“Effectiveness of barangay tanods' performance in maintaining peace and order

in Tala,Orani,Bataan.”

Peace and order are an essential ingredient in maintaining economic development,


social order and political stability (Bayan, 2011). According to the local government
code of the Philippines section 384. Barangay serves as the primary planning and
implementing unit of government policies, plans, programs, projects, and activities in the
community, and as a forum wherein the collective views of the people may be
expressed, crystallized and considered, and where disputes may be amicably settled.
According to the Local Government Code of 1991, Republic Act No. 7160, the role of
the Barangay in assures the peace and order in the barangay level. Pursuant to DILG
Memorandum Circular 2003-42, professionalizing these BPSOs ensures that peace and
order and public reference to public safety. As the basic political unit, the creation of the
Barangay Police Security Officers/ BPSOs, otherwise commonly known as “Barangay
Tanods,” security is sustained as the key factor in Barangay's growth. Provided in the
DILG's trainers guidebook, the barangay tanod's duties and responsibilities include:
assisting barangay officials in crime prevention and promoting public safety through
patrolling/"ronda", reporting to the offices concerned of any disruptions or unjust events,
tracking the presence and actions of criminals and illegal elements; assisting police and
“lupongtagapamayapa” in the execution of warrants and other judicial proceedings; and
assisting barangay officials in the enforcement of national and local laws; and other
means deemed appropriate in the prevention of crime. Public safety or its absence,
impacts the lives of everyone (Moore & Braga, 2004). Under NAPOLCOM
Memorandum Circular 2008-013, the Barangay Police Security Officers serving as an
auxiliary of the Philippine National Police, are considered as force multiplier. Though
barangay police or “tanod” works on a voluntary-basis, they do not hesitate to risk their
lives just to ensure the security of the people in their respective Barangay (Benitez,
2013). According to De Jesus (2018), Usec. Diño said he would push for a bill that
would grant rights for barangay watchmen to receive medical and housing benefits, as
well as legal assistance and right to security of tenure. According to Shoemaker (1996),
It is argued that, due to lack of resources, conventional socialization practices and the
value of the barangay justice system, juvenile courts and correctional facilities are used
less often than the juvenile code would suggest and this situation is likely to continue.
Several businesses are already introducing programs to help motivate the public even
from the level of barangay, as a way to help curb rising crime incidences (Samaniego,
2015). Driven by these foregoing insights, the researchers found it was interesting to
assess the barangay police security officer’s performance in maintaining peace and
order and as an avenue for access of security on the local setting. The researchers
conducted the study based on the performance of barangay official of tala Orani,
Bataan duties and responsibilities. Orientation on their duties and task, training program
and amendments to honorarium were proposed for the improvement of the Barangay
Police Safety Officers level of effectiveness manifested on their individual performance
and responsibilities as provided under Memorandum Circular No. 2003-42 and the
significant difference between the constituents (including tanod) and barangay officials
(including barangay councilor and staff) in the perception of duties and responsibilities
of Barangay Police Security Officers or Tanod.

Statement of the problem

This study is intended to ascertain the work performance Of barangay tanods' in


maintaining peace and order in Tala,Orani,Bataan.
Specifically, the study concentrated on the following questions:
 What is the profile of the Barangay Tanods in terms of:
1.1 Age;
1.2 Sex;
1.3 Civil Status;
1.4 Highest Education Attainment;
1.5 Monthly Family Income;
1.6 Number of Trainings Attended; and
1.7 Years of Experience as Barangay Tanod?
 What is the level of effectiveness by the Barangay Tanods on the maintenance of
peace and order in their respective localities as perceived by:
2.1 barangay Tanods; and
o Sectoral Representative/Consitituents?
 What are the problems encountered by the Barangay Tanods on the maintence
of peace and order on the respective localities as perceived by:
3.1 Barangay Tanods;
o Sectoral Representative/Constituents?
 What do the barangay officials and the barangay tanods themselves assess the
effectiveness of the barangay tanods in crime prevention in terms of:
2.1. Conduct of patrolling
2.2. Fire prevention
2.3. Conduct of surveillance
2.4. Conduct of proper arrest
2.5. Coordination to barangay officials
 5.Is there a significant relationship between the effectiveness of barangay tanod
and their demographic profile?
 6. Is there a significant difference between the assessment of the barangay
officials and barangay tanod themselves relative to the effectiveness of barangay
tanod in maintaining peace and order?
 7.How serious are the problems encountered by the barangay tanod in
maintaining peace and order?

