EXECUTIVE ORDER NO. 08 S-2021

“RE-ORGANIZING THE BARANGAY DISASTER RISK REDUCTION

MANAGEMENT COUNCIL (BDRRMC) OF TAGUITIC, KAPATAGAN,
LANAO DEL NORTE AND ITS COMMITTEES AND THE
ESTABLISHMENT OF BARANGAY DISASTER RISK REDUCTION AND
MANAGEMENT OFFICE (BDRRMO) PER REPUBLIC ACT NO. 10121
AND APPROPRIATING FUNDS THEREFORE, HENCE AMENDING AND
SUPERSIDING SUCH ISSUANCES RELATED THERETO”.
WHEREAS, Republic Act No. 10121 known as the Philippine Disaster Risk Reduction and
Management Act of 2016 mandates to strengthen the capacity of the National government and
the Local Government Units (LGUs) together with partner arrangements and measures for
reducing risks, including projected climate risks, and response capabilities at all levels.

WHEREAS, the Act mandates the adoption and implementation of a coherent, comprehensive,
integrated efficient and responsive disaster risk reduction program incorporated in the
development plan adhering to the principles of good governance such as transparency and
accountability within the context of poverty alleviation and sustainable environmental
management.

WHEREAS, there is a need to reorganize the BDRRMC when shall be responsible for the
formulation of a comprehensive barangay disaster reduction management plan to include the
action plan for climate change adoption and enhance the disaster preparedness and response
capabilities of the barangay and further mainstreaming the plans and program activities into
development process of local governance.

NOW THEREFORE, I HON. JUNBIT D. BOYONAS, Punong Barangay of Taguitic,

Kapatagan, Lanao Del Norte, by virtue of the powers vested in me by law, do hereby order and
direct the re- organization and strengthening of the said council as follows;

Section 1. Composition. The BDRRMC shall be composed of the followings:

Section 2. ROLES AND FUNCTIONS of BDRRMC:

1. Approve, monitor and evaluate the implementation of the Barangay Disaster Risk
Reduction and Management Plan and annually review, test and enhance the plan
consistent with other national and local planning programs.
2. Ensure that the integration of the Disaster Risk Reduction and Climate Change adoption
into barangay development plans, programs and budgets as a strategy in sustainable
development and poverty reduction.
3. Recommend the implementation of forced or preemptive evacuation of barangay
residents if necessary and;
4. Convene the Barangay Council once every three (3) months a necessary.

Section 3. COMMITTEES:

Roles and Functions:

a. Develop capacities for professional response and recovery organizations,
Communities and individuals to effectively anticipate, respond and recover from
impacts of likely, imminent or current hazard events or conditions.
b. Enhance disaster risk reduction and Management capabilities to efficiently manage all
types of emergencies and achieve orderly transitions form response to a sustained
recovery.
c. Make Sound disaster risk analysis and develop linkage with early warning system
agencies offices and;
d. Facilitate contingency planning, stockpiling, of equipment and supplies, develop
arrangements for coordination, evacuation and public information, and associated
training and field exercises;
e. Convince the committee periodically or as the need arise:

Roles and Functions:

a. Plan Measures to lesson and or prevent the adverse impacts of the hazards and related
disasters such as engineering technology and hazard- resistant construction including
improved environmental policies programs and public workers.
b. Spearheaded activities to limit or contain the adverse impact of natural hazards and
ensure the ability of high-risk communities to address vulnerabilities aimed at
minimizing the impact of disasters.
c. Undertake measures to ensure immediate prevention of adverse impacts of hazards
and related disasters through advance planning and action that will eliminate flood
risks, such as land use regulations awareness raising knowledge management
enforcement of building and safety standards and legislations and;
d. Convince the Committee periodically or as the need arises.

Barangay Officials Roles and Functions:

a. Provide emergency services and public assistance during and immediately after a disaster
in order to save lives reduce health impacts ensure public safety and meet the basic
subsistence needs of the people affected.
b. Ensure that displaced disaster victims are immediately attended to and provided
temporary shelter, food clothing, domestic items and confront stay;
c. Identify ideal sites for evacuation in the advent of certain disaster, in coordination with
other concerned agencies, and;
d. Convene the committee periodically or as the need arise.

Roles and Functions:

a. Prepare plans, programs and implement emergency rehabilitation restoration and

improvement of facilities livelihood and living coordinates of affected communities;
 b. Implement emergency rehabilitation projects, if necessary to lessen the impact disaster
and facilitate resumption of normal social and economic activities ;
c. Conduct rapid Damage Assessment and Needs Analysis and submit reports to concerned
LDRRMCs and to the NDRRMC through the MDRRMC.
d. Identify ideal sites for immediate evacuate of relocation in the event of possible imminent
danger in coordination with concerned offices.

