Chapter 1
b) These guidelines shall come into effect immediately after any of the major District
Event
adopts the resolution.
2) Definition:
b) "Member" means Rotaract club member of the Rotary International District 3292.
f) "Fund" means the fund established in the Rotary International District 3292.
3) Abbreviation
b) The Rotaract District Committee shall serve Rotaract Clubs sponsored by Rotary
Club(s) or Rotaract Club(s) or both within the jurisdiction of R.I. District 3292.
c) The head of the committee will be the District Rotaract Representative (DRR)
acting as liaison with the DRC and the Governor.
d) The Governor and the DRCC shall be the ex-officio members of the Rotaract
District 3292.
a) The Rotaract District Committee shall plan for district-wide projects and
activities approved by three-fourth members of the clubs.
b) It shall recommend club service ideas to strengthen clubs and work with the
Rotarians on the District Rotaract Committee to organize new clubs and district
training sessions for incoming Rotaract club officers.
c) It shall help DRR to develop and distribute Rotaract District newsletter; plan,
arrange and hold the Rotaract District Assembly, the Rotaract District
Conference, other district events and coordinate public relations activities to
promote Rotaract at the district level.
6) Members:
a) The positions and number of members in the committee and their responsibilities
will be determined by DRR with reference to Rotary International documents on
Rotaract. In addition to DRR, IPDRR, DRR (E), the District Committee may be
comprised of the ADRR, DLT, DS, District Treasurer, District Directors, ZRR, and
officer/members appointed by the DRR.
b) The members of the Committee [except the DRR, IPDRR and DRR (E)] will be
appointed by DRR. DRR shall have the right to directly appoint his/her committee
chair and members after consulting with the home club President of the Rotaractor
being appointed. DRR (E) may also call nomination; inviting Rotaractors to file their
nomination to serve in various capacities as described by DRR (E) in the nomination
call. The candidate should get consent from their home club before filing for
nomination. The role of serving ZRR during the facilitation process will be
determined by DRR.
c) The members of the Committee shall preferably be the past presidents or any
other active, committed and resourceful members who has actively participated in
his/her club.
b) The DRR shall preside over all meetings of the committee. In his/her absence,
DRR (E) or ADRR may be appointed to conduct proceedings.
c) The minutes of the committee meetings will be read out and confirmed by the
members present at the end of each meeting. It will be circulated to all the committee
members and Rotaract Clubs for amendment before the next committee meetings
through emails.
f) Sergeant at arms will be appointed by DRR who will help to maintain the
decorum of the meeting.
d) Separate fund called ‘Rotaract District Fund’ shall be created under the same name
in the Bank. The chairperson of the RDF shall be the DRR. The funds from RDF
shall be kept in a fixed deposit. Funds will be utilized to support the service project
of the clubs. The decision to grant the fund shall rest to the RDF committee
comprising of DRR, IPDRR, DRCC and DRRE. RDF Grant shall be as governed
by the financial guidelines.
b) The District Treasurer shall be responsible for the day-to-day operation of the
accounts. It shall maintain books and records of the District Fund.
e) If the district budget do not get the approval of three-fourths of the incoming club
presidents, the district budget shall be reviewed by the finance committee which may
include the presence of Past DRR and presented to the incoming club presidents in
whatever way they consider appropriate and have the budget approved by a majority
of clubs by June 30.
f) The District Treasurer shall make all payments as approved by the District Rotaract
Representative in line with the decision of the Finance Committee. However, if there
is any variance between the expense and the budgeted amount, the same shall be
immediately referred to the District Rotaract Representative, and to the finance
committee who may at their discretion approve the variance.
g) Unaudited District accounts has to be presented by DRR to all the clubs by end of
July of the next Rotary Year and get it endorsed by the First PS meet along with
an annual report.
i) Finance Committee shall have financial audit by the auditor selected in district
assembly or first PS Meet and send the audit report to the clubs 45 days before
the district conference and need to pass the audit report in the district conference.
j) If the DRR does not submit any accounts to the Finance Committee, the Finance
Committee shall circulate this information to all the clubs in the district. Also, if the
Finance Committee fails to review and return the accounts within two weeks, the
District Rotaract Representative can circulate them to the Rotaract Clubs of the
district without the report of the Finance Committee.
l) The finance committee should keep a record of all finance related documents
including bills, vouchers and audit report of the last six years. Upon request
these documents shall be made accessible to the clubs. The basic cost
associated for making these documents available such as photocopy and files
shall be paid by the applicant.
m) There shall be separate financial guidelines of the district to administer all the
district fund in systematic manner.
