The writer could not identify himself for security reasons and fear of
victimization. The writer is currently writing this report from his base in the
capital city of Zimbabwe. He was once stationed at ZRP Kwekwe rural police
station which happens to policy all the areas in the rural parts of Kwekwe
including the homestead of the president of the republic of Zimbabwe.

Without wasting much of your time , let me expose what is happening at the
above mentioned police station. The police station is no longer being run
according to police standards or government expectations. This is being caused
by only a few individuals who are acting as if they're on top of everything. From
my opinion, they are tarnishing the image of the organization and it seems they
are untouchable and anyone can imagine who is behind their backing.
ASSISTANT INSPECTOR SHUMBA , SERGEANT MAJOR CHINAKA
and SERGEANT GAMBIZA are all attached to the administration office at
Kwekwe rural police and they are running the police station as if they are
running their own families.

1. They personalize the deployment system at the police station especially on

roadblocks. This is suppose to be done by the operations office but they
override everything. You need to pay them to get deployed. The operations
office is responsible for all operational deployments but at Kwekwe rural police
it's another story. The administration office is making roadblock deployments
and at every roadblock one or two of them is among the roadblock team. Two of
the trio are completely not fit for police duties because of some issues which
cannot be mentioned in order to protect their identity. From 15-30 November,
the trio wrote letters on behalf of the officer in charge seeking donations in form
of cash or groceries. They stamped the letters without the knowledge of the
officer in charge and they managed to raise about usd 1200. According to the
letters they wrote to the stakeholders and business people, the money and
groceries were meant for Christmas party but they converted money to their
own use. This writer is in possession of evidence regarding the matter. It is very
hard to go to leave at Kwekwe rural police, i don't know what is the reason.
Even in the event of emergency like bereavement, you rarely get time off
because of strict conditions implemented by the trio. May be they own Zrp , no
one knows. May be they have a strong connection from the top. But the top
brass does not condone such a behavior.

2. They lock up the fingerprints kit and they have resolved that only a general
hand worker named Hazel can take fingerprints from clients so that she gets
money for lunch. If they find you taking fingerprints it becomes a serious
matter. Should one pay something for fingerprints services or it's for free? A
police officer is not allowed to take fingerprints at Kwekwe rural unless if
instructed to do so by Chinaka or Gambiza. They charge money for fingerprints,
they charge money for stock clearance. These services are for free but if you
don't have money they say we don't have manpower to assist you. This is
tarnishing the image of the police station and most people end up going to
Kwekwe central charge office for services. They lock up the fine receipt book
which is supposed to be kept in the charge office, it's because they charge
money to those who come to pay fines . You need to pay them in order to pay
fine too. I wonder who is behind their backing , i think they also pay the
command so that it turns a blind eye. If the command is not paid , why is it
taking too long to reshuffle the office because the outcry started a way back but
the police officers are in fear of further victimization.

3. They discuss political issues in front of everyone and they clearly show their
love for the opposition party led by Nelson Chamisa. Sergeant Major Chinaka
and Sergeant Gambiza are participants in a WhatsApp group called Ngaapinde
mukomana 2023# and Gambiza's husband known as Mureyi is into CCC
structures. According to the whatsapp group mentioned above, on the 23rd day
of November 2022 at 19:35 hours Mureyi said “WE DON'T HAVE A
PRESIDENT IN ZIMBABWE, IMAGINE SOLDIERS WERE GIVEN BONUS
WHICH IS MORE THAN OURS, TICHASANGANA MU BALLOT. ED IHURE
RINOFAMBA RICHINGOMITISA VANHU. CHINAKA also participated in the
group saying TICHAMAMA KUSVIKA TAZIVA PEKUVHOTERA”. Screenshots of
their participation in insulting the president are ready to be produced as
evidence. Mureyi has never been out of Kwekwe for the rest of her service in
the police organization. This writer is in possession of her audio chatting
Settlement Chikwinya who is a CCC Mp for Mbizo constituency. In the audio
she is heard encouraging Chikwinya to never give up in the next upcoming
elections.
May the police command and CIO take action against the trio before it is too
late, iam ready to produce evidence whenever it is needed. According to some
sources, it seems the three have a strong connection and they have a back up
from some police bosses who deployed them at ZRP Kwekwe rural and no one
can transfer them. Shumba was once transferred from Kwekwe rural but the
transfer was immediately reversed by her sympathisers. If you carry out your
investigations thoroughly , you will discover CCC regalia from the above
mentioned police officers. They both have T shirts , Key holder and hats which
belong to the CCC party. Gambiza's husband has been into copper dealing but
no action has been taken against him. They above mentioned police officers
have managed to invest assets from corrupt activities. From my own
understanding, insulting the president is a criminal offence and the police are
expected to support the government of the day. The writer is prepared to
produce more documentary evidence including the regalia in possession of the
above mentioned police details. Calendars, T shirts and key holders can be
produced as evidence. Shumba's husband is a CCC card carrying member,
Gambiza and her husband are also card carrying members who stay in mbizo 15
surbub. Chinaka is loyal to CCC too.

Surprisingly the police command will protect these police officers instead of
taking action against them. What is so special about these police officers. They
don't even panic, may the police internal investigations investigate this matter as
soon as possible. They deploy themselves at the roadblock and this writer is in
possession of a sensitive video of one of them receiving bribe money at
Kwekwe -Mvuma roadblock from a commuter omnibus conductor. In the video
the conductor is heard saying “MAI MURENYI HATINA KUSHANDA NHASI PA
ROAD PAKAOMA CHIMBOBATAI 4 DOLLARS”. The video is 3 minutes 18
seconds long. The video has not been posted on social media so that the matter
can be dealt with internally but the writer will publish it for the public to see
that we have some bad and rotten apples within the police force. Chapter 2 of
the document will be published on 10 December 2022. The document will
expose more details on the trio.

It is the duty of the CIO to protect the president. It seems the above mentioned
police officers are untouchable because even the dispol failed to deal with them.
If the CIO fails to deal with this simple matter, how are they going to provide
more intelligence to the President. Intelligence and enough information has
been gathered before producing this document. Any police officer who
complains about the treatment at Kwekwe rural is immediately transferred to
bases in Munyati or Sherwood. I have been the victim of harassment and unfair
treatment at that police station. A quite number of police officers at Kwekwe
rural police station will be happy if action is taken against the three.

N.B , The above matter is accurate and chapter 2 which is more sensitive is
coming soon . The office is converting state funds in their own use by taking
advantage of the interbank rate. There is no grudge or differences between the
writer and the trio. Please investigate the matter so that you will reveal the truth,
these are not false allegations. The action against the trio will be welcomed with
smiles by the junior police officers at Kwekwe rural police.

The writer has managed to print a quite number of copies, one copy to the
police, one copy to the CIO, the other copy has been handed to the highest
office in the Country. Beware , we have seen ministers and highly ranked
officials being removed from their offices. Anyone who is going to protect the
trio will be subject to investigation too. If you can't change the manner , you
change the man.

Instant justice is coming to kwekwe rural police administration office, they are
thieves, dictators and CCC loyalists. If the police and Cio ignore this , heads
will roll and roll.
