In order to identify industry products conforming to recognized standards, the Composite Panel
Association (CPA) has adopted certain Grademarks. CPA has full ownership rights in and to these
Grademarks and has authorized the Licensees of them to use the marks to identify products
conforming to the referenced standards. A Licensee's right to use the CPA Grademarks depends on,
among other things, its maintaining production facilities capable of producing products conforming
to the applicable standards and the existence and adherence to a plant quality control program
capable of reasonably determining conformance or nonconformance with applicable standards. This
Manual sets out minimum requirements for such plant quality control programs as well as methods
by which CPA inspects Licensee plants and products to determine their eligibility or continued
eligibility to become or remain licensed to use these CPA Grademarks.
The CPA Program, described in this, the CPA Physical and Mechanical Properties Grademark
Program Quality Control Manual (“CPA Manual”) applies to products such as floor underlayment
(Type PBU), covered by the American National Standard for Particleboard, ANSI A208.1-(most
recent approval year). It also applies to products such as D-2 and D-3 manufactured home decking
covered by HUD 24 CFR 3280 for particleboard manufactured home decking; and stair treads
covered by the U.S. Department of Housing and Urban Development Use of Materials Bulletin No.
70b for Particleboard Interior Stair Treads. Subsequent versions of standards, as they become
approved and referenced by the recognized building codes, will be integrated into updated versions
of this manual at the appropriate time. The program can also be applied to any grade in the ANSI
A208.1-(most recent approval year) or ANSI A208.2-(most recent approval year) standards.
The procedures and minimum requirements outlined in this Manual supersede all such previous
CPA Manuals.

1.1 INTRODUCTION
The CPA Physical Grademark Program (the "Program") has been developed to
provide independent certification of physical and mechanical properties from wood
panel products. The Program includes requirements for the in house Quality Control
Manuals, initial qualification for product certification, plant quality control procedures and
periodic inspections by CPA--all designed to reasonably assure that certified finished
(including sanded) composite panel products meet the limits specified in the applicable
standards (See Appendix ? - normative).
1.1.1 RECORD KEEPING - Licensees shall be required to maintain accurate and reasonably
complete records showing test results, identification of production sequence, disposition of off-grade
material, along with such other records necessary to provide a complete, accurate portrayal of the
operation of the quality control program in the plant. These records must be readily available to
authorized representatives of the CPA (see Sections 1.6 and 1.4.2.1 of the Manual and paragraph 5
of the License Agreement in Appendix B - Normative).
1.2 QUALITY CONTROL PERSONNEL - Licensees shall have a specifically identified, qualified
person directly responsible to management to direct and maintain the quality control system. All
quality control personnel shall be qualified by experience, training, and integrity to conduct the
required tests and inspections and to keep proper records.
1.3 QUALITY CONTROL FACILITIES - Adequate facilities and equipment shall be provided to
conduct all of the physical tests and inspections required by applicable standards. Facilities and
equipment shall be maintained so that tests and measurements may be made to the precision and
accuracy specified in the standards.
1.5.1.1.1 Large Panel Products (PBU and MHD)- At least one sample of CPA Grademarked,
finished product per eight hours of actual production time shall be evaluated for conformance to the
applicable standards.
1.5.1.1.2Stair Treads - At least one sample of CPA Grademarked finished product per eight hours of
actual production time shall be evaluated for conformance to the applicable standards.
Individual Test Frequency - All mechanical properties shall be tested as outlined in Sections
1.5.1.1.1 and 1.5.1.1.2, with the no allowance for reduced frequency testing of specific mechanical
properties.
1.5.1.2 Physical Property Testing- At least five panels of CPA Grademarked finished product per 8
hours of production shall be inspected for appearance and dimensional tolerances.
1.5.1.3 RAW BOARD TESTING (PROCESS CONTROL TESTING) - Process control checks
including tests of raw boards after pressing shall be conducted by the manufacturer to assure
compliance with relevant standards referenced in CPA Grademarks being utilized. Raw board
testing shall be performed on each thickness of product to be CPA Grademarked with at least one
test per four hours of representative production. The plant will determine the raw board tests it will
conduct. The plant will provide CPA with a written description of their raw board test procedures
for its approval and include that description as an addendum to the CPA Physical and Mechanical
Properties Grademark Program Quality Control Manual.
1.5.3 RECORDS - Records of raw board testing shall be maintained by the plant showing the date,
product, thickness, press load or bundle number from which the sample was obtained, and
physical/mechanical property values. The records shall also show the disposition of any non

