• 14 Feb. No additional airlines have followed Dutch carrier KLM’s decision to halt flight
operations to Ukraine. All international airports in the capital Kyiv are operating at normal
capacity. One low-cost airline, Norwegian, however has decided to avoid Ukrainian airspace
based on its own risk assessment.

• 14 Feb. Other aircraft operators are likely examining their operational position.

• Feb. 14, Major international insurance brokers likely to announce to stop underwriting
operations to Ukraine

• Feb. 13 the Ukrainian government approved a $590 million budget to insure civilian aircrafts
flying through Ukrainian airspace following reports of global insurance brokers contemplating
to stop underwriting air operations to Ukraine.

• Feb.13, Germany, Italy, Latvia, the Netherlands, Norway, the UK, the US, among others,
announced drawdown of diplomatic presence in Ukraine

• Feb. 13: Ukraine requested an emergency meeting with Russia within the Organisation for
Security and Cooperation in Europe (OSCE) accord.

• Feb 13. A BBC interview with the Ukrainian ambassador to the UK on 13 February on whether
Ukraine is willing to reconsider its intention to join NATO has sparked controversy.

• Feb. 13, Israel is chartering commercial planes to evacuate around 4,500 Israeli from Ukraine
LOGISTICS & HEALTH
COMMUNICATIONS:

• Domestic communication networks are operational

• Satellite phones are legal for use and can be brought into Ukraine

• Waitlist to purchase in country might be long.

ROADS:

• Road movements, including to/from land border crossings with Hungary, Poland, Romania, and Slovakia are
operating as normal. Intl SOS has run route recces to Polish, Slovakian, Hungarian and Romanian borders

• Route threat assessments based on location

FLIGHTS:

• International commercial flights are widely available, sudden cancellation of flights possible

• Intl SOS Flight Desk confirms available but limited capacity through to 16 Feb

• Intl SOS has active communications with charter organisations. Most likely Safe Havens include Dubai and
Turkey

• KLM & Norwegian have suspended flights and other airlines discussing today (14 Feb)

HEALTH:

• No COVID-19-linked restrictions to exit from Ukraine expect for mandates from traveller’s transit and/ or
destination country.

OUTLOOK
• The likelihood of a military action by Russia has increased in recent days for a variety of
reasons; very limited diplomatic progress on Russia’s security demands to the US and NATO;
the deployment of sufficient military forces to conduct an invasion; increased Russian military and
naval drills in the vicinity of Ukraine; and a comparatively favourable ‘window’ of time to conduct
such operations linked to both weather and the impact of maintaining such a high proportion of
Russia’s offensive military capability focused on one target.

• The threat of a Russian military escalation will remain heightened for the coming weeks,
absent a diplomatic breakthrough

• Russian military options remain broad but the capability exists for a sizeable offensive
against Ukraine which would overwhelm Ukranian defenses and likely force the Ukranian
government into a long-term change of posture.

• We do not assess there to be a Russian appetite for an occupation of Ukraine.

• Whilst there remains credible potential for de-escalation – such as the offer of concessions
from Kyiv around not pursuing NATO membership and/or a renewed drive implement the Minsk 2
agreement – we are advising organisations based on a credible worst-case scenario.

• In the worst-case scenario, it is very likely aviation and maritime evacuation options would
be extremely constrained/unavailable in parts of the country at a minimum. Land moves
would be challenging and subject to route assessments.

ADVICE FOR MANAGERS

• Evacuate all eligible workforce using commercial air options.


• Notify workforce of increased level of evacuation preparedness
• Ensure evacuation & contingency plans are in place and implemented
• Ensure all potential evacuees and dependents have up-to-date passports and
visas, manifest up-to-date and on hand
• Ensure local national workforce monitor development closely & confirm guidance
on emergency procedures
• Ensure local national workforce has all necessary contact details & relevant
information
• Ensure business-continuity measures are in place and manage any potential
shutdown procedures
• Ensure access to resilient communications plans including satellite phones
• Ensure access to accurate and timely information
• Consider the impact of COVID-19-related restrictions in any movement plan
