formulation and implementation of policies,
strategies and program for public transportation
which covers:-

c. Maritime

These will ensure better services in providing an


efficient, safe and effective transportation system
towards strengthening multimodal transportation as
well as enhancing the country’s competitiveness.

LAND TRANSPORT DIVISION
Land transport such as road and rail transport is the main mode of
transport in Malaysia.
Thus, to coordinate all activities, the Land Division function an
important role as a generator and driving the development and
implementation or National Transport Policy.
To meet the general requirements, the various public transport policy
designed to ensure that public land transport sector remains a safe
and efficient based on current needs.
According to the Road Transport Act and the Railways Act 1991, the
enforcement and regulatory duties are under the roles and
responsibilities of agencies such as the Road Transport Department
(JPJ), Department of Railways, Railway Assets Corporation (RAC)
and the Institute of Road Safety Research (MIROS).
FUNCTIONS LAND TRANSPORT DIVISION
To formulate policies on driving license, driving schools, vehicle
registration, road safety and technical standards of vehicle conforming to

ROAD TRANSPORT DEPARTMENT
The Road Transport Department of Malaysia is one of the departments
under the Land Division, Ministry of Transport Malaysia. It is responsible
for providing counter services for licensing of vehicles and drivers and the
enforcement of the Road Transport Act 1987 to ensure safe drivers and
safe vehicles.

The RTD’s role was mainly concerned with the registration of motor vehicles,
issuance and renewal of driving licenses such as Competent Driving
Licenses (CDL), Public Service Vehicles (PSV) Licenses, Goods Driving
License (GDL) and road tax.

It is an organization that provides high quality services, with the


responsibility to manage and enforce the collection of revenue in a
transparent and efficient manner.
MALAYSIA INSTITUTE OF ROAD SAFETY AND
RESEARCH (MIROS)
The Malaysian Institute of Road Safety Research (MIROS) was established
in 2007 and its function to serve as a central repository of knowledge and
information on road safety.
MIROS carried out studies and evaluates current procedures on road safety
to generate information that will form the core of its evidence-based
intervention programmes to enhance road safety in Malaysia.

The findings derived from research and evidence- based intervention


programmes provide the basis for the formulation of new strategies,
legislations, policies, and enforcement measures, governing road safety at
the national level. MIROS collaborates closely with local and international
government agencies and private bodies to further the cause of road safety,
serving as a one-stop center for generation and dissemination of road
safety information and data.
LAND PUBLIC TRANSPORT AGENCY (APAD)
The Land Public Transport Agency (APAD) is an agency under the Ministry
of Transport Malaysia responsible for planning and defining land-based
public transport policies, programs and strategies to enhance the country's
public transportation system which is the core of the National Key Result
Area (NKRA). This includes determining policies and planning rail, bus
and taxi services and transporting goods through rails and roads.

All matters relating to land public transport and has jurisdiction over
Peninsular Malaysia.

Planning power - Establishing a Master Plan to ensure a comprehensive,


integrated and sustainable infrastructure development.

Regulatory power – Monitoring and regulating standard of performance of


the industry’s operators through licensing.
COMMERCIAL VEHICLE LICENSING BOARD (LPKP)
SABAH/SARAWAK
The Commercial Vehicle Licensing Board (CVLB) was established
under Section 3 of the CVLB Act 1987 (Act 334) intended to execute
and enforce the act and the rules provided thereunder on the
licensing and regulation of commercial vehicles and on matters
connected therewith.

In 2009, the Commercial Vehicle Licensing Board of Sabah &


Sarawak was placed under the Prime Minister's Department and
enforced the CVLB Act 1987 (Act 334) after the dissolution of the
Ministry of Entrepreneur and Cooperative Development. In 2018,
Commercial Vehicle Licensing Board of Sabah was placed under
Ministry of Transport (MOT).
RAILWAY ASSET CORPORATION (RAC)
The Railway Assets Corporation (RAC) is a federal statutory body under the
Ministry of Transport. It became fully operational as an organization on 1st
August 1992, the same time the Malayan Railway Administration (KTM)
was corporatized and known as Keretapi Tanah Melayu Berhad (KTMB).

