CHAPTER ONE

1. SUPREMACY OF THE CONSTITUTION


This Constitution is the supreme document of the Association and its provision shall have binding force
and authority on all members of [GALSA_SSU] in Sokoto State University.

2. NAME OF THE ASSOCIATION


The name of the Association shall be Gada Local Government Students Association Sokoto State
University,[GALSA_SSU], hereinafter, referred to as the Association.

3. MOTTO OF THE ASSOCIATION


The motto of the Association shall be "Education Is Our Pride;

4. AIMS AND OBJECTIVE OF THE ASSOCIATION.


The aims and objective of the Association shall be:

1) To foster unity among members of the Association through creating forum for the articulation of
matters of interest to members and the discipline of Gada local government Students in Sokoto State
University, Sokoto. (GALSA_SSU)

2) To create an avenue for the exposition and harnessing of clinical and creative Literary and linguistic
talents and cross fertilization of of ideas among members of the Association with the view to realizing
academic excellence for National development.

3) To foster unity and peaceful co- existence and co-operation between the Association and other sister
Associations or organizations that may or might have existed at the Regional and National body.

4) To create an avenue for social interaction among member chapters and regions of the Association in
order to complement academic exercise.

5) To pursue with vigor the representation of the Association as the need arises at both local and
international level.

5. INTEPRETATATION OF THE CONSTITUTION


The interpretation function of this Constitution shall be that of Executive Council.
6. CITATION OF THE CONSTITUTION
This Constitution shall be known and referred to as the Constitution of the Gada local government
students association Sokoto State University, Sokoto. (GALSA_SSU)

7. MEMBERSRIP OF THE ASSOCiATION.


Membership of the Association is open to:

1) All registered students of the Association.

*8. REGISTRATION INTO THE ASSOCIATION


Any student that offers Admission in the prestigious Sokoto State University can complete registration
after fulfilling the following

1) Collecting the Association's Identification Card after completion of School registration

2) Attending a general meeting of the association at each beginning of first semester for both fresh and
returning students.

CHAPTER TWO
9. THE STRUCTURE OF THE ASSOCIATION.
The structure of the Association shall be as follows:

1) The Coordinator

2) The Executive Council

3) The General Congress

4) The Patrons

5) The Grand Patron

6)The Committees

10. THE EXECUTIVE COUNCIL.


The Executive Council shall:
1) Be composed of all Nominated officials of the Association.

2) Not assume duties until they take and subscribe to the oath of office

3) Be responsible for the day to day running of the Association.

4) Present to the Coordinator its budget, policies and programs within and internal not exceeding one
month from the time of assumption of Office.

5) Be the supreme body of the Association

6) Raise funds in pursuance of the aims and objective of the Association as provided in section 5 of this
Constitution.

7) When the need arises, incur loan for the Association provided the loan shall be within the solvency of
the Association and shall be approved by the General Assembly.

8) Present its End of Term of Office Report (ETOR) to the

General Congress during the Association's annual convention.

16. THE GENERAL CONGRESS


The General Congress shall:

1) Comprise of all members of GALSA-SSU

2) Be presided over by the President.

3) Be briefed by the President about the activities of GALSA-SSU..

4) Shall be the highest decision making body of the Association.

17. THE PATRONS/PATRONESSES:


The Patron/Patronesses shall:

1) Be appointed by the Executive Council of the Association.

2) Be in Office for the period of two(2) years from the time of Appointment.

18. THE GRAND PATRON


The Association shall have a Grand Patron who shall be a Non Academic Staff, of the high moral standing
and Student friendly.
19. THE COMMITTEES.
1) This Association shall constitute a standing Committee as the need arises. The Committees

shall comprise of:

a. Finance Committee

b. Social Committee

c. Sport Committee

d.Welfare Committee

e.Constitution Review/Amendment Committee

f. Audit Committee

g. Standing Order Committee.

2) The Committee(s) shall function in accordance with the terms of reference that may be given to them

3) Any Standing Committee constituted shall remain dissolved on the completion of assignment and
consideration of report by the General Assembly.