requirements referenced in Section 3. Manufacturers may subdivide their products by thickness for
physical and mechanical properties testing. Examples of categories the manufacturer may use are:
Decking Underlayment
D2 or D3 - Thin PBU - Thin
D2 or D3 – Mid-thickness PBU – Mid-thickness
D2 or D3 – Thick PBU - Thick
The manufacturer will determine how and which of its products will be subdivided. If it chooses to
subdivide, the subdivisions shall be approved by CPA and will be included as an addendum to the
CPA Physical and Mechanical Properties Grademark Program Quality Control Manual.
1.7 DOWNGRADING. At any point in the process the manufacturer may elect to obliterate the
certification marks and sell the products without CPA certification. Downgraded products shall
be removed from the five panel averages calculated for CPA.
1.8 REPORTING - Copies of all finished product data sheets for CPA Grademarked products shall
be sent to CPA quarterly and be made readily available during CPA inspections . An example of a
finished product data sheet is given in Figures 1a and 1b.
2.1 GENERAL - All requests for CPA Grademark Licensee status shall be made in writing to CPA's
Director of Laboratory and Cerification Services. Upon receipt of the signed application and license
agreement forms the CPA shall conduct a Qualification Inspection of the plants which seek to use
the Grademark. Each such plant must be individually inspected and a determination shall be made
as to its qualification to use each Grademark.
(a) Examine the plant's quality control procedures, equipment and facilities to determine if they
meet the minimum requirements of Section 1 of this manual;
(b) Examine quality control records to determine if they meet the minimum requirements of
Section 1 of this manual;
(c) Oserve the operation of in-process quality control procedures
(d) Obtain 5 representative samples of product to determine if the average properties of the 5
samples conform to applicable standards referenced in Section 3; Five matching samples shall
be sent to the CPA lab for testing. The results from the CPA lab shall be the determining
results for qualificiation.
(e) To meet the quality control personnel and review their backgrounds to determine if they have
the minimum requirements of Section 1.2 of this manual
(f) Review the Calibration records of the testing equipment of the plant.(Section 1.4)
(g) Review Traceability of finished products
(h) Review Incoming raw materials procedures
(i) Review Gardemark Stamp and logo use and location on Products.
2.2.4 REPORTING OF FINDINGS - Upon completion of the inspection, the CPA representative
shall prepare his findings in writing (PMP-Qualification Report) and make reasonable efforts to
review them with the responsible head of the plant. As soon as complete test data from CPA
verification of product conformance has been obtained, CPA shall mail a written report stating the
test results and the findings of the qualification inspection and advising the plant of any deficiencies
which must be corrected before qualification of the plant is possible.
2.2.5 FAILED QUALIFICATION INSPECTIONS - If a plant fails the initial qualification inspection,
it may request subsequent qualification inspections to be conducted at the plant's expense. All
Physical/Mechanical property testing must be completely retested from a different lot of product. A
matching sample of the board must be sent to the CPA lab for testing (see 2.2.1.1 d).
2.3.2 INSPECTION PROCEDURES - The CPA representative shall be given full cooperation in all
aspects of the inspection including:

2.3.4 REINSPECTION - Five samples (panels) of the failing product-thickness shall be selected
from a more recent production lot if available. If a more recent production lot of the failing product-
thickness is not available, any available more recent lot of the product will be sampled, regardless of
the thickness. If there are no more recent lots available for sampling, CPA owned stamps for that
product will be removed from the mill. The testing of the reinspection samples will follow the
procedures outlined in Section 2.3.3 of this Manual. Should any five panel sample average fail to
meet these requirements, the CPA Grademark facsimiles appearing on each board of the sampled lot
must be obliterated and unit tags or other references to grademark compliance removed. In addition,
CPA owned stamps for that product shall be immediately removed from the mill by the CPA
representative and all rights to use or reference such stamps for such product shall immediately
cease, according to Section 10 of the license agreement, until a requalification inspection is
conducted and the failing product meets all requirements. All reinspection costs shall be borne by
the Licensee.
2.3.4.1 When a re-inspection is necessary because of a failing test, at minimum, the property that
failed must be retested.
Lots downgraded under Section 2.3.3 or Section 2.3.4 may be subdivided into smaller lots. This
may only be done one time. If the material not meeting the applicable product standards can be
isolated, remaining material may be assigned different lot numbers and separately requalified
under the provisions of this section. The plant will be responsible for isolating the material for
requalification and the inspector shall then schedule a test of the isolated product.
A subsequent lot of product produced after the failing material must be tested (Section 2.3.3) and
meet the applicable standards for the Licensee to requalify for stamping privileges.
2.3.6 REPORT - A written report shall be made by the inspector after each visit and sent to the plant
manager. Tests on properties and matching samples sent to the CPA lab for testing, where results
are not immediately available shall be evaluated and reported separately.
The Standards recognized by the CPA Board of Directors are the basis for product certification
pursuant to this manual (See Appendix C, (normative)). Applicable Standards may be updated
through processes sanctioned by ANSI, ASTM, HUD or other agencies. Consequently, those
updates may supersede the specific requirements stated in this manual. In that case the most
recent version of cited standards applies.
3.1 FLOOR UNDERLAYMENT - Products utilizing the CPA Floor Underlayment Grademark shall
meet the floor underlayment requirements set out in Table 1. The physical properties shall be
determined in accordance with procedures contained in Sections 6.2 through 6.10, utilizing Figures 2
or 3 (see also Section 6.2.2) for location of test specimens within each sample panel.
3.2 MANUFACTURED HOME DECKING - Products utilizing the CPA Manufactured Home
Decking Grademark shall meet the requirements set out in Table 1 for the suitable Manufactured
Home Decking class. The physical properties shall be determined in accordance with procedures
contained in Sections 6.2 through 6.10 and 6.12, utilizing Figures 2 or 3 (see also Section 6.2.2) for
location of test specimens within each sample panel.