RAC was established as a Government agency to help develop the railway


industry in Malaysia to be at par with the railway industry in fully
developed countries.
RAC also took over all KTM’s assets and liabilities to enable the KTMB to
operate without having to carry the burden of past debts. This means that
the RAC now functions as the caretaker and business planner to govern and
interpret railway assets into valuable property capable of generating
continuous income for the Government. The decision to corporatize the KTM
as KTMB was made with the aim to reduce the national railway industry’s
dependency on the Government.
RAILWAY ASSET CORPORATION (RAC)
KERATAPI TANAH MELAYU BERHAD (KTMB)
Keretapi Tanah Melayu Berhad (KTMB) is the main rail operator in Peninsular
Malaysia. The corporatized railway company operates a daily block train service
from Port Klang to Penang and Bangkok.

MASS RAPID TRANSIT CORPORATION (MRT)
MRT Corp was established in 2011 and is fully owned by the
Minister of Finance Incorporated. MRT Corp were at the forefront of
metro rail developments in Malaysia. In 2017, MRT Corp
successfully delivered the country’s first MRT line, the 51km MRT
Kajang Line. The company is currently moving full speed to
complete the MRT Putrajaya Line, with Phase One targeted to
commence operation in 2022. The entire MRT Putrajaya Line will be
operational in January 2023.

MRT Corp also plans and designs future metro rail networks. MRT
Corp strive to be the catalyst in urban socio-economic regeneration
by way of inclusive metro rail transport system and development of
transit-oriented communities.
MALAYSIA RAIL LINK SDN BHD
Malaysia Rail Link Sdn Bhd (MRL) is an entity of the Ministry of Finance
(MOF Inc.) of Malaysia to administer the implementation of the East
Coast Rail Link (ECRL). MRL will play a central role in engaging with the
various stakeholders of the ECRL, including the Government of Malaysia,
contractors, partners and the wider communities of Malaysia.

MRL is the owner of ECRL project - an electrified railway project by the


Government of Malaysia linking the East Coast states (Kelantan,
Terengganu, Pahang) to the Greater Klang Valley region. ECRL connects
state capitals, major urban centres, industrials hubs, ports, airports, and
tourism zones and it interchanges with existing railway line in Peninsular
Malaysia. ECRL is poised to help boost Malaysia’s economy and is also
part of the East Coast Economic Region (ECER) Masterplan to achieve
equitable growth and development between the east and west of Malaysia.
PRASARANA MALAYSIA BERHAD
Prasarana Malaysia Berhad, a wholly owned government entity,
drives the transformation of the country’s public transportation
systems and services. It is providing bus and rail public transport
services.

Prasarana owns and operates the country’s urban rail services that
include three (3) LRT networks and KL Monorail, in addition to
operating the MRT line.

Prasarana also owns and operates the stage bus services in Kuala
Lumpur, Selangor, Penang, Perak and Pahang which are bus services
of RapidKL, RapidPenang and RapidKuantan.
MARITIME DIVISION
Maritime Division consist of 6 units, namely Ports, Maritime Safety,
Maritime Economic, Domestic Shipping Licensing, International
Convention and Maritime Attaché Office in London.
The Maritime Attaché Office is responsible to ensure the safeguard of
the interest of Malaysia maritime sector in dealing in the
International Maritime Organization.
Objectives:
To provide a modern, effective, efficient and secure maritime
transportation system;
To provide a conducive environment for a seamless and competitive
trade;
To ensure the development of maritime industry is in consonant with
the environment.

To encourage Malaysian entrepreneurs to participate in the domestic and
international shipping industry;

To formulate policies, coordinate and oversee activities of federal
ports;
To ratify and implement international convention and to amend

To strengthen international cooperation through maritime transport


agreements/ memorandum of understanding and human capital
development programs; and
Processing and issuing Domestic Shipping License (DSL).

MARINE DEPARTMENT MALAYSIA
The Marine Department is a Government department located
under the Ministry of Transport Malaysia. This department was
established to administer shipping and port affairs as well as
maritime affairs in Malaysian waters.

