ABSTRACT
The main purpose of this study is to examine the role of staff
recruitment in public sector, in which “Y.T.V” was taken as case study
which carried the period between 2017-2020.
The study started with an introduction section followed by
literature reviw, method and procedure of data collection ,research find
and summary of the study.The reveal that the corporation recruitment
policy is out off since the placement of embargo by the government on
recruitment ,but the corporation was able to recruit about 30 staff
during the year under review .It is also revealed that lack of adequate
capital hinder the corporation from recruitment of its staff because the
cost of training of its staff of the corporation is very high, however it is
important to note that despite the financial implication the corporation
was able to train some of its staff during year under review.

CHAPTER ONE
INTRODUCTION:
The recruitment policies as the subject matter implies has to do with
the way human resources employed into yobe state television (Y.T.V)
and the term of the empoyement.
Among the element of carries service system recruitment policy is
one of the most important element because if has great impact on
moral. The staff recruitment policy is the same in some organization.
Recruitment does not only focus on an organization but also
increase the chance of retraining those sofar recruited.The recruitment
process has always been the control core of interest in any organization
and unless the recruitment policy is sound there can be no hope of
training professional workers it therefore needed to have more than
good paper qualification attraction. It is difficult at times to recruitment
and retrain highly talented individual because of alternative
opportunities available to them in normal times. It this regard it is
impertrative that recruitment must be mactched with motivational
process.

With the increase number of activities and the recruitment of
more staff into the Y.T.V broadcasting house, there is the need
motivate the personnel in order to cope with the task of achieving the
goals and objectives of the service corporation.The research tend to
investigate into the role of recruitment policy in yobe state television
broadcasting house i.e, highlighting the important of employment the
right person(s) with the right skill and qualification into the
broadcasting house for achieving effectiveness.The researchers will
attempt to look into lack of attention given to skill training to
recruitment and maintaining good work efficiency.
OBJECTIVES OF THE STUDY

At the end of this research work it is expected that the following


objectives will be achieved.
i-To established the extent to which recruitment as it affect the
development of the performance.
ii-To explore the number of staff who benefited from recruitment
during their service in yobe state television broadcasting house.
iii-To provide guidelines for building up the staff order to meet up with
the ever-increasing administrative challenges to ward achieving the
desired objectives of the broadcasting house.
iv-To of bring into the mind of all staff a sense of responsibility and
crate a healthy atmospheric of superior subordinate relationship
conductive for better and effective performance.
The study tends to enhance the efficiency of the service both within
and out side the state.
SCOPE AND LIMITATION OF THE STUDY
The study is concernd with role of the yobe state television
recruitment policy of junior and senior staff of the broadcasting house
for the period between 2017 to 2020.Thus, the study is limited to Y.T.V
broadcasting house because of time factor and financial constraints.

CHAPTER THREE
METHOD AND PROCEDURE
The chapter deal with the research methodology employed in carry
out the research work, so as given a betters presentation of the study
to readers.
Survey research most often refers to attempt to get information
from a sample of people through the use of either primary or
secondary or even both observation of respondent behaviour or
evidence of such behavior in conjunction with separately from asking of
question.
That is why survey research is defined as the systematic gathering
of information from a (sample) of respondents for the purpose of
understanding and or predicating some aspects of the behavior of the
population of interest.
Methodology on its part refers to the whole methods and
process used in gathering data.
In this chapter therefore consideration is given to the population
sampling size ,sampling techniques and the method of data analysis.