3.3 PARTICLEBOARD INTERIOR STAIR TREADS - Products utilizing the CPA Interior Stair
Tread Grademark shall meet the stair tread requirements set out in Table 1. The physical properties
shall be determined in accordance with the procedures contained in Sections 6.2, through 6.9, 6.13,
and 6.14. The number of specimens per test sample and their size shall be as shown in the cutting
diagram shown in Figure 4 (see also Section 6.2.2).
3.4 ANSI A208.1 AND ANSI A208.2 GRADES. . This section applies to all grades except PBU,
MHD or Interior Stair Treads. Products utilizing the CPA Grademark shall meet the properties
set out in the Requirements Table of the standard for the grade being certified. The physical
properties shall be determined in accordance with the procedures contained in Sections 6.2
through 6.10 and 6.12. The number of specimens per test sample and their size shall be as
shown in the cutting diagram shown in Figures 2 or 3 (see also Section 6.2.2).
3.5 IDENTIFICATION
The identification of the products will conform to the most resent publication of ANSI
A208.1 or ANSI A208.2 standards. Two additional forms of information must be attached:
(a) Attaching or affixing at least two unit tags to each unit; or 2) Attaching or affixing one unit
tag to each unit and including with the shipment a written statement containing the required
identifying information.

6.6.2.1.4 ANSI A208.1 and ANSI A208.2 Grades. - Specimens M1 through M6 shall be taken for
testing from locations in Figure 2 or 3 (See also 6.2.2).
Cutting Diagrams in Figures 2 and 3 will add Screw Pull Option to the MOR/MOE strip and the
titles will be shortened to “Standard Cutting Diagram” and Alternative Cutting Diagram,
respectively. Also, a note will be added to the diagrams indicating that the concentrated load test
applies only to Manufactured Home Decking.
4. APPEAL PROCEDURES
4.2 TECHNICAL REVIEW BOARD - The Technical Review Board shall consist of three
members and two alternates appointed by the Technical Committee’s Chairman from the Technical
Committee’s membership on an ad hoc basis. Any member of the Technical Review Board having
any conflict of interest as determined by CPA, in its sole judgment, in any matter before the
Board shall not participate in the consideration and resolution of that matter. In such event, the
President shall appoint one of the alternates to serve on the Board for that review. The Director,
Technical Affairs of CPA shall act as Secretary of the Technical Review Board. CPA staff shall
have the authority to approve changes and additions to Informative Appendices in the Program
Manual and will notify the Technical Committee thereof.

