CEAP Task Force COVID19 for Institutional Assessment and Response


(CEAP TF COVID 19 IAR)
Subcommittee on Government Advisories

Concept Note

OBJECTIVES
1. To keep an updated repository of government issuances on COVID-19 that affect
Catholic Schools;

2. To provide summaries of key provisions for each government issuance, clustered around
key themes;

3. To disseminate timely information to the network; and

4. To assist member-schools in answering legal queries on COVID-related concerns with


priority to those schools that have not currently engaged any counsel.

PROGRESS REPORT
1. The Subcommittee has been monitoring important issuances coming from the following
government agencies: CHED, DepEd, TESDA, DOF, DOH, DOLE, DSWD, IATF, SEC, and
BIR. The database of advisories have been updated as of May 6, 2020.

2. A compilation of the important issuances coming from government agencies, including


summaries of important provisions per document are compiled in this Google
document:

m6Cg/edit#. This will be updated every time new & relevant issuances come out.

3. In the process, the subcommittee also identified seven key themes in terms of clustering
the issuances: a) Employment Concerns, b) Financial Assistance, c) Basic Education, d)
Higher Education, e) Tech-Voc, f) Corporate Governance and g) Health and Sanitation.
4. A repository of all relevant documents may be found in this Google drive. Those

5. The Subcommittee has included in the Matrix of Government Advisories (Annex A2)
information on the direct implications of these advisories on the schools when it comes
to making new school policies.

6. The Subcommittee sent a letter to DOF and BIR, requesting for our schools to be
qualified applicants for the Small Business Wage Subsidy (SBWS) Program of
government. They have responded and have regretfully informed us that they cannot
accommodate our request to pre-qualify our schools to be eligible to apply for the SBWS
program.
Steps Forward and Recommendations
1. Continually update the said document and repository of files. Will be requesting the
help of those embedded in various localities to also make sure they monitor local
ordinances and government issuances.

2. Create Summaries and FAQs based on questions that are repeatedly raised by schools
within the CEAP network (note: there is a need to survey schools on frequent questions
being raised).

3. Explore the possibility of creating a “CEAP Legal Aid Task Force COVID” which is a
network of lawyers that can assist member schools in addressing concerns; something
akin to a quick response team at the regional level. These locally-based lawyers can
even update their own jurisdictions with the local ordinances and executive orders in
place in their respective areas.
a. Secure the cooperation of lawyers in each CEAP Region, especially those with
law schools
b. Possible assistance to be provided by said group:
i. Data privacy issues as schools shift to alternative modes of delivery;
ii. Quick response team to students, teachers, staff of the member school if
they are caught for violating ECQ measures, ordinances and laws.
