1. Describe the importance of the Hai Van Tunnel 2 Project to the business strategy of Deo Ca Group.

In recent years, the brand "Deo Ca" has become a symbol of the leading road traffic project investors in
Vietnam, successfully being trusted by investors and society. From key national traffic projects such as:
Deo Ca tunnel project, Bac Giang - Lang Son expressway project; Phuoc Tuong and Phu Gia road tunnel
investment project; Trung Luong - My Thuan expressway project... and for the Central region in
particular, the traffic of the two regions in general, the Hai Van 2 tunnel project being exploited and
used is a particularly important traffic route to help goods circulate more easily. This is an important
milestone in the transportation industry, because the project is owned by Vietnamese people in terms
of tunnel production technology, from investment to design, construction, and operation... Traffic
projects In general, especially tunnel bridges can absorb and apply the results of modern science and
technology in the world. This is the longest road tunnel in Southeast Asia connecting Thua Thien Hue
province and Da Nang, built by Vietnamese workers entirely using Vietnamese technology.

According to Deo Ca Group, Hai Van 2 tunnel is the most difficult project in terms of technology and
technical solutions. During the construction process, the investor has to deal with many complicated
technical stages, both constructing the Hai Van 2 tunnel while ensuring the construction and traffic
safety for the Hai Van 1 tunnel. So when the project is completed, In this project, the difficulties were
completed by all efforts from the group and since then, Deo Ca Group has affirmed their position in the
transport industry in Vietnam.

2. Describe the project management process in terms of costs, schedule, quality, and human
resources.

Hai Van 2 tunnel: Divided into 2 deployment phases

– Phase 1: Upgrade and repair equipment in Hai Van 1 tunnel;

Implemented from April 2016 - August 2017 (16 months)

– Phase 2: Investing in expanding Hai Van 2 tunnel with a length of 6292m and building

building a new bridge with a length of 5848m; Implemented from December 2016 -

09/2020 (45 months).

Specifically, Deo Ca Group builds and offers a very specific and detailed project financial plan for
everyone to understand, grasp and implement.
As for quality management, progress, occupational safety, environmental sanitation, road traffic safety,
and fire safety:

PROCESS MANAGEMENT: Apply management processes to units during project implementation: Issue
management processes to control quality, progress, OSH, traffic safety, fire prevention and control,
control material sources, submit self-acceptance procedure…

In order to ensure LABOR SAFETY, establish an Occupational Safety Committee at the project that is
responsible for directing, inspecting, supervising and sanctioning individuals and units that violate OSH
regulations during construction. Therefore, during the implementation of the project, there were no
incidents of labor accidents.

With the goal that during the project implementation, there will be no traffic jams and loss of traffic
safety during construction, the corporation has ensured TRAFFIC SAFETY: Complying with current
regulations when constructing within the corridor. Road safety, in the process of implementation, the
units have prepared construction permit documents including and Organized the implementation of a
separate bidding package to ensure traffic safety during the project implementation.

In addition to ENVIRONMENTAL CLEANING: Adding a system of wastewater treatment, installing


automatic monitoring equipment. In collaboration with the Department of Natural Resources and
Environment of Da Nang City and Thua Thien Hue Province, the Department of Environment - Ministry
of Transport carried out irregular and periodic inspections. As the results, the test results show that the
project complies with the environmental protection work according to the EIA and current regulations.

your team’s project?

I have learned a lot of useful things that I can apply to my team's project:

- Dare to think, dare to be different because before Deo Ca Group, no investor has ever dared to carry
out a project entirely by Vietnamese people.

- Develop a specific and clear work plan that makes it easy for everyone to grasp and implement.

- Be ready to deal with risks and build contingency plans.

- Human is an important source of labor, so it is necessary to ensure maximum for them.