6. TEST PROCEDURES
6.1 SCOPE - Test procedures are described herein to enable quality control personnel to utilize this
manual as a complete reference document in determining conformance to the applicable standards
for the products being Grademarked. Test procedures are those specified in the applicable standard,
and are, generally, those included within ASTM D 1037, "Evaluating the Properties of Wood-Base
Fiber and Particle Panel Materials". Procedures for rapid tests more suited for quality control
purposes than those in ASTM D 1037 are included where applicable. Test procedures are included
for the following:
6.2.2 TEST SPECIMENS - Specimens shall be sawed from test panels as shown in Figure 2, 3 or 4.
For panels pressed to 5’, 6’, or 8’ widths, alternative cutting diagrams may be necessary but must
be approved by CPA. Alternative cutting diagrams will need to have comparable technical
details regarding across-the-panel sampling schemes as well as the parallel/perpendicular
requirements for the specimens. Care should be exercised so that specimen edges are straight,
smooth, and square, and so that ends and sides are mutually perpendicular to each other. The
alternate cutting diagram must be in the plant QC manual.
6.2.3 CONDITIONING - All specimens shall be tested at the moisture content of manufacture. The
samples should be at room temperature at the time of testing.
6.3 DIMENSIONS OF BOARD - Figure 10 shows the Sample Panel Dimension Report Form that
will be used when inspecting the dimensional tolerance of the panels. The measuring device
used must be able to measure with 1/32 of an inch.
6.3.1 WIDTH AND LENGTH - The width of each board shall be obtained by measuring the width at
each end and at mid-length to an accuracy of not less than 0.80 mm (1/32 inch). Likewise, three
measurements of length shall be made, one near each edge, and one at mid-width with like accuracy.
The average of the three measurements shall be reported for width and length.
6.3.2 SQUARENESS - Each board shall be measured along its diagonals to an accuracy of 0.80 mm
(1/32 inch) and the difference between these two measurements shall be reported as the amount the
board is out of square.
6.3.3 STRAIGHTNESS - A straight line shall be extended from corner to corner along the trimmed
edge of the panel. The maximum deviation from this straight line shall be measured with an
accuracy of 0.80 mm (1/32 inch) and shall be reported as a plus or minus deviation.
6.3.4 THICKNESS
6.3.4.2 Thickness Of Finished Product Panels - Finished panels, such as those on which length,
width, squareness and straightness have been measured, shall be used for determination of thickness.
6.3.4.2.1 Procedure - Measure and record on the data sheet the thickness to the nearest 0.03 mm
(0.001 inch) at eight points evenly spaced around the perimeter of the panel.
6.4 DENSITY
6.4.1 TEST SPECIMENS - Test specimen(s) cut to determine thickness swelling (Section 6.10) or
Modulus of Rupture (Section 6.6) may be used to measure density of the board before thickness
swelling or MOR testing (average of 6 MOR Specimens).
6.4.2 PROCEDURE - The length and width of the test specimens shall each be measured to the
nearest 0.25 mm (0.01 inch). If more than one measurement is made in either direction, the average
of the measurements shall be recorded as length or width. Thickness measurements shall be taken as
required under Section 6.6.3.1 or Section 6.10.2. The specimen shall be weighed at time of density
testing to an accuracy of not less than + 0.2 percent.

6.4.3 CALCULATIONS AND REPORT (SI) - The density in Kg/m3 shall be calculated as follows:

6.4.4 CALCULATION AND REPORT (POUNDS PER CUBIC FOOT) - The density in pounds
per cubic foot shall be calculated as follows:

The density values shall be reported to the nearest tenth of a pound per cubic foot.
6.5.1 APPARATUS - The weight of the moisture content samples shall be determined with a device
having an accuracy of not less than +0.2% (full scale).
6.5.2 TEST SPECIMENS - Moisture content test specimens may be cut from at least one of the
modulus of rupture specimens after the modulus of rupture test or Hardness samples. The sample(s)
shall be a minimum of 76 mm (3 inches) by 76 mm (3 inches), except for 6.4 mm (1/4 inch) thick
boards which shall be a minimum of 51 mm (2 inches) by 76 mm (3 inches).
6.5.3 PROCEDURE - The test specimens shall be weighed at time of test to reduce moisture content
equalization of the specimens. After drying the specimen in an oven at 103 + 20 C (217 + 40 F) until
approximate constant weight is attained (24 hours). The specimen shall be re-weighed after waiting
5 minutes for the samples to cool. It is important not to wait long after taking the samples out of the

