Based on the representation of Vice President Loma T. Dy, the approval of the
NAPOCOR's proposed qualification standards will facilitate the immediate filing-up of
their vacant executivefmanagetial positions.
Section 22, Chapter 5, Title I-A, Book V of Executive Order No. 292
(Administrative Code of 1987) provides, that:
(2) The establishment, administration and maintenance of qualification
standards shall be the responsibility of the department or agency,
with the assistance and approval of the Civil Service Commission
and in consultation with the Wage and Position Classification

Paragraph 3,

states that:
em No. 2, Part |- General Policies of CSC Resolution No.
8 on Qualification Standards) dated September 12, 2003
"Agencies are encouraged to set specific or higher standards for
their positions. These standards shall be submitted to the
Commission for approval, and once approved, they shall be adopted
by the Commission as qualification standards in the attestation of
appointments of the agency concemed
‘An evaluation of the amended QS for the above stated positions shows that the
proposed requirements are specific, based on the duties and responsibilities indicated in
the Position Description Forms (PDFs) of the said positions and compliant with the
existing rules and policies on the establishment of qualification standards for positions in
government
WHEREFORE, the Commission RESOLVES to APPROVE the abovementioned
qualification standards for subject positions in the NAPOCOR.
The Commission RESOLVES FURTHER that the approved qualification
standards shall be the bases of the Civil Service Commission in attesting appointments
and in evaluating other human resource actions for the subject positions in the
NAPOCOR.