4) Standing Committee(s) set up by the Executive Councul shall remain dissolve prior to the dissolution
of such an Executive.

CHAPTER THREE
21. THE COMPOSITION OF THE EXECUTIVE
The Executive Council shall comprise of the following Officers:

(a) The President

(b) The Vice President

(c) The General Secretary

(d) The Assistant General Secretary

(e) The Financial Secretary

(f) The Treasurer

(g) The Auditor General


(h)The Director Of Socials

(i) The Director Of Welfare

(j) The Director Of Sports

(k)The Director Of Information (PRO)

(l) The Regional Directors: North- Central, North -West, North- East, South - South, South - West and
South -East. To the national union (GALSU)

22. POWERS AND FUNCTIONS OF THE EXECUTIVE COUNCIL.

THE PRESIDENT.
The President shall:

(a) Be the Chief Executive Officer of the Executive Council and the Association.

(b) Be the head of the Association

(c) Preside over all meetings of the Association.

(d)Appoints the Chairman of all Committees/ Commissions Constituted by the Association.

(e) Co-ordinate and monitor all activities of the Executive Council.

(f) Exercise Veto Power

(g) Be a Compulsoiy Signatory to the Association's bank account

(h)Approve all finance expenditures of the Association

(I) Maintain a Presidential diary of activities, contacts and official proceedings of the Association.

(j) Borrow money for the purpose of undertaking a matter urgent interest to the Association and such
money to be approved by the General Assembly.

(k) Summon all meetings through the General Secretary and or the Director of Information.

(l) In consultation with the Executive or the General Assembly set up Committee(s) as the need arises.

(m) Be accountable to the General Assembly and the General Congress.

(n) Entitled to appoint his official aides not more than six persons.

(o) Becomes an automatic chairman of any Committee constituted of which he /she is a member.

(p) Perform any other duty as may be required of him by the General Assembly.
(q) Assign any of the optional signatories to the bank account of the Association to sign its
cheque/withdrawal slip as the case may be, for the purpose of attending to matters of urgent
importance to the Association.

23. THE VICE PRESIDENT


The vice President shall:

(a) Assist the President in performing his/her duties.

(b)Deputize for the President.

(c) Perform any other duty (ies) as may be assigned him/her by the President

(d) Become the President of The Association in an event where the President is permanently
incapacitated by the health or death or can no longer perform his/her functions or is impeached from
the Office.

24. THE GENERAL SECRETARY


The General Secretary shall:

(a) Compile and keep minutes of meetings of all Executive, General Assembly and General Congress
meetings of the Association

(b) Be responsible for all correspondence of the Association.

(c) Keep records of all activities of the Association and prepare an Annual Report of same.

(d) Be in-charge of the Association's secretariat.

(e) Keep records and documents of the Association.

(f) Perform any other function(s) assigned to him/her by the President.

25. ASSISTANT GENERAL SECRETARY


The assistant General Secretary shall:

(a) Deputize for the General Secretary.

(b)Assist the General Secretary in the performance of his/her official functions.

(c) Take attendance during Executive and General Assembly meetings.

(d)Perform any other duty assigned to him /her by the General Secretary and the President.
26. THE FINANCIAL SECRETARY
The financial Secretary shall:

(a) Be responsible for the collection of the monies and issuance of receipts for the Association.

(b) Pay into the Association's bank account of all monies collected within an interval not exceeding 72
hours (3days) from the time of collection of such monies.

(c) Issue receipt to the treasurer for all monies collected and paid into the Association's bank accounts.

(d) Keep records of all income of the Association and account for it when the need arises.

(e) In collaboration with the President and treasurer, prepare reports of finance of the Association.

(f) Chair the finance Committee of the Association.

(g) Advise the Association on matters of finance.

(h) On demand, make available all records of finance in his/her custody to the Association's Auditor
General or any authorized person(s) by the President of the Association for the purpose of auditing.