6.6.1 APPARATUS
6.6.1.1 Testing Machine - Any standard testing machine capable of applying and measuring the load
with an error not to exceed + 1.0 percent, as provided in the "Practices for Load Verification of
Testing Machines" (ASTM Designation: E4) shall be used to perform the modulus of rupture and
modulus of elasticity tests. Rate of loading must be controllable to within + 50% of the applicable
value as shown in Table 3.
6.6.1.2 Span And Supports - The span for each test shall be 24 times the nominal thickness (depth)
of the specimen. The supports shall be rounded or shall be knife edges provided with rollers and
plates under the specimen at these points. When rounded supports are used the radius of the rounded
portion shall be at least 1-1/2 times the thickness of the material being tested.
6.6.2 TEST SPECIMENS - Each test specimen shall be 76 mm (3 inches) in width if the nominal
thickness is greater than 6.4 mm (1/4 inch). For 6.4 mm (1/4 inch) or thinner panels, the width shall
be 51 mm (2 inches). The length of each specimen shall be 51 mm (2 inches) plus 24 times the
nominal depth. Some common specimen sizes and test spans are listed in Table 2.
6.6.2.1.1 Floor Underlayment - Specimens M1 through M6 shall be taken for testing from locations
shown in Figure 2 or 3 (See also 6.2.2).
6.6.2.1.2 Manufactured Home Decking - Specimens M1 through M6 shall be taken for testing from
locations in Figure 2 or 3 (See also 6.2.2).
6.6.2.1.3 Stair Treads - Specimens shall be taken for testing from locations shown in Figure 4 (See
also 6.2.2).
6.6.2.1.4 ANSI A208.1 and ANSI A208.2 Grades. - Specimens M1 through M6 shall be taken for
testing from locations in Figure 2 or 3 (See also 6.2.2).
Cutting Diagrams in Figures 2 and 3 will add Screw Pull Option to the MOR/MOE strip and the
titles will be shortened to “Standard Cutting Diagram” and Alternative Cutting Diagram,
respectively. Also, a note will be added to the diagrams indicating that the concentrated load test
applies only to Manufactured Home Decking.
6.6.3 PROCEDURE
6.6.3.1 Thickness - Measure the thickness of each specimen in at least two points near the mid-
length of the specimen to the nearest 0.03 mm (0.001 inch) using the apparatus specified in Section
6.3.4.1. Report the average of the measurements as the specimen thickness.
6.6.3.2 Width - Measure the width of each specimen to the nearest 0.25 mm (0.01 inch) at the line of
load application.
6.6.3.3 Load Application - Center the specimen flat-wise on the parallel supports. The specimens
shall be loaded at the center of span with the load applied at a uniform rate through a loading block
having a radius of at least 1-1/2 times the board thickness. The load shall be applied continuously
throughout the test at a uniform rate of motion of the moveable crosshead of the testing machine, as
shown in Table 3. Continue loading until failure occurs and note the maximum load.
6.6.3.4.2 Alternate Method - In general, the load deflection curve for wood bending specimens
shows no sharp proportional limit point from which values for modulus of elasticity may be
determined. The elastic portion of the load deflection curve will be used to determine the slope
below the apparent proportional limit by recording the corresponding deflections. The difference
between the two load values shall be used for value P1 in the equation in Section 6.6.4.2. The
difference between the two corresponding deflections shall be used for value Y1 in the equation in
Section 6.6.4.2.
6.6.4.1 Modulus of Rupture - The modulus of rupture shall be calculated for each specimen to the
nearest whole number by the following formula. The results of the parallel and perpendicular tests
shall be averaged and reported as the average modulus of rupture.

6.6.4.3 Modulus of Elasticity - The apparent modulus of elasticity shall be calculated for each
specimen to the nearest whole number by the following formula. The results of the parallel and
perpendicular tests shall be averaged and reported as the average modulus of elasticity.

