Inclusive Education is the core principle of the K to 12 Basic Education Program. This
promotes the right of every Filipino to quality, equitable, culture-based, and complete
basic education. Through inclusive education, all Filipinos will realize their full
potential and meaningfully contribute to building the nation.
In the Municipality of Inopacan, Leyte the inclusiveness of the K to 12 Education is also
expressed through existing programs such as Special Education (SPEd), and Alternative
Learning System (ALS), which addressed the needs of particular learners. The principle
of inclusion promotes institutional sensitivity and responsiveness nature, situation, and
realities of our country’s learners and directs the Department to proactively address
these through the curriculum and the said programs:
As 4th class income municipality we are currently under-equipped to cater to the
individual and unique requirements of students with special needs. Parents find it
difficult to provide their children the education they need given only a few public
schools have SPED centers. The SPED program and most of our educators also lack the
necessary skills and training to accommodate students with exceptionalities.
A child’s special needs can be detected early even earlier than age five . As LGU’s
support to inclusive Education a fraction of the SEF is appropriated to ECCD
Programs. The Early Childhood Care and Development (ECCD) is the holistic
development of children including physical, cognitive, language, social and emotional
development from conception to age five. ECCD Program specifically aims to enhance
access and upgrade the quality of programs and services, as well as to raise the
efficiency of education services directed young children or learners with special needs.
The ultimate goal of ECCD is the inclusion of children with special needs into the
regular school system and eventually, in the community.
On Alternative Learning System: The Alternative Learning System (ALS) is a very
challenging program for educators who opted to impart their knowledge to out of
school youth. Handling with the young people nowadays whether in school or out of
school is a difficult task. The youth faces a lot of pressures, challenges, hence it is also
hard to dish out or to bring out the best from them as they are distracted with many
concerns. The PANDEMIC does not negatively affect much the mode of education ,
because this is Alternative System , the form of delivery was on modules not and do
not rely much on face to face . If the opportunity comes the program with the ALS be
incorporated with the CSOs . There were already plans to come up with turo turismo ,
the LGU will provide support to this program so that ALS completers will hit two
stones at the same time (1) to learn academics (2) to get employment in the tourism
industry . Some collaboration with other private partners like AER or Action for
Economic Reforms are some of the initiatives to keep moving towards Education for
All. The LGU is very much hopeful that Education for All be felt by everyone, to bring
the benefits of education to “every citizen in every society.”

brought by The program utilizes the existing DepEd expertise, with LGUs and private
sector and CSOs, to provide the technical-vocational and other skills training
components attuned to the demands and opportunities of the local community and the
country. The ALS aims to produce ALS completers that not only are able to catch up
with basic academic education, but have also acquired technical competencies suitable
for immediate employment. Thus, this program will be able to help fulfill the state’s
obligation to provide basic education, at the same time mitigating the problem of a
considerable number of out-school and unemployed youth.