(i) Perform any other function as may be assigned to him/her by the President of the Association

27. THE TREASURER


The treasurer shall:

1) Subject to section 26 (1) (b), the treasurer shall keep and deposit money belonging to the Association
in its bank account.

2) On demand by the President and the Executive Council, give out money in his possession with receipt
backing the expenditure.

3) Keep record of all expenditure of the Association and account for it when the need arises.

4) In collaboration with the President and financial Secretary, prepare the report of expenditure of the
Association.

5) Work hand-in-hand with the General Secretary for proper documentation of the Association's
expenditures.

6) Be one of the signatories to the Association bank accounts.

7) Carry out any other function(s) assigned to him/her by the President.


28. THE AUDITOR GENERAL
The auditor General shall:

(a) Audit the financial statement(s) of the Association's account.

(b)Access records of finance of the Association for the purpose of auditing.

(c) Present report of his/her audit to the Association during the annual- convention of the Association.

(d)Present a copy of his/ her report of audit to the Executive Council at least 2 day before for
consideration before presenting same to the General Congress during its annual convention

(e) Perform any other function(s) assigned to him/her by the President of the Association.

29. THE SOCIAL DIRECTOR.


The Social Director shall:

(a) In consultation with the Executive Council, organize social activities for the Association.

(b) On no account, shall the Director of Socials engage in any social activity that can involves finance
without prior approval of the Executive Council, and, or, the President.

(c) Chair the social Committee of the Association.

(d) Give all income realized from social activity (ies) of the Associauon to the Financial Secretary or
Treasurer for onward deposit to the Association's bank account within 48 hours (2 days ) from the time
of realization of such money.

(e) Perform any other function assigned to him/her by the President.

30. THE DIRECTOR OF WELFARE


The Director of welfare shall:

(a) Pursue the welfare of the members during meetings, convention and other functions of the
Association.

(b) Chair the welfare Committee of the Association.

(c) Advise the Association on matters relating to welfare.

(d) In consultation with the Executive Council, provide welfare packages for members of the
Association, on no account shall the welfare Director engage in any welfare package that involves the
Association financially with without prior approval if the Executive Council.
(e) Carry out any other function assigned to him/her by the President.

31. THE DIRECTOR SPORTS


The Director of sports shall

(a) In consultation with the Executive Council, organize games and sports activities of the Association.

(b) Advise the Association on matters relating to game and sports.

(c) Chair the Committee on sports and games of the Association.

(d) Give all income realized from games and sports events/ activities to the Association's Financial
Secretary or treasurer for onward deposit into the Association's bank accounts within 48 hours (2 days)
from the time of realization of such income.

(e) Perform any other functions assigned to him/her by the President.

32. PUBLIC RELATIONS OFFICER


Th PRO shall:

(a) The director of Information of the Association.

(b) Advise the Association on matters relating to information.

(c) On no account, release any information about the Association to the public or any organization /
association without prior approval or directive of the President of the association.

(d) Be an image maker of the Association.

(e) Perform any other function(s) assigned to him/her by the President of the Association.

35. TENURE OF THE OFFICE


1) All Offices provided for in section 19 (1) (a) to (n) are to be in Office from the time of oath taking for
the period of one year on NASELS calendar.

CHAPTER FOUR
.

41. IMPEACHMENT / REMOVAL OF OFFICER(S)


A Nominated official of the Association shall be removed from his/ her office if he/she is:

(a) Proved beyond reasonable doubt to be grossly incompetent in the performance of his / her official
function.

(b) Found guilty of anti-Association activity(ies)

(c) Convicted by a competent court of law of a criminal offence.

(d) Absent from three (3) consecutive meetings of the Association without prior permission of the
President of the Association.

(e) Found guilty of allegations of misconduct leveled against him/her/them, by a financial member[s) of
the Association. A seven man Committee shall be constituted at a General Assembly meeting to
investigate the maters.

(f) The decision of the investigation panel shall be submitted to the General Assembly for consideration.

(g)A vote of no confidence shall be passed against him/her them and be supported by a 2/3 majority of
members present at a General Assembly meeting of the Association

42. RESIGNATION OF AN OFFICER


Any nominated Officer may resign his/her Office if:

(a) His/her resignation is approved by the General Assembly.

