1.1 Purpose

This Information Sheet will provide an overview/definition and clear classification of the
Facilities Management industry trends from the global and Malaysian market perspective.

1.2 Introduction

Almost every organisation nowadays relies heavily on a mix of functions and services to
provide the support which is vital to its core business operation. The task to ensure that
this support is readily available in the right form, quality and cost is the task of a Facilities
Management.

In essence, Facilities Management is all about consolidating control and let the
organisations to focus on their core business operations.

1.3 Occupational Definition

Level 5 – FM Manager

Competent in performing a broad range of management activities performed in a wide


variety of contexts and with a substantial degree of personal responsibility and autonomy.
Responsibility for the work of others and allocation of resources is often present.

1.4 Roles & Responsibility

The person who is competent shall be able to do the management part of operation and
maintenance planning that will be specify within the scope of work that may include
technical and non-technical matter.

1.5 Learning Outcome

Upon completion of this competency unit, trainees shall be able to:-

1. Define what is Facilities Management from the global and local context

2. Explain the scope and positioning of Facilities Management from the


construction perspective (Buku Pendaftaran Kontraktor CIDB).

3. Explain the construction work under Construction Act 520.

4. Explain the categories and Specialisations of Registration for FM Contractors


under CIDB (CIDB, 2017)

2.0 INTRODUCTION TO FACILITIES MANAGEMENT

2.1 Definitions of FM

There are many definitions of Facilities Management. Some are approach-based and some
are scope-based. For example, the International Facility Management Association (IFMA)
defines Facilities Management as “a profession that encompasses multiple disciplines to
ensure functionality of the built environment by integrating people, place, process and
technology.” Here, while focusing on functionality of the built-environment, this definition
also emphasizes on the approach of integrating people, place, process and technology. In
other words, you will be regarded as a Facilities Manager if you integrate all the four
elements (people, place, process and technology) aimed to ensure the functionality of the
built-environment you are managing.

Meanwhile, the Malaysian Association of Facility Management (MAFM) defines FM as “the


total management that integrates all services to support the core business of an
organization”.

In Malaysia, the Construction Industry Development Board (CIDB) Malaysia has defined
“facilities works” as “the activities of integrated facilities and maintenance services of
building/infrastructure which include engineering services and other services related to
user needs.” This definition explains the scope for FM works as shown in Figure 1 below:

2.2 Definition of Construction Work under Act 520 (Amendment 2011)

Construction Works are construction, connection, installation, repair, maintenance,


renewal, modification, alteration, reshuffle or demolition: -

a) any building, building, large building, structure, wall, fence or chimney, whether
constructed entirely or partially above or below the level of the earth;

b) any road, harbor, railway, cable line, canal or aerodrome

c) any drainage, irrigation or riverwork work

d) any electrical, mechanical, gas, petrochemical or telecommunications works

e) any bridges, earthworks, pipelines, tunnels or reclamation works.

Including:

1. Any work that forms an integral and integral part or is preparatory or


temporary to the works described in paragraphs (a) to (e) including land
clearing, ground research and improvement, land transfer, excavation, laying of
base stones, restoration and site landscapes; or

2. The acquisition of building materials, equipment or employees, which are


necessarily required in paragraphs (a) to (e).

2.3 Definition of Facility Work

Integrated service activities and building/infrastructure maintenance that covers


engineering services and services related to consumer needs.

2.4 Definition of Facility

All forms of building/infrastructure and related facilities for the needs of the user.

2.5 Overview of FM in Malaysia

In Malaysia, facilities management came into the construction landscape as earlier as in


2007 during “Konvensyen Pengurusan Aset and Fasiliti Negara 2007”, officiated by Tun
Abdullah Badawi, former Prime Minister of Malaysia. As reported by NST in May 2007, the
convention was held due to the series of serious government buildings’ failures and defects
( e.g., KL Court Complex in Jalan Duta, newly built hospital and serious defects in 16 schools
and 5 colleges, (to name a few).

In other parts of the world, Facilities Management are embraced and propagated by other
industry players such as the Hotel, cleaning services and back-end support services.
However, in Malaysia Facilities Management generally emerged and embraced by the
players of Building Maintenance industry – the reason why Facilities Management is usually
‘translated’ to Building Maintenance and vice versa.

2.6 Registration of FM Contractors under CIDB

Despite the awareness of FM in Malaysia, the Nation experienced service delivery quality
mainly seen on Government FM contracts in the Federal Government buildings in
Putrajaya. This is believed due to lack of knowledge and competencies among the
appointed FM contractors. To overcome this, the Malaysian Government, through CIDB has
introduced a new registration for ‘Facilities Contractors’. This is on top of the basic
registration of Contractors under specific Grades (such as G1, G2, G3 and so on), all
Contractors are made compulsory by the Act 520 to possess specific Categories and
Specialisations. Currently, available Specialisations are as shown in Figure 3 below:

Generally, all Contractors who intend to perform FM works in any buildings and
infrastructures must be registered under code F01, while Contractors who intend to
perform FM works in Healthcare buildings and facilities (also involves biomedical facilities)
must be registered under code F02.

Codes and Specialisations for “Kerja Fasiliti” are as shown in Figure 4 below:

On top of standard CIDB requirements for a Contractor to register, there are additional
requirements for the company Directors and Technical Personnel which are summarised as
follows:

I) The company Directors must posses Management Certification or Sijil Kecekapan


Pengurusan (SKP) in ‘Perkhidmatan Fasiliti dan Penyenggaraan’ issued by CIDB, or the
following qualifications recognised by CIDB:

• Certified Facilities Manager (issued by IFMA); or

• Facilities Management Professional (issued by IFMA); or

• Certified British Institute of Facilities Management (issued by BIFM); or

• Bachelor’s/Masters/PhD in Facilities Management recognised by the


Government with three (3) years of relevant experience; or

• Other qualifications recognised by CIDB.

II) Company’s Technical Personnel must possess Competency Certification or Perakuan


Kecekapan Pengurusan (PKP) in ‘Perkhidmatan Fasiliti dan Penyenggaraan’ issued by
CIDB, or relevant experiences recognised by CIDB.

For the company’s without FM-related qualification for its Directors and Technical
Personnel, the requirements can be referred directly to the relevant departments in CIDB.

2.7 Introduction to Level 5

A person who completes level 5 training is expected to be competent in performing a broad


range of management activities performed in a wide variety of contexts and with a
substantial degree of personal responsibility and autonomy. He is also responsible for the
work of others and allocation of resources.

He also shall be able to do the management part of operation and maintenance planning
that will be specify within the scope of work that may include technical and non-technical
matter.

Hence, the training at level 5 covers the following topics:
