EXECUTIVE SUMMARY OF PUTRAJAYA LIGHT RAIL TRANSPORTATION AND ANCILLARY PROJECTS IN THE PERIPHERY AREAS

1. INTRODUCTION

The Project will be using the existing 20 km route which has been postponed since 2004. This Light Transportation
System (LRT) will accommodate the need of efficient and reliable public transportation within Putrajaya and the nearby
areas namely Kajang, Bangi, Sepang, Cyberjaya, Seri Kembangan and Puchong. This project will be built in two phases
in which the first phase within Putrajaya and the second phase would be connecting from the existing hub from Putrajaya
to the nearby areas as mentioned. The Phases that are planned would be to ensure the viability of the project and the
sustainability of the system and the business models that will be described in detail. In summary The project will be
connected to the existing Light Rapid Transportation (LRT) which is completed in the year 2016 to The Puchong /Kelana
Jaya Line in the north West and the KTM Serdang /Ampang Line in the North East of Putrajaya. The integration of the
Lines together with ERL (existing Express Rail Line) and the proposed MRT2 connecting Sungai Buloh to Putrajaya Line
SSP that would be scheduled to complete in the year 2022 is the key success factor of the project to ensure the continous
and increasing ridership for the sustainability of The Rail (LRT) in Putrajaya.

The Proposed project will be planned in two phases as mentioned, inter-city network and intra city rail network which
cover overall transportation needs in Putrajaya and pheriphery areas. This project will generate the economic and
commercial based on Transit Oriented Development (TOD) which would benefit within Putrajaya, namely tourism,
property, educational, sports, offices as the admisnistrative capital of Malaysia. The Business Model proposed would
generate a sustainable income for the concession and the stakeholders, the city Authority, the developers and property
owners as a whole.

In brief LRT System expected to be completed by 2022 in two phases. First phase in Putrajaya Federal Territory and
the second Phase in Selangor connecting three districts namely Sepang, Kajang and Subang Jaya.

2. FINANCIAL VIABILITY .

The Project Cost is estimated to be RM 8.0 Billion (USD 2.5 Billions) inclusive of the contingencies which is
summarized in appendix 1, with the return of investment within 25 years. The Cost comprises of Infrastructure works,
systems and communications, rolling stocks and design, integration, management inclusive the Depot . This is further
enhanced by the development of properties along the corridors of the lines, supported by the existing feeder buses
parking within and outside Putrajaya. The project viability would be for the investment is to propose to be the joint
ventures between the existing developers in Putrajaya, The city authority and the Government of Malaysia and the
special purpose vehicle ( SPV) in term of properties along the corridor of the Rail Lines. The Business model would
be Private Finance Initiative (PFI) with The Government of malaysia who is the owner of land along the corridor,
request of tax incentives to reduce the Capital expenditures (CAPEX) and Operational Expenditures (OPEX) to make
the project viable and sustainable in the long term.

The Special Purpose Vehicle (SPV) that is PRTrans Sdn. Bhd will submit to the Government of Malaysia and the
Relevant Authorities, SPAD, MOT, MOF to get approval in order to implement the project. Once the Government
issue the Letter of Intent to implement the project The SPV shall form the Joint Venture Company with the funder to
execute the project in term of design, procurement ,construction and Operation of the rail transportation in Putrajaya
and the periphery areas in the two phases.

The proposed lines would be connecting the Putrajaya residents, Government offices, commercial areas,
Government quarters within Putrajaya in Precints as planned in the City Planning and corridor as shown in the plan
in appendix 2. The phase 2 will span to Puchong in the North west side connecting to existing LRT line which is
completed and to the North East from precinct 14 to the KTM Station in Serdang . The ERL line at precinct 7 will
connect the line at Putrajaya Sentral to KL city and KLIA airport ( International ). There will be High Speed Rail (HSR)
connecting from Bandar Malaysia in the North to Singapore where the nearest Station will be in Kampung Bakar
Baginda near Park and Ride at Precint 14.

The Connectivity is to ensure increased ridership and sustainability of the project in the long term when the lines of
LRT Puchong/Kelana Jaya Line which is completed in 2016 and MRT2 SSP Line in the year 2022 at Putrajaya
Sentral Station at Precinct 7. The proposed LRT Line in Putrajaya will be incorporated to serve the areas within
Putrajaya .The Short term measure would be using the buses within putrajaya and intra city buses by RAPID
Company to connect to periphery areas when the first phase of LRT putrajaya would be completed in 2021 and
eventual overall completion in 2022. The rider ship would be estimated to be 30,000 passengers per hour /direction
per day for line 1 and 2 . In the long term the technology to be proposed is the Light Rail Transport third rail 750 V
since the existing line at the LRT Puchong/Kelana Line is using the same technology .The Monorail and Tram is not
suitable since existing Tunnel is connecting precinct 1 to 5 and 18 is designed using the LRT technology. Furthermore
with the current constructions and fabrication of the civil works of the elevated precast line the cost can be further
reduced as the fabricators are available. In terms of technology it is more reliable since existing LRT line Kelana Jaya
have been in operation more than 10 years.
The whole design, operation and maintenance shall be environmental friendly and Green Concept in line with
Putrajaya Green city policy for reducing carbon footprint.

3. BUSINESS MODEL .

The whole concept of implementation would be a joint venture with the SPV, Funder and the subsidiary company
of Putrajaya Corporation and Master Developer that is Putrajaya Holding based on Transit Oriented Development
to support the Capital expenditures and Operation Expenditures. Since this project would take around 4 years to
develop , the strategy is to develop the phase One for 2.5 years and the second phase would be 2 years and final
completion would be the year 2022. Project implementation would be executed in simultaneous stage for Line 1
and 2 focussing the heavily populated areas in Precinct 7, 9,11. The major feeder of ridership would be from
Precinct 7 from ERL line and feeder Buses.The Financial viability would be based on the ridership within and
from outside the areas of Putrajaya and the development of properties along the corridor of the Lines. Other
sources of income are from the Land swap that belong to the Stakeholders such as Perbadanan Putrajaya,
Putrajaya Holdings Berhad and Government of Malaysia. The Financing would be the Joint Venture partners and
The SPV. The details of the Cash flow and financial Model would be provided later when the terms and conditions
is agreed .
4. CONCLUSION

In summary the project cost would be RM8.0 Billions that is Shown in appendix 1. The financial viability of the project
depends largely on the Government supports , the main developer, the City Authority and the approval Authority. It
is hope that the proposed PFI model in executing the project through SPV would benefit the Putrajaya , the
Government in terms of Economic transformation program for the Contractors, consultants economic benefit and
elevate the image of the country to a greater height and finish the town as planned for 70:30 modal Split in term of
city transportation and reduce the need for increasing parking areas and traffic congestion within the city.
