 Service delivery challenges within Inner-city


JOSHCO manages eight properties within the Inner-City area and has grouped the
properties into a portfolio which are headed by Portfolio Managers. This forms part of
its property management and maintenance strategy, which ensures that the entity
properties are always in habitable conditions – all this is done through the panel of
service providers responsible for repairs and maintenance. Each building is allocated a
specific service provider to attend to repair and maintenance issues on a daily basis.
JOSHCO has also commissioned a structural integrity assessment on the eight
properties and has developed a maintenance plan which ensures that we prioritize
goals, maintain assets, schedule work, and monitor progress – this guarantees fewer
emergencies, less disruption and tenants’ complaints and a more straightforward repair
across all JOSHCO properties.
 Social housing programme in the Inner-City
JOSHCO currently manages few programmes namely affordable housing, social housing
and student accommodation in the Inner-City. The responses will only be limited to only
affordable and social housing programmes. Table 1 and 2 below presents a list of
affordable accommodation and social housing programme.

Tenancy allocation processes: Tariffs are approved by Council. Potential tenants are
invited following a public participation initiated by the responsible ward councillor.
JOSHCO then uses its team to register potential tenants in the same ward (identified
space/area) and then process such applications using a specific criterion.
Note: the minimum rental in an affordable housing programme such as the ones
managed by JOSHCO amounts to R 842.24 (the tariff is approved by Council).

Tenancy allocation processes: The Social Housing Regulatory Authority prescribed


the allocation processes on all the SHRA funded units. A new directive was issued by
SHRA during April 2022 which dictates the following:
 That both primary and secondary beneficiaries should be accommodated.
Primary beneficiaries are beneficiaries who are earning in terms of the new
directive/quantum between, R 1 850-R 3 500 (1 st primary beneficiary), R 3501-R
6700 (second primary beneficiary), R 6 701-R 11 300 (1 st second secondary
beneficiary) and R 11 301-R15 000 (second secondary beneficiary) and R 15
001-R 22 000(third secondary beneficiary). Allocations in 80 Plein Street was
done in line with the SHRA guidelines.

JOSHCO further initiate a public participation through the ward councillor. In the
process, JOSHCO presented the social housing opportunities created and invited
communities to apply as per the process explained above.

 In particular, the ICHIP concept has been problematised for its


influence on locating the poor on the peripheries, which contradicts the
province’s policy which recognises the effects of apartheid spatial
policy and the City of Johannesburg’s Mayoral Priority 5, which speaks
to integration and inclusivity and the City’s integration and spatial
transformation agenda.

ICHIP as was formulated is based on an extensive review and research process,
specifically the following:
 
 Analysis of the status quo of the Johannesburg Inner City including property
market, demographics, living conditions in the less formal private market,
investment sentiment, spatial plans and development capacity thresholds.
 Analysis of housing demand and supply, and the anticipated future demand
impact of demographic and economic trends in the Inner City.
 Identification of opportunities to t test proposed housing strategies within
specific areas of the Inner City
 
This precept still stands true to its genesis (it is still the strategy and implementation
plan of the Inner City) and has not in any way been problematised as Implied. It is such
that both the National and Provincial Human Settlements Departments have designated
the Johannesburg inner City a Priority Housing Development Area (PHDA) and are
seeking to have funding directed to said for affordable housing products. This does not
in any way indicate a contradiction between the City and Province.
 
To further elaborate, Priority Housing Development Areas (PHDAs) were promulgated
Under Section 7(3) HDA Act 2008 (No. 23 of 2008), Read with Section 3.2 (F-G) (No.
107 of 1997) - Gazette No. 42464. PHDA’s seek to advance Transformation and
Consolidation to enshrine delivery used to restructure and revitalize and restructure the
city, while strengthening livelihood prospect of HH’s!
 
It is therefore clear from the above that all 3 spheres of government are all about
inclusivity in the Inner City. Having said that, the Mayoral Priority 5, is an absolute
imperative and is adhered to by the Human Settlements Department (as budget allows
for the provision of the appropriate housing product).
 
The City currently solely fund the Temporary Emergency Accommodation and
Affordable Rental housing in the Inner City, neither are in the “Housing Code”.
Notwithstanding, when the PHDA programme kicks in, more funding to this end should
be available.