Significance

This Study is significant to the following:


The Citizens. The result of the study will make the citizens realize the importance of
performance of the barangay tanod in maintaining peace and order to the society and to
make them understand what the barangay tanod can do to serve and protect them.

The barangay officials. The result of the study will be a base of the barangay
officials/officers like the barangay tanod is there to guide the barangay tanod to a
peaceful community and also help the police in time of any trouble to the barangay.

The Municipal officials. The result the study will contribute a betterment of the
municipality because the barangay tanod are the ready to help in time of need. The
result can be the basis of the municipal to craft an ordinance that may further enhance
the police and community relation.

The police officer. This will the police understand the important of having a good
relationship between them and to the community, Also the community will have the trust
and cooperate in their work like in solving a criminal case to the society

The Researchers. The result of the study will serve as an avenue for them to discover
the importance and to have knowledge about the performance of the barangay tanod.

The future Researchers. The future researchers may utilize the data or result of this
study or future reference in conducting similar study.
Objectives

This study's goal was to know how barangay officials performed their obligations and
responsibilities. Barangay tanod’s who provide security. Participants in the event
included barangay officials, barangay police, tanod, and other stakeholders. Study. Data
was gathered using respondents' demographic profiles, and performance was evaluated
using their duties.as well as obligations. A descriptive-correlated methodology was used
to examine significant difference. Interviews with seasoned law enforcement officers,
including police officers and individuals with a good reputation, were conducted to
strengthen and verify findings. recommendations for improving training initiatives to
enable them to effectively discharge Amendments to the honorarium were suggested as
a way to clarify their obligations and make up for the risks and sacrifices they made.
Employing barangay tanods for their needs. The obligations and responsibilities that are
offered served as the study's main tenet.in accordance with Memorandum Circular
2003-42.

Scope and Limitation;

This study is focused on the level of effectiveness of maintaining peace and order as
perceived by barangay tanod of tala, orani,bataan .the respondents were the 10
barangay officials of tala,orani,bataan. The independent variables were limited to
barangay officials age, sex years in service. The performance of maintaining peace and
order implemented by barangay officials were the barangay tanods Conduct of
patrolling, Fire prevention, conduct of surveillance, Conduct of proper arrest,
Coordination to barangay officials.

Definition of terms

Methodology – According to (Daniel Little) methodology is a set of ideas or guidelines


about how to proceed in gathering and validating knowledge of a subject matter.
Different areas of science have developed very different bodies of methodology on the
basis of which to conduct their research. 
According to Polit and Beck (2004) methodology refers to the methods of obtaining,
organizing and analyzing data. Creswell (2003) describes methodology as a coherent
group of methods that are compatible with each other and have the ability to fit together
to deliver data and findings that reflect the research question and suit the researcher's
purpose. Bowling (2002) explained that the methodology is the complete structure of the
research study; the sample size and methods, the skills and methods used to collect
data and the data analysis process.

Demographic – According to Marvin Lee & C. Melanie Schuele the


term demographics refers to particular characteristics of a population. The word is
derived from the Greek words for people (demos) and picture (graphy). Examples of
demographic characteristics include age, race, gender, ethnicity, religion, income,
education, home ownership, sexual orientation, marital status, family size, health and
disability status, and psychiatric diagnosis.
Honorarium- is a voluntary payment that is given to a person for services for which
fees are not legally or traditionally required. Honoraria are typically used to help cover
costs for volunteers or guest speakers and may be considered taxable income. For
example, when a guest makes a speech at a conference, they might receive an
honorarium to cover travel expenses.

Memorandum Circular 2003-42.-The maintenance of peace and order is a key factor in


the development process. The enactment of the Local Goverment Code ushered a new
development paradigm that placed local government at the center stage of national
development including the promotion of peace and order local communities. As
enunciated in section 391(16) of the Local Government Code of 1991, the barangay
may provide for the organization of a community brigade, barangay tanod or community
service as may be necessary to assist in the peace and order efforts of the LGU.
