the vessels are contained in Appendix B.
8.1. General requirements
• Route that will be followed by the vessels in accessing the island shall be established and marked
with buoys.
• The movement of the transportation boat shall be confined only at the established route.
• The speed of the marine vessel shall be at the minimum to minimize the impact on the marine fauna
and flora.
• Anchoring of the vessels shall be only at the designated area. The anchoring area shall be detailed in
a specific Method Statement for Vessel Anchoring and Mooring.
• Areas with sensitive habitats such sea grass and mangrove are not to be used for anchoring. Areas of
sea grass and mangrove are usually visible as dark patches on the seabed. Damage from an individual
anchor can potentially set off progressive sea grass and mangrove loss over a wide area.
• Contractor and all its Subcontractor that will access the islands will be fully equipped with proper /
approved Personal Protective Equipment (PPE).

8.2. Marine Environmental Preservation and Protection


The transition from offshore waters, through tidal areas to islands and the mainland provides us with
a fascinating cross-section of habitats within a very varied ecosystem.
Several habitats for example mangroves, coral reefs and sea grass beds are of the highest importance
to biodiversity in this area and several rare and endangered species are found within this area.
The pollution of waterways can spoil not only the environment but also boating and other on-water
activities. Recreational and commercial boaters have a responsibility to properly dispose of vessel
waste.
The Contractor will ensure strict adherence to the Project rules and regulation.

8.3. Sewage Disposal


It is illegal to discharge raw sewage into waterways, see also TRSDC No Discharge into the Lagoon
Policy. Treated sewage should never be discharged in inland waterways, coastal lagoons, marine

parks or aquatic reserves, marinas, anchorages, swimming beaches or aquaculture sites. Sewage will
be disposed of onshore in accordance with the Umluj Local Authority Permit requirements by a
permit authorized waste management company, see Waste Management Plan.

8.4. Disposal of Waste


It is illegal to pollute waterways in any way. Environmental practices on and around the water shall
be applied to preserve waterways. All rubbish on board the boat shall be collected and dispose of it
properly ashore in the Umluj area using a permitted waste management company, see Waste
Management Plan.
Bilges shall be kept clean to prevent pollutants being discharged overboard. Remove the boat from
the water and clean it in places where debris can be captured and disposed of properly.

8.5. Aquatic Biosecurity


Contractor will use only dedicated channels for boating and will take all proper preventive
measures to minimize the impact of boating on the sea grasses and mangroves and other
marine habitats.
Contractor will avoid introducing pests and disease which pose environmental, social and economic
threats by impacting the natural balance of aquatic flora or fauna.
Boat drivers shall inspect regularly all parts of the boats.

8.6. Protected Aquatic Animals


Vessel/boat operators must keep an active lookout to avoid harming of all native mammals, birds and
reptiles (protected in the area). Protected aquatic animals include whales, seals, dolphins, turtles, as
well as a variety of water birds. The main preventive measures are the use of Protected Species
Observer, Speed restrictions, avoidance of collisions, reducing noise exposure and soft-start / halting
works when protected species enter exclusion zones. For full details, refer to the Protected Species
Management Plan
All vessels (powered and un-powered) must stay at non disturbance/safety distance from animals and
water birds. Protected species observer or marine mammal observer will be on-duty whenever vessels
are moving or marine equipment is operating.

8.7. Boating safety requirements


8.8. General safety
• Boats will be operated only by authorized personnel.
• Be alert to possible riskier situations while boating.
• Always operate the boat at a safe speed; stay within the speed limits.
• Vessel speed limits are set to:
o 7 knots
o 4 knots within 200m of the shoreline or in water depth of less than 2m
o 2 knots whilst towing
to ensure reduction of noise and to reduce the risk of collision with a marine mammal
It is not allowed:

• Overloading the boat/vessel/barge/landing craft because it can contribute to capsizing or swamping


of a vessel. It is mandatory to:
o Never load the boat with passengers or materials/equipment beyond its safe carrying capacity.
Too many people or too much gear can cause the boat to become unstable, resulting in capsize or
swamping.
o Always balance the boat to maintain proper trim and use the boat / vessel’‟s Safety Label or
manufacturer’s plate to determine the maximum number of persons you can safely carry in calm
weather or the maximum weight allowed.
• Stow heavy items in the boat
• Crossing bars, and high risk of capsize or swamping.