Chapter 5
a) The major district events shall be the Rotaract District Assembly, Rotaract District
Conference, President-Secretary Meetings and President-Secretary Training
Seminar (PETS-SETS).
b) The DRRE shall arrange for Rotaract District Assembly tentatively in the month
of May / June prior to starting his/her tenure from July onwards.
c) The Rotaract District Conference shall be tentatively held every year in the
months of January / February.
d) A minimum of 30 days’ notice should be given as regards to the date and venue of
major
Rotaract District Event.
e) The DRR shall look to the convenience of the District Governor and District
Rotaract Committee Chair before fixing the dates of the Rotaract District
Assembly and Conference.
f) The bids for the incoming District Events should be called for at least 3 months
prior to the event and presented at least one Rotaract District Event prior.
g) Clubs willing to bid for hosting the major district events should furnish their bids with
adequate details as mentioned in the provided bidding document and also present
a copy of the resolution from a regular club meeting approving the decision to host
the same.
h) The DRR will not be liable to reimburse any part of the expenses incurred by the
host Club(s) for hosting the major district events. However, Committee/ committee
members including DRR shall facilitate the funding process of the event during
preparatory phases.
j) Minutes shall be sent to all the clubs within two weeks after the completion of the
event.
The District Rotaract Representative shall invite nominations for the District Rotaract
Representative Nominee by notification in the letter/email to the clubs in the District at
least 60 days before the day of election.
ii) Must have served as a President for one full term and either member of
District Rotaract Committee or of Rotaract District Committee for at least
two years in total.
iii) Must be a member in good standing having no financial liabilities towards any
Rotaract Club or Rotaract District Committee.
iv) Must have submitted his / her Club accounts as club president.
vi) His / her nomination must be supported by 10% of total Rotaract Clubs (as per
latest update of Rotaract district) including his / her home club and forwarded from
his/her zonal meeting after reviewing the nomination document supporting sub-
clause b) i, ii, iii, iv and v.
vii) Any club in the district may nominate a candidate who is an active member of
the club provided it fulfills the following criteria
(1) Must clear off all due to the District Fund by 31st August of the current
Rotaract year.
viii) Provided that the above provisions are fulfilled, nomination papers consisting of
the following shall reach zonal Rotaract Representatives for discussion and
review to finally reach the District Rotaract Representative at least 30 days
before the District Conference:
x) The age limit of District members including DRR should be below 36 when serving
in the office of Rotaract District 3292.
xi) One must not be serving in any Rotary Club in a prominent position such as
President-Nominee, President-Elect, President, Secretary, VP, or Treasurer while
applying for the candidacy. The candidate, if elected, shall further also refrain from
holding any prominent position in any Rotary Club during their tenure as DRR-N,
DRR-E, or DRR.
c) Voting rights
e) Election Method
If there is more than one candidate, voting will take place by secret ballot. When
there are more than two candidates, preferential ballot procedure will be applied.
This means instead of giving only one vote, the club will have to decide on
preferential votes, i.e. which candidate is the first preference, second preference,
third preference and so on.
After the count of the 1st preference votes, the candidate who gets a clear majority
(50% +) will be declared elected. If no candidate gets a clear majority in the first
count, the candidate with the minimum 1st preference votes is eliminated, Now the
number of votes received by remaining candidates under second preferences in the
ballot paper of eliminating candidates are added to the respective first preference
votes of the candidates then the candidate who gets clear majority is declared
elected. Again, even after the second count if no clear majority is received, the
candidate with the lowest number of votes is eliminated and the process is
continued unless one candidate gets a clear majority. A ballot which indicates less
than available choices is counted only for the choices marked. Then it will be
considered transferable.
