MEMORANDUM & RULES AND REGULATION OF DISTRICT TAE

KWON DO ASSOCIATION OF RATIIINDA


Name of the Association : Bathinda Taekwondo Sangh, Bathinda

Location of Registered Office : Dashmesh Public School, 100 Ft Road Bathinda

1. Memorandum of the Association

 To promote the art of Tan Kwon Do at the District level.


 To prepare the Tat Kwon Do Player for the state and national level
performance.
 To join the association with Government and Non-government
Institutes, Educational Institutions. Schools, Colleges and University.
 To run the Association properly with high standard of discipline and
keeping the Punjab Taekwondo Association's and Taekwondo Federation
of India’s, rules and regulation in view the working committee is agreed
to adopt the following rules and regulation, which can be expanded and
amended according to the circumstances .

3. Rules and Regulations
Membership of the Association :

(i) Member must be an Indian.

(ii) He/She must be an adult and educated.

(iii) lie/She should not be known as an Anti-Social activist.

(Note: To have membership of association approval of working committee is


must)

5. Membership Fee

(a) Executive Members :- Minimum Rs. 500/- annually (b) General Members:
Minimum Rs. 300/- annually

6. Bank Account of the Association

(a) Account will be opened in any Nationalized Bank (b) It will be a joint
account in the name of the Association (c) This will be operated by signatures
of General Secretary & Treasurer or President & Treasurer both.

7. Rights of Fund Expenditure

President will have right to expend up to Rs. 10.000/- , General Secretary will
have right to expend up to Rs. 5000 & Treasure General Secretary will have
right to expend up to Rs. I000in ease of emergency for the Association
activities and it must be passed in the very next meeting of the working
committee/executive body.
8. Meetings of Executive Body

There will be at least one meeting in the gap of three months is must. For any
sort of emergency meeting prior intimation of at least 24 hours is must.

9. General Body Meeting

(a) One general body meeting in one year is must in which whole year's
performance and activities will be discussed and record of the same must be
placed before general body for approval.

(b) Beside this if President find it necessary' then he can call a meeting on 24
hours notice as an emergency meeting.

10 Decision and Resolution

For any kind of emergency decision or amendment of the rules the meeting of
the executive body should be held and at least Y. members of the executive
body must participate in the meeting. The decision taken must be presented in
the annual general body meeting for approval and regularisation.

11. Technical Director

(a) He must be an experienced and qualified coach .

(b) In all technical matters decision of the technical director will be solo and
final.

(c) For opening new training institute or orgainsed any sort of training camps
Technical Director's approval is must.

(d) For any Disciplinary action against any player and Instructor by association
Technical -Director's concern is must.

12. Executive Council

Ordinary meetings of council shall be held once in every three months for that
atleast 10 days prior notice is must. Extraordinary meeting can be convened by
the President, if considered necessary, at a notice of 3 days.
(b) The terms of the Executive council shall be of four years but. its tenure can
be extended not exceeding six months, only on account of unavoidable
circumstances, with the approval of 2/3 majority of executive council.

(c) During the any competition any unsports men like behaviour on the part of
a sports man/sports woman, official or coach, which includes insulting, making
undesirable gestures, abusing the decision of the judges/referees and
provoking the opponents or spectators, etc. in a word, committing any act not
in keeping with the priority of sports. shall be punished as follows :

(i) Disqualification for the duration of that activity/championship.

(ii) Disqualification for the entire duration of the competition.

(iii) Prohibition from participation in competitions for a fixed period of


time.

(d) The executive council shall also discharge the following functions :

(i) Planning and management of Association and its operation.

(ii) Management of financial affairs.

(iii) Processing of proposals for amendment to the Constitution. Rules and


Regulations.

(iv) To promote the nil of Tackwondo at the Distt Label. open new Training
centers with content of Technical Director

(v) Preparation of agenda for general body meeting.

(vi) Suspension or dismissal of a member of the Executive council.

(vii) Appointment of subcommittees.

(viii) To Taking disciplinary action for misconduct, misbehavior or any other


offences of Tackwondo Authority.

(ix) In favor of organization , Executive Council shall have right to nominate the
members from out side the Gen.Body also - if it is required . Such candidate
will be eligible for one term only .
13. Registration & Affiliation of new training center

(a) To open a new training center it is necessary that an Instructor has


to be a black belt holder and he/she should be a qualified National Instructor
under TFI.

(b) In order to open a new training center aspirant candidate will have to
produce a permission teller in front of also in which permission can be asked to
open it in a school/ college /or open playground.

(c) To promote the art association can give permission to a black belt
Tae-Kwon-Doist but for the same consent of Technical Director is must.

(d) Registration Fees — 300Rs.