Main function:
1. Ensure the safety of merchant ships.
2. To provide shipping services to commercial vessels such as
vessel inspection, certification, registration and licensing.
3. To provide shipping services to ships entering the Malaysian
waters and Port.
MARITIME INSTITUTE OF MALAYSIA (MIMA)
The Maritime Institute of Malaysia (MIMA) are formerly
known as Malaysian Institute of Maritime Affairs. It is a
policy research institute set up by the Malaysian
Government to investigate matters relating to Malaysia’s
interest at sea, and to serve as a national focal point for
research in the maritime sector.

The Institute takes a comprehensive approach in dealing


with maritime issues. Its role is to deal with national,
regional and global maritime matters affecting Malaysia.
MARITIME INSTITUTE OF MALAYSIA (MIMA)
MIMA’s Roles:
i. The Institute takes a comprehensive approach in dealing with
maritime issues. Its role is to deal with national, regional and
global maritime matters affecting Malaysia.

i. MIMA task is to complement the efforts of the various government


agencies involved in the maritime sector by mobilizing expertise to
assist and support them in national maritime policy planning and
implementation. It will be both advisory and consultative.

i. MIMA is to give public education and information dissemination.


MIMA also has an active programme involving the cross-exchange
of ideas with its counterparts overseas.

PORT KLANG AUTHORITY
The Port Klang Authority (PKA) is a statutory corporation established
on 1st July 1963. The port has trade connections with over 120
countries and dealings with more than 500 ports around the world. Its
ideal geographical location makes it the first port of call for ships on
the eastbound leg and the last port of call on the westbound leg of the
Far East-Europe trade route. The Authority has taken on an enhanced
role of a trade facilitator, regulator and landlord.

The core functions of the Authority are:

JOHOR PORT AUTHORITY
Lembaga Pelabuhan Johor or the Johor Port Authority (JPA)
was established on the 1st of January 1975 under the Port
Authorities Act 1963. The Authority regulates the operations
of port in Johor Port Water Limits. JPA is authorized to
regulates the Johor Port, Tanjung Pelepas Port, Tanjung
Belungkor Ferry Terminal (TFTB) in Kota Tinggi and Changi
Ferry Terminal (TFC) in Singapore.

AVIATION DIVISION
The Aviation Division is a division within the Ministry of
Transport Malaysia. This division is responsible for all civil
aviation affairs in Malaysia and is made up of six (6)
units as follow:

c. Hubbing & Aerospace Industry
d. Licensing & Regional Cooperation
e. Rural Air Services
f. Safety & Convention

CIVIL AVIATION AUTHORITY OF MALAYSIA (CAAM)
The Civil Aviation Authority of Malaysia (CAAM) is a government agency
that was formed under the Ministry of Transport Malaysia in 1969.
Effectively on 19th February 2018, DCA was incorporated into a statutory
body known as CAAM.

Among CAAM’s key functions are to regulate, facilitate and promote the
nation’s aviation/aerospace industry as well as to ensure that the national and
international obligations of Malaysia in matters relating to civil aviation can be
carried out, and the universal safety and security standards and requirements in
civil aviation are implemented, complied with and well-maintained.

The establishment of CAAM is also to ensure affairs involving Malaysia’s


civil aviation industry meet the safety standards and procedures
recommended by ICAO.
CIVIL MALAYSIAN AVIATION COMMISSION
(MAVCOM)
The Malaysian Aviation Commission (MAVCOM) was formally established
on 1 March 2016 under the Malaysian Aviation Commission Act 2015 [Act
771] as an independent entity to regulate economic and commercial
matters related to civil aviation in Malaysia.

Function:
a. Regulate economic matters relating to the civil aviation industry.
b. Provide a mechanism for protection of consumers.
c. Provide a mechanism for dispute resolution between aviation industry players.
d. Administer and manage air traffic rights; and
e. Advise the government, administer, and manage routes under public service
obligations.

INTERNATIONAL CIVIL AVIATION ORGANIZATION
(ICAO)
Agency that plays a role in setting standards and international civil
aviation rules and functions as a forum for cooperation among the
Member countries.

Cooperation among the 192 contracting countries.

Malaysia has been a member of ICAO since 7th May 1958 and has
been continuously taking part in programs and activities organized
by the organization.