Section 5. DUTIES AND FUNCTIONS OF THE BDRRMO

1. Design program and coordinate disaster risk reduction and management activities
consistent with national councils standard and guidance;
2. Facilitate and support risks assessment and contingency planning activities of the local
level;
3. Consolidate local disaster risk information which includes natural hazards vulnerabilities
and climate change risks and maintain a barangay risk map;
4. Organize and conduct training orientation and knowledge management activities of
disaster risk reduction and management at the local level;
5. Operate a multi hazard early warning system, line to disaster risk reduction to provide
accurate and timely advice to national or local emergency response organizations and
general public through in adverse mass media, particularly radio land line ,
communications, and technologies for communications, and technologies for
communicate with rural communities;
6. Formulate and implement a comprehensive and integrated BDRRMP in accordance with
the national, regional, provincial and municipal framework and policies on disaster risk
reduction in close coordination with the Barangay Development Councils (BDCs).
7. Prepare and submit to the local sanggunian through the BDRRMC the annual BDRRMO
plan and Budget, the proposed programming of the BDRRM, other dedicated disaster risk
reduction and management resources and budgetary support of the LDRRMO/
BDRRMC;
8. Conduct coordinates disaster monitoring and mobilize instrumentalities and entities of the
LGUs, CSOs, private and organized volunteer, to utilize their facilities and resources for
the protection and preservation of life and properties during emergencies in accordance
with existing policies and procedures;
9. Identify, assess and manage the hazards, vulnerabilities and risks that may occur in their
locality.
10. Disseminate information and raise public awareness about those hazards vulnerabilities
and risks reduction measures/ strategies;
11. Maintain a data base of human resource, equipment, directories and location of critical
infrastructures and their capabilities such as hospitals and evacuation center;
12. Develop strengthen, and operationalize mechanisms for networking with the private
sectors CSOs and volunteer groups.
 13. Take all necessary steps on a continuing basis to maintain, provide or strange the
provision of or too otherwise make available, suitably trained and competent personnel
for effective civil defense and disaster risk reduction and management on its, area;
14. Organize, train, equip and supervise the barangay emergency response teams and the
ACDVs ensuring the humanitarian aid works are equipped with basic skills to assist
mothers to breastfeed.
15. Respond to and manage the adverse effects of emergencies and carry out recovery
activities in the affected area, ensuring that there is an efficient mechanism for immediate
delivery of food, shelter and medical supplies for women and children, endeavor to create
a special place where internally displaced mother can be find help with breastfeeding,
feed and care for their babies and five support to each other;
16. Within its area, promote and raise public awareness of and compliance with this act and
legislative provisions relevant to the purpose of this act;
17. Serve as the secretariat and executive arm of the BDRRMC;
18. Coordinate other disaster risk reduction and management activities;
19. Establish linkage/ network with other BLGUs for disaster reduction and emergency
response purposes;
20. Recommend through the BDRRMC the enactment of barangay ordinance consistent with
the policies and guidelines laid down on this Act;
21. Establish a provincial/ City Municipality Barangay Disaster Reduction and Management
Operations Center;
22. Prepare and submit through the BDRRMC and BDC, the report on the local commission
on audit (COA), copy furnished the Local Government Operations Officer of the DILG,
and
23. Act other matters that may be authorize by the BDRRMC.

Section 6. SECRETARIAT.

The Barangay Disaster Risk Reduction and Management Office (BDRRMO) shall serve as the
secretariat to the barangay Disaster Risk Reduction and Management Council (BDRRMC) in the
Barangay Taguitic, Kapatagan, Lanao Del Norte.

SECTION 7. RDANA COMPOSITION.

5. Submit flash report, initial report and progress report and final report.
6. Convene the committee periodically or as the need arise.

SECTION 8. SUPPORT REQUIREMENTS.

The programs projects and activities of the BDRRMC, MDRRMC, LDRRMO and its
committees authorized by the council shall be founded out of the BDRRM Fund and other
dedicated disaster risk reduction and management resource a subject to the usual accounting and
auditing rules and regulations and guidelines laid down on RA 10121 of 2010.

SECTION 9. REPAILING CLAUSE

Any order memorandum or issuances inconsistent with my any provisions of this order are
hereby revoked and modified accordingly.

SECTION 10. EFFECTIVITY.

This EXECUTIVE ORDER shall take effect immediately.