8.9. Lifejackets
Lifejackets are the single most important safety item on any boat and there should be one available
for each person on board.
It is mandatory to:
• Take on board lifejackets for all persons
• Wear always a lifejacket when on board.

8.10. Check weather and local conditions


Before going out on boat, vessel master will check the weather forecast information. Stay alert to
weather conditions; HSE Department will monitor the Meteorology for any severe weather warnings
issued and inform, amongst others, Marine Foremen / Superintendent and Construction Manager.
Stay ashore if warnings are current or the weather appears doubtful.
Verify local knowledge of boating areas; this applies to both boating on the open waters or on
channels. Conditions on channels may be affected by low water levels (mangrove areas).
Basic things to take note of when planning the boating trip:
• Current warnings for the boating area
• Weather conditions affecting safe navigation
• The wind trends
• The wave conditions
• Prevision of the next high and/or low tide

8.11. Check of the craft and safety equipment


• Check the craft thoroughly in all respects before heading out on the water.
• Make sure that the boat/barge/landing craft is appropriate for the weather conditions.
• Check the motors are running properly. Do not set out until any engine trouble has been fixed.
• Check the fuel; the boat should have enough fuel for the return trip plus a margin of at least 50%. If
necessary, store fuel reserve below deck.
• Check if all safety gears are in good condition and ready for use. Store lifejackets in proper way on
board and check distress flare; if it has expired will not do the job it was designed for/to help save a
life.

8.12. Keep in touch / Use of Radios


Complete the Journey Management Plan (Appendix C) with the following:
• Vessel/boat details.
• The number of passengers, type of load and weight

Radios are compulsory for all boat/vessels operating out at sea and are mandatory for anyone
proceeding offshore. They provide a means of advising shore stations of itinerary, checking of
boating weather conditions and navigational warnings. Also are used to making distress calls, alerts
which can be picked up by other vessels in the area or by shore stations. Communication shall be
held through handheld radio VHF through Frequencies #71 and #16 (emergency).
VHF & HF radio frequencies provide a wide coverage. The Contractor shall refer to the Coast Guard
the mandatory instructions for VHF frequency use.

8.13. Boat operator certification/license


The speed, at which the boat is driven, and its length and capability determines the type of license of
the marine boat/craft driver. SAG laws and Project Directives must be strictly followed.

8.14. Fire Fighting


All vessels/boats/landing crafts with an electric start motor, gas installation, fuel stove or battery must
carry a fire extinguisher. Fire extinguishers carried on board must be appropriate for the type of fuel
carried on the vessel. Additional fire extinguishers may need to be carried if there are several fuel
types onboard or the size of the vessel requires it.
Regular maintenance checks are recommended to ensure the charge indicator is registering in the
green zone. If it is in the red zone, the extinguisher needs to be replaced.

8.15. Fresh Drinking Water


Two liters of fresh drinking water per person must be carried on all boats/vessels operating on any
open waters. The water is kept in a water dispenser and supplied into re-useable water bottles.

8.16. Safety labeling


A Safety Label must be placed where it can be seen by the all persons onboard the vessel/boat. The
label indicates the capacity of the vessel/boat intended as the maximum number of people to be
carried on, the maximum load/weight admitted as well as other important safety information.
The capacity is determined by the manufacturer or, if not specified, by the table on the reverse of the
Safety Label. The maximum number of persons for good weather conditions is shown. A reduction
in the maximum number must be made in adverse weather conditions or when on open waters.

8.17. Sound Signal


It is mandatory to have some means of providing a sound signal, such as an air-horn or whistle

8.18. Waterproof Floating Torch


A floating waterproof torch must always be carried on all vessels and be operational.
A torch is a valuable safety device for signaling, for use as navigation light if poor natural lightning
and when working on the engine. Spare bulbs and batteries should be carried on board.

8.19. First aid kit


A complete First Aid kit shall be kept aboard, appropriate to the size of the boat.