The rights are reserved to call for any document and club records to testify
regarding nomination or voting rights and the decision of the District Election
Committee on any dispute shall be final.
f) Election Process
ii) Each candidate shall be provided with 5 minutes each for sharing their vision as a
DRR's candidate just before the voting process begins. No question-answer
session after the presentation shall be made.
iii) Only the eligible club representatives i.e. president/club representative will be
escorted by election officers to the election venue.
iv) The election officers will verify the ID cards (in case of both Presidents/club
representative) and consent letter (in case of club representative). The verification
will be done on the basis of the profile of members maintained at the website of
Rotaract district. The election officers will also verify the voting right of the clubs.
viii) The person who has recently casted the vote then needs to be present in the
space allocated by the election committee.
ix) The eligible club representative shall be present during the roll call for the
election. If failed to show presence by the end of roll call, then the club will not
be eligible to vote.
x) The duration of the election will be fixed by the election committee together with
the candidates and their representative on the election date after gathering in the
election venue.
xi) The method of counting the votes shall be as described in clause 13.sub-clause
e)
xii) The result received after the election will be minute and will be duly signed by
all the election committee members, by the candidate and their representatives.
xiii) The election committee will publish the notice to declare the end of the
election process and will declare the DRR Nominee in the main program
hall.
xiv) In case of Dispute: If any of the club(s) has/ve issue(s) regarding election or on
the candidate(s) breaching of the code of conduct then application should be
filed addressing the election committee chair with substantial evidence on the
issue within 21 days after the publishing of the notice or end of the election
process.
xv) DRR’s Election shall be conducted on the first day of district conference.
(1) In the absence of the club president during election, consent of the
candidate representing the club (i.e. club representative) needs to be
provided to the committee chair and DRR one week prior to the
election.
(2) Any activity shall not be conducted or cause to be conducted in a
manner that incites hatred or enmity among Rotaractors or Clubs.
(3) No criticism shall be made by causing harm to the private life of the
candidates.
(4) No one shall solicit votes or carryout or cause to be
carried out campaigning in a way that incites communal
feeling
(5) No act shall be done or cause to be done or incitement shall be
made to commit such that deem to be election related offences
under the prevailing laws.
(6) No resources or property of the Rotaract District or any projects &
programmes shall be used or case to be used by the candidate to their
interest or against the interest of others.
(7) No cash or commodity shall be distributed or cause to be distributed;
and no parties shall be held or cause to be held; & no alcohol shall
be served or distributed or cause to be served or distributed to any of
the club’s members or voters.
(8) No obstructions shall be created by any means against electoral
rolls collection, voters’ education including other programmes
conducted by the election committee & no any materials or
information related to such programmes shall be defaced or
altered.
(9) No publication medium (print or electronic) for the publicity of the
election related campaign be promoted.
(10) No any kind of procession, mass meeting, gathering, campaign shall
be organized or cause to be organized.
(11) No votes shall be solicited & election campaigns shall be
conducted through social networks with the use of electronic means
such as SMS, Facebook, Viber & social media.
(12) If any of the clubs at good standing other than that of the
candidates have substantial evidence to prove the breach of the code
of conduct can file an application to the election committee chair with
all substantial evidence at least 2 days before the election date. Such
club shall also get a concurrence of at least one other club other than
that of candidates for the election committee chair to consider the
application as valid to process further.
(1) No person other than the candidates, voters, persons permitted by the
election committee shall enter the election venue.
(2) No acts shall be carried out or cause to be carried out with the aim of
preventing the voter from going for voting or depriving them from casting
their votes.
(3) Voters shall be allowed to exercise their voting rights in a peaceful
manner.
(1) In the case where a District Rotaract Representative gets terminated, the
District Governor shall appoint an acting District Rotaract Representative for
the rest of the term with the consultation of the District Rotaract Committee
Chair.
