SANGGUNIANG BARANGAY OF PINDANGAN EAST, ALCALA, PANGASINAN HELD
AT THE BARANGAY SESSION HALL ON THE 25 TH DAY OF JULY, 2022 AT AROUND
9:00 O’CLOCK IN THE MORNING.

EXECUTIVE ORDER: 005 Series JULY-2022

AN EXECUTIVE ORDER ORGANIZING THE VIOLENCE AGAINST WOMEN


AND CHILDREN (VAWC) DESK AND DESIGNATING A VAWC DESK OFFICER
OF BARANGAY PINDANGAN EAST, ALCALA, PANGASINAN.

WHEREAS, the state condemns discrimination against women in all


forms and pursue by all appropriate means and without delay the policy of eliminating
discrimination against women. The state shall accord women and children protection, rights
opportunities available to every member of society.

WHEREAS, Chapter IV, Section 9, Protection from the violence of the


same Act. provides for the establishment of a Violence against Women and their Children
(VAWC) Desk in every barangay to ensure that violence against women and children is fully
addressed.

WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DSWD,


DepEd, DOH and Philippine Commission on Women provides the guidelines and procedures
pursuant to provision of the Implementing Rules and Regulations RA 9710 that there is a
need to establish VAWC Desk in every local government unit and designating a VAWC
officer thereat.

NOW, THEREFORE, I, Punong Barangay HONNIBAL D. GABRIEL


of Barangay Pindangan East, Alcala, Pangasinan, by the powers vested in me by law do
hereby order the following:

Section 1
Establisment of Violence Against Women and their Children
(VAWC) Desk in the Barangay of Pindangan East, Alcala, Pangasinan and
Designating Lupon Tagapamayapa OFELIA M. TABARA as VAWC Desk
Officer.
Section 2

Functions of the Barangay VAWC Desk

 Assists VAWC victims in securing Barangay Protection Order (BPO) and accessing
necessary services.
 Responds to gender-based violence cases brought to the barangay.
 Records the number of gender-based violence cases handled by the barangay and
submit a quarterly report on all VAW cases to the DILG City/Municipal Field Office
and the City/Municipal Social Welfare Development Office (C/MSWDO).
 Keeps VAWC case records confidential and secured, and ensure that only authorized
personnel can access them.
 Develops the barangay’s gender-responsive plan in addressing gender-based violence,
including support services, capacity building, and referral system;
 Coordinates with and refers cases to government agencies, nongovernment
organizations (NGOs), institutions, and other service providers as necessary;
 Addresses other forms of abuse committed against women, especially senior citizens,
women with disabilities, and other marginalized groups;
 Leads advocacies on the elimination of VAW in the community and performs other
related functions as may be assigned.
