Purpose and Background
Outcome-based education (OBE) is an educational theory that
bases each part of an educational system around goals
(outcomes). By the end of the educational experience, each
student should have achieved the goal. There is no single
specified style of teaching or assessment in OBE; instead,
classes, opportunities, and assessments should all help
students achieve the specified outcomes.[1] The role of the
faculty adapts into instructor, trainer, facilitator, and/or
mentor based on the outcomes targeted.
In an international effort to accept OBE, The Washington
Accord was created in 1989; it is an agreement to accept
undergraduate engineering degrees that were obtained using
OBE methods. As of 2017, the full signatories are Australia,
Canada, Taiwan, Hong Kong, India, Ireland, Japan, Korea,
Malaysia, New Zealand, Russia, Singapore, South Africa, Sri
Lanka, Turkey, the United Kingdom, Pakistan, China and the
United States. In 2017, Pakistan became a full member of the
Washington Accord. Some Universities have fully
implemented OBE system while some are working to
implement this system. Military College of Engineering
(NUST) being the first one to implement this system via OBE
Evaluating Software.
Special Features
 A certificate will be awarded to the participants.
 As per the implemented Continuing Professional
Development System by PEC, Credit Points will be
awarded to the Registered/Professional Engineers who
have attended the course and earned the certificate.

Profile of Resource Persons:
Azlan Abdul Aziz is a senior lecturer in Geotechnical and
Geoenvironmental Engineering at the Department of Civil
Engineering, Universiti Putra Malaysia. He is a holder of a B. Sc.
(Hons.) from the University of Wales, U.K. and a M. Eng. Sc.
from the University of Melbourne, Australia. Ir. Azlan has
extensive teaching, research, administrative and consultancy
experience since graduation in 1981. He has conducted numerous
classroom lectures and laboratories including curriculum design
and innovations in Geotechnical Engineering, Environmental
Geotechniques and Groundwater and Pollution courses to
undergraduate and postgraduate students. He has co-authored
numerous papers in conferences and journals, and
geotechnical/geoenvironmental reference texts for use by students
and practitioners. He was the Coordinator of the B. Eng. (Civil)
programme conducted externally at KLIUC. His current research
interest is with regard to the mechanical and chemical
stabilisation of soil, and the filtration properties of geosynthetic
materials. He has been awarded gold medals at international
research exhibitions of IENA, 2006, Nuremberg, Germany and at
PALEXPO 2000, Geneva, Switzerland. He has performed
consultancy work with state government authorities and the
private sector. He is a registered professional engineer and
accreditation evaluator with the Board of Engineers Malaysia
(BEM) and is a trainer for UPM and BEM on Outcome Based
Education.