Chapter 8
14) Miscellaneous:
a) No Objection Certificate
i) Any member changing membership to some other Rotaract club from his / her
present club shall take a no objection certificate from his/her present club and only
then may become a member of another Rotaract club. The second club accepting
the membership will inform the committee in writing.
ii) A no objection certificate shall be granted by the Rotaract club if there are no
financial dues of the member requesting for no objection certificate. This certificate
shall be furnished within 15 days from the date of written request made by the
member.
iii) In case the club takes a vindictive stand and does not give a no objection
certificate, it may be issued jointly by the sponsoring Rotary Club President and
the District Rotaract Representative.
iv) If a Rotaractor wishes to charter a new Rotaract Club, he or she must first seek
No Objection Letter from his or her current club.
b) Date of Birth
The DRR shall be entitled with the right to ask for a verification of age of any
Rotaractor of any Rotaract Club of Rotaract District 3292, if he/she feels that the
concerned Rotaractor is below 18 years of age.
If the Rotaractor is below 18, the DRR shall formally address the club in question
to take necessary actions. Upon failure of the club to remove the member, the
DRR shall formally inform the sponsoring Club and/or the District Governor.
Note: A Rotaract club may, but is not required to, set an age limit, if the club (in
accordance with its bylaws) gets the approval of its members and, if applicable, its
sponsor club. (This is a clarification of the Board’s October 2019 decision about the
removal of the upper age limit for Rotaract clubs.)
c) Code of Conduct
Consumption and sale of 'alcoholic drinks' at any district events shall not be
allowed, and if found, will mean suspension of the club for that Rotaract year.
d) Publication
i) The District shall publish the DRR's Newsletter at a regular interval, preferably
quarterly and at least bi-annually via online platforms (electronic mail)
ii) The Newsletter will reach all the Rotaract clubs of our District, Rotaract District
Committee members, all members of District Rotaract Committee, District
Governor, District Governor (E), I. P. District Governor, Inner Wheel Chairperson,
District Interact Representative, DRCC, all the sponsors and well-wishers of the
issue and all others as deemed appropriate by the DRR.
iii) Efforts will be made that Rotaract District directory is released at District
Installation or Recognition Ceremony.
e) Amendments
i) Any club which wants amendments in the District Guidelines shall send its
proposal to the D.R.R. and DS, 21 days before the 1st PS Meet (PS Meet before
District Conference) on the club letterhead duly signed by the club President.
ii) Proposals may also be sent by the Rotaract District Committee and District
Rotaract Committee.
iii) These received proposals shall be then reviewed and finalized by Rotaract District
Committee with consultation of the clubs that have proposed the agenda for
amendments or clarification/sharing in 1st PS Meet. However, proposals regarding
guideline amendment shall not be filtered. District shall send the finalized proposal
to the clubs at least 15 days before the 1st PS Meet.
iv) The District Secretary on behalf of Rotaract District Committee shall send these
proposals to all clubs two weeks before the PS Meet. Only these proposals shall
be considered for the amendments.
vi) These District Guidelines may be amended or added subject to only the
approval of the District Governor.
vii) Nothing in these District Guidelines shall contravene any provisions of the
Rotary International Statement of policy relating to Rotaract club or the
Standard Rotaract Club Constitution.
viii) The amendments in the Rotaract District Guidelines shall happen only once a year
during the First PS Meet.
ix) The non-delegates shall be allowed to put forward their views in the PS meet
discussion for an allocated time.
f) Dispute Resolution
DG through the District Rotaract Committee shall be referred for dispute resolution
if Rotaract District Committee fails to reach an agreement.
g) Interpretation
The Rotaract District Committee of the Rotary International District 3292 shall have
the final authority to interpret these bylaws.
h) Adoption of Guidelines
We, the undersigned, are all of the members of Rotary International District 3292,
and we consent to, and hereby do, adopt the foregoing guidelines, consisting of
the preceding pages, as the guidelines of the Rotary International District 3292.
Amendments
