In pursuit of quality-assured delivery of WET, which is anchored on the quality of


WET trainers/facilitators, and to expand training and skills development pursuant to the
Area-Based Demand Driven principles, TESDA Circular No. 112 s. 2019 re Moratorium
on Registration of Trainer's Methodology Level I (TM I) Program and Accreditation of
Private Assessment Centers for TM I is hereby amended.

A. PROGRAM REGISTRATION

1. The Regional Directors are hereby authorized to register new programs


in Trainers Methodology I from private technical vocational institutions
based on:

a. Memorandum No. 145 s. 2022 re Regulation of Registration of


Programs to Align with National Sectoral Priorities

b. The TVI is compliant with the requirements of program registration


and findings on compliance audit or NISP, if any, have been
closed; and

2. The Provincial Directors shall monitor conduct of the program to ensure


compliance to training standards and quality delivery of TVET
programs.

3. The Regional Directors shall process any complaints and findings subject
to Section XX on Sanctions and Penalties of TESDA Circular No. 107
series of 2021.

B. CERTIFICATION AND COMPETENCY ASSESSMENT

1.The Regional Directors are hereby authorized to renew the accreditation of


/ accredit new private assessment centers, as necessary, subject to strict
compliance to TESDA standards, requirements on accreditation and strict
compliance to conduct of TM I assessment methods. policies and
requirements.

2. The private Assessment Centers with existing but lapsed accreditation


may renew their accreditation provided they are compliant and that any
non-compliances/findings based on inspection and audits conducted
should have been addressed/closed.

3. For the purpose of the demonstration of facilitating actual training


scenario by candidate-trainers, an assessment venue for the conduct of
TM I assessment may be designated, to be approved by the Regional
Director as recommended by the Provincial Director.

The Regional Directors shall be held responsible and accountable for the
registration of TM I programs and conduct of assessment and certification for TM
I candidates.

This Circular shall take effect as indicated and amends any other issuances
inconsistent herewith.