6.7.1 TEST SPECIMENS - The test specimen shall be 50 mm (2 inches) square and the thickness
shall be that of the finished board.. The cross sectional area (width and length) of the specimens
shall be measured to an accuracy of 0.01inches. Three specimens shall be cut from the test board as
shown in Figure 2, Figure 3, or Figure 4 depending on the type of board.
6.7.3.1 Calculation Of Unit Stress - Calculate the unit stress at failure by dividing the load at failure
by the cross-sectional area of the specimen.
6.7.3.2 Reporting - Report the unit stress at failure as the internal bond strength of each specimen in
N/mm2 (psi) to the nearest whole number.
6.8.1 TEST SPECIMENS - Each specimen shall be at least 76 mm (3 inches) in width and 152 mm
(6 inches) in length and at least 25 mm (1 inch) thick. Because many particleboard products are
manufactured in thicknesses under 25 mm (1 inch), the specimen for test shall be made by bonding
together several layers of the particleboard to make the required thickness. Two specimens shall be
6.8.2 PROCEDURE - The modified ball test with a "ball" 11.28 mm (0.444 inch) in diameter shall
be used for determining hardness. The load at which the "ball" has penetrated to one half its
diameter, as determined by an electric circuit indicator or by the tightening of the collar against the
specimen, shall be recorded as the hardness. Two penetrations shall be made on the face of each
particleboard specimen. The locations of the point of penetration shall be at least 25.4 mm (1 inch)
from the edges and ends of the specimen and far enough apart so that one penetration will not affect
another one. The load shall be applied continuously throughout the test at a uniform rate of motion
of the moveable crosshead of the testing machine of 6 mm/min. (0.25 inches per minute).
6.8.3 TEST DATA AND REPORT - The maximum load required to embed the "ball" to one half its
diameter shall be the measure of hardness. The average load to the nearest whole number for each
of the two specimens shall be reported.
6.9.1.1 Test Specimen - Specimens measuring 76 mm (3 inches) by 304 mm (12 inches) shall be cut
from each board as shown in the appropriate Figure illustrating the cutting diagram for the relevant
type of board.
6.9.1.3 Calculations And Report - The linear expansion with change in moisture content shall be
reported as the percentage change in length based on the length at 50 percent relative humidity. The
average value of the samples shall be reported.
6.9.2.2 Procedure - Licensees shall make a written request to CPA for permission to operate under
the provisions of this Section. Licensees will be required to submit a written protocol outlining
sample size, test conditions, test frequency and correlation factors relating to the ASTM D 1037
linear expansion test. CPA will review the data for accuracy and completeness. When the selected
test method and protocol will estimate the ASTM D 1037 linear expansion value with an accuracy of
15%, CPA may, at their discretion, provide a prediction factor, correlation coefficient or quality
control limit for plant operation under these provisions.
6.9.2.3 Licensee Operation - Licensee will determine product conformance to applicable standards
by showing conformance to the selected values provided above. Any test value in excess of 15% of
the quality control limit or any test whose predicted linear expansion value is in excess of 15% of the
applicable standard will not be in conformance with the provisions of this section. In order for such
product lots to be certified, they will have to be retested by the provision in this Section or the
provisions in Section 6.9.1.
6.9.2.4 CPA Operation - During CPA inspections, conformance to applicable standards will be
determined under the provisions of Section 6.9.2.2 above. In addition, CPA will collect and conduct
tests in accordance with Section 6.9.1 ASTM D 1037 METHOD to further define, develop, or
update the prediction factors, correlation coefficients or quality control limits. Adjustments to these
limits will be made on a quarterly basis if necessary. Should these factors prove to be unreliable
with the ASTM D 1037 test, CPA can at any time through written notification, remove the
permission previously granted to operate under the provisions of Section 6.9.2.
6.9.2.5 Calculations And Report - The linear expansion determinations shall be reported as a
percentage change in length. The average value of the samples in the parallel and perpendicular
6.10.1 TEST SPECIMENS - The test specimen shall be a minimum 152 mm ( 6 inches) square in
size with all four edges smoothly and squarely trimmed. One specimen shall be cut from each test
board as shown in Figure 2 or Figure 3 (sample labeled T1).
6.10.2 PROCEDURE - The width and length of each specimen shall be measured as described in
Section 6.4.2. Measure the thickness to the nearest 0.03 mm (0.001 inch) at four marked points
midway along each side and 25 mm (1 inch) in from the edge of the specimen. The specimen shall
be submerged horizontally under 25 mm (1 one inch) of water maintained at a temperature of 20 +
30 C (68 + 20 F). After 24 hours of submersion the specimens shall be suspended to drain for ten
minutes, at the end of which time the excess surface water shall be removed and the thickness at the
four marked points re-measured.
6.10.3.1 Thickness Swelling Equation mm (Inches) - The thickness swelling shall be the average
increase in thickness at the mid-point on each side 25 mm (one inch) from the edge.

The thickness swelling shall be calculated to the nearest 0.03 mm (0.001 inch) and reported for each
test specimen.
6.11.1 TEST SPECIMENS - Test specimens shall be 406 mm (16 inches) square by the thickness of
the material. One specimen shall be cut from each board as shown in Figure 3. If Manufactured
Home Decking is to be used with spans greater than 406 mm (16 inches) on center, the specimen
size shall be increased so that the concentrated loading test will be conducted using spans greater or
equal to the application.
6.11.2 APPARATUS - A frame shall be used to support the test specimen on all four sides. The
unsupported square distance shall be 368.3 mm x 368.3 mm (14 1/2 x 14 1/2 inches). If
Manufactured Home Decking is to be used with spans greater than 406 mm (16 inches) on center,
the unsupported square distance shall be increased so that the concentrated loading test will be
conducted using the dimension of the span to be certified minus 38 mm (1½ inches). A method of
rigidly fixing the specimen to the frame shall be provided. The test force shall be applied in the
center of the specimen using the end of a loading bar having a 25 mm (1.0 inch) diameter with the
end edges of the loading bar rounded to a radius of 1.25 mm (0.05 inches). A means of applying a
load of at least 2669 N (600 pounds) to the bar shall be provided. The applied load should be
measurable within one percent.
A dial gauge for measuring deflection immediately adjacent to the loading bar (or on the other side
of the specimen directly opposite the loading bar) shall be mounted on the frame. This permits
measurement of the specimen deflection relative to the supporting members.
6.11.3 PROCEDURE - With the specimen firmly fixed in place, the deflection gauge is set at zero.
A load of 890 N (200 pounds) is applied to the loading bar. This load is maintained and the
deflection is recorded after it has stabilized. The load is then increased until the maximum load is
reached, or until 2669 N (600 pounds) is reached, at which time the test may be terminated.

