Title: A RESOLUTION APPROVING THE CITY OF LAS CRUCES’ TOP CAPITAL
OUTLAY PROJECT PRIORITIES FOR THE 2023 NEW MEXICO LEGISLATIVE
SESSION.

PURPOSE(S) OF ACTION:
To approve top capital project priorities.

BACKGROUND / KEY ISSUES / CONTRIBUTING FACTORS:


Historically, the City of Las Cruces (City) has been successful in obtaining state capital outlay funds through the
local legislative delegation annually. At the October 10, 2022, City Council Work Session, staff presented
possible capital appropriation projects from Council and Departments. The list of projects will be used to seek
capital outlay funding during the 2023 New Mexico Legislative Session in January 2023. Projects were selected
based on project readiness, the project being listed on the State of New Mexico Infrastructure Capital
Improvement Plan (ICIP) for 2023-2024, anticipated additional funding sources, and scalability of projects.

The projects that were prioritized during the Work Session, in no particular order, are shown in Exhibit “A”. This
Resolution will move those projects forward to be submitted as requests to our legislative delegation. The City
Manager will determine the amount to be requested and any adjustments to the scope of each request based
on the most current data prior to the start of the 2023 New Mexico Legislative Session.

The projects selected meet the policies in Elevate Las Cruces.

projects for the 2023 New Mexico Legislative Session.
2. Vote "No"; this will not approve the Resolution and require Council direction.
3. Vote to "Amend"; this could delay the process and will require Council direction.
4. Vote to "Table"; this will delay the process of preparing for the 2023 NM Legislative Session and require
Council direction.

A RESOLUTION APPROVING THE CITY OF LAS CRUCES’ TOP CAPITAL OUTLAY PROJECT
PRIORITIES FOR THE 2023 NEW MEXICO LEGISLATIVE SESSION.

The City Council is informed that:

WHEREAS, at the October 10, 2022 City Council Work Session, staff presented the top capital
appropriations projects options for consideration; and

WHEREAS, projects were selected based on the project readiness, the project being on the 2023 New
Mexico Infrastructure Capital Improvement Plan (ICIP), anticipated additional capital funding sources, and
scalability of the projects; and

WHEREAS, the projects presented, in no particular order, are the top capital outlay priorities for the City
to be taken forward to the 2023 New Mexico Legislative Session.

NOW, THEREFORE, Be it Resolved by the Governing Body of the City of Las Cruces:

(I)

THAT the City hereby approves the capital appropriations project priorities to be taken forward to the
2023 New Mexico Legislative Session, as shown on Exhibit “A”, attached hereto and made part of this
Resolution.
(II)

THAT the City Manager, or his designee, is authorized to adjust the requests in scope and amount
requested based on current trends.

(III)

THAT City staff is hereby authorized to do all deeds as necessary in the accomplishment of the herein
above.

2023 CITY OF LAS CRUCES


LEGISLATIVE CAPITAL APPROPRIATION PRIORITIES

 SEWER INSTALLATION PROJECT: Continued installation of wastewater sewer system


throughout Las Cruces to eliminate the use septic tanks, specifically in the remaining
Brittany Estates and Estados Serenos subdivisions.

 EAST MESA ROADS & DRAINAGE: Continued development of roads and drainage
infrastructure in the East Mesa area of Las Cruces.

 TELSHOR-SPRUCE INTERSECTION: Completion of the improved traffic flow


infrastructure and signal improvements at the Telshor Blvd. and Spruce Ave. intersection.

 PEDESTRIAN MITIGATION: A Complete Streets Plan for the University Corridor and
connecting streets to include the evaluation and analysis of the community and network
context; identifying safety, connectivity, and equity concerns; development of short-term
improvements and long-term plan to provide safe, accessible, sustainable, and healthy
travel for all users of our roadway system, including pedestrians, bicyclists, transit riders
and motorists.

 LIFT UP LAS CRUCES – STREET LIGHTING: Provide additional lighting throughout the
Lift Up Las Cruces area.

 LIFT UP LAS CRUCES – ROADWAY IMPROVEMENTS: Construct sidewalk and ADA


improvements throughout the Lift Up area.

 POLICE EQUIPMENT – Purchase body cameras for Police Officers.

 FIRE STATION IMPROVEMENTS – Construct, renovate and improve various fire


stations throughout Las Cruces including fencing, gates, office renovations, restrooms,
bays, and parking areas.

 PARK IMPROVEMENTS – Improvements to include Gomez Park improvements and


Pioneer Park gazebo and plaza area.

 AIRPORT IMPROVEMENTS – Improvements and infrastructure to allow for passenger


service to include terminal improvements, related infrastructure, construct a maintenance
facility, relocate, and construct a new fuel farm, and rehabilitate water tank as primary
water source for Airport. Runway 4-22.

 TOURISM IMPROVEMENTS – Improvements and related infrastructure to facilities in


Las Cruces to increase tourism through appropriation bill to be submitted by the NM
Tourism Department to include improvements to the Museums, Veterans Park, and Trail
Improvements.
