THE LEGISLATIVE BRANCH IN COLOMBIA AND MEXICO

The legislative branch is composed of the Senate and the Chamber of Deputies, which
together form the Congress of Colombia, located in the capital of the republic. The basic
functions of the Congress are to amend the constitution, make laws and exercise political
control over the government. All members are directly elected by the people for four
years. There are 100 members of the Senate, which are elected at the national level, and
the House of Representatives, which are elected by electoral districts. The other two
Senate seats are reserved for representatives of aboriginal communities. The law could
also allow members of the House of Representatives to be elected using an out-of-district
system to ensure the participation of racial and political minorities. Both the Senate and
the House of Representatives have human rights committees.
Congress has several important special powers. For example, it can grant amnesty or
pardon for political crimes. It also has the power to approve or reject agreements signed
by the government with other countries or international organizations. Congress must
prioritize government bills to ratify human rights treaties. In addition, it may grant the
president extraordinary powers to issue regulations with the force of law for a period of
up to six months if the public interest so requires.

Article 50 of the Political Constitution of the United Mexican States establishes that the
legislative power "shall be vested in the Assembly, which shall be divided into two
chambers, one of which shall be the Chamber of Deputies and the other the Senate. Thus,