8.20. Tool kit


Although not part of the safety equipment requirements, every vessel/boat should have a tool kit. The
basic items in a tool kit include a spark plug spanner and spark plugs (for petrol engines), small
adjustable spanner, pliers, metal file, wire brush, hacksaw and blade, Phillips head and standard
screwdrivers, spare fuel line, electrical wiring, insulation tape and a can of water repellent.

8.21. Navigation marks and signs


A system of buoys, shapes and lights is used on site to assist safe navigation.
• The shapes and lights used are those that are typically employed in navigation to inform other sea
users of the status of a vessel or to communicate (as a back-up on in the absence of more advance
communication tools, such as VHF radio) with other parties at sea.
• Marker buoys are used to inform sea users of obstacles, such as anchor wires, and no-go areas, such
as shallow coral reefs. Marker buoys are frequently removed by third parties and used for marking
the location of their fishing nets.
Navigation lights are mandatory for all marine vessels, irrespective of whether self-propelled
or not. The lights show the presence of a vessel and provide an indication of the dimensions
of a vessel, its starboard (green light) and port site (red light), thus the orientation / direction
of the vessel can be determined.

Signaling flags are available on all larger tugboats, whereas smaller tugboats, operating exclusively
within coastal waters, do not usually carry and use such flags. The use of flags becomes increasingly
rare.

Day Shapes are used by tugboat and other vessels and indicate their current state and operation. The
shapes are stipulated by the International Regulations for Preventing Collisions at Sea (ColRegs).

No Lateral or Cardinal Marks will be installed on site. Such marks may be found in the approach to
a port or in other critical locations.

9. MARINE EMERGENCY
9.1. Search and Rescue
Before a search can be initiated, someone must know that the Boat/vessel either in trouble or overdue.
For this reason, the Journey shall be always planned, authorized, recorded and communicated - Refer
to Journey Management Plan (Appendix C).
There are several ways that a search and rescue Team can be alerted, including radio distress calls,
distress flares, overdue Reports (missing reports of arrival) and activation of an Emergency Position
Indicating Radio Beacon (EPIRB), which is a safety device carried by a vessel to alert search and
rescue services and allow them to quickly locate the boat in the event of an Emergency (if applicable).
The Boat Operator and the Crew members shall be properly trained and certified as per courses listed
below:
• Fire Fighting Essential
• First Aid Awareness

9.2. Radio Emergency Words


All radio emergency calls should be repeated three times using the following words:
MAYDAY-MAYDAY- MAYDAY
A MAYDAY call denotes an emergency involving imminent danger to a vessel/boat and the
people on board.

9.3. Fire Fighting and Fuels on Board Vessels


A fire on a ship/boat is one of the most dangerous incidents which can happen on board. If the fire is
detected in good time, the crew can prevent larger damages by taking immediate measures such as
fighting the fire by use of extinguishers or a fire hose under breathing protection (if applicable). If
the fire has already spread, professional aid is absolutely needed, which can be rendered by another
vessel / ship.
The most common causes of shipboard fire are the most obvious: lack of maintenance, lack of
attention when handling/transporting materials on board, electrical faults, fuel fires etc.
Fuel fires aboard small vessels/boats spread rapidly and generate intense heat. Several fires or
explosions incidents occur immediately after vessels have been refueled.
Boating fires can be prevented as follows:
• Have an approved fire extinguisher (or more), service it regularly and know how to use it.
• Keep the bilge, engine compartment and engine clean and free of combustible materials.
• Check engine compartments are properly ventilated, especially on hot days and when recently
refueled.
• Use a “blower” or ventilation system prior to starting the engine or operating any electrical
equipment.
• Don’t store your extinguisher close to the stove or engine compartment.
• Check your fuel system regularly for leaks.
• Check the electrical system for faults and keep all components in a clean state.
• Don’t fill your fuel caddies in the boat, always take them ashore when fueling.

10. REVIEW
This Traffic management Plan is a dynamic document and shall be reviewed regularly/ Audited by
PM and the HSE Manager to ensure continual improvement and compliance with applicable legal
and other requirements. It shall then be amended, if appropriate, to address changes to the activities,
services or operating conditions and to set new and additional Project specific objectives, targets and
programs or operational controls.