6.11.4 REPORT - The deflection to the nearest 0.02 mm (0.001 inch) at an applied load of 890 N
(200 pounds) and the ultimate load shall be reported unless the test was terminated at 2669 N (600
pounds) in which case that fact should be reported.
6.12.3 REPORT - The ultimate load for each specimen shall be reported.
6.13 WARP MEASUREMENT - The procedures below were taken from the HUD UM 70b (See
Appendix C - normative) and apply to Interior Stair Treads. Technical Bulletins on warp are
available from CPA. Appendix D (informational) contains a warp measurement procedure that can
be used on products other than Interior Stair Treads.
6.13.2 PROCEDURE - The specimen shall be laid on a flat surface during measurement of warp.
6.13.2.1 Cup - Cup is a deviation flat-wise from a straight line stretched across the width of the
specimen. It is measured at the point of greatest distance from the straight line to the product
surface.
6.13.2.2 Bow - Bow is a deviation flat-wise from a straight line stretched parallel to the length of the
specimen. It is measured at the point of greatest distance from the straight line to the product
surface.
6.13.2.3 Twist - Twist is a deviation from a plane in which one corner of a piece twists so that the
four corners of a surface are no longer in the same plane. It is measured by holding three corners of
the test specimen snugly against a horizontal flat surface and measuring the distance the fourth
corner is raised above the flat surface.
6.13.3 CALCULATIONS AND REPORT - Measurements for bow, cup and twist shall be made to the
nearest 0.4 mm (1/64 inch). Cup shall be reported in inches. Bow shall be calculated by dividing
the measured deviation by the specimen length and reported in inches per lineal foot. Twist shall be
calculated by dividing the measured deviation by the specimen length and reported in inches per
lineal foot.
7. CONFIDENTIALITY
All information and documentation supplied by the Licensee to CPA pursuant to this Grademark
Program shall be considered confidential and shall not be disclosed by CPA except as may be
required by law. CPA shall also consider confidential any observations of equipment, process,
techniques, or other matters known by CPA to be considered proprietary by the Licensee.

