How skilled are your members? Are the fishermen in Skills W
the association skilled or well-trained fishermen? How
many from the fishermen in the association are skilled
or well-trained?
They didn’t undergo any training because they have
already learned from their ancestors. They don’t have a
choice aside from being a fisherman.
Do your members have other skills and expertise that Skills W
benefits your association?
They don’t have other skills aside from fishing and selling
goods. That’s why I really want the association to have a
COOP where fishermen or “mananagat” can buy.

Do your members lack skills or expertise in fishing? Skills

In terms of fishing, there is nothing more for them to learn
because they grew up as fishermen since it has always
been part of their livelihood.

Do you have exclusive relationships with suppliers or Operation/Capital W Econ

distributors?
We buy the ingredients ourselves in Gensan. We are able
to make 300 packs that profit us to P6,000. We get the
capital to the treasurer and use it for rolling or operating
expenses.

Would the association have difficulty accessing additional Operation/Capital O

capital?
Maybe. It depends because I have other plans if ever, we
were to raise our capital. I have other plans aside from
lumpia and chorizo. I want to marinate bangus for an
additional variety of products for the people to choose
from or marinate a chicken to be a source of additional
income for the association.

In terms of climate change, how do you think the Operation T Env

association is going so far?
It is one of the primary concerns of the fishermen. When
there is a typhoon, it is such a hassle since we don’t have
income so I can only recommend to them that they should
have an emergency fund in case they are not able to fish.
If the rain would last for only 1 day, they could manage
but if it would rain for 3 or more consistently, then it
would be a hassle for the members, especially since they
have to send their kids to school and for daily necessities
and they have no other source of income.
Could local changes such as regulatory restrictions or Operation T P
agreements can negatively affect the association?
There is. Registration and other maritime regulations are
being implemented, a new regulation that the fishermen
will get caught if they don't register when they are
supposed to renew next year.

Do you operate by reaching a quota per day? Operation

There is none. It only depends on how much we will earn
every day.

Is there something members and customers are asking for Financial W Econ
that the association doesn't provide but could add?
Financial. It is the most common problem that the
members are struggling with.

During the pandemic, how much financial crisis did the Financial T Env/Econ
association have?
It is too much. Even the rich people are complaining.
Why? How are they going to have a customer if even their
customers don’t have money so they can’t sell their
products as well. Whether rich or poor are affected by the
pandemic the only difference is that even though their
products won’t be sold, they still have money and they
can consume their own products while we, if we can’t fish
then nothing at all.

Does the business suffer from the cash flow problems? Financial W Econ
Yes. It is normal if money is involved it is one of the
primary concerns of the members especially if they know
that the association already has funds. However, it should
be through the meeting that the financial matters be
discussed among the group because we renew every year.
Complaints are inevitable. There are complaints but we
have the records from our treasurer and secretary every
single detail of ins and out of cash.

Do you consider the government as a threat to your Government W/T P

association? Support
The municipality did not provide any assistance to us. Not
even a single peso. Wherever we put out boats, they put a
barrier. Here, they put a barrier as well as they said this is
a road. But since the association is legal, they can’t shove
us away if they don’t have a place for us to go as a
replacement.

With regards to government entities, do you think that the Government S/O P
BFAR (Bureau of Fisheries and Aquatic Resources) provided Support
the association enough assistance?
They have helped us more than enough. They have given
us so many payao, some of which we still haven’t set-up.
They are okay especially for starters. Though it is
understandable if they will have a delay in providing
assistance since we are not the only ones who are in need
of their help.

Does the association have excessive debt? Debt

The association doesn't have any debt aside from the one
that I am currently facing from Landbank. Rather, the
members have debt from the association.

Are your products offered well known? Product W T

Not that much. We are able to reach Poblacion and Ladol. recognition
However, we are able to reach other places as well but
those are people that we know.

[They should inform everything that’s

happening in the association. For example,
the mangroves. They said that we should
hurry up in planting because the buyer will
immediately get it. Until such time the
mangroves already died because the said
buyer didn’t show up. Even the municipality
said that if we want to plant mangroves etc.,
we should make sure that there’s already a
buyer so that we won’t waste our effort on
planting. We even bought seedlings but then
it just died. That’s why we need to make sure
of everything.]

The equipment that we have is more Government Support S/O P
than a year old and it is given by BFAR
to us. Others are used while the others
 are worn out and expired. The lifespan of
the equipment is sometimes below 1
year but depending on how we use it
especially if the equipment is made up of
substandard materials. For example, the
meat grinder, when we grind around 20
kilos, there is a tendency that the grinder
would overheat - it produces a smoke
then burns. So usually, it just lasts
around 6 to 8 months.

gets old.

go further and have a better chance of
catching fish.

It would be worse because I feel like if Operation T ENV
the pandemic was still on its peak, the
people would be struggling more. The
association would still be existing
however, the members would slowly
decline in numbers.

municipality. Also, we are not against the
regulations that they are implementing if
it is regarding the documents as a proof

assistance for us but rather, we are the
ones who helped them because we
renew every year.

[Since most of us here in Ladol are just

mere small scale fishermen, all we ask
for is that their projects should not affect
our livelihood. They should provide us
with something like a temporary place for
our boats when there is a storm, ‘cause
where else can we safely place our boats
when our area has been compromised by
their projects? They’ve been developing
an area for that, while we are being
shoved away from our space. They
promised to provide us a temporary place
for relocation but when will it be? They
also said that we will seek help from
them if there are damages due to the
disaster. All we ask is as long as they
wouldn’t sabotage our living, whatever
development they initiate here will not be
a problem for us. They even used the
space for our boats to build an animal
rescue shelter. How about us? We need
help too. Why would they help
something else when the ones that needed
help the most are right in front of them?
It bothers me that they prioritize their
funds for projects rather than for those
who need help.

Now that there are so many restrictions in

fishing like registration, they started
inspecting our permits. They’ve been
keeping their eyes on us, small-scale
fishermen, that they are barely seeing
those bigger than us. Those fishermen
have been entering the municipal water
along Sarangani when in fact, they are
violating. Those authorities should
restrict them from fishing this area, and
that they should stay at theirs. We don’t
get to catch fish that much because of
 them.]