( b) His/Her reasons for resignation are considered to be genuine.

(c) He/she shall communicate his/her intention to resign in writing to the General Assembly in its
meeting.

(d) A resigned Officer shall handover the Association's property in his/her custody on receipt of a written
approval of such resignation from the Association's Secretary..

CHAPTER SIX
44. FUNCTION OF THE PATRONS
The Patrons of the Association shall:

(a) Support the Association in the pursuance of its aims and obiectives.

(b) Offer paternal/material advices to the Association.


(c) Settle any dispute that may arise among members and exco or the General Assembly of the
Association that proved to be beyond settlement at the exco or disciplinary Committee level.

(d) The decision of the Patrons on a dispute shall be final and conclusive.

45. REMOVAL OF THE PATTONS FROM OFFICE .


1) Any Patron of the Association with his/her permanent appointment not withstanding shall be
removed from Office if:

(a) He/she neglects his/her Constitutional duties to the Association.

(b)He/she proves beyond reasonable doubt to be grossly incompetent in the discharge of his/her duties;

(c) He/she exhibits attitude or behaviors unbefitting of a Patron of the Association.

(d) He/she is convicted of a criminal offence by a competent court of law.

(e) He/she is permanently incapacitated by ill-health or medically certified lunatic or dead.

(f) He/she loses the headship of a department of English and Linguistics of the University

46. FUNCTIONS OF THE GRAND PATRON


1) The Grand Patron shall:

(a) Advice the Executive Council and the Patrons of the Association.

(b) Work hand in hand with the Executive Council and other Patrons in pursuance of the aims and
objectives of the Association.

(c) Settle dispute that may arise airiong the Patrons of the Association.

CHAPTER SEVEN
49. BANKING
1) The Association shall open and operate savings and current accounts respectively with any
commercial bank in Nigeria.

2) The President, the Financial Secretary and the treasurer shall be the signatories to these bank
accounts subject to section 20 (1) (g)
50. SOURCES OF FUND OF THE ASSOCIATION
1) The Association shall generate fund to pursue its aims and objectives through the following sources:.

(a) Fund raising activities: The Association shall organized fund raising activities such as appeal fund
raising , fund raising dinner, solicitation for funds/ sponsorship/partnership in order to execute its
projects and programs provided the names of carrying out any of this activities shall not dent the image
of the Association or contradict the provision of thisConstitution .

(d) Sales of the Association Publication: the Association shall sell its publication such as magazines,
books, Journals for the purpose of raising fund.

(f)Freewil Donations: The Association shall accept freewill Donations in cash or kind. On no account this
Association accept donations if any kind from corporate body(ies) or organizations of questionable
character.

CHAPTER EIGHT
51. MEETINGS OF THE ASSOCIATION: (NEC) MEETING
1) The Executive Council shall meet as often as it shall deem fit.

3) Resolutions passed during Executive Council meeting shall have binding force on every member of the
Executive Council, both those present and absent.

4) A non Executive member of the Association shall attend the Executive Council meeting on invitation
by the President of the Association only.

5) The President of the Association or his/her representative and three other members of the Executive
Council shall form a quorum for an Executive Council meeting provided other Executives were invited to
such a meeting for a duration not later than (1) one day.

6) The code of communication during all meetings of the Association shall be English Language.

54. EMERGENCY MEETINGS


1) Emergency meetings of the Association shall be held as the need arises

2) All decisions taken during the emergency meeting shall be consistent with the provisions of the
Constitution

55. MEETINGS OF THE PATRONS


1) The Parrons shall meet as the need arises and select its chairman who shall coordinate its activities
56. MODE OF ADDRESS DURING THE ASSOCIATION MEETINGS
1) Any member/person permitted by the President of the Association to speak shall stand up, observe
protocol by saying: The President GALSA_SSU, Sir/Ma, the EXCO. And introduce him/her self before
making a speech.