APPENDIX B (NORMATIVE)
GRADEMARK LICENSE AGREEMENT
the term of this agreement and any extensions thereof, a non-exclusive, non-assignable License
to use the applicable CPA Grademark only under the terms and conditions hereinafter set forth.
2. CPA Grademarks may be used by Licensee to identify those of its products that
are manufactured and tested in accordance with the Manual and found to meet the requirements
of the applicable Standard(s). The Grademarks may only be used on products that are
manufactured at the licensee’s plant and listed in that plant’s Application. Said Grademarks
may be applied to or affixed upon such products only by means of CPA approved replicas. A
“replica” is defined as a brand, imprint, stamp or label which, among other things (1) contains a
counterpart of the Trademark, (2) identifies the applicable Standards to which the mark relates,
and (3) identifies the Licensee and plant. In conjunction with the use of such replicas, Licensee
may employ Certificates of Conformance to the applicable Standards with respect to any
products that do so comply, in such form and style and subject to such rules as may be
approved by CPA.
3. The Manual and/or the Standards may be revised or modified by CPA from time
to time, and upon due notice to Licensee, such revisions or modifications shall be deemed the
applicable Manual and/or Standards referred to herein.
4. Licensee covenants and agrees that said Grademark, replica, or certificates will be
used only in connection with products which meet the requirements of the applicable
Standards, determined in accordance with procedures set out in the Manual. This Agreement
shall not be construed as a commitment by Licensee to produce any or only such products or to
use said replica on any or all such products made by it. Licensee may use other symbols,
trademarks, or trade names that are not inconsistent with the nature and purpose of the
Grademark to identify any products manufactured or sold by the Licensee, provided, however,
that no such symbol, trademark, trade name or combination thereof shall be so similar to the
CPA Grademark that it could be confused with the Grademark by buyers or users of such
products.
5. The manufacturing facilities, quality control program and records with respect to
the products in connection with which Licensee is using, planning to use or is qualified to use
the Grademark, replica or certificate may be inspected as provided in the Manual by duly
authorized CPA inspectors at such reasonable times as determined by CPA. Licensee shall
cooperate fully with CPA in conducting all such inspections and tests.
6. In the event a dispute arises between Licensee and CPA concerning Licensee’s
conformance or nonconformance with the applicable Standards or Manual, Licensee may
obtain a review of said matter by the Technical Review Board and the President of CPA, in
accordance with Section 4 of the Manual as it may be amended from time to time.
7. CPA, its officers, directors, members, employees and counsel shall not be liable for
any act or omission of Licensee. and Licensee shall defend CPA, its officers, directors,
members, employees and counsel against any claims, and shall indemnify and hold them or any
of them harmless from any liability which may be imposed upon them or any of them resulting
from or arising out of Licensee’s acts or omissions, in connection with its use of the
Grademark, its participation in the Physical and Mechanical Properties Grademark Program, or
its reference to any ANSI, CPA or other applicable physical and mechanical properties
standard.
8. Licensee shall not be liable to CPA, its officers, directors, members, employees and
counsel for any claims or any liability arising out of the acts or omissions of any other Licensee
licensed by CPA to use the Grademark.
9. Licensee hereby waives any and all claims it now has or may have against CPA, its
officers, directors, members, employees and counsel arising out of the conduct of the CPA
Physical and Mechanical Properties Grademark Program, the duties or responsibilities of CPA
under this license agreement or the granting, administration or suspension of this license
agreement.
10. CPA has, and at all times retains, full and exclusive ownership of and property rights
in and to all Grademark replicas, certificates and symbols even though purchased directly by
Licensee. In the event such replicas, certificates and symbols become unusable for any reason
whatsoever, the unusable material shall be disposed of as directed by CPA. Brands, stamps
and other devices or means used to imprint such replicas, certificates and symbols shall not be
altered or defaced and shall not be removed from the plant(s) of Licensee for which they were
originally purchased and used except as may be directed by an authorized representative of
CPA. They shall be maintained and used in a clean condition. Additionally:
11. This License agreement may be suspended immediately at any time by CPA in whole
or in part at any time by CPA if
(a) an inspection of Licensee’s plant discloses that Licensee’s quality control system is not
adequate to determine whether products do in fact conform to the applicable Standards;
or
(b) an inspection of licensee’s plant discloses that Licensee has used or is using
Grademarks, or replicas, certificates or symbols thereof, to identify products which do
not in fact conform to the applicable Standards or otherwise has misused or is misusing
any Grademark replica, certificate, or symbol; or
(c) Licensee is not complying with the procedures set forth in the Manual; or
(d) certification lapses pursuant to the provisions of the Manual; or
(e) Licensee in any other respect is not complying with any other provision of this License
Agreement.
CPA shall notify Licensee in writing of any suspension of all or any part of this
Agreement. Such notice shall set forth the reason(s) for the suspension and any supporting
facts. Any complete or partial suspension may be lifted only after Licensee has passed a
supplementary inspection made at the expense of Licensee.
12. This Agreement shall become effective upon its execution by CPA.
13. After the effective date of this Agreement, it shall continue in force until December
31 of the then current year and shall be automatically renewed from year to year thereafter;
provided that it may be terminated at any time by and in the sole discretion of either party by
giving sixty (60) days written notice of termination to the other party.
14. In the event of the suspension or termination of this Agreement, Licensee shall
immediately cease using all Grademarks, replicas or certificates and, upon demand of an
authorized CPA representative, shall surrender to CPA all Grademarks, replicas or certificates
and stamps then in Licensee’s possession.
15. The CPA Board of Directors shall determine from time to time fees to be paid under
the Agreement. Annual fees shall be paid in advance and are non-refundable.
16. This Agreement shall be construed in accordance with the laws of the State of
Illinois.

ANSI A208.1-1999 Particleboard
The American National Standard for Mat-Formed Wood Particleboard, sponsored by the National
Particleboard Association, was published as ANSI A208.1-1979. It was reaffirmed in 1986 as ANSI
A208.1-1979(R1986). It was revised in 1987 as ANSI A208.1-1987, in 1989 as ANSI A208.1-1989 and in
1993 as ANSI A208.1-1993. In 1997 the National Particleboard Association and the Canadian
Particleboard Association consolidated into the Composite Panel Association.
There are four annexes to this 1999 Standard. Annex A is normative and is part of this Standard;
Annexes B, C, and D are informative and are not part of this Standard.
Consensus for this Standard was achieved by use of the ANSI Canvass Method. The following
organizations, recognized as having an interest in particleboard standards, were contacted prior to the
approval of this Standard. Inclusion in this list does not necessarily imply that the organization concurred
with the proposed Standard as submitted to ANSI.

STATISTICAL ANALYSIS FOR REDUCED FREQUENCY
MECHANICAL PROPERTY TESTING
GENERAL
The statistical analysis for reduced frequency privileges on specific mechanical property tests
uses the “t distribution” for its confidence level testing. The “t test” calculation formula is listed
below. It is used to show, with 95% probability, that plant test results are above the minimum
listed in the test standard. A formula for calculating the standard deviation on mill data is also
included. A minimum of 30 data points is required.

Many electronic calculators use this formula. The formula is usually listed in the operator’s
manual.

Conclusion: Since T (0.65) is not greater than 1.699, the plant does not achieve reduced test
frequency status at this time. It is important to note that variability is as important as the amount,
on average, that the standard is exceeded. Other things being equal, reducing the standard
deviation to 45 pounds would have the same effect as increasing the average hardness to 1145
pounds in this example.