(e) Affiliation Fees - 500Rs Per Annam

14. President

The President shall perform the following functions :

a) To implement the objectives of the Association.


b) To Preside over all the meeting of general assembly and the executive
council.
c) To sanction expenditure upto Rs. 15000.
d) To deal with disciplinary matters arising in the Association of the
member units.
e) To ensure that the District championship is in held at least once in a
year.
f) To issue guidelines to the member as per decision of the General
Assembly/Executive council.
g) In case of emergency requiring immediate action he may adopt such
measures as the circumstances may deem fit in consultation with
General sec. Such action shall be got approved by the executive council
in the next siting.
h) To call for the meetings of the General body, special general meeting
and executive council at a convenient date time and place by him or
through general secretary of the Association.

14. Senior Vice President


(a) To preside over all the meeting of general assembly and the executive
council in absence of President.

(b) To perform such functions as authorized by the president.

15. Vice President

a) One of the Vice President authorized by the President will preside over
the meeting in the absence of the President and Senior Vice President.
b) To perform such function as authorized by the President.
c) One of the Vice President will assist the President In promotion of the
game while the other Vice-President will assist in mobilization of funds.

16. General Secretary

a) The General Secretary should be a technical person at least black belt


and qualified national referee and instructor. He will represent and lead
to association as its Chief Executive officer and give all technical
direction.
b) The General Secretary shall be responsible for the day to day activities
of the Association as per direction of the president.
c) To organize District Tackwondu Championship at least once in every
year.
d) To maintain the movable & immovable assets of the Association.
e) To maintain records and minutes of the meetings of the Association.
f) To ensure that each member follows the guidelines, directions, rule &
regulation of the Association.
g) To Conduct the meeting of the General body, Executive Council and
prepare agenda all the directions of the President of the Association.
h) To be the appointing authority in respect of the staff of the Secretariat
shall have power to suspension, penalties, removal and dismissal of any
employee from service on disciplinary ground.
i) To prepare annual report of the Association in consolation with the
President. The report has to be approved by the Executive Council
before it is placed before the General Body.
j) Shall have the power to authorized expenditure up to Rs. 5000/- at a
time.
k) Shall sign all instructions or contracts on behalf of the General Body /
Executive Council.
l) He may terminate any member of the Executive Council if activities of
the members are contrary to the interest and image of association or it
he holds any position in any other organization concerned with any
Martial Arc However no right or claim for compensation or damages,
from the association the council shall be available to any member whose
membership is terminated.
m) He will organize training camps and conduct Colour Belt test under the
satisfied by Punjab TKI) Association and Taekwondo Federation of India.
n) If Ile is a senior most and qualified technical person (Qualified Coach), De
may assume the post of technical director

17. Joint Secretary

He shall act in administrative matters according to the directions of the


Secretary General.

18 Treasurer

The treasurer of association shall perform the following functions:-

a) Shall ensure the payment of all hills by cheeks as tar ns possible upon
certificate of the amount by the president.
b) The bank accounts of the Association shalt be operated only under mint
signature of the two person as Treasurer - President or Secretary-
Treasurer.
c) Shall maintain a cashbook MO such other books, as he/she feels
necessary.
d) shall be responsiible to the President for the financial transaction and
shall act in administrative matters according to the directions or the
secretary.

19. Elections

a) Elections shall be held once in four year to elect Executive council


members from amongst the representatives of the members present.
b) Notification indicating venue date and time for elections should be
issued by association secretariat 30days before the expiry of 4 years
term.
c) Any vacancy (including of the President) which occurs in the Executive
council, shall be tilled by co-option from the remaining office bearers
and member of the council and member of the General Assembly. This
shall be regularized during the very next meeting of the General
Assembly.

20 PENALTIES

The General body and executive council of the association shall be competent
to impose the following sanctions against the offenders of or the recognized
institutes.

 Warning
 Revoke or condemnation
 Punishment with fine
 Suspension
 Expulsion and dismissal of member
 Punishment with fine shall not exceed Rs. 1000 at a time or as per the
prevailing conditions

21. FINANCE

(a) Each financial year shall commence with the first day of the April and shall
end of 31" day of next March.

(b) The association shall have following source of income

I. Fee subscriptions
II. Income from operational activities
III. Donation/Grants/Assistance from Government/State
Government/ Private institutions involved in promotions of sports
IV. Other Income if any from legitimate means.
V. Income from advertisement sponsorship etc.
22. PATTERNS

(A) The association shall have one Chief Patterns and Patterns. The name of the
Chief Pattern and Patterns shall be approved by the executive council of the
association.

(B) The Chief Pattern/Patterns shall hold his position for a period of two years
from the date of their nomination or the tenure of the executive council which
ever is less.

23. Press Committee

The association shall have one press committee at least having two members.
The name of generalist shall be approved by the executive council of
association and the period of this committee will be two years from the date of
their nomination or the tenure of the executive council whichever is less.

24. Audit

Annual statement of income and expenditure shall be placed before General


Body perusal and approval. The Treasurer shall be responsible for maintenance
of Accounts . In the absence of Treasurer all accounts should be placed by the
Secretary Gen. For the approval of accounts before the president.