57. MOTIONS DURING MEETINGS


1) Any motion moved during a meeting shall be seconded before such a motion will be debated upon.

2) Only motion with a counter-motion or contrary opinion shall be debated upon.

3) The President of the Association shall allow for the amendment of a motion and if such a motion is
amended shall be treated or regarded as a different motion.

4) The President shall struckout any motion without a seconder.

5) A motion shall be adopted by a simple majority of votes cast in its favour.

6) Where there is a tie in votes cast for or against a motion, the President of the Association can vote for
or against such motion.

CHAPTER NINE
58. DISCIPLINE
1) The Executive of the Association shall set up a seven (7) man disciplinary Committee to handle cases
of indiscipline case may arise among members and organs of the Association.

2) The disciplinary Committee shall be impartial in the cause of its investigations and judgments. The
Committee shall:

a) Have a Chairman and Secretary.

b) Investigate allegation(s) of indiscipline as it may arise against member(s) of the Association

c) Report its findings to the Executive Council

d) Recommend measures against offenders to the Executive Council of the Association for consideration

e) Cause any member of the Association to, when the need arises; testify during its sitting(s).

f) Recognize prerogative of mercy granted to any member of by the General Assembly or the President.

59. OFFENCES
1) The following shall constitute offences in the Association:

a) Non-fuifillment of a member's obligation(s) to the Association.

b) Absence from two consecutive meetings of the Association on the part of an Executive Council
member without prior permission of the President of the Association, or it's us not considered a genuine
reason by the Presidet.

c) Aiding and abetting members to do anything that shall be at of abusive expression(s) during a meeting
or other functions of the Association.

e) Endangering the life of a member(s) of the Association

f)Indulgence in cultism.

g) Misappropriation of the Association's funds by the Executive Council or an Executive Officer of the
Association.

i) Disrespect of the provisions of the Constitution and constituted authorities.

j) Indulgence in anti-Association activities.

k) Indulgence in activities capable of destroying the image of the Association.

l) Obstructing the smooth running of the Association's meeting by way of speaking without prior
permission by the President or the presiding Officer as the case may be.

m) Commission or omission of an act(s) reasonably considered as an offence by the Executive Council or


the General Assembly.

60. PUNISHMENT OF MEMBERS


1) The gravity of an offence committed by a member(s) or an organ(s) of the Association shall determine
the punishment that shall be applicable to such an offender(s). The offender shall;

a) Be fined.

b) Be surcharged.

c) Be suspended.

d) Be warned.

e} Be compelled to refund misappropriated fund to the Association.

f) Be expelled from the Association.

g) Be punished in any other manner as may be considered appropriate by the Executive Council.
61. NON-COMPLIANCE
1) In an event of non-compliance with any punishment given to an offender(s), on recommendation of
the Disciplinary Committee, such an offender shall be reported by the President of the Association or
any authorized person to the head of department for necessary action.

62. PREROGATIVE OF MERCY


1) The Executive Council and the Coordinator shall grant offender the prerogative of mercy provided
that it is in the interest of the Association.

63. ADVERSITIES
1) In the event of a death of a member of the Association; the Association shall Turn out en masse to
pay condolence visit.

2) Where a member of the Executive Council is involved in Court case, the Association shall pursue the
procurement of a Legal aid for such a member provided it is not a criminal case and the Association
attests to his/her good character.

64. ACADEMIC ASISTANCE


1) In the event of any member of the Executive Council, General Assembly, or Chapter is in need of
academic assistance in terms of academic materials, tutorials and data. the Association shall aid such
member or a chapter on merit.

65.AMENDMENT OF THE CONSTITUTION


1) The Constitution or a part thereof shall become effective on the adoption by Coordinator and the
Patron.

2) No part of this Constitution shall be set aside, altered, or amended except by motion seeking for such
has been moved by a two-third (2/3) of the Executive Members and seconded by the Coordinator.

3) A motion seeking to amend a part of the Constitution shall be submitted in writing to the Executive
Council before a General Assembly meeting at which such a motion will be presented.
