REQUEST FOR PROJECT PROPOSAL 2022

CLOSING DATE: 23th December 2022

This program serves to promote the use of


advanced green-building technologies and
innovative solutions in the Eco-city. This is to
help the Eco-city achieve its key performance
indicators and realize its aim of achieving
harmony among people, environment and
society.
1. Principles of the Eco-city

The Sino-Singapore Tianjin Eco-city is not just about being green. It is about creating a vibrant
economy, building a home for its residents and fulfilling our collective desires for a better life
in harmony with the environment.

The Eco-city is more than just about deploying cutting edge technologies or having iconic
buildings. It is about practical and well tested solutions. It is about the City’s spirit, civic values
and community development, creating a sustainable lifestyle without compromising the
residents’ daily needs. Twenty-six key performance indicators will be applied to ensure the
Eco-city’s sustainable development.

2. Key Performance Indicators (KPIs)

The planning and development of the Eco-city is guided by a comprehensive set of Key
Performance Indicators (KPIs) covering its ecological, economic and social development. The
KPIs were jointly formulated by experts from China and Singapore and endorsed by the
Ministerial-level Eco-city Joint Working Committee. In formulating the KPIs, due consideration
was given to the national standards in China and Singapore, and the higher of the two
standards were adopted wherever feasible. Prevailing best international practices and the
local conditions in Tianjin were also taken into account.

There are 22 quantitative and 4 qualitative KPIs. The start-up area and the entire Eco-city
have been targeted for completion by end- 2025. It is for this reason that reference is made to
that year in the KPIs.

Quantitative KPIs

Good Natural Environment

Ambient Air Quality: The air quality in the Eco-city should meet, at minimum, China's National
Ambient Air Quality Grade II Standard for at least 310 days. The SO2 and NOx content in the
ambient air should not exceed the limits stipulated for China's National Ambient Air Quality Grade
1 standard for more than 155 days.

Quality of Water Bodies within the Eco-city: Water bodies in the Eco-city should meet Grade IV
of China's latest national standards by 2025.

Quality of Water from Taps: Water from all taps should be drinkable.

Noise Pollution Levels: Noise pollution levels must satisfy the stipulated standards for different
functional zones.

Carbon Emission Per Unit GDP: Description: The carbon emission per unit GDP in the Eco-city
should not exceed 150 tonne-C per US$1 million.
Net Loss of Natural Wetlands: There should be no net loss of natural wetlands in the Eco-city.

Healthy Balance in the Man-made Environment

Proportion of Green Buildings: All buildings in the Eco-city should meet green building standards.

Native Vegetation Index: At least 70% of the plant varieties in the Eco-city should be native
plants/vegetation: The public green space should be at least 12 square meters per person by
2025.

Good Lifestyle Habits

Per Capita Daily Water Consumption: The daily water consumption per day per person should
not exceed 120 liters.

Per Capita Daily Domestic Waste Generation: The amount of domestic waste generated by each
person should not exceed 0.8 kg.

Proportion of Green Trips: At least 90% of trips within the Eco-city should be in the form of green
trips by 2024. Green trips refer to non-motorized transport, i.e. cycling and walking, as well as
trips on public transport.

Overall Recycling Rate: At least 60% of total waste should be recycled.

Access to Free Recreational and Sports Amenities: All residential areas in the Eco-city should
have access to free recreational and sports amenities within a walking distance of 500m by 2025.

Waste Treatment: All hazardous and domestic waste in the Eco-city should be rendered non-
toxic through treatment.

Barrier-Free Accessibility: The Eco-city should have 100% barrier-free access.

Services Network Coverage: The entire Eco-city will have access to key infrastructure services,
such as recycled water, gas, broadband, electricity and heating.

Proportion of Affordable Public Housing: At least 20% of housing in the Eco-city will be in the
form of subsidized public housing.

Developing a Dynamic and Efficient Economy

Usage of Renewable Energy: The proportion of renewable energy, such as solar and geothermal
energy, utilized in the Eco-city should be at least 20% by 2025.

Usage of Water from Non-Traditional Sources: At least 50% of the Eco-city's water supply will
be from non-traditional sources, such as desalination and recycled water, by 2025.

Proportion of R&D Scientists and Engineers in the Eco-city Workforce: There should be at least
50 R&D scientists and engineers per 10,000 workforce members in the Eco-city by 2025.

Employment-Housing Equilibrium Index: At least 50% of the employable residents in the Eco-
city should be employed in the Eco-city by 2025.
Qualitative KPIs

- Maintain a safe and healthy ecology through green consumption and low-carbon
operations.

- Adopt innovative policies that will promote regional collaboration and improve the
environment of the surrounding regions.

- Give prominence to the river estuarine culture to preserve history and cultural heritage,
and manifest its uniqueness.

- Complement the development of recycling industries and promote the orderly


development of the surrounding regions.
3. Eco-Park

Introduction

The Ecological Pioneering Park is located in the north of Tianjin Eco-city, with a planning area
of 175 hectares.

Companies which are incorporated in the ecological business park can use self-built plants in
the Eco-city to establish its production base in northern China.

The Ecological Pioneering Park will be developed in accordance with the green building
assessment standards, the use of ecological technology construction, such as the use of
energy-saving materials and solar energy technology. These measures will enable owners to
directly enjoy the benefits of cost savings.

The ecological business park is located in the vicinity of Tianjin Port, Tianjin Airport and the
expressway to Beijing. Companies can use the ecological business park as a business
development platform, form innovative business cooperation models with neighboring
companies and service organizations, and gather a large number of professional and technical
personnel, in the field of ecological environment services in North China and Tianjin Area.
Desired objectives:

High Renewable Energy Utilization


30% of energy derived from renewable sources.

Optimal Energy Efficiency


30% less energy consumed compared to similar buildings in Tianjin, which is equivalent to
171 tons of coal and 427 tons of carbon dioxide.

Creative Use of Recyclable Materials


Use of 30% recyclable materials, which is 3 times the requirement of Eco-city’s Green
Building Evaluation Standard.

Efficient Water Savings


Use of 50% of non-traditional water sources and less than 20% of rain water to be
discharged into the public sewers.

4. Application Requirements

Each application must fulfill the following requirements:


a) The project should closely meet the needs of the Eco-city and can be applied in the
Eco-city.

b) Applicants can include companies who already have or intend to have cooperation
with counterpart(s) from other countries.

c) The project should encourage collaboration in research, test-bedding and


commercialization.

5. Scope of Projects

Projects should focus on technology development, product research, integrated innovation,


and commercialization of solutions for green and smart buildings and smart city.

6. Duration of Projects

Each project should be completed within 2 years upon notification of approval of application.
7. Opening and Closing Dates

The call will open on 4th October 2022 and close on 23th December 2022

8. Application Procedures
The proposal of each application should be submitted in English (see Annex A:
Application form) by 5.30 pm, on 23th December 2022. Hearings will take place on the
9th January 2023 for the selected projects.

9. Land-use title certificate

Tianjin Eco-City Construction Commission will review the proposals and identify the
projects. Once the research proposals are approved, the Secretariat will send letters
of notification and give to the selected applicant the land-use title certificate.
